Long-term Preservation of Digital Heritage: Building a National Strategy (디지털유산의 장기적 보존: 국가정책 수립을 위한 제안)

  • As the penetration of information technology into everyday life is accelerated day by day, virtually all kinds of human representation of knowledge and arts are produced and distributed in the digital form. It is problematic, however, because digital objects are so volatile that it is not easy to keep them in fixed form. The fatal fragility makes it extremely tricky to preserve the digital heritage of our time for the next generation. The present paper aims to introduce current endeavors made at the international and the national levels and to provide with suggestions for Korean national strategy of digital preservation. It starts with reviewing the global trends of digital archiving and long-term preservation, focusing on standardization, preservation strategies and current experiments and projects being conducted for preserving various digital objects. It then sketches national strategies of several leading countries. Based on the sketch, twofold suggestions for Korean national strategy are proposed: establishing a central coordinating agency and accommodating the digital preservation issue in the legislative and regulatory framework for the information society. The paper concludes with the necessity of cooperation among heritage organizations, including libraries, archives, museums. They should cooperate with each other because they have traditionally been trusted with the custodianship of collective memory of humankind and the digital heritage cannot be passed onto the next generation without their endeavor. They should also work together because any single institution, or any single nation could cover what it takes to complete the task of long-term preservation of our digital heritage.

  • The purpose of this study is to analyze the current state of long-term preservation policy for electronic records in Korea and to present future tasks. Although the current electronic record long-term preservation policy is not clearly codified, it can be said to consist of technical elements such as digital signature, hash, preservation format, and long-term preservation package. Each technological element was considered in order, and the limitations of the current policy and technology in the changing digital environment were analyzed and alternatives were presented.

  • Assuring that the integrity of digital contents is reliably maintained is an important component of long-term digital preservation. The purpose of this study was to examine and analysis the best practices of digital preservation policy and provide the basis theory for establishing a preservation policy for maintaining the integrity of digital contents. In order to achieve the purpose of the study, we examined the digital archiving practices for maintaining the integrity of digital contents. Especially, we focused on the storage media and file formats, the media and format conversion, disaster prevention and recovery, management and handling, inspection and monitoring, and security policies.

  • In the field of cultural heritage, for the purpose of its preservation and restoration, cultural heritage has been recorded using three-dimensional (3D) digital technology. However, these 3D digital records are a large-scale digital record produced through complicated steps from point cloud data acquisition to 3D model production, and long-term preservation problems cannot be avoided. With international discussions are ongoing, this study looks into the preservation direction of the cultural heritage 3D digital records based on precedent research and case analysis.

Analysis on Topics of Digital Preservation Researches and Courses (디지털 보존 관련 학술연구 및 교과 주제분석)

  • Recently there has been a growing interest in digital preservation and digital curation with rapid increase of digital resource. This study aims to investigate the research topics and the course topics related digital preservation and digital curation. The course information is collected from the curricular of library and information science departments and archival science departments in leading countries such as US, England, Ireland, Canada and New Zealand. Title keyword profiling and network analysis were adapted to discover core research and education areas. The key topics in the abstracts of research papers and the contents of the course were also illustrated by these methods. In the research analysis, archival system is the biggest area of researches related digital preservation and digital curation. Courser analysis shows digital curation education and process is the important area of education. As a result of content analysis, plan and strategy is a notable topic of research and record management process is a major topic of courses for digital preservation and digital curation. In addition, format of digital resource is an important topic for research and courses.

A Study on Improving the Legal System for the Expedited Preservation of Digital Evidence (디지털 증거의 긴급한 보전을 위한 법제 개선 연구)

  • The proportion of digital evidence in criminal cases has increased, while at the same time, the spread of the Internet has made it easy to delete information that is stored in another place and thus, the Internet is being used to delete online criminal evidence. To respond quickly and effectively to cybercrime, 29 countries signed the Convention on Cybercrime in 2001 through the Council of Europe. Article 16 of the Convention relates to the expedited preservation of stored computer data and requires signatories to adopt legislative measures to enable its competent authorities to order expeditious preservation of specified computer data where there are grounds to believe that the data is particularly vulnerable to loss or modification. More than 60 countries have joined the Convention since 2001 and have made efforts to improve their legal system in line with it. The United States legislated 18 U.S.C. § 2703(f) to preserve electronic evidence pending the issuance of a court order. The German Code of Criminal Procedure §§ 94~95 allows prosecution authorities to seize evidence or issue production orders without court control in urgent circumstances. A custodian shall be obliged to surrender evidence upon a request that evidence be preserved, and non-compliance results in punishment. Japan legislated the Criminal Procedure Act § 197(3) and (4) to establish a legal base for requesting that electronic records that are stored by an ISP not be deleted. The Korean Criminal Procedure Act § 184 outlines procedures for the preservation of evidence but does not adequately address the expeditious preservation of digital evidence that may be vulnerable to deletion. This paper analyzes nine considerations, including request subjects, requirements, and cost reimbursement to establish directions to improve the legal system for the expedited preservation of digital evidence. A new method to preserve online digital evidence in urgent cases is necessary.

  • This study endeavors to delineate the essential components of digital preservation policies requisite for data repositories. Drawing from an examination of digital preservation policies from data repositories accredited by CoreTrustSeal in 2023, this study unveils the pivotal components intrinsic to a digital preservation policy framework, subsequently elucidating the content each component encompasses. The proffered framework is anticipated to serve as a foundational reference for institutions aiming to craft their digital preservation policies, transcending the confines of those solely pursuing CoreTrustSeal certification, to encompass both domestic and international institutions irrespective of their intent to seek CoreTrustSeal certification.

A Study on the Development of Educational Program for Digital Personal Archives Preservation: A Case of P University Undergraduate Students (디지털 개인기록 보존을 위한 교육프로그램 개발 - P대학 학부생을 중심으로 -)

  • This study was carried out to develop the educational program which can be used in the university library or archives to their students under an aspect that each individual should preserve own personal archives themselves. Based on precedent studies and foreign cases, a survey study on preservation of digital personal archives for the university students was carried out. The educational program of preservation reflected conditions of the undergraduates attending Pusan national university. The educational program is dealt with a total of seven contents including awareness-raising, creation methods, managements methods, selection of archives, construction of preservation folder, construction of preservation copy, and the management of preservation copy.

Construction of Preservation Metadata Package for Digital Archiving (디지털 아카이빙을 위한 보존 메타데이터 패키지 구축)

  • The construction of preservation metadata is a prerequisite for the preservation of digital information. In the current approaches to digital archiving, however, there is no metadata structure optimized to describe preserved digital objects. This research proposed metadata packages that can support the description of digital objects from the perspective of the core processes of digital archiving. The proposed metadata packages consist of 4 wrapper elements and 25 sub-elements. They can provide detailed descriptions required to preserve digital objects in accordance with the core processes of digital archiving. Therefore, the proposed metadata package can be applied to digital archiving as a better approach to the description of digital objects compared to the approaches to information package.

  • The current study aims at reviewing digital archives and preservation research trends from diverse disciplines in order to shed light on what have been accomplished so far as well as what should be done to make progress. A total of 115 research articles have been selected from 2 journals of archival science and 28 journals of library and information science, computer science, and others. Selected articles are categorized into four subject areas. For each subject area, research trends are reviewed.
