역사콘텐츠 활용을 위한 디지털 큐레이션 프레임워크 제안 (Suggestion of a Digital Curation Framework for Historical Contents)

  • 본 연구에서는 과거의 기억을 모으는 기관의 정책 수립에 도움이 될 수 있는 디지털 큐레이션 프레임워크를 제안하고자 하였다. 이를 위해 문헌 연구를 수행하였고, 선행연구 및 디지털 큐레이션 모형들을 살펴보았으며, 역사전공자에 대한 표적집단면접법(FGI)을 실시하였다. 본 프레임워크는 거시적인 기록정보서비스를 개발할 때 참조할 수 있는 추상적인 모델이며, 다음과 같은 시사점을 가지고 있다. 첫째, 데이터 생명주기를 고려하였으며 단계별 연계 활동을 강조하였다. 둘째, 역사 정보의 속성 상 동일한 내용이 다양한 기관에 의해 노출되어 지는데 그 정보는 국가별로 기관별로 다른 가치를 가지게 된다. 그러므로 정확한 가치 판단을 위해서는 관련 기관의 기능 및 데이터 정리 체계를 설명하는 기반 시스템이 필요하다는 것을 강조하였다. 셋째, 본 프레임워크를 통해 기존 기록정보시스템을 진단할 수가 있었다. 넷째, 기 구축된 콘텐츠를 활용하여 이용자를 고려한 콘텐츠 재활용 방안을 제안해야 한다는 것을 강조하였다. 마지막으로 본 프레임워크를 통해 다양한 시스템을 하나로 모으고, 그 맥락 안에서 다양한 업무 프로세스가 가동하도록 유도하는 것이 중요함을 확인하였다.

  • 저작권자의 동의 없이 파일을 공유하는 행위는 불법이다. 그러나 BitTorrent를 통해 발생하는 불법 공유가 계속 증가하고 있다. 이러한 증가 추세에도 불구하고, 불법 공유자들을 처벌하기 위한 법적 근거와 수사 절차가 명확하지 않기 때문에 불법 공유자들을 처벌하기 어렵다. 또, 서버가 존재하지 않는 BitTorrent의 특성으로 인해 P2P를 통한 불법 공유에 대한 기존 수사절차의 적용 역시 어렵다. 본 논문에서는 BitTorrent를 이용하여 발생하는 불법 공유에 대한 형사상 수사 절차에 대해서 정립함으로서 수사절차에 적용 가능한 포렌식 프레임워크를 제시하고자 한다.

Multi-Sided Networks of Digital Platform Ecosystem: The Case of Ride-Hailing in Indonesia

  • The business world has been undergoing a digital transformation. The adoption of multi-sided digital platform across the world has sped up this transformation. Multi-sided digital platforms create value by mediating interactions and transactions of distinct groups of users. A platform and its stakeholders need to be considered as a business ecosystem. Elements or components in the ecosystem exchange values and together form a network of exchange values. The objective of this paper is to construct a framework for crafting and observing digital business ecosystems. The foundation theories used to construct the framework are transaction cost economy (TCE), multi-sided markets, and value network. This paper uses Go-Jek, a growing ride-hailing platform from Indonesia, as a case to discuss how the framework works in mapping Go-Jek's digital business ecosystem, and then explain its expansion strategy. This paper has both theoretical and managerial contributions. It provides a formal definition of digital business ecosystems as a network of exchange values. The framework does not only help studies the existing business ecosystems but also can be used to craft a new business ecosystem. It can also be used to study value exchanges within the ecosystem, assessing or crafting ecosystem expansion strategies.

NGIS를 위한 국가기본지리정보 유지관리 방안 (Study on the Maintenance of National Framework Data for NGIS)

  • Our country is constructed the digital map in the first NGIS plan. Through digital map construction, it was had the potentiality that can more easily activate GIS. But these data included numerous problems from user's view. In the second NGIS plan, our government try to construct the framework data for the maximization of GIS utilization. This paper is showed a step of update that considered relationship between the national framework data themes, suggested the structure of maintenance activity for national framework data.

진본 전자기록의 장기보존을 위한 정책프레임워크: InterPARES 성과물에 기초하여 (A Policy Framework for the Long-term Preservation of Authentic Digital Records: Based on InterPARES Studies)

  • 본 연구의 목적은 진본 전자기록의 장기보존을 위한 정책 프레임워크를 개발하는 것이다. 정책 프레임워크를 개발하기 위하여 진본전자기록의 장기보존을 위한 국제연구 프로젝트인 InterPARES(International Research on Permanent Authentic Records in Electronic System: 이하 IP로 약칭)의 주요 성과물을 심층적으로 분석하였다. (1) IP 연구프로젝트의 결과 중 정책적 시사점을 갖는 성과물을 선정하여, (2) 여기 포함된 원칙과 지침을 작은 단위로 해체하고, (3) 그 내용적 연관성에 따라 범주화하여 (4) 진본 전자기록의 장기보존을 위한 정책 프레임워크를 제안하였다. 이 연구가 제안하는 정책 프레임워크는 국가적 차원이나 한 조직의 차원에서 전자기록 보존을 위한 정책과 전략을 수립하거나 표준, 지침 등의 도구를 개발하는 데 있어서의 기본 틀이 될 것이다.

  • 21세기 무한경쟁의 시대에 지식을 창조, 획득하고 관리하는 자만이 살아남을 수 있다. 즉 모든 지식정보자원을 디지털화한 디지털지식콘텐츠를 누가 많이 확보하느냐에 달려있다고 할 것이다. 여기에서 핵심적인 미래산업이 될 디지털콘텐츠 산업발전 조성과 그 경쟁력을 강화시킬 수 있는 기반을 제공하기 위해서는 디지털콘텐츠관리와 유통 프레임워크가 필요하다. 따라서 본 연구는 학문적 연구와 현장조사를 토대로 디지털콘텐츠 프레임워크와 혁신확산을 기반으로한 지식콘텐츠 의사결정과 단계적 모델, 지식관리매트릭스와 지식관리지수를 제시하는데 그 목적이 있다.

  • For the domestic digital contents, a proactive cooperation system or framework between the government, the businesses and research institutions, which would allow for free flow of interaction among these players, can play that role. We have proposed and realized the Dynamic Coordinating Framework(DCF) to bridge these gaps among the major players in the industry. The the Dynamic Coordinating Framework rests on the following major functions. The first major function of the DCF is to decipher any ambiguity that may be embedded in external inputs by stratified role and bias. The second function is to create cooperative groups that will deal with the ambiguities based on its consequent situation. The third is a feedback function that will draw out a new cooperative way by re-feeding the capacities and the conflicts that stem from the existing organizations and strategies into cooperation and adjustment process. Our DCF has compared and evaluated with England and Australia digital content industry models under AHP(Analytic Hierarchy Process) method. DCF has turned out to be well designed and have strong points based on OECD innovation and cooperation criteria.

MPEG-21기반 디지털 컨버젼스 플랫폼 기술 (A Digital Convergence Platform based on the MPEG-21 Multimedia Framework)

  • This paper describes a digital convergence platform(DCP) which is implemented based on the MPEG-21 multimedia framework. DCP is a newly proposed solution in this research for the convergence service of future home multimedia environment. DCP is a common platform designed to have the feature of reconfigurability, by means of S/W. which supports to run diverse digital multimedia services. A distributed peer to peer service and transaction model is also a new feature realized in DCP using the MPEG-21 multimedia framework. A prototype DCP is implemented to verify its functions of multimedia service and transactions. The developed DCPs are networked with IP clustering storage systems for the distributed service of multimedia. Successful streaming services of the MPEG-2/4 video and audio are verified with the implemented test-bed system of DCP.

  • This paper describes our design of a contents distribution framework that supports transparent distribution of digital contents on the Internet as well as copyright protection of participants in the contents distribution value chain. Copyright protection must ensure that participants in the distribution channel get the royalties due to them and that purchasers use the contents according to usage rules. It must also prevent illegal draining of digital contents. To design a contents distribution framework satisfying the above requirements, we first present four digital contents distribution models. On the basis of the suggested distribution models, we designed a contract system for distribution of royalties among participants in the contents distribution channel, a license mechanism for enforcement of contents usage to purchasers, and both a packaging mechanism and a secure client system for prevention of illegal draining of digital contents.

Essential Competencies for Digital Workforce of Provincial Office in Thailand Using Delphi Technique

  • This study aimed to study its required performance requirements and proposes a competency framework necessary for the digital workforce of the Provincial Offices in Thailand. The specific primary informants were determined as 17 people. The collecting process was performed using the Delphi technique and the electronic Delphi technique in two phases, totaling four rounds. In the first time, a structured interview was used to conduct online interviews for 15 people. Content validation was performed to determine issues of the competency framework essential for the digital workforce with 7-level scaled questionnaires, and then online reviews were collected between 10-15 people (2nd to 4th times). A consensus was found and confirmed four times with descriptive statistics, namely frequency, mean, standard deviation, mode, median, and the absolute value of the difference between mode and median, interquartile range, and application of the conceptual framework. The research findings revealed that the essential competency requirements for the digital workforce were covered in digital literacy (six aspects), digital skills (four aspects), and digital characteristics (four aspects). Consensus was confirmed for 84 issues. Therefore, it was concluded that 61 points for building an essential competency framework for the digital workforce made them effective in using digital technology as a labor-saving instrument, as well as for expanding the breadth of development of digital expertise to include members of the organization's digital practitioner network. This development will benefit government agencies and the private sector, both national and international, in the future.
