A Study on the Policy Implications of Strategic Trade Policy Theory for the Regulation of Rent Seeking Behavior of Monopolistic Online Platform Enterprises (독과점적 온라인 플랫폼 기업의 지대추구 행위 규제에 관한 전략적 무역정책론적 시사점 연구)

  • The rent seeking behavior of monopolistic online platform enterprises against digital contents suppliers is similar to the importing countries transfers the monopoly profit acquired by exporting companies in the imperfectly competitive market through optimal tariffs. If such an optimal tariffs imposing mechanism of importing countries, according to so-called strategic trade policy theories, is applied to the rent-seeking behavior of online platform companies, important insights can be obtained in discussions on regulatory reform. In other words, if an online platform enterprises impose a differentiated fee on each contents-suppliers in a monopolistically competitive markets that pursues contents differentiation through R&D investment, it would reduce the innovation investment by contents suppliers. Nevertheless, profit-maximizing online platform enterprises would not voluntarily give up the discriminatory fee system. Therefore, we would like to propose the introduction of a regulation that can force the introduction of an non-discriminatory fee system for all the contents suppliers.

  • The UK is a service superpower with solid and well-developed financial and insurance services, including FinTech. Much of the UK's service industry is digital and becoming increasingly so. Primary sources constituting the UK's comparative advantage in services could be factored in business conditions driving innovation in the digital age and world-leading digital competitiveness. Therefore, this study examined the UK's digital policies. This research's focal strands were the UK's digital strategy, national artificial intelligence strategy, and digital trade objectives. As an essential insight for policymakers and other stakeholders, this study proposes that government policies in response to the digital economy are inextricably linked, leading to a critical driver for the UK's digital competitiveness.

Inter-ministerial Policy Coordination for Digital Content Technology Development: Korean and Japanese Cases

  • This study identifies and evaluates inter-ministerial coordination for developing digital content technology in Korea and Japan. It is conducted through a comparative analysis between Korean and Japanese governmental organizations and their decision making process. Media content had been regulated or promoted by ministries involving culture in both countries. The digitalization of traditional media, however, blurred boundaries between the cultural, technological, and industrial spheres, so ministries involving science and technology, economy and trade, or foreign affairs started to promote digital content technology in the late 1990s. This has been the cause of conflicts among ministries and sometimes led to policy duplication, which in turn weakens policy effectiveness. The competition and coordination of ministries and agencies can be seen through establishing or amending related laws, organizations, and programs. Structural holes are founded in the networks drawn among governmental agencies in charge of digital content, particularly in the field of intellectual property in Korea and online distribution technology in Japan.

  • The purpose of this paper is to review the trend and roadmap of standardization for e-Trade. As a survival strategy in this rapidly changing global competition environment, domestic and global e-Trade network should be harmonized and interconnected, which requires multilateral or regional cooperation to set relevant inter-operable infrastructure. For this, standardization for e-Trade message and communication is critical success factor. Korea has been an early adopter of international e-Trade standards like UN/EDIFACT and ebXML. Based on the overall knowledge and experiences of e-Trade projects, Korea can take initiatives in the creation of global e-Trade through the harmonization and interconnection of other countries.

Customs Administration strategies under FTA's trade environment (FTA 무역환경에서의 관세행정 전략)

  • The Customs Administration, unlike other administrative service, should respond to constantly changing external environment. The Customs has to actively adapt itself to government policy changes, economic changes and international environment changes to facilitate the flow of trade logistics and maintain trading relations wi th other countries. The purpose of this paper is to explain policy directions of the Korea Customs Service which enforces various policies related to tariff and non-tariff barrier elimination for the trade liberalization while the Korean government is pursuing FTAs on a multi-track basis. This paper aims to seek ways to apply FTA policies to the Korean society and economy in a smooth manner. First of all, this paper examines changes in Customs administration brought by the proliferation of FTAs to such areas as FTA negotiations, import/export management, duties and taxes collection, drawback reduction/exempt ion of duty application area of preferential tariff rate and country of origin management. Then, the paper sets FTA missions of "supporting Customs Administration to lead the new trend of free trade environment" after analyzing the environment changes. To achieve the FTA mission mentioned above, the KCS designated 4 strategies and 40 implementation tasks. The 4 strategies are named "4C Strategies" taking initial letters from Client-oriented, Customized procedures, Cooperation and Constitution. "4C" also refers to Foresee(strategies to foresee the successful establishment of FTA policies) or For C(Customer or Customs). The KCS will continue to create new tasks through various channels and monitor their implementation process, and to help FTA regime successfully take root in Korea.

Governance of A Public Platform Project in the Context of Digital Transformation Focusing on the 'Special Delivery' (공공플랫폼 구축사업의 거버넌스: 경기도 배달플랫폼 '배달특급'의 사례를 중심으로)

  • Recently, government agencies are actively adopting the platform model as a means of public policy. However, existing studies on the public platform are minimal and have focused on user experiences or the possibility of public usage of the platform model. Now the research concerning building governance structure and utilizing network effects of the platform after adopting the platform model in the public sector is keenly required. This study intended to ignite academic dialogue on the governance of public platforms in the context of digital transformation. This study focused on a case of the 'Special delivery,' a public delivery app established by Gyeonggi-do. In order to analyze the characteristics of the public platform and its governance structure, data were collected from press releases, policy reports, and news articles. Data was analyzed using the frame of Hagui's platform design factors and Ansell & Gash's collaborative governance model. The results of the public platform analyses showed 1) incompleteness in the value trade-off accounting, which was designed for platform business based on general cost-benefit analysis, and 2) a closed governance structure that limits direct participation of diverse user groups(i.e., service provider, customer) in order to enhance providers' utility by preventing customers' excessive online activities. The results of this study provided theoretical and policy implications regarding designing the strategy for accounting for value trade-offs and functioning governance structure for public platforms.

  • This research aimed to analyze that there are main causes influencing the quality of trade distribution service. It means that the study was conducted to prove how the quality on trade distribution service affects customer satisfaction and loyalty with managers or higher who are responsible for trade distribution service overall. In accordance with analysis results, main causes (Reliability, Responsiveness, Support System) have a good implication for the quality of trade distribution, and Tangible has little influence. Moreover, customer satisfaction with the quality on trade distribution service has a positive impact on loyalty. Subject to the results, quality components of trade distribution service was ultimately verified that it has a positive relationship with loyalty via customer satisfaction. On the basis of this research, it is confidently expected to help improve the quality on trade distribution service.

  • The data economy' is growing rapidly with the corona era. The quantity and quality of digital data is increasing rapidly. The domestic data industry needs a variety of data manpower, but there is still a shortage of high-quality data manpower. The data manpower in high demand is the development manpower, but the data business manpower is needed to increase the added value of the data industry. The role of a data trade manager that creates high core value among data business personnel is attracting attention. This study derives the job definition of the data trade manager, the necessary knowledge and skills, and the educational content necessary for the training course through Delphi research. In order to validate the results of the research, the study try to verifies the role of data trade managers. This study can be used as a theoretical basis for an educational model that is the basis for training data manpower, and can be used to establish a manpower training policy in the future.

Visualization, Economic Complexity Index, and Forecasting of South Korea International Trade Profile: A Time Series Approach

  • Purpose - The recent growth of South Korean products in the international market is the benchmark for both developed as well as developing countries. According to the development index, the role of international trade is indeed crucial for the development of the national economy. However, the visualization of the international trade profile of the country is the prerequisite of governmental policy decision-makers and guidance for forecasting of foreign trade. Design/methodology - We have utilized data visualization techniques in order to visualize the import & export product space and trade partners of South Korea. Economic Complexity Index (ECI) and Revealed Comparative Advantage (RCA) were used to identify the Korean international trade diversification, whereas the time series approach is used to forecast the economy and foreign trade variables. Findings - Our results show that Chine, U.S, Vietnam, Hong Kong, and Japan are the leading trade partners of Korea. Overall, the ECI of South Korea is growing significantly as compared to China, Hong Kong, and other developed countries of the world. The expected values of total import and export volume of South Korea are approximately US$535.21 and US$ 781.23B, with the balance of trade US$ 254.02B in 2025. It was also observed from our analysis that imports & exports are equally substantial to the GDP of Korea and have a significant correlation with GDP, GDP per capita, and ECI. Originality/value - To maintain the growth rate of international trade and efficient competitor for the trade partners, we have visualized the South Korea trade profile, which provides the information of significant export and import products as well as main trade partners and forecasting.

  • The digital bio-healthcare industry is one of the three major fostering industries of the Korean Moon Jae-In government. The purpose of this study is to compare and analyze the ripple effect and investment effect in digital bio-healthcare industry. Analyzing the ripple effects of the digital bio-healthcare industry is very important to induce policies on industry and technology development. First, the research methods were reclassified into 33 industries in the standard industry classification and rewritten into 35 industry classification tables. Second, various trigger coefficients and ripple effects coefficients were rewritten by the analysis framework of the industrial association table. Third, we compared the ripple effects of related industries in the production, investment, value-added and jobs sectors of the digital bio-healthcare industry. Finally, in terms of investment effects, the effects of in-house and related industries were compared. The result of this study would be helpful in the establishment of industrial policy and technology development policy.
