  • A collection policy (or a collection development policy) is a document that archival institutions must have to allow them to build their collections legitimately and consistently. Digital archives often lack sustainable financial and systematic supports. Thus, it is especially important for digital archives to have a policy for consistent collection activities. Digital archives have a different set of characteristics from physical records, and these characteristics should be considered in a collection policy. This study was initiated to create such a policy for the No Gun Ri Digital Archive. It reviewed existing literature for collection policies in archives and digital archives. Moreover, it examined several cases of digital archives and their policies to identify the necessary elements as well as the legal and procedural coverages for digital content and services. Furthermore, it studied the unique characteristics of the No Gun Ri incident and the No Gun Ri Digital Archive. Based on such investigation, a collection policy for the No Gun Ri Digital Archive was suggested. It is believed that suggesting a practical collection policy will provide a useful precedent for future digital archive projects.

To this end, the following were explored. First, the concept and components of digital competency were reviewed. Second, the Framework Acts and Enforcement Decrees related to digital education policy were reviewed using the above concepts. Third, the characteristics and implications of the Framework Acts and Enforcement Decrees for digital education were explored. The results are as follows: Korea's digital education policy tried to reflect the categories that digital competency must cover, even its function and dysfunction role. However, to achieve their purpose, it is necessary to maintain consistency with related laws or policies. We identified that amendments to the Basic Act and related articles are essential to effectively enforce the Digital-Based Distance Education Activation Basic Act. A reevaluation of the correlation between Article 10, emphasizing digital media literacy education, and Article 5 of the enforcement decree is necessary. Revision of the enforcement decree to align with Article 10's objectives is vital to ensure proactive measures for promoting digital literacy and competence as mandated by the Basic Act.

  • In this paper, we review recently emerging smart applications, and analyzed policy implications in light of digital convergence perspective. While extant literatures on smart applications mainly dealt with consumer behaviors based in technology acceptance model or innovation adoption, the research on digital management policy is rather limited. We intend to fill this research gap. As such, we first organize two categories of smart work and smart commerce, and investigate the representative service models, four service models were reviewed for each category respectively. Next, the three policy related constructs are extracted, which are QoL(Quality of Life), public impacts in both the positive and negative ways. Finally, empirical analysis following the Delphi principle was conducted to investigate the policy implications. The results offer useful insights for the further research in digital convergence related policy areas.

  • As the industrial paradigm shift, often condensed as the "4th Industrial Revolution," gains momentum, there is a growing need to actively introduce digital healthcare into the medical field. The new administration announced its commitment to become a global leader in the biohealth and digital healthcare sector. To fulfill this pledge, preemptive policy leadership and attention from the government are required. The recent issue of legislating non-face-to-face medical care suggests that introducing digital healthcare goes beyond simply adopting new technologies. Incorporating digital healthcare involves changing the existing healthcare delivery process and coordinating the roles of stakeholders. To successfully change the structure of the medical industry, a mid- to long-term roadmap should be meticulously organized and promoted. Policy efforts are needed to resolve conflicts and lead to compromises through continuous communication with interest groups.
