A Review Study on Devolution of Central Government's Affairs to Local Governments for Occupational Safety and Health Administration in the Lee Myungbak's Government (이명박 정부에서의 산업안전보건 국가사무의 지방이양 추진에 관한 경과 및 문제점 고찰)

  • The devolution of central government's affairs to local governments for several occupational safety and health(OHS) administration affairs was tried by Lee Myungbak's government in 2010. It seems that the trial was eventually failed since only trivial 3 items among 25 trials were made for the devolution. It was found that there was a procedural fault since stake-holders and experts were excluded during preparing the plan. Therefore validity and problems were not properly reviewed. It was also found that the devolution of the OHS administration affairs from the central government to local governments has several disadvantages such as high possibility of deregulation. The devolution of the OHS affairs to local governments is contradictory to uniform principle of safety standards and principle of coincidence of empowerment and responsibility. Therefore it is concluded that the devolution of the OHS affairs to local governments is inappropriate.

Condition for Rural Development Led by Local Governments in the Era of Increasing Devolution (지방분권 확대에 대응한 지방자치단체의 농촌정책 추진 여건 분석 - 일반농산어촌개발사업 추진 시·군을 중심으로 -)

  • The purpose of this study is to figure out the current condition of local governments (Si or Gun) to implement rural development policy in the face of the central government's drive for increasing devolution. Since late 1990s or early 2000s when scope of rural policy began to expand quantitatively, there has been considerable increase in rural residents' participation into community projects as a whole. Nevertheless, there exists regional differentiation in local governments' efforts to systematically support rural development projects (CRDP: Comprehensive Rural Development Programme) and community activities by setting up intermediary organizations or hiring rural development professionals in a public office. According to this survey on local government officials, regions that have made such efforts to support rural policy at a local level, show more advanced level of institutional capacity than other regions in local decision making process for CRDP, role of strategic rural developmental plans, vitality of community actors, etc. In the era of increasing devolution, these differences can be expected to result in diverging performances of each area in regionalized rural policy. The central government needs to introduce EU's LEADER-type rural development programmes to support community acitivities by various local actors and at the same time promote local governance building for rural policy, adopting institutional rewarding system such as rural planning contract.

  • In both elections of 1997 and 2001, Tony Blair of the Labour Party won #10 of Downing Street. This political success had to do with regionalism and was particular due to the devolution policy that was supported by non English citizens. However, there are negative voices about this policy which tries to cope with regional conflicts by decentralizing the central political power. The paper aims to examine the current regionalism movements and the devolution policy in Britain. For this purpose, the nation-building processes of the United Kingdom and various reactions to these processes, especially regional ethnic conflicts are discussed. And the study finally investigates the future perspectives of the devolution policy and its implications for both regionalism and the national-regional developments in Britain.

'Single Pot' Programme for the RDAs of England and the Devolution in Regional Development Policy (영국 잉글랜드 RDA에 대한 포괄적 예산지원과 지역발전정책의 분권화)

  • Since the Labour Party became in power in 1997, the national government of UK has undertaken the devolution in regional development policy (e.g.,establishment of Regional Development Agencies and regional assemblies across England) significantly and consistently. Given this situation, this work examines one important institutional cornerstone for the devolution in regional development policy which has been unfolded at the level of a Region of UK. Particularly, we discuss the budget programme of Single Pot (or Single Programme) through which the UK national government has financed RDAs across England since 2002, each RDA's pursuit of regional development targets on which it is required to agree with the national government in return for the Single Pot, and the national government's monitoring of each RDA's performance against the targets. Additionally, our work briefly deals with the implications as well as the challenges which the devolution in regional development policy of UK can present to the Korean context where the devolved approach to regional development policy is increasingly needed.

  • The objective of this study is to analyze and suggest the policy on devolution of environmental administrative function between central and local government in Korea. This study also research to make the prospect of power from central government to local government's officers by analyzing the characteristics and contents, standards of local devolution and the attitudes of central and local governments on its process from September 2001 to April 2003. The date collected from the more than 675 questionnairs of government officers included as the Ministry of Environment and local government. The date also collected from interview and field survey. The questionnaire had collected in two times between 2001 and 2003. The environmental administrative function has reallocated from central government to local government since 2001. The devolution focused on simple implemental services and institutional delegated services might result in the lack of initiative and locality of local governments. Therefore, devolution should be proceed towards reinforcing the decision-making capacity and financial and manpower of local government. This paper also showed the weakness on speciality and experience on local bureaucratic in Korean society. This study announced that local government's officer has appeared the negative impact on environmental regulation and the conflict between central and local government.

  • 영국과 같은 서구 복지국가들은 최근 공공복지분야에서 많은 변화를 경험하고 있다. 특히 ‘신관리주의’에 근거한 ‘자치위임(devolution)’은 변화하는 복지국가의 중요한 특징 중의 하나이다. 영국에서 자치위임은 교육분야에서 가장 잘 진행되고 있다. 1988년의 교육법 개정 이후 영국의 초등학교들은 이전에 가지지 못했던 자치권을 지역관할교육청(LEA)으로부터 위임받았다. 특히 LEA로 부터의 학교재정에 관한 자치위임은 매우 중요하게 인식되고 있다. 지리적인 관점에서 이와 같은 공공복지분야에서의 변화들이 공간적으로 불균등하게 진행되고 있다는 점을 인식하는 것은 매우 중요하며 ‘자치위임’의 공간적 특성도 예외는 아니다. 본 연구를 통하여 영국 남부 사우스햄톤시의 초등학교의 자치위임은 지역적으로 매우 불균등하게 진행되고 있다는 것을 알 수 있으며 특히 이러한 불균등한 진행은 지역의 사회경제적 특성에 의해 크게 영향받고 있는 것으로 나타났다.

Power Devolution and Economic Stability: Evidence from Pakistan

  • The current study analyzed the impacts of fiscal decentralization (FD) on the economic stability of Pakistan. This study used time series data from 1981 to 2017. The collected data was first passed through the unit root analysis. ARDL estimation techniques were employed to scrutinize the data where long-run associations were tested through Wald F-statistics. The long-run estimates were extracted by applying Ordinary Least Square, and error correction mechanisms were employed to find the speed of adjustment for disequilibria between the long and the short run. Wald F-statistics confirmed the existence of long-run cointegration. Long-run elasticities suggested that fiscal decentralization because of limited institutional capabilities of provincial governments failed in bringing stability in the economy of Pakistan. Similarly, transparency issues and misspecification of projects hinder the outcome of investment to stabilize the economy. High service payments on debt cut the amount that can be used for skills improvements and destabilize the economy. High Population growth puts pressure on infrastructure and reduces production capacity, ultimately destabilizing the economy by increasing unemployment and inflation. Based on these findings, the government is suggested to improve the institutional capacity of lower governments for the desired outcome of power devolution.

Empirical Analysis on Intergovernmental Financial Relations in Korea (우리나라 정부간 재정관계의 실증분석)

  • We are facing that we promptly meet the needs of the times which demand a local decentralization. We must consider, above all, the relations between central government and local government to carry out local decentralization or devolution successfully. In this respect, it is needed to enter into a relationship of intergovernmental function allocation. On this basis of this regard, we have to come up with right intergovernmental financial relations. Given this fact, this study will produce intergovernmental relation model, and then analyze our intergovernmental financial relation positively based on three criteria, such as intergovernmental power relations, role distribution between central government and local government, and the allocation of tax resources. Analysis shows that our intergovernmental financial relation belongs to a management.decentralization model generally.

Global City-Regions Theory and its Implications for Regional Development Policy in Korea (세계도시지역론과 그 지역정책적 함의)

  • This study examines the emerging global city-regions theory and suggests its implications for regional development policy in Korea. Global city-regions defined as an economic and political organization of metropolitan regions or a new scale of urban organization with polycentric structure, is appreciated as a new regionalist model of development in the globalization era. In Korea, the application of global city-regions model is required particularly for strengthening the international competitiveness of metropolitan areas except the capital region including Seoul, and resolving inequalities between the capital region and non-capital regions. However, Institutional revolution including consolidation of Shi(metropolitan area) and Do(province), and devolution should be preceded above all things to develop metropolitan cities such as Busan, Daegu, Gwangju, and Daejeon toward global city-regions.
