Historical Review on High-rise Buildings-promoting Policies on the Main Roads of Seoul for Urban Beautification from the 1950s to the 1970s (1950-1970년대 도시미화를 위한 서울 간선도로변 고층화제도의 사적 고찰)

  • The purpose of this study was to analyze the historical development of high-rise buildings-promoting policies in Seoul in terms of modern urban redevelopment. The results of this study were as follows; The maximum height of the buildings has been limited by National codes since 1934. But at the same time, Seoul Metropolitan government had limited the minimum building floors of roadside buildings through local regulations after the Korean War. The high-rise city had been regarded as a means of beautifying Seoul for a long time. However since the 2000s, the minimum height limit for buildings was removed from local regulations and the concept of high-rise restrictions was no longer significant as before.

  • With environmental problems and pollutions accumulated by continuous towns or cities developments events, it is becoming necessary to develop in consideration of environmental effects. This consensus leads to prepare a plan system and instrument for ecological city development, which can be a series of planning indicators. To develope a series of process for environmental friendly development, this study has three main goals as follows; development of policies and programs for environmental friendly development, suggestion of environmental friendly urban design models and standards, development of planning indicators and design guidelines Korean land use plan is operated by both zoning system and detailed plan system. But the available kinds of zoning type are too limited to apply to various and vernacular places. In addition to, the detailed plan is understood to be another regulation which constricts the freedom of building right. In this study, Plan System of Environmentally Friendly Space was studied for domestic affairs In German, Plan System of Environmentally Friendly Space is the field have been progressed before. so In this study, example of German was researched intensively, and Plan System of Environmentally Friendly Space was developed, applicable for the real state in domestic. This study was focused on methodology of landscape planning and planning for afforestation. Landscape planning is performed on condition detail investigation of existent state of nature and local characteristic, and Investigation of Planning for afforestation is more detailed than that of Landscape planning. In the basis of methodology of landscape planning and planning for afforestation, Plan for Environmentally Friendly Urban Habitation Model was developed. Plan for Environmentally Friendly Urban Habitation Model was applicable for state of land use planning. Site was selected Chuk-chun in city yang-in, taking the circumstances into consideration. So landscape planning correspond to land use planning was made out. Adjustment of Land use planning and Landscape planning was very important. Undergoing this process, Plan for Environmentally Friendly Urban Habitation Model was performed.

  • The cities of Joseon dynasty had weak structure against fire. Fires have resulted in damage on property and life. But they gave a chance to development various policies, planning tools, techniques and facilities for minimizing the damages of fire. This study aims to understand the progression of fire control policy in Joseon dynasty. Fire control policies can be divided into four categories ; fire prevention, prohibition of fire spreading, fire extinguishing and rescue system. The progression of fire control policies can be divided into three steps. In the first step, from Taejong to Moonjong, various policy, such as regal & administrative system, planning tools, fire control works & appliances have been built and executed. In the second step, from Danjong to Hyunjong, fire control work have taken the central place of fire control policy. In the third step, from Sookjong to Sunjong, development of fire control appliances have taken the central place of fire control policy.

City Shrinking Simulation followed by a Decrease of Population Trend in Small and Medium-Sized Local Cities (지방 중소도시의 인구감소추세에 따른 도시 축소 시뮬레이션)

  • Recently, the city development policies are being switched to the policies focusing on recession worldwide. Even though South Korea is also facing the phenomena that small and medium-sized cities are downsized because of a decrease in population and an aging society problem, there is lack of solutions and even they are still planning city development policies based on prospect of high growth. This study is featuring 4 viewpoints depending on shrinking population trend in 7 small and medium sized local cities, which are chosen as downsized cities. It is dealing with population peak, current population, 2030 population, and 2040 population viewpoints. And this study uses downsizing simulation that suggests optimum area that fits population and then shows visual check of the status of the small and medium sized local cities. The area of the small and medium sized local cities are expanded more than needs when they are on population peak point. However, they need only 20% to 25% of current area in 2030 and 2040. The most important thing is realizing the seriousness and facing up to the 'shrinking' phenomena that each small and medium-sized cities suffer. Therefore, this study has significance for presenting the status of small and medium-sized cities' problems in South Korea.

  • This paper is the hospital planning and design considerations for the hospital expansion, renovation and new construction by the development of medical science during the last ten years, considering the operation policies, architectural provisions and economic conditions of operating department, by the interviews and questionaires for sanitary and medical personnels in hospitals. This study suggest new operation method and its planning guidelines.

The Improvement Scheme of Rural Villages by Spatial Characteristics (농촌마을정비시 농촌공간특성별 정비유형 분석)

  • This study aimed to systematically adjust rural area development projects that have been carried out by a variety of government departments for activation of rural areas and overcome inefficient problems caused by the policies and projects promoted separately. As its alternative, this study aimed to explore efficient improvement scheme of rural villages associated with various projects. Major agriculture/rural policies and projects that have been promoted were classified by the target space of the policies and projects as Environment space, living space, and production space. Each space was categorized into five sub-items without duplication. By assessment results of rural area improvement level and preference by Analytic Hierarchy Process(AHP) method, maintenance of rural areas was classified into four types. And outer space structure was analyzed by using Space Syntax Method(SSM). Based on the analysis result above, facilities for improvement of rural villages were placed around representative facilities. Facility allocation was based on selection and concentration in terms of facility maintenance and on type attributes in terms of spatial aspects. And finally, alternatives schemes for setting up the basic direction of improvement of rural villages are local area characteristics and environmentally conscious business plan.

A Study on the Institutional Aspects of Rural Spatial Planning System (농촌지역 공간계획체계의 특성에 관한 연구)

  • The drastic change of spatial structure in rural area and the recent rural development policies(related to settlement reorganization and plot rearrangement) make the rural space planning more important than ever. So this paper tries to evaluate the institutional aspects of rural spatial planning system focused on planning area. land use classification and hierachical order between existing plans. The results of this study can be summarized as follows. First, the rural planning areas are classified into 4-tiers(e.g., Gun, Myon, District, Village). Second, the rural land use planning has 3-tiers(e.g., macro, mediate and micro zoning) from the viewpoint of land use classification system, but it doesn't have mediate-micro zoning system. Third, the spatial plans in rural area, positioned in local planning, were categorized into regional planning system and land use planning system. However there's no linkage between both sides of each hierachial planning order.

  • Recently, rural leisure by urban dwellers has been recognized as a catalyst for regional development or restoration. The federal government implemented several regional planning policies attempting to address this phenomenon in the late nineties. However, most of these policies focused on supply-centered planning, which caused a diverse set of problems relating to the sustainability and economic validity of the planning. Instead, this study focuses on the re-visitation one of the demand variables, with the intention of analyzing the character of rural leisure demand and its re-visitation choice attributes. For these reasons, this study investigates the character of current rural leisure demand, and develops functional equations about urban people who visit rural areas, using logit model. The results of this study can be summarized as follow: Urban people are visiting rural areas from nearby cities or metropolitan areas that are within 3 hours driving distance, and over 80% of rural visitors are one-day visitors. Therefore, most of their visitation activities should be understood as rural leisure, including rural tourism. In addition, the likelihood of the rural tourist to make a return visit is influenced by their transportation means, product purchasing, staying period and travel time. The results of such rural leisure demand can provide information for regional planning strategies, such as selection of target market, type of market segments, improvement of recognition level, activity program price, facility and space planning, produce sale and connection with tour site.

  • Korean government has implemented policies to strengthen the competitiveness of small and medium sized cities. However, since it is often difficult to enhance the competitiveness through individual projects, many local governments in metropolitan areas are working together to pursue local growth. On the other hand, small and medium sized cities that are not included in metropolitan areas due to their spatial limitations have difficulties in implementing effective growth policies. Given this background, the purpose of this study is to identify the functional correlation based on urban interactions and develop functional econometric model for the economic growth of small and medium sized cities. This study uses spatial econometrics models and functional weight matrix to identify the effects of functional networks on small and medium sized cities. The results show the effect of functional networks on the growth of small and medium sized cities and provide policy implications for regional spatial planning that addresses effective management of small and medium sized cities.

Reviewing the Paradigm of Regional Industrial Policies in Korea and Searching for Alternatives: The case of Regional Industrial Policies in Daegu Metropolitan City (지역산업정책의 패러다임에 대한 재검토와 대안적 정책방안 모색: 대구광역시 지역산업정책을 사례로)

  • This study analyzes the regional industrial policies of Daegu based on previous discussions on the concepts and characteristics of regional industrial policies in Korea. Because of the institutional limitations of regional industrial policies in Korea, the industrial policies of Daegu are more government-led in planning and promoting industrial development. In addition, regional industrial policies have been established and executed not as regional policies but as part of sectional policies, and are not properly connected to other regional development policies. What is more, the step-by-step objectives of industrial policies are not defined clearly and, as a result, the means of the policies are not specific. In order to overcome these problems, there should be a paradigmatic transition in making regional industrial policies, which reflects not only economic factors but also the social and cultural factors of the region. Moreover, place-based policies should be planned and promoted that categorize areas subject to the policies through comprehended analysis of regional industrial environment and combine means by section.
