As a leading nation of ubiquitous technology, South Korea has been promoting u-City pilot projects throughout the country. According to 'Fundamental Construction Law of u-City,' u-City projects are classified into old-town and new-town types. However, most projects have focused only on the new-town type. Pushing forward large-scale land development projects, Korea Land and Housing Corporation (LH Co.) under Ministry of Land Transport and Maritime Affairs (MLTM) has gained a development profit out of the u-City infrastructure and then donated the infrastructure to a local government without making any plan for operations. In the process of u-City pilot projects, old-towns have been relatively ignored and various of unexpected problems have emerged. Building the u-City of an old-town is not easy due to many constraints such as huge initial investment, long validity and verification procedures, lack of useful services for citizens, lack of professional outsourcing methods for business promotion, high operating costs of the integrated control center, inadequate law related, insufficient institutional requirements and so on. This paper introduces a case study on u-City development for an old-town, Ansan City, as a private investment project. The case will help boost u-City projects for old-towns by solving their problems and providing an effective operational mechanism. As the first BTL (Build-Transfer-Lease) project for constructing u-City, 'Broadband Information Network Development Project' of Ansan City will provide a reference model of expanding u-City projects for other cities.
In order to address housing issues, alleviate the concentration of urban populations, and resolve other issues regarding residential spaces, large residential complexes have been developed in Korea since the 1970s. The changes to the residential culture due to such development projects propagated rapidly, making the apartment complexes the most representative form of housing in Korea. In developing such large-scale complexes, plans for public open spaces, which play an important role in formulating the quality of residential environment, have been mostly the same, only utilizing the spaces remaining after planning other types of spaces. The current study looks at the case of Tama New Town development project, a Japanese new town development project that has a similar public open space system in large scale residential complex development projects in Korea. In doing so, the current study aims to identify the features of public open space plans. In the conclusion, the study first finds that various public open spaces must be reviewed and introduced in term of predicting social demands. Second, the study suggests the policy-makers should actively introduce pedestrian paths as a public open space. Third, the study deduces the planning implications of applying the principle of original landscape preservation.
This study considers sustainability in new town development projects in the Tokyo metropolitan area. Since the mid-1980's the purpose of new Town projects in Japan changed from encouraging residential development to sustaining self-sufficiency within multi-functional cities. Nevertheless simultaneous increases in elderly population and declines in general population became the new town's key issue. Is this trend a general phenomenon in Tokyo? Has the multi-functional city policy failed? What policies can encourage new town self-sufficiency? Judging from this research, the new towns of Tokyo are relatively young areas with low aging rates and low rates of population decrease. Nevertheless, in view of the multi-functional city plan, levels of self-sufficiency and social-mix in most new towns are inadequate. Considering these, this research recommends new town plans be required to consider surrounding industries and the accessibility form CBD to encourage self-sufficiency. Moreover, The social mix plan encouraging residential diversity is important to the sustainability of the new town.

The main purpose of this research is to discuss the urban heat island which will be caused by urbanization, especially by the construction of new town on a wide green zone. Over the last ten years, five new towns have been developed around the Seoul metropolitan area. However these new towns become bedroom communities and create traffic problems between Seoul and its surrounding areas because of an increase in population and a lack of roads and other infrastructures. The construction of another such new town is under consideration in the Pan-gyo area. But it is important that Pan-gyo remains a wide green zone. Many studies show that green space can play an important role in improving urban eco-meteorological, ameliorative capability and air hygiene. The objective of this study is to analyze the urban heat islands of Bund-Dang Si which was constructed in 1996 and of the Pan-Gyo area planned as new town. To investigate the local thermal environment and its negative effects caused by change of the land use type and urbanization we used LANDSAT TM images for extraction of urban surface temperature according to change of land use over 15 years. These data were analyzed together with digital land use and topographic data. As a study result, we found that the thermal island of this area from 1985 to 1999 rapidly increased with a difference of mean temperature of more than 12'E. Before construction of Bun-Dang Si the temperature of this area was the same as the forest, but during the new town construction in 1991, an urban heat island developed. The temperature of forest with a size of over 50% of the investigation area was lowest, which leads us to conclude that the forest cools the urban and its surroundings. The mean temperature of the residential and commercial area is more than +4.5$^{\circ}C$ higher then forest, so this method of land use is the main factor increasing the urban heat island. Urban heat islands and green space play an important role in urban wind systems, i.e. Thermal Induced Air Exchange and Structural Wind Circulation, because of their special properties with regard to energy balance between constructed urban and land. The skill to allocate land use types in urban areas is a very important planning device to reduce air pollution and induce the fresh cold air from green space. An urban climatic experiment featuring a numerical wind simulation study to show the air corridor will be published in a following research paper.
The purpose of this study is to explore the hydrological impacts and soil loss variation due to the land use change of Namak New Town development area. The analysis of hydrological effects and soil loss variation has been carried out using GIS in this study. In order to estimate the peak runoff volume, the Rational Method which is the most popular technique to predict runoff amounts is used. To estimate the soil loss in the study area, Universal Soil Loss Equation(USLE), which is one of the most comprehensive and useful technique to predict soil erosion is adopted. The result of this study has shown that the peak runoff volume and the total soil loss increase according to the land use change. The peak runoff volume and the total soil loss have been increased about 2 times and about 48 times more than that of pre development. The increasing of the peak runoff volume can be effective erosion, flooding and so on. A careful city planning is the first essential step to minimize the environmental impacts and to construct the ecological city.

The purpose of this study is to evaluate the environmental sustainability of new town development in metropolitan area, Korea and derive some policy implications for sustainable urban development. The case study area selected for empirical research is Jisan Bummul new town in Taegu. In the part of theoretical review, it is considered that the urban form suitable to sustainable development of a metropolis is the type of decentralized concentration. For the decentralized concentration form, we suggest developing suburban centers with self-sufficiency within a metropolis. This strategy is to develop a few suburban centers on the outskirts of a metropolis to decentralize urban activities of the central city, and to conserve the remaining. The empirical study evaluating the environmental sustainability of new town development shows that Jisan Bummul new town generally have low environmental sustain ability, because of the policy of mass housing provisions without consideration on overall natural conditions and environmental capacity of the area. To develop a new town. we must first select the locational site with minimum possibility of the destruction of natural environment, and then it is necessary to develop new towns into compact form to minimize the destruction of the natural environment. Second, a new town should be developed into a large scale to obtain urban self-sufficiency. Third plans must be established for decentralising both industrial and residential functions of a metropolis simultaneously. As more detailed policy implications, it is suggested that the policies are needed to improve the quality of educational conditions and enhance the level of services of public transport facilities. It is also necessary to establish the comprehensive development plan that takes the adjacent developmental area into consideration, and to prepare various action plans to bring up the facilities of self-sufficiency. In the selection of the location of a new town, the adaptability of public transportation planning must be emphasized. But, to take a program for short-term mass housing provisions must be restricted.

The aged population increasing rapidly, the population rate of over 65 years old was over 7.5% in 2000 in Korea. It means that Korea is aging society. But, the aged welfare accommodation are still insufficient and more facilities accommodating the aged should be built. This situations made a new concept of silver town of the welfare facility for the aged. The purpose of this study was to find the difference of preferences about silver town between elderly group and pre-elderly group in Chungseo province. Focused on housing type and space composition of silver town, the results of this study will provide some useful information for the development of silver town and for further studies. It is very important to refer to the preference about silver town of elderly group and pre-elderly group for planing the silver town. Main results of this study showed that silver town was the most preferable elderly housing alternative for elderly group. And silver town should be provided health care center for elderly group.

If the new town development project begins with inappropriate location then it will be difficult to recruit tenants and the proportion of the infrastructure cost could increase. It is necessary to evaluate the feasibility of the new town development projects to solve this problem. This study aims to identify the current status of the new town development projects and draw up evaluation criteria by examining advanced researches. To identify the importance of each village, we set up the weights through analytic hierarchy process. The evaluation criteria were classified into location conditions and economical efficiency. In the case of location conditions, it was classified into available size, geographical conditions, and accessibility. As a result of analyzing the questionnaire, it was subdivided into officially assessed land prices in case of economic efficiency. This study had some limitations, that is we focused on the location conditions and economic feasibility among other factors. Therefore further study should contain analysis more on socio-cultural aspects such as residents' cooperation or will for this project. By adding results later, we can make more reasonable decisions when we choose appropriate area.
As the water-cycle is transformed by increasing of the impermeable area in process of urbanization, decentralized rainwater management facilities(infiltration, harvesting and retention facilities) as source control are considered to be a method of restoring water-cycle of urban and reducing runoff. SWMM model was used to analyse the change of water-cycle structure before and after development in A new town watershed. Modified SWMM code was developed to apply infiltration facilities. The modified SWMM was used to analyse the change of water-cycle before and after infiltration trench setup in AJ subcatchment. Changes of the impervious area by development and consequent increase in runoff were analyzed. These analyses were performed by a day rainfall during ten years from 1998 to 2007. According to the results, surface runoff increased from 51.85% to 65.25 %, and total infiltration volume decreased from 34.15 % to 21.08 % in A newtown watershed. If more than 80 infiltration trenches are constructed in AJ subcatchment, the low flow and the drought flow increases by around 47%, 44%, separately. The results of this study, infiltration trench is interpreted to be an effective infiltration facility to restore water-cycle in new town.
The purpose of this study is to derive indicators and development directions to be considered when planning new towns in the Seoul metropolitan area as new towns are planned to be built. To this end, the following implications were derived after analyzing the survey data of experts in each field using Frequency Analysis and Analysis of Variance(ANOVA) technique. First, the assessment results of the existing first and second phase new towns showed that there were many negative assessments of citizen participation and information sharing, smart technologies and services, social and cultural diversity and inclusion. Regarding the third phase new town, experts said that the most important indicators are accessibility and convenience of transportation, environmental comfort, quality and service of residence. In addition, experts cited the superiority of landscape/design, jobs/self-sufficiency and social/cultural diversity as important indicators. Second, after examining whether the perceptions and assessments of experts differ depending on individual characteristics such as gender, age, occupation, and professional field, the first and second phase new towns showed significant differences only in "gender", and the third phase new town had significant differences in "gender" and "professional field". Third, experts thought that changes in population structure, industry and jobs, quality of life and diversity, environment and climate change, and social and residential welfare should be considered important in the planning of third phase new town. In addition, experts considered expanding park and self-sufficient land as important in the land use plan, and ranked eco-city as a desirable type of the city, and public transportation facilities, park areas and education facilities as the most important living infrastructure.
