While the recent lift of restrictions in greenbelt areas is expected to generate a number of development plans, there are efforts to create various development plans into spatial plans that consider the natural and ecological conditions of development sites. However, these development plans consider Degree of Green Naturality or Degree of Ecology only when designating areas for conservation within development sites. It is true that they don't fully reflect the value of green areas and wetlands as habitats and natural resources. Therefore, this study built an conservation value assessment model that is applicable to sites where development is planned in Korea by reviewing prior case examples md studies and applied the developed model to a case study area. The site where the conservation value assessment model was applied to is an area around Yongsan-ri and Suha-ri, Doam-myon, Pyeongchang-gun, Gangwon province where quality natural resources are located in and wend the site. This is a site for the development of Alpensia Resort where a resort including facilities for the Winter Olympics is planned to be introduced. In order to assess the conservation value of the site for Alpensia Resort, a total of eight items including area, distribution of communities, habitation of species with conservation value, functions of habitats, connectivity of habitats, vegetation layers of forests, age of forests, and ratio of non-native plants were studied through literature review and field surveys. The assessment was made by dividing the site into 95 habitats that are perceived by aerial photographs and each habitat unit was assessed on the eight items in a 3-point scale. Each unit habitat assessed in a 3-point scale was segmented into primary, secondary or tertiary areas based on the conservation value. Habitats assessed as primary were designated as priority (absolute) conservation areas and those assessed as secondary and tertiary were set as secondary conservation areas and tertiary conservation areas, respectively. As a result, each area represented 26.9%, 20% and 3% of total site area. Based on this result, habitat management plans were developed to conserve primary conservation areas, improve secondary conservation areas and restore tertiary conservation areas. In addition, a development plan was developed to create habitats in areas where new habitats are requested in order to build an eco-network in the site and a plan to create eco-corridors was proposed. In developing a land use plan for the site, a development plan that considers conservation areas first should be set up based on the outcome of conservation value assessment. This can be linked to the development of an environment-friendly land use plan as well as easing the establishment of a green area and eco-network. This study will facilitate the implementation of the 'conservation before development' principle, which can prevent reckless development, by assessing conservation value in setting up development plans.
Jeju Special Self-Governing Province has the natural assets resulting in UNESCO World Biosphere Reserve, World Heritage Listed and World Geopark Certification, so the principle of 'Conservation First Development Later' has been set up for the vision of environmental policy to preserve these assets. This case study has been carried out to investigate the realization of the principle of 'Conservation First Development Later' for the development projects performed environmental impact assessment from 1994 to 2012 in Jeju Province, using geographic information systems(GIS). The Jeju Province has its own ordinance to consult and operate an environmental impact assessment(EIA) system. In particular, the conservation area, such as, Absolute/Relative Conservation Area and Underground Water, Ecosystem and View Conservation Zone, has been assigned and managed specially to conserve the natural environment. The 179 projects has been performed EIA for last 18 years in Jeju Province, and then the Absolute Conservation Area has been included in 22 projects and the Relative Conservation Area has been included in 34 projects. However, the 2 projects only have included the Absolute Conservation Area for 7 years after 2005. This result suggests that the application of the principle for the Absolute Conservation Area is strengthened gradually. On the other hand, the 17 projects and the 24 projects have included the Underground Water Conservation Zone assigned grade 1 and 2, respectively, and the number has been increasing after 2004. The results show that it needs to strengthen the application of the principle for this Zone. And the Ecosystem Conservation Zone assigned grade 1 and 2 have been included in 1 project and 9 projects, respectively. It is considered from this result that the principle is realized successfully for the Ecosystem Conservation Zone. In addition, it could be known that the principle is applied well for the View Conservation Zone, in this study.

The purpose of this study is to analyze the contents of the cultural heritage conservation standards those have been developed throughout the century to reveal the evolution of the conservation. The analysis targets are prepared principles in response to the risks posed by armed conflicts, improper modifications, risks caused by urban planning and development, and the risk posed by environmental impacts. The study analyzed how conservation targets, issues, and conservation methods have changed. The analysis showed that the results of changed trend of conservation, first, the segmentation and diversification of the conservation targets, second, the integrated approaches, third, risk perception changes due to indirect effects from direct risk factors, forth, changes of conservation from safeguard to sustainable development.

For both a healthy environment and sustainable development, we frame a habitat assessment method, concerning biodiversity and physical characteristics. With the method, we set up and extract conservation areas from Peace Valley Resort Development Areas which can function as habitats. Absolute and relative assessment items which are the size of area, habitation of species with conservation value, distribution of communities, functions of habitats, ratio of non-native plants, connectivity of habitats, vegetation layers of forests and age of forests, and water systems are considered on newly extracted conservation areas, and the habitat value assessment was calculated on the items in a 3-point scale. By comparing and examining 3 existing proposals for extracted conservation areas, we assess existing proposals, make an alternative proposal, and try to verify the possibility of applicability to extracted conservation areas. Proposal A and C must not be adopted since almost all conservation areas would be developed in the proposals. Proposal B, consisting of 53% development areas and 47% non-development areas, does not have enough development areas, so high density building arrangements should be encouraged in order to preserve conservation areas. Therefore, proposal B would be the best in ecological terms among the 3 proposals, if 3 conditions are considered : 1) new extracted conservation areas should be conserved; 2) 10~15m wide green-zones on both sides of the water system, which can play a role as ecological corridors, should be considered in development areas; 3) building arrangement should not interrupt the ecological corridors.
In this division, regarding the establishment of operation system of Conservation Science Center, we have tried to find out research trends and advanced operation system of Italian conservation centers, which play an active part in the field of restoration of cultural properties internationally. And the results will be utilized for the establishment of Conservation Science Center. Italy is a country having a long history of restoring cultural properties. In this field, it is largely divided into research & development institutes. And restoration institute and they are operated under system in which research & development institute implement research projects for restoring cultural properties and restoration specialists take receive the results and utilize them. They have different business processing system compared to Conservation Science Center which will implement research-development and restoration(conservation treatment) concurrently. Each institute, carrying out differentiated and specialized research projects per region, maintains smooth cooperative relationship with national institutes, neighboring universities and even afflated schools through horizontal-mutual collaboration joint research, and sharing of equipments, in the field of cooperation between national institutes, cooperation with neighboring universities, and connection to belonging schools. There institutes show us a good example which can be utilized in the future organizational structure of Conservation Science Center. It is expected that their operation system and possessed technologies such as utilization of human resources pool and cooperation with relevant fields can be used usefully in the management and operation of Conservation Science Center.

This study aims at analyzing the development status of surroundings of natural environment conservation areas and securing an adequate distance from development activities to conserve natural environment conservation areas efficiently or developing an improvement plan for setting conservation areas. Findings from the study shows that 1) rather than simply designating a legal natural environment conservation area, a conceptual scope approach of a "core area", "buffer area", and "transition area" such as in zoning of a "biosphere reserve" by UNESCO is recommended; 2) when setting an adequate range in a natural environment conservation area, it should be set by fully considering locational situation and the regional and environmental features of surroundings rather than setting a certain distance uniformly; 3) instead of designating wetlands only as a conservation area, entry and exit areas should be also included as buffer areas and in the case of wild animals, not only habitats but also feeding areas should be designated as conservation areas; and 4) an adequate horizontal separation space is important in the case of ground development, but for natural resources related to subterranean water and geological situation such as wetlands, an adequate vertical separation space should be fully considered.
This paper investigates the development of attitudes to historic conservation from the turn of the nineteenth century when certain theoretical opinions on the protection of buildings began to be developed, through the time when the Venice Charter was established, to recent international trends in historic conservation. This paper also explores the contribution of these attitudes and ideas towards an international approach for historic conservation. This paper demonstrates that the Venice Charter is the acme of progress in the European stance towards restoration, reflecting European values of architecture and its conservation, and thus it is not sufficiently 'universal' to be unequivocally applied in non-Western countries. Secondly, recent international trends in historic conservation subvert the notions of Western cultural hegemony which have permeated global conservation practices, and accept the diversity of value criteria for heritage and its conservation in different cultural context. Thirdly, this paper argues that the conservation approaches in Asian societies need to move further into the retention and extension of the spirit and naturalistic sensibilities inherent in the architecture. Historic conservation is an expression of different cultural values attached to heritage resources by different societies. For conservation program to be effective, conservation should take place within a socio-cultural context.

Farmland conservation function of 'The Farmland Act' has been being weakened according as farmland conservation system came to the dualizing condition. Overall land use issues including farmland are determined by 'The National Land Planning Act'. In this process, much farmland has been disappeared unilaterally. Above all, 'The National Land Planning Act' recognized farmland as land for development rather than looking in conservation perspective. Formulating with a 'urban(rural) plan', 'The National Land Planning Act' brings means and development methods in a variety of setting. So 'The Farmland Act', the center of farmland conservation system, lose an effect of its conservation functions. Farmland is a kind of facility made with heavy investment for agricultural purpose definitely. Therefore conversion of recognition that farmland must not be undermined indiscriminately in dimension such as urban planning facilities.

^x As mentioned above, I consider the change of role that is related with Japanese thought of Natural Environmental Conservation, and I divide each part of periods into forest, farmland, open space, urban planning, environmental conservation etc. To summary the content of each period of Natural Environmental Conservation thought is as follows. 1) Previous period before formation(before 1919) In the previous period of Meiji, it could be said that the consciousness of the Natural Environmental Conservation was coming to existence. In this, so called, Natural Environmental Conservation, the thought of Forest Preservation was the main current and it was the thought of territorial integrity for the security of resource, the forestry conservancy and flood control in the forestry farmland. Since the age of Meiji, the theory of Natural Conservation appears from the theory of Japanese landscaping and systematic management about public parks was enforced, but the regular theory of Natural Environmental Conservation did not attain full growth. 2) The period of formation(1919~ 1954) In the period of formation, the base of Natural Environmental Conservation had been established. Parks and Open spaces were admitted as a public facilities in each city, and legislations which supported it had been continuously enacted and so on. In this period, the afforestation counter plan was emphasized on the side of territorial integrity. In the mountainous district. tree planting was emphasized to recover the forest which had been destroied by war. 3) The period of development(1955~ 1974) In the period of development, varied policies was institutionalized for the Natural Environmental Conservation. However, all sorts of development policy had performed simultaneously, thus development had complicated relation with preservation. But after 1970's the framework of system of Natural Environmental Conservation improvement was constituted to control the many kinds of development, and the spontaneous campaign of nature preservation by private lead was being taken root. This is the more progressive period. 4) The pried of root(after 1975) After the latter of 1970's, the role of Natural Environmental Conservation began to take root not in the direction of control but inducement, and, getting out of development - oriented policy, aimed at relation between human being and natural environment and the side of amenity of human environment. Besides, the current of Natural Environmental Conservation had been seperately progressed in the cities and forests. Since this period, it was the character that cities and forests began to be unified as 'amenity'space of man.
Recent conditions in North Sulawesi Province (NSP) have become favorable for the development of tourism. In this paper, we present the recent status of biodiversity and tourism in NSP as a basic consideration towards integrative biodiversity conservation strategy. Overall, biological accounts suggest that NSP is important for the world biodiversity conservation program. NSP's biodiversity makes the area a major nature-based tourism (ecotourism) site in the world. Development of diverse tourism programs in NSP has provided new opportunities for balancing development and conservation of regional ecosystems. However, the excessive tourism growth in some particular areas in NSP has been identified as the primary factor of environmental degradation. Nowadays, biodiversity of North Sulawesi regions are suffering from the number of tourist impacts and facilities. Based on those conditions, tourism planning and development in NSP is needed to formulate a proper strategy to protect the ecosystem and biodiversity from degradation and extinction. This will be a new challenge of sustainable island tourism development and biodiversity conservation in NSP.
