환경친화적 농촌개발계획의 원리와 발전방향 (The Principles and Improvemental Directions of the Environment-friendly Rural Development Plan)

  • Recently, the community developmental enthusiasm is activated and emerged with the varied developmental plans since the localization was implemented in Korea. But the anxious view of the environmental problems has been gradually heightened in the Environmentally Sound and Sustainable Developmental(ESSD). The local autonomy should listen to the public opinions because the people's anti-developmental movement could obstruct the development project in the community level. The Environment-friendly Rural Development Plan(EFRDP) pursues the development and the environmental preservation of the community at the same time. Therefore EFRDP reflects the local developmental intention and consideration of environmental preservation at the step of planning. Throughout the planning process the opinions of development and environmental preservation should be adjusted, the people's planning ability can be enhanced, and new creative alternative ideas will come out at times.

  • This study on the rational planning of water supply and sewage system for rural village development projects. Present, when establishment and standard about maintenance of water supply and sewage system were not presented in rural village synthesis development projects, it is real condition that service industry is depending on presenting simple plan in basis planning phase and business enforcement step. This study wishes to present basic data so that can be planned more rationally and enforce and contribute in rural village synthesis development projects water supply and sewage system that is enforced as part of rural village synthesis development projects.

독일의 국토 및 지역계획 II: 역사적 전개와 주요 계획프로그램 (Development Axis and the Programs of Spatial and Regional Planning in Germany)

  • 이 연구는 1965년 이후 지난 50여 년간 독일의 국토 및 지역계획이 어떻게 변화해 왔는지를 살펴보고자 한다. 이와 관련하여 독일 연방차원의 공간계획이 어떤 시대적 배경 하에서 발전해 왔을 뿐만 아니라, 각 시대에 따른 주요 공간계획의 비전과 방향, 목표 등을 포함한 국토계획 프로그램이 어떤 변화를 겪었는지를 고찰해 보고자 하였다. 독일 연방차원의 국토계획은 1965년 연방 국토계획법이 제정 발효된 후 크게 3시기를 거쳐 발전해 왔으며, 이러한 독일의 국토계획은 공간계획의 추진 자체뿐만 아니라 시대의 정치사회적 배경과 경제적 환경의 변화로부터 큰 영향을 받아왔다. 그리고 독일의 연방정부는 시대마다 국토 공간적 발전을 체계적으로 조정하고 관리하기 위한 정책 비전과 목표를 포함한 계획 프로그램을 꾸준히 제시해 왔다. 물론 독일의 국토계획 프로그램은 그동안 지역 간 균형발전을 최우선 목표로 되풀이하여 내세워 왔지만, 그 추진 성과는 반드시 높지 않으며 그 영향도 제한적이었다고 평가할 수 있다.

일개 도농 복합지역의 건강한 도시계획 개발 사례 (A Development Case on the Healthy Urban Planning in a Urbanrural Complex Area)

  • Purpose: In spite of many Healthy Cities projects in Korea, there are few research about healthy urban planning. So we tried to use available recent models to a Healthy Cities project in a medium sized city in Gyeongnam province. Methods: Using mainly European Healthy Urban Planning Model and opinion leader survey, SWOT analysis, forum and discussion have been done to a city. Secondary city health indicator obtained from Ministry of Statistics. Results: There are strong need to develop health industry, green traffic and healthy living from survey using Healthy Cities policy direction of Korean Health Promotion Fund. Among the Healthy Urban Planning objectives, improvements of physical environments, prevention of accidents and crime, improvements of healthy esthetics rated highly. Although environmental pollution was problem local government push forward to the pilot healthy urban project as active healthy water-front development. Considering secondary healthy city indicators, change of external forces and internal capacity final task for healthy urban planning for Yangsan city were development of riverside physical education park and active living and anti-ageing environments etc. Conclusions: Comprehensive assessment and plan was possible through MAPP Model using European Healthy Urban Planning objectives to draw the direction of future urban planning for Healthy Cities Projects. Further research and formal introduction would be needed.

A Preliminary Study to Determine Comprehensive Research and Development Plans for Promoting Mental Health Services

  • Objectives: The aim of this study was to analyze research and development projects in mental health services in Korea, using priority evaluation of mental health promotion policies to determine direction of the service. Methods: An online survey was conducted that targeted experts in the mental health service regarding promotion of mental health in Korea in 2016. The survey was based on 32 policy projects that resulted from 12 strategies according to 4 policy objectives. Results: Analysis of 32 mental health projects were assessed regarding the possibility of technology development success, magnitude of the ripple effect, and necessity of a national response. It was observed that 3 policy projects relevant to suicide, had a high relative priority. This was followed by policies for improvement of health insurance and the medical benefit cost system, and policies for reinforcement of crisis psychological support such as those for disaster victims. Conclusion: The prioritization of mental health services should place an emphasis on promotion of a healthy mental lifestyle, rehabilitation support for patients with serious mental illness, and reinforcement of social safety networks for suicide prevention.

한국과 독일의 분산식 빗물관리를 위한 제도 비교 연구 (Comparative Study of the System for Decentralized Rainwater Management in Korea and Germany)

  • This study begins by examining the reason for the lack of urban planning that takes the water cycle into consideration. While there are institutions that support environmentally friendly development or smooth water circulation, these designs are not reflected in planning nor in the real world. After reviewing foreign case studies, policy suggestions and possible policy implications for Korea are derived. In Korea, there is not a sufficient level of relevant laws or institutions systematically established to make it possible to deal with rainwater in a decentralized way. Instead, facility standards or guidelines are considered separately for the control of water and for preventing natural disasters. And even though an environmentally friendly approach is stipulated in relevant laws in terms of spatial planning, there are no planning systems or implementation tools to actualize this kind of approach. The factors that make decentralized rainwater management possible in urban planning are analyzed based on the case study of Germany. Germany requires developers to plan in order to achieve ecological urban development. In addition, as a detailed implementation tool to promote conservation of the water cycle, the law provides for various kinds of measures such as restrictions on the proportion of impervious surface area according to the use of the land, required compensation measures for environmental degradation following development, introduction of a fee for rainwater runoff and the establishment of ecological landscape planning. The actual reason these measures can be implemented however is the provision of planning guidelines and design criteria for rainwater utilization, absorption and containment, and the construction of a database for various environmental information.

말레이시아 신도시 주거단지 개발 경향 연구 (A Study on the Trend of New Town Planning of Malaysia)

  • The post-war period has witnessed the emergence of new towns in a number of countries in Southeast Asia. The new town development in Malaysia started with Petaling Jaya (PJ) as a satellite town in 1953 to accommodate the rapid growing population of Kuala Lumpur (KL). Shah Alam (SA), Subang Jaya (SJ) are all located in the Klang Valley and act as an important social and economic development hub in the nation. New towns have been designed in accordance with the British town planning principles, which were based on the model of a modern ideal city. They constituted a new regional character because they were developed taking into consideration factors such as local technologies as well as site and, climatic conditions. The initial goal of the new town construction and planning, which focused basically on resettling squatters, was later changed to focus on the improvement of the quality of living. This phenomenon was related to the emergence of the middle class, which had grown rapidly ever since. With the public agencies, the private sectors have played an important role in providing viable and sustainable human units of settlement that address the new design issues of new town planning. The goal of this study is to identify the identity of the recent new town planning principles of Malaysia, how they were developed over time and how they were regionalized and transformed in a cultural and regional context. For the analysis, we chose 3 new towns which are located in Klang Valley and which are representative recent projects of two major housing development companies in Malaysia. To identify the planning principles, we analyzed these projects in the viewpoint of the urban space, street system, and housing blocks and units.

  • 민간 개발 프로젝트의 초기 기획단계는 프로젝트 전체의 성패를 좌우하는 중요한 부분이다. 하지만 기존의 기획단계 분석결과의 신뢰도는 중요도에 비해 높지가 않다. 따라서 기존 민간 개발 프로젝트 기획단계의 사례연구 및 연구자료 분석을 통해 근원적인 문제점을 분석하였다. 그 결과 기획단계의 업무 절차나 방법에 관한 체계적 분석 모델의 구축이 되지 않은 것에 그 원인이 있는 것으로 나타났다. 이에 본 연구에서는 그 해결방법으로 기획단계 분석절차 모델과 리스크 관리 모델 구축을 통해 체계적 분석방법을 제시하고자 한다. 제시된 분석방법은 기획단계 분석결과의 신뢰성을 증대시킬 수 있을 것으로 기대된다. 이와 함께 프로젝트 진행단계별 가이드라인을 제시함으로써, 프로젝트의 효율적 수행을 지원할 것으로 기대된다.

지역사회보건기획과 지역보건체계 강화: MAPP 모형의 사례 (Community Health Program Planning and Local Public Health System : The MAPP Model)

  • Objectives: This paper aims to describe a public health planning model, Mobilizing for Action through Planning and Partnership(MAPP), and to discuss its application in Korea with a specific focus on the Local Public Health System (LPHS) component of MAPP. Methods: Literature content review was performed on research papers on MAPP development and application, MAPP handbook and guides, the guidelines for the 5th Phase Community Health Plan, and a research report on public health center evaluation system. Results: MAPP has been applied to public health planning (the 5th Phase Community Health Plan) and a performance evaluation system for public health center in Korea. The current application is limited to the early stages of the MAPP. Limited or partial application affects the integrity of the model. Follow-through should be strengthened especially for evaluation planning. Conclusion: Systems thinking approaches should be considered for the development of LPHS and strengthening logical and practical linkage between planning and evaluation of community health planning.

조선에서의 조립공정계획과 일정계획의 지능형 통합시스템 개발 (Development of Integrated Assembly Process Planning and Scheduling System in Shipbuilding)

  • The block assembly process takes more than half of the total shipbuilding processes. Therefore, it is very important to have a practically useful block assembly process planning system which can build plans of maximum efficiency with minimum man-hours required. However, the process plans are often not readily executable in the assembly shops due to severe imbalance of workloads. This problem arises because the process planning is done on block by block basis in current practice without paying any attention to the load distribution among the assembly shops. this paper presents the development of an automated hull block assembly process planning system which results in the most effective use of production resources and also produces plans that enable efficient time management. If the load balance of assembly shops is to be considered at the time of process planning, the task becomes complicated because of the increased computational complexity. To solve this problem, a new approach is adopted in this research in which the load balancing function and process planning function are iterated alternately providing to each other contexts for subsequent improvement. The result of case study with the data supplied from the shipyard shows that the system developed in this research is very effective and useful.
