개발형 건설프로젝트의 성공은 사업초기단계에서 얼마나 정확히 프로젝트의 타당성을 분석하고 예측하는가에 달려 있다. 그러나 건설프로젝트는 매우 다양하고 각 프로젝트별로 고려되는 요소들도 각기 다르게 적용된다. 또한, 다양한 주변의 환경요인으로 인해 프로젝트의 타당성을 사업초기단계에서 예측하는 것이 어려운 경우가 많다. 본 연구는 개발형 프로젝트중 공동주택 개발사업의 사업타당성 분석에 필요한 분석 대상항목 및 평가기준 설정을 연구의 목적으로 한다. 분석 대상항목 및 평가기준설정을 위해 관련 전문가를 대상으로 한 설문조사를 실시하여 각 분석 대상항목별 중요도에 의한 가중치를 산정하여 타당성 분석 평가기준을 마련하는데 이용토록 한다. 제시된 사업 타당성 분석 대상항목과 평가항목의 평가범위 기준설정은 사업타당성 분석업무 수행에 있어 유용하게 활용될 것으로 기대된다.

본 연구는 항공안전기술개발사업의 사업타당성을 사전적 예비적으로 분석하는데 초점을 두고 수행되었다. 항공안전기술개발 중점과제들인 항공사고방지 및 피해절감기술 개발, 항공운항안전 및 평가 기술개발, 항공기 안전인증기술 개발, 항공기급 BASA 시범사업 추진에 따른 사회 경제적 편익과 비용을 추정하여 사업타당성을 분석하였다. 항공안전기술개발의 사업타당성 분석하고자 비용편익분석의 기본이론을 사용한 전문가 설문조사를 실시하였고, 분석 결과 항공안전기술개발은 과학기술적 효과, 산업 경제적 효과 또한 기타 긍정적 효과를 불러왔으며, 항공안전기술개발에 따른 편익이 비용보다 더 큰 것으로 분석되었다.

Since 2001, the Pangyo district multipurpose rural water development project has been promoted as a new target project for stable supply of agricultural water and improvement of the living environment of rural areas in Seocheon-gun. Detailed data analysis and logic must be reinforced, focusing on the items reorganized by the reorganization of the preliminary feasibility study. The purpose of this study is to promote the smooth promotion of projects by conducting a policy effect assessment following the reorganization of the preliminary feasibility study system. This study conducted a policy assessment of agricultural infrastructure improvement project for preliminary feasibility study. The policy assessment is divided into three parts: project implementation conditions, policy effects and special assessments. The newly established policy effect is to assess the job effects, living conditions impact, environmental evaluation, and safety evaluation that contribute to the quality of life. Sixteen policy assessment items were selected and evaluated quantitatively and qualitatively. The results of the study are expected to provide basic data for the comprehensive judgment of the preliminary feasibility study of agricultural infrastructure improvement project in the future.

Although This study is to produce various considerations for the proper time and feasibility of new runway with Incheon international airport $4^{th}$ runway development case. In order to validate the feasibility of runway development, it is main considerations to be increased airport capacity for accommodating increase air traffic demand, secure stable airport operation without degrading service level, cope with emergency situation and maintain competitive among competitive airports which are developing new runway. Conclusionally, to develop new runwlay at the proper time for sustainable and stable airport operation without stop is the best way of maintaining competitiveness among foreign competitive airports.

As a project appraisal tool, the preliminary feasibility study (PFS) has contributed to enhancing the efficiency of public investment decision-making in the Republic of Korea over the last two decades. To overcome the limitations of the efficiency-oriented cost-benefit analysis, the PFS accommodates equity concerns among regions, namely balanced regional development (BRD) analysis. This study attempts to gauge the contributions of BRD analysis to PFS results. Specifically, it addresses how effectively policy efforts to promote decision-making have been implemented in the PFS stage while also considering the balance between equity and efficiency in terms of the trade-off between them, the degree to which they influence the results, and whether the consideration of equity is in fact actually reflected in seriously underdeveloped regions as intended. The study finds that the PFS results over the last two decades have been largely in line with the background and policy objectives. Based on the findings of the study, needs for institutional improvement are suggested, including enhancements in the analysis of regional economic ripple effects and taking into account the psychological factors pertaining to the evaluators in the overall judgment.

최근 기후변화로 인한 수자원 확보의 불확실성과 생태환경의 변화에 따라 안전성과 공공성을 고려한 수자원 분야에 대형 사업이 요구된다. 이러한 대형 사업가운데 예비타당성사업에 해당되는 사업은 국가예산낭비 예방의 목적으로 경제성분석과, 정책성분석, 지역균형발전 분석에 기반한 종합분석에 의하여 사업추진이 결정된다. 그러나 대부분 예비타당성분석에 의한 결과는 경제성분석에 크게 의존하는 경향을 보여 비수도권 지역에서는 예비타당성조사를 통과하지 못하는 경우가 있었다. 이러한 점을 보완하기 위해 한국개발연구원에서는 정책성분석의 비중을 높게 두는 수자원부문 사업의 예비타당성조사 표준지침을 수정하였다. 따라서 본 연구에서는 기존 수행된 예비타당성조사에 대한 사례를 분석하고 수자원부문 사업의 예비타당성조사에서 정책성분석의 방향을 제시하는 것이 목표이다. 이에 지난 2002년부터 2019년까지 18년간 수행된 수자원분야 예비타당성 사례조사를 수행하였고, 경제성분석에 포함되지 않는 편익항목을 이용하여 정책적효과 분석방안을 제시하였다.

This study revises current feasibility evaluation guideline for agricultural infrastructure improvement project considering recent changes in social and economic environment in rural area. We use an AHP(Analytic Hierarchy Process) approach to consider qualitative evaluation items in policy enforcement and balanced regional development as well as quantitative items in current economic analysis in the process of feasibility evaluation and decision making. The criteria system is composed of three level hierarchy. In the first level which consists of economic analysis, policy analysis, and regional development analysis, economic analysis was ranked top with relative weight of 0.45 and regional development analysis the lowest with 0.22. In the second level which consists of three evaluation items under policy analysis, consistency in policy enforcement, risk factors, and special evaluation factors, consistency in policy enforcement was ranked top. Finally, 13 detailed evaluation items in the third level were surveyed and ranked by using a comprehensive criticality vector. The result shows that the three most important evaluation items are 'degree of underdevelopment', 'spill-over effect of regional economy' and 'consistency with related planning and policy direction'.

본 연구는 항공안전기술개발사업의 일부로 진행되고 있는 소형항공기의 개발 및 BASA 인증사업의 경제적 타당성을 사전적 예비적으로 평가하고, 개발 대상 기종의 선정에 참고하게 하는 목적으로 진행되었다. 이러한 목적을 달성하고자 본 연구는 소형항공기 개발 및 BASA 인증사업의 진행에 소요되는 비용과 동 사업을 통하여 기대되는 직접적 경제적 효과인 민간 항공기수출을 통하여 얻는 국민 경제적 편익을 추정하였다. 비용과 편익은 후보기종별로 현금흐름액으로 추정되었으며, 이를 기초로 후보기종별로 소형항공기 개발 및 BASA 인증사업의 경제적 타당성을 검토하기 위한 편익/비용 비율 (B/C ratio), 순현재 가치(NPV), 내부수익률(IRR)을 산출하였다. 분석결과 후보기종인 VLJ급 항공기와 Piston 항공기에 의한 사업진행 모두 경제적 타당성이 있으며, 사업대상 후보기종 VLJ급 항공기와 Piston 항공기중 VLJ급 항공기에 의한 사업진행이 더 유리한 결과가 나타나는 것으로 분석되었다.

In order to promote the IT business efficiently, the Preliminary Feasibility Study has been conducted since 2004. It is to verify the feasibility of a large-scale IT project in advance and to determine whether to reflect the budget. It is more difficult to analyze the benefits of the IT project than other projects, because the IT project is carried out by combining tangible and intangible assets and human resources. For this reason, the Standard Guideline for Preliminary Feasibility Study in the IT field suggests a framework to support in estimating the benefits of the IT project. However, it includes the following problems : 1) level discrepancy among the benefit categories, 2) lack of types of benefit items, 3) no consideration of benefit inducing factors. So the framework is facing a low utilization. This study develops a new framework through a three-step research process. The new framework can be used not only for preliminary feasibility studies but also for estimating the benefits of general IT projects.

The starting point of successful building production process is the feasibility study of the project. If the feasibility study is poor which is affected in direct production processes such as designing and engineering, it incurs a great unrecoverable loss to the company. The government institutionalized the feasibility study for projects that budgets over 50billion won in an effort to ensure competitiveness of the construction industry after IMF; however, the system and effort to created systematic studies or guidance preparation for private construction development projects are lacking in great deal. Therefore, the objective of this study is to establish the analysis factors of feasibility study and evaluation standard by systematic analysis in consideration of the changes of various variables and mutual relationships using system dynamics technique for office buildings among commercial buildings.
