In the present study, we evaluated the target reliability indices and partial safety factors for caisson sliding of a vertical breakwater. The average of the reliability indices of existing breakwaters was proposed as the target reliability index for the breakwater of normal safety level. The target reliability indices of high and low safety levels were also proposed based on the analysis of breakwaters in Korea and Japan. The partial safety factors were then proposed for each safety level by averaging the values calculated for 12 breakwater crosssections in Korea. The appropriateness of the proposed partial safety factors was partly verified by showing that the reliability index calculated by using the present partial safety factors is located between those of mild and steep bottom slopes of JPHA(2007). The proposed partial safety factors were inversely used to calculate the caisson width and reliability index of existing breakwaters. While the reliability indices of existing breakwaters designed by the deterministic method show a large variation, those designed by the partial safety factor method show a small variation. This indicates that the partial safety factor method allows a consistent design for given target probability of failure.
Uncertainties are pervasive in engineering geological problems. Therefore, the presence of uncertainties and their significance in analysis and design of slopes have been recognized. Since the uncertainties cannot be taken into account by the conventional deterministic approaches in slope stability analysis, the probabilistic analysis has been considered as the primary tool for representing uncertainties in mathematical models. However, some uncertainties are caused by incomplete information due to lack of information, and those uncertainties cannot be handled appropriately by the probabilistic approach. For those uncertainties, the theory of fuzzy sets is more appropriate. Therefore, in this study, fuzzy reliability analysis has been proposed in order to deal with the uncertainties which cannot be quantified in the probabilistic analysis due to the limited information. For the practical example, a slope is selected in this study and both the probabilistic analysis and the fuzzy reliability analysis have been carried out for planar failure. In the fuzzy reliability analysis, the dip angle and internal friction angle of discontinuity are considered as triangular fuzzy numbers since the random properties of the variables cannot be obtained completely under the conditions of limited information. In the study, the fuzzy reliability index and the probabilities of failure are evaluated from fuzzy arithmetic and compared to those from the probabilistic approach using Monte Carlo simulation and point estimate method. The analysis results show that the fuzzy reliability analysis is more appropriate for the condition that the uncertainties arise due to incomplete information.
A levee height is determined by adding a deterministic freeboard to a flood water level in Korea. In the USA, a levee height is determined by choosing a value conditionally among the freeboard criteria and the levels resulted from a probabilistic method. The probabilistic method adopts a conditional non-exceedance probability (CNP) which is the probability that the target stage will not be exceeded given a specific flood event. The purpose of the study is to compare Korean criterion for levee height estimation with that of the USA. Levee heights were determined according to the above two criteria at twenty-five cross sections in five streams. The results show that Korean criterion on average yields levee heights 20 cm higher than those calculated by the criterion of the USA. The larger the flood discharges become, the higher the levee height differences are usually. It is caused by the freeboard estimation criterion of Korea that the larger design flood is, the higher freeboard is given. Korean criterion, however, resulted in lower levee heights for smaller streams than those by the criterion of the USA. To sum it up, the Korean levee height criteria can result in overestimation or underestimation depending on flood discharge amount, being compared with the criteria of the USA. The Korean freeboard especially needs to be increased for smaller flood discharges.

Estimating tunnel construction time and costs are the most fundamental part of a tunnel project planning, which has been generally assessed on a deterministic basis until now. In this paper, excavation cycle time was investigated for two road tunnels and one subway tunnel, and the results were compared with the Standard of Construction Estimate (SE), which is made for the estimation of construction time and cost in a design stage. The results show that the difference in cycle time between SE and actual cycle time is 50%, 7% and 31% respectively for the three tunnels, which means that SE does not reflect practical operation time. The major reasons of the difference are skilled level of tunneling workers, the change of operation sequences for more effective operations, much more complicated working atmosphere in a tunnel than the assumption of SE etc. Finally, even though the results can not be generalized since investigated tunnels are only 3, but it is thought that SE needs to be upgraded into the model able to consider quite common situations through additional tunnel investigation and studies in the future.

According to the Facility Management System (FMS) operated by the Korea Authority of Land & Infrastructure Safety, it is expected that the number of aging facilities that have been in use for more than 30 years will increase rapidly to 13.9% in 2019 and 34.5% in 2929, and end up with a social problem. In addition, with the revision of "Common Application of Seismic Design Criteria" by the Ministry of Public Administration and Security in 2017, it is mandatory to re-evaluate all existing road facilities and if necessary seismic reinforcement should be done to minimize the magnitude of earthquake damage and perform normal road functions. The seismic performance management-decision support technology currently used in seismic performance management practice in Korea only determines the earthquake-resistance reinforcement priority based on the qualitative index value for the seismic performance of individual facilities. However with this practice, normal traffic functions cannot be guaranteed. A new seismic performance management decision support technology that can provide various judgment data required for decision making is needed to overcome these shortcomings and better perform seismic performance management from a road network perspective.

The subsea power cables are increasingly important for harvesting renewable energies as we develop offshore wind farms located at a long distance from shore. Particularly, the continuous flexural motion of inter-array dynamic power cable of floating offshore wind turbine causes tremendous fatigue damages on the cable. As the subsea power cable consists of the helical structures with various components unlike a mooring line and a steel pipe riser, the fatigue analysis of the cables should be performed using special procedures that consider stick/slip phenomenon. This phenomenon occurs between inner helically wound components when they are tensioned or compressed by environmental loads and the floater motions. In particular, Vortex-induced vibration (VIV) can be generated by currents and have significant impacts on the fatigue life of the cable. In this study, the procedure for VIV fatigue analysis of the dynamic power cable has been established. Additionally, the respective roles of programs employed and required inputs and outputs are explained in detail. Demonstrations of case studies are provided under severely sheared currents to investigate the influences on amplitude variations of dynamic power cables caused by the excitation of high mode numbers. Finally, sensitivity studies have been performed to compare dynamic cable design parameters, specifically, structural damping ratio, higher order harmonics, and lift coefficients tables. In the future, one of the fundamental assumptions to assess the VIV response will be examined in detail, namely a narrow-banded Gaussian process derived from the VIV amplitudes. Although this approach is consistent with current industry standards, the level of consistency and the potential errors between the Gaussian process and the fatigue damage generated from deterministic time-domain results are to be confirmed to verify VIV fatigue analysis procedure for slender marine structures.
The measured soil data are analyzed to the descriptive statistics and classified into the four models of uncorrelated-normal (UNNO), uncorrelated-nonnormal (VNNN), correlatedonnormal(CONN), and correlated-nonnormal(CONN) . This paper presents the comparisons of reliability index and check points using the advanced first-order second-moment method with respect to the four models as well as BASIC Program. A sin91e-mode Performance function is consisted of the basic design variables of bearing capacity and settlements on shallow foundations and input the above analyzed soil informations. The main conclusions obtained in this study are summarized as follows: 1. In the bearing capacity mode, cohesion and bearing-capacity factors by C-U test are accepted for normal and lognormal distribution, respectively, and negatively low correlated to each other. Since the reliability index of the CONN model is the lowest one of the four model, which could be recommended a reliability.based design, whereas the other model might overestimate the geotechnical conditions. 2. In the case of settlements mode, the virgin compression ratio and preccnsolidation pressure are fitted for normal and lognormal distribution, respectively. Constraining settlements to the lower ones computed by deterministic method, The CONN model is the lowest reliability of the four models.
