공동주택 구성재의 내용년수 산정방법에 관한 연구 (A Study on the Service life of the Building Components in the Apartment Housing)

  • The performance of building should be deteriorated with time while the building would maintain and manage the function and performance to get a living condition. For the efficient maintenance of the building, the repair cycle would be provided and applied during the service-life time. The service-life time of the building components would be needed to determine the repair time and the repair scope. The service-life time of the building components would be calculated with the 1st repair time and the recovery rate of the performance, considering the recovery rate after repaired. In this paper, the 1st repair time would be estimated with the normal probability distribution, choice probability and 3rd quadratic function. The recovery rate of the building components assumes various level according to the research target and utility area. The results of this study are as follows ; first, most of the components of the building work would range about 30 years in the service-life time and the components of the mechanical works range from 28 years to 37 years, those of the electrical works would be about 31 years.

  • Building is different from the general commodities and needs to maintain the function and performance to get the living condition. Building deterioration occurs naturally with time elapse. Deterioration reasons are various. These are physical, functional, social and second physical aspect. Building would inevitably be deteriorated and need to repair various building part and materials. It gets to arrive at repair or rebuilding time until any management activity is meaningless. It is important to decide the rebuilding time in a management cost. In this paper, it aimed at analyzing the management annual cost and provide a rebuilding time of a apartment housing with a deterioration curve model. Results of this study are as follows : Most of the building has started to deteriorate in 40 years when the performance of building downgrades to 20%. After it past about 40 years, the deterioration rate is faster than the earlier 40 years. Fourth, the rebuilding time of an apartment housing is recommended about 45 years if the building service life has 60 years.

주거환경개선을 위한 농촌주택 리모델링 성능평가지표 설정에 관한 연구 (The Set of Performance Evaluation Index of Remodeling in Rural Housing for Residential Environments Improvement)

  • Living environments in rural area have become deteriorated rapidly. Increase of aging population, decline in agricultural income, polarization of wealth in rural community due to rural returners have caused severe decline and imbalance of living environments in rural area. Responding to this circumstances, governments currently develop projects for improving living environments focusing on individual housing which were excluded from governmental supports because those had been regarded as private property. Nevertheless, there are still some gaps and problems in evaluating the quality of living environment and suggesting effective solutions. It would be because standards and guidelines of the projects have been based on urban housing system. In order to support the implementation of the projects, this research has developed an index for evaluating and monitoring the quality of living environments in rural area. By applying Delphi method, the index has been created in four categories of 'security', 'convenience', 'comfortability', and 'durability' 'Security' consists of structural safety, crime, disaster, accident prevention. 'Convenience' includes three divisions of living, traffic, farm working. 'Comfortability' is divided into sanitation, indoor environments, and aesthetic appreciation. Lastly, 'durability' has four divisions of energy conservation, environmental friendliness, efficiency, and economics. Each sub-division also has different items from three to twelves. In the case of an index for performance evaluation, items have been derived from energy conservation(6-items), and environmental friendliness(7-items). Items developed as an index for evaluating rural living environments in this research might be good background information for remodeling project in rural housing development.

일본의 단지형 공동주택 리모델링 정책특성 및 활성화 지원제도에 관한 연구 (A Study on the Policy Characteristics and the Activation Support System of Remodeling Apartment complexes in Japan)

  • The present study analyzed what policies are being executed for deteriorated apartments in Japan and what characteristics each policy had in order to examine policy direction and implications for the improvement of vitalization of remodeling business of deteriorated apartments in Korea. The study results are as follows. Japan recognized social problems of deteriorated apartments and pushed forward a national level remodeling actively by preparing financial support of central government and supporting plan by city and province. First, Japan maintained initial performance of buildings through phased maintenance for deterioration of buildings and aimed to reduce environmental load and maintain asset values of buildings through enlarging durability of buildings by responding to lifestyle according to social changes. To this end, they promoted the long life of buildings through the establishment of systematic long term repair plan from the stage of moving in the buildings. Second, in order to reduce the risk of remodeling projects, they prepared an environment where business could be carried out with an easy mind in various aspects by introducing remodeling business registration system and large scale repair construction defect insurance system. Third, they reduced economic burden of main agents of remodeling business with tax preferential treatment and financial support policies. Fourth, they have established remodeling support system based on overall social issues and connected it with social effect that could be obtained through this. The remodeling policies of Japan were carried out in the direction of solving social problems and considering economic aspect rather than just improving individuals' residence environment.

원가계산방식에 의한 다가구임대주택 해체공사비 예측 (Demolition Cost Estimation of Small-size Rental Housing based on the Quantity per Unit Method)

  • 본 연구는 LH의 다가구임대주택 철거 신축사업에 대비하여 노후주택에 대한 해체공사비를 합리적 근거에 의하여 예측하는 것을 목표로 한다. 이를 위하여 소형주택 해체공사 수행 현황과 작업 프로세스를 조사하고 공사비 견적전문가 면담을 통해 해체공사비 산정실태를 파악하였다. 아울러 공공건설공사의 '예정가격 산정기준'과 '건설폐기물 처리비 산정기준', 선행연구 및 문헌을 고찰하였다. 연구 결과의 하나로 표준품셈에 기초한 해체공사 원가계산체계와 내역체계 및 관련 일위대가를 제안하고, 이를 활용하여 지상 2~3층 규모의 다가구임대주택에 대한 해체공사 예정가격을 산출하였다. 산출 결과, 1개 동당 해체공사비는 18,331천원, 바닥면적($m^2$) 기준 104천원으로 예측되었는데, 세부적으로는 직접 철거비가 14,339천원/동, 폐기물 위탁처리비는 3,992천원/동 소요될 것으로 나타났다. 연구 결과는 노후 다가구임대주택 철거 신축사업의 예산수립 단계에서 사업비 추정을 위한 기본 자료로 활용될 뿐 아니라, 연구 제안한 해체공사 원가계산체계 및 내역체계는 공공 건설공사의 발주업무에 유용하게 활용되리라 기대한다.

  • 70년대 이후 급속히 건설된 공동주택은 시간이 경과함에 따라 구조체와 시설이 노후화 되면서 유지관리 비용이 상승하였고 또한 경제성장에 따른 생활수준의 향상으로 인해 주거공간으로의 기능을 상실하게 되었다. 이러한 이유로 인해 공동주택 재건축 수요가 창출되었고 90년대를 기점으로 활성화되었다. 그러나, 사업시행주체인 조합임원의 대부분이 비전문인이기 때문에 사업시행에 않은 문제점들이 발생하게 되었다. 본 연구에서는 이러한 문제점들을 해결하기 위한 방안으로 재건축조합의 전반적인 업무를 대행하고, 공정하고 투명한 절차에. 의해 사업을 추진할 수 있도록 공동주택 재건축사업에 대한 CM의 적용방안을 모색하고자 하며, 특히 재건축사업 추진단계별 CM업무를 제시하고자 한다. 또한 향후 재건축사업의 CM적용시 현실적으로 활용 가능한 업무를 중심으로 제안하여 조합과 CM회사에서 이를 활용할 수 있도록 하였다.

장기공공임대주택의 지속가능한 리모델링 유형 분석 (Typological Analysis of Sustainable Renovation for Long-term Public Rental Housing)

  • "장기공공임대주택 입주자 삶의 질 향상 지원법" 제 개정으로 공공임대주택 리모델링 및 증축동 신축을 위한 법적 근거가 마련되었다. 이같이 리모델링의 법적 기반이 마련됨에 따라, 앞으로 장기공공임대주택에 시행될 리모델링의 목표, 공간, 주기, 아이템, 프로세스 등에 대한 구체적 논의가 요구될 것이다. 이에, 본 연구는 장기공공임대주택 입주자의 삶의 질 향상에 중점을 둔 리모델링 유형 제안에 목적을 두고 있다. 또한, 제시된 리모델링 유형은 그 시행효과가 지속적으로 유지될 수 있도록 지속가능성 확보에 기반을 두고 있다. 이를 위해, 국내 영구임대주택의 현황 및 입주자의 요구를 파악하고, 선진 국가의 공공임대주택 리모델링 사례를 분석하여, 개선환경 별 주요 리모델링 목표를 도출하였다. 먼저, 국내 외 현황 분석은 장기공공임대주택 리모델링 과정에서 거주자의 삶의 질 향상 도모를 위한 포괄적인 리모델링 설정과 다양한 리모델링 유형 및 지속가능한 리모델링 적용이 요구됨을 시사하였다. 또한, 영구임대주택단지 입주자를 대상 설문조사로, 주택의 물리적환경개선(주택 및 시설 노후화 개선)과 사회적 환경개선(단지의 부정적 이미지 개선)과 관련된 거주자의 요구를 파악할 수 있었다. 그리고 이같이 분석된 결과를 기반으로 물리적 사회적 환경 개선요소를 도출하였으며, 7개의 지속가능한 리모델링 유형으로 유형화하였다. 이같이 제시된 리모델링 유형은 리모델링의 지속가능성 확보 및 입주자의 삶의 질 향상에 기여할 수 있을 것으로 기대한다.

재가지체장애인의 자립을 저해하는 농촌과 도시의 주거실내 환경요소에 대한 비교연구 (Comparative Analysis of Rural and Urban Residential Interior Elements Affecting Physically Disabled's Independence)

  • For those with disabilities, the residential area is the primary place to adapt the disabilities. Since the quality of the area gives a critical impact on their quality of life, it is essential to finding the measures to create the residential environment that supports their independence. In this regard, this study aimed to compare and analyze the interior elements of the houses that hinder the independence of the physically handicapped in the rural and urban areas, and conducted a survey on a total of 80 physically challenged in Seoul and Yeongwol (40 for each area). As a result, the respondents answered that the houses where they are currently living are hindering their independence regardless of area, and there were regional differences in the level of inconvenience with the size of living room, size of utility room, location of room, lighting and heating environment, ventilation system, deteriorated wallpapers and finishing materials, threshold and floor level difference and humidity control. This study has significance by providing the realistic measures to improve the housing environment of the physically challenged living in the rural and urban areas to be customized to them to increase their quality of life.

마을 만들기를 통한 노후주거지의 주거환경개선에 관한 연구 - 한국과 일본의 사례비교를 중심으로 - (Residential Environment Improvement in the Deteriorated Residential Areas via the Maeul-mandeulgi - Focus on the cases in Korea and Japan -)

  • In this study, the desirable direction of residential environment improvement was presented by comparing the areas in Korea and Japan that are difficult to develop due to regulations and low profitability. The study results showed that a new plan should be presented by autonomous governments to promote the participation of residents and make the most of the local characteristics, in addition to the existing comprehensive nationwide redevelopment. The project must be gradually progressed without haste, from the residents' point of view. The basic project outline and the method must be determined by considering the local characteristics in terms of city planning. In conclusion, it is necessary that the designation of the housing redevelopment district should be cancelled if the project cannot be progressed due to the constraints such as city planning and residents' opposition, and a legal basis should be stipulated so that different project methods, including maeul-mandeulgi, can be introduced.

고령자용 소규모 그룹홈의 생활환경 실태 (Actual conditions on the Living Environment of Small-scale Group-homes for the Elderly)

  • To investigate the actual conditions on the living environment of group-homes for the elderly and their living environment, 4 group-homes were surveyed. As the results, conditions of location for the group-home of the elderly looked positive, on the other hand, safety for criminal prevention, accessability and convenient facilities were not on level satisfied. The average area of each space in the group-home indicated that the bed room was $11.21\;m^2$, the living room $28.13\;m^2$, the kitchen $23.59\;m^2$, and the bath room had an integrated type of bath room and toilet $7.63\;m^2$. The physical environments of each space in the group-home were investigated, In bed room, door, windows and illumination were relatively good but safety was extremely inferior. Living room mostly looked good except the doorsill which needs refurbishment. In kitchen, cooking table, windows, illumination, ventilator were somewhat satisfactory but gas-warning device should have been installed. In addition, in bath room and toilet, location, door, window, illumination and finished material were satisfactory. But the stepped difference between the bath room and other space, safety-bar, emergency bell and floor heating system were seriously deteriorated and must be improved for the safety of the elderly. Conclusively, living environment of group-home for the elderly is mainly satisfactory but it was necessary to take a consideration for their safety.
