A Study on the Discrimination Criteria of AMOLED-related Patents, a National Core Technology of Display Industry (디스플레이 분야 국가핵심기술인 AMOLED 관련 특허의 판별 기준 연구)

  • Korea operates a national core technology system to protect important technologies at the national level. In the administrative procedures of the nation's core technology, the deliberation process conducted by qualitative evaluation by related industry experts is important. As the need for timely and appropriate technology protection increased, the need to shorten the time required for administrative procedures related to the designation and removal of national core technologies was raised. Therefore, this study studied the criteria for identifying patents related to national core technologies. For AMOLED, a national core technology in the display field, LDA topic modeling was applied to related news and papers to derive important technology and its trends, and mapped to AMOLED advanced technology processes under Article 5 of the Industrial Development Act to prepare criteria for discrimination. Since then, objective verification has been conducted through AMOLED national core technology patents already known. Through this study, patents related to AMOLED national core technologies can be identified, which can shorten the time for related administrative procedures.

Interaction between Innovation Actors in Innovation Cluster: A Case of Daedeok Innopolis (혁신클러스터 내에서의 혁신주체들 간 상호작용의 변화: 대덕연구개발특구를 중심으로)

  • Various innovation theories, such as innovation system, innovation cluster, triple helix model, are different in their focus. However they all emphasize the interaction between innovation actors in order to generate, diffuse, and appropriate technological innovations successfully. This study analyzes how the interaction of innovation actors in Daedeok Innopolis has been changed since the introduction of innovation cluster policy like the designation of Daedeok Innopolis. Based on the analysis of survey data, Innopolis statistics, and patent joint-application data, we come to the conclusions that the Daedeok Innopolis has characteristics of multi-level governance structure, in which innovation cluster, i.e. Daedeok Innopolis, regional innovation system, and national innovation system directly overlap under the framework of innovation system. In addition, from the perspectives of triple helix model, we are able to verify that the inter-domain interactions between innovation actors, such as tri-lateral network, have been constantly increased in the Daedeok Innopolis. Based on our analysis, we identify some policy suggestions in order to strengthen the competitiveness of the Daedeok Innopolis as well as other innovation clusters in Korea. First, the network activities between innovation actors within innovation cluster should be strengthened based on the geographical accessibility. Second, private intermediate organizations should be established and their roles should be extended. Third, the entrepreneurial activities of universities within innovation cluster should be strengthened. In other words, the roles of universities within the Innopolis should be activated. Finally, the government should provide relevant policy supports to activate the interactions between innovation actors within innovation cluster.

Spatial Structure Change of Triangle-Cities in Gwangyang Bay Region: From Central Place Structure to Network City (광양만권 트라이앵글 도시의 공간구조 변화: 중심지형에서 네트워크형으로)

  • The purpose of this study is to examine the effects of industrialization and urbanization of Gwangyang Bay Region on the change of urban system and spatial structure between triangle-cities located in Gwangyang Bay, Yeosu City, Suncheon City, and Gwangyang City, one of the famous industrial zones in Korea. Large-scale development projects carried out by the central government in the Gwangyang Bay Region such as construction of the Second Oil Refinery in the mid-1960s, completion of the POSCO Gwangyang Steelworks in the mid-1980s, construction of the Gwangyang Port Container Terminal in 1987 and designation of the Gwangyang Bay Area Free Economic Zone in 2003, and EXPO 2012 Yeosu Korea, affected to changes of the urban system and spatial structure between triangle-cities in Gwangyang Bay Region. The above four-development projects transformed the urban and spatial structures between the three cities in the Gwangyang Bay Region from a mononuclear urban system centered on Suncheon to a network city system. Historically, Suncheon has served as an exclusive center in the eastern region of Jeonnam, including the Gwangyang Bay Region. However, the hosting of the 2012 Yeosu Expo Korea is reorganizing the three cities into a network-type spatial structure with the strengthening of connectivity and integration in the region. And this trend is expected to intensify in the future.

A Study on the Criteria Establishment for One-way road using AHP (AHP분석을 활용한 일방통행 선정기준 정립에 관한 연구)

  • Standards suitable for local conditions on deciding one-way road are desperately required to solve traffic congestions at the backside roads in the old downtown areas which were not designated as a road by urban planning. Therefore, this study intends to re-establish a standard to decide one-way road which is regarded to be of the greatest effect among traffic system control methods in order to control one-way road system more efficiently. Also, this paper suggests a standard for such decision to improve efficiency of using backside roads and expand designation of one-way road. AHP (analytic hierarchy process) was carried out among the traffic experts to find out the factors to decide one-way road system. Its result reveals that importance of causing accident to walking quantity and traffic was high. 10,000 cases out of all the possible scenarios of accident by combining detailed evaluation items and scales were extracted to draw the outcomes of analyzing the scenarios, which were schematized in a graph. As a result, division by three sections of point of inflection was verified into 1 section A<1.91, 1.91 section B<2.08, and 2.08 section C<3. In other words, priority of deciding one-way road should be given to section C, the highest total point, while posterior to section A, where relatively low points are distributed. The standard on deciding one-way road suggested in this paper may be used for designating one-way road and basic data to re-establish the relevant system in the future.

Institutional Changes and Path Dependence to Private Parks - Focused on the Urban Park-Related Laws from 1967~2005 - (민간공원 관련 제도의 변천과 경로의존성 - 1967년부터 2005년까지 도시공원 법령을 중심으로 -)

  • This study was raised by the need to explain why the problems related to private parks have been sustained. In order to identify the fundamental cause, it is necessary to analyze the historical and institutional context of private parks. Therefore, the purpose of this study is to identify the direction of change in the private park system and to derive the characteristics of the system as it currently appears. The framework based on the historical institutionalism was divided into the Park Act (1967-1980), the former of Urban Park Act (1980-1993) and the late of Urban Park Act (1993-2005), and each was assessed using the analysis elements of the institutional environment and the outcomes of implementation. The analysis elements interpreted the path dependency, in which the inertia toward the choice of institution is maintained, despite the change in the environment. The institution took a special form of 'negative systeme' and secured profitability by expanding the types of park facilities while mitigating the criteria. Additionally, the designation of private park promoters as a landowner acted as a means of compensating those with property rights to unexecuted urban parks. The expectation effectiveness on urban park creation was insufficient and the environmental regulatory functions were weakened. Thus, historically, the private park system in Korea has experienced an 'institutional decoupling' as the purpose of the system and the results of actual outcomes are not consistent.

Comparison of Survey Methods and Results for Natural Environment in Baekdudaegan Mountain System (백두대간 자연 환경 조사 비교 및 개선 방안 고찰)

  • Baekdudaegan Mountain System (BDMS) is a unique and traditional concept in Korea that puts importance on the connectivity of energy when Korean people recognize their mountain system. Two main national organizations that are in charge of managing natural environment in Korea, Korea Forest Service (KFS) and Ministry of Environment (MoE), have been independently investigating the natural resources in protected areas of BDMS. Each organization released its first survey report for the whole protected areas in 2011. In order to provide better understanding of BDMS's natural environment, the results contained in the first reports of KFS and MoE were compared. It was found that KFS contains a wider variety of survey items, though many of the items are overlapped between the reports of KFS and MoE. It was noticeable that the survey results of KFS and MoE were not always matched even for the same or similar items in the identical target areas. The main causes of the different survey results are suggested to be the differences of the details of the survey conditions between KFS and MoE, such as the season of the surveys and the subjectivity of surveyors, and the type of literatures included in the indoor survey. As a result, it is difficult to directly compare the survey results of KFS and MoE, which leads to low usability of the data and low efficiency of the survey processes. Therefore, it is strongly recommended that the sections and methodologies of survey should be clearly set with consideration for the research purposes. The survey data and geographical information should be digitalized and opened to the public for better accessibility to BDMS information. Also, the survey reports should include English summary, thereby the results can be utilized globally for scientific, cultural and political purposes, such as designation of a heritage site.

Economic analysis of Solar PV panel recycling project (폐태양광 재활용 사업의 경제성 분석 및 정책적 시사점)

  • In accordance with the government's expansion of solar power generation, the installation of solar panels is expected to expand in Korea. On the other hand, policy discussions on the establishment of a domestic post-management system for waste from photovoltaic power are insufficient. This study estimated the benefit-cost of solar PV Panel recycling and derived the implications for the photovoltaic waste policies in Korea. Overall, the profitability of the recycling project is very low when the project execution period is 10 years. On the other hand, the economic efficiency of the project can be sufficiently high when the duration of the solar panel recycling project is extended to 20 years. In the short term, it is challenging to expect voluntary companies to enter this recycling business because of low economic efficiency. Therefore, it is necessary to prepare various policies to improve the economic efficiency of the recycling business. In conclusion, the following policy implications for PV panel recycling activation are proposed: i) legislation for the recycling of waste solar photovoltaic panel, ii) designation of Association for Solar Panel waste monitoring, and iii) expansion of R & D and the development of various business models related to solar recycling.

Study on Characteristics of 'Private Gardens' in South Korea ('민간정원'의 현황 및 특성 분석)

  • 'Private Garden', is a legal concept that encourages the opening of private gardens to the public. Twenty-five private gardens have registered with the Forest Service since the 2015 policy was enacted. Although it is a positive system in terms of spreading and encouraging garden culture, the exact nature, role, and designation requirements have not been fully discussed. The purpose of this study is to analyze the characteristics of 25 private gardens in Korea. The results of the study noted that the southern region occupied a large part of the geographical distribution of the private gardens, which is due to the natural and climatic conditions, the policies of the local governments, and the discretion of public officials. In addition, the gardens are almost all made up of modern gardens; there was only one house garden from the Joseon Dynasty. The owners of the gardens range from their 50s to 80s in age. The gardens were started because the owner believed it was a good endeavor, but many owners felt that it was difficult to manage the enlarged garden and eventually opened it through as a Private Garden in anticipation of receiving economic support. There are also owners who are willing to revitalize the area. In addition, profits are generated from facilities other than the gardens, and some operate related programs to promote the culture of gardening. For a sustainable Private Garden system, it is necessary to check the registration criteria and establish a clear role in the region. There is also a need for further measures for management and marketing. This study is meaningful as basic research on the Private Garden system that is not yet systematic.

Estimation of the Impact of the Inclusion of Sharks in the Appendices of the 'Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES)' on Korean Fisheries and Recommendations of the Domestic Measures on the Trade of the Listed Shark Species ('멸종위기에 처한 야생 동식물의 국제거래에 관한 협약'의 상어류 등재가 한국 수산업에 끼칠 영향과 대응 전략)

  • The Sixteenth Meeting of the Conferences of Parties of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), which was held in March 2013 in Bangkok, Thailand, listed five shark species and one genus, and uplisted one sawfish species. All new species listings will be come into force of the eighteen months delay, on the fourteenth of September, 2014. The purpose of the delay is to support the preparation of the domestic measures on shark trade by the parties, as there has been no previous experience in trading the commercially exploited aquatic species in the CITES. The CITES Secretary-General has visited several potential shark trade countries to encourage and facilitate the implementation of the new CITES listings. The newly listed sharks have been caught as a target or non-target species by Korean distant water fisheries and introduced into Korea. So the establishment or change of the domestic laws, regulations, and measures for the implementation of the new CITES species must be prepared before the effective entry date. This paper is prepared to assess the effects of the trade of the CITES listed shark species, and to suggest effective government service measures for the management of Korean distant water fisheries. The Ministry of Environment (MOE) is the general Management Authority of the CITES, and the Ministry of Food and Drug Safety (MFDS) is in charge of the medical trade of CITES listed species in Korea. By law, all imported medicines and medical materials must be inspected by the MFDS during the customs examination; this kind of authority sharing is reasonable and effective way of providing government service. Similarly, the designation of new CITES Management Authority for the trade of commercially exploited aquatic CITES species is critical and the Ministry of Oceans and Fisheries (MOF), which is now in charge of the trade of fisheries products, is the most appropriate governing body for this purpose in Korea. The revision of the National Plan of Action for Conservation and Management of Sharks, initially submitted to the Food and Agriculture Organization (FAO) of the United Nations in 2011 as a practical guideline for shark conservation in all Korean fisheries, could be a effective measure to achieve unification of conservation of endangered species and sustainable use of fisheries stocks. The proper CITES measures for the trade of listed species, such as the establishment of the documenting system for Non-detriment Findings, domestic measures suitable for the "Introduction from the Sea" clause, species specific Harmonized System Codes for the customs service, and an effective shark catch data reporting system should be in place prior to the fourteenth of September 2014.

A Research on the Exposure Status of Cybersecurity Risk of Process Control System and Its Counterplan (공정제어시스템의 사이버보안 위험 노출 현황 및 대응방안 연구)

  • Process control systems used in most domestic petrochemical corporates today are based on the Windows platforms. As technology leans toward opened environment, the exposure risk of control systems is increasing. However, not many companies are preparing for various cyberattacks due to lack of awareness and misunderstanding of cyber intrusion. This study investigated the extent of how much exposed the petrochemical process control system is to security threats and suggested practical measures to reduce OT cybersecurity vulnerabilities. To identify the cyber threat status of process control systems, vulnerabilities of the Windows platform, a principal cyber threat factor, have been analyzed. For research, three major DCS providers in Korea and the discontinuation of Windows platform of 635 control systems were investigated. It was confirmed that 78% of the survey subjects were still operating in the discontinued windows platforms, and those process control systems were operated in a state vulnerable to cyber intrusions. In order to actively cope with these cyber threats, legal regulations such as designation of critical infrastructure for major petrochemical facilities which is implemented in advanced countries such as the United States are needed. Additionally, it is necessary to take the initiative in eradicating security threats to the process control systems by aggressively introducing security solutions provided from existing DCS suppliers.
