A study on the merger and abolition policy of small scale school in the rural area (농산촌 소규모학교 통폐합 정책에 관한 연구)

  • The study aims to deduct the factors needed for the judgement on merger and abolition policies and draw out suitable types of these policies through interviews with the people concerned during the process of the merger and abolition of schools in rural communities. Following are the results of the study. For the smaller scaled schools, it was possible to notice the fact that there are positive and negative aspects associated with the curriculums and the sociality of the students. However, collectively considering with the continuous decrease in the number of school aged children along with the development of curriculums, personal characters and sociality of the students, it is better when the schools are properly scaled. Also, it is needed to consider new sets of policies as the number of school aged children is continuously decreasing - the current policy states that there should be one school per village. For the implementation while not losing centripetal points of schools within the communities, the Branch policy(1-2 years based or 1-4 years based) is considered. This implementation is considered to be possible because the Branch schools can be turned into facilities such as nursery schools and preschools which enables communities to sustain the spaces for cultural and welfare needs for their own.

  • As the internet and I-commerce have been developing. a novel method for marketing is needed. A new advertisement using E-mail is becoming popular, because it has characteristics with low costs and relative efficiency. However. as the spam mails are increasing rapidly, mail service companies and users are deeply damaged in their mind and economically. In this paper, we design a hierarchical spam mail blocking policy through cooperation of all the participants-user, administrator, ISP to cut off the spam mail efficiently and Propose an efficient model to block and manage the spam mails based on the Policy. Also we prove the efficiencies and effectiveness of the proposed model through evaluation process .

  • A variety of SME ICT support programs has been very great significance and performance for Improving national competitiveness and constitution strengthening in Korea's industry. However, it could not solve ICT gap between each SMEs. In this qualitative study, we analyzed ICT support programs for SME and collected requirements from the perspective of the consumer. Then we designed ICT policy strategies and detailed support program for SME in Digital Economy.

  • The purpose of this study is to suggest prevention policy by analyzing accident cases related with school facilities. The results of study are as follows: First, policy enforcement that follows disaster management process such as prevention, preparation, response and recovery is required for school safety policy. Second, in order to proceed with the effective safety policy through collection, analysis, interpretation of data and result monitoring against accident case, the systematic safety infrastructure such as injury surveillance system and the composition of policy consultative group among safety organizations should be established. Third, the school facilities should be installed and managed according to the safety design. Fourth, the systematic education is needed to done for the managers who are concerned with safety regarding the establishment of safety management plan for each school. Fifth, the evaluation and feedback system is required for the results of proceeding with safety policy.

Status of Technology and Policy for the Utilization of Biomass in Japan (일본 바이오매스 활용 정책 및 기술현황)

  • Based on the general policy called "Green Growth", the Korean government planed to establish a biomass town in South Korea in order to recover energy from organic waste and to substitute for fossil fuel at rural region. Technical and financial support for the establishment of biomass town was insufficient so far. There are some policies to support biomass town establishment, however financial support from several Korean ministries seemed not to have been used efficiently. Some policies are planned excessively so that they cannot be realized on time. Therefore, there is a need to analyze the status of biomass utilization technology and policy in Japan from the point of view of an external biomass expert, since biomass utilization technology and policy of Japan take good achievement during the many developed countries. For the analyzing of technology and policy in Japan, literatures concerned biomass management policy and biomass town design were collected by visiting Japan Ministry of Agriculture, Forestry and Fisheries and interview of public officials in charge was carried out. There are several implications for the promotion of Korean policy concerned with biomass utilization and biomass town establishment.

The Association between Fair Hiring Policy and Employee Job Satisfaction: Theoretical Approach in the Literature Analysis

  • Purpose - This study aims to build other studies and research on the perception and association of fair hiring policy and employee job satisfaction. The reviews and further research of the performance appraisal and employee satisfaction topics provided a basis to conduct this study based on the challenges that result from equality hiring perception on the performance appraisal on the job satisfaction by employees. Research design, data, and methodology - The author collected many textual contexts from mostly peer-reviewed academic journals, which means that academic comprehensive integrity can be obtained by qualitative approach for this study with discussing and following a constructive review analysis. The content analysis aims to determine a textural dataset in the longtime frame from the newest textural information. Result - There is little doubt that this study was significant and relevant to the relationship between fair hiring policy and worker's job satisfaction, indicating that an organization that practices a fair hiring policy positively affects employee job satisfaction. After all, the employee needs are well catered for and meet appropriately. Conclusion - This study suggests that fairness extensively relies on the organization's ability to identify and eliminate any form of performance challenges regarding equity and has proved and determined the significant relationship between fair hiring policy and employees' job satisfaction

A Survey of Open Access Institutional Repositories in Nigerian University Libraries: The Current State

  • The purpose of the study is to investigate the development of institutional repositories in university libraries in Nigeria. The study adopted a survey research design. Online questionnaire, IRs investigation, and interview methods were used to collect data from the 21 university libraries that have developed IRs in Nigeria. The study revealed that only few universities have successfully developed open access IRs to preserve and manage their intellectual outputs emanating from their universities. Contents such as journal articles, theses/dissertations, and conference / workshop papers were found to be the most popular contents that are hosted in the IRs. The interview revealed that although few respondents mentioned having IR policy statements in areas such as access policy, submission policy, preservation policy, content policy and copyright policy, the majority mentioned not having any defined policy in their IR. Also in the interview, inadequate fund, challenge of collecting contents for the IR, shortage of skilled ICT personnel, and inadequate facilities were the most mentioned challenges encountered in the development of IRs in Nigeria. Findings from this study will inform University Librarians, university management and policy makers on the need to provide the necessary infrastructure and formulate policies for smooth development of institutional repositories to make research visible globally. The results will therefore provide important data and insight into the development of institutional repositories in university libraries in the context of developing countries.

  • This study tried to analyze $CO_2$ emission volume as green-house gases by application of land use patterns and transport policies in District Unit Design. It is postulated a Toy network and various scenarios which are combined land use patterns and transport policies for analyzing $CO_2$ gas reduction. As results, this study shows best District Unit Design technique is the policy that develop mid block and introduction of car free zone to inner 2 way streets. Worst design technique is the policy that make hierarchical network and introduction of access control to outer roads that have been known as a best road policy till nowadays. Therefore, we need more carefully introduce design technique for reduction of $CO_2$ in District Unit.

  • After the death of Min-sik Kim in Asan, South Chungcheong Province in September 2019, awareness of the school zone has been increasing, and the traffic law is being revised continuously. However, despite these efforts, the number of traffic accidents among children has not decreased significantly. This indicates the need for a new direction considering the behavioral characteristics of children and the traffic environment. Therefore, this study identified the current status and problems of school zones through case analysis of school zones in Korea. In addition, we analyzed the Vision Zero policy, the concept of Home Zone, and engineering-oriented road design cases and operation methods in Sweden, an advanced country in traffic safety. In addition, the cases of the two countries were compared and organized focusing on the basic principles of disaster prevention design. The purpose of this study is to suggest the direction of design and policy to improve school zone problems in Korea. Through this, it is expected that the results of this study will be used as data for future research development for the reduction of school zone fatalities in Korea.

PERIODIC SENSING AND GREEDY ACCESS POLICY USING CHANNEL MODELS WITH GENERALLY DISTRIBUTED ON AND OFF PERIODS IN COGNITIVE NETWORKS

  • One of the fundamental issues in the design of dynamic spectrum access policy is the modeling of the dynamic behavior of channel occupancy by primary users. Under a Markovian modeling of channel occupancy, a periodic sensing and greedy access policy is known as one of the simple and practical dynamic spectrum access policies in cognitive radio networks. In this paper, the primary occupancy of each channel is modeled as a discrete-time alternating renewal process with generally distributed on- and off-periods. A periodic sensing and greedy access policy is constructed based on the general channel occupancy model. Simulation results show that the proposed policy has better throughput than the policies using channel models with exponentially distributed on- or off-periods.
