국제표준에 기반한 KASS 개발보증레벨 할당 (Allocation of Design Assurance Level for KASS Based on International Standards)

  • 국토교통부는 2014년부터 한국형 위성보강항법시스템 (SBAS; satellite based augmentation system)인 KASS (Korea augmentation satellite system) 개발 구축 사업을 진행 중이다. KASS는 실제 운영 중 문제가 발생할 경우 인명 및 재산피해와 연결될 수 있어 시스템 개발을 위한 안전성 평가가 매우 중요하다. 안전성 평가의 핵심은 위해 식별과 심각도 판정에 따른 개발보증레벨 (DAL; design assurance level) 할당이다. 본 연구에서는 항공시스템의 안전성 평가 방법론을 제시하는 국제표준인 SAE (society of automotive engineers) ARP4761 (aerospace recommended practice)을 기반으로 KASS 및 그 하위시스템에 대해 개발보증레벨 할당을 수행한다. 이것은 전체 시스템 안전성 평가의 첫 단계이므로 향후 KASS 개발 구축 사업의 안전성 평가에 활용될 수 있다.

  • Environmental Impact Assessment(EIA) was first formally established in the Korea in 1981. Subsequently there has been a rapid growth in EIA activity, and over one hundred fifty environmental impact statements are now published in Korea each year. Although EIA now has almost 20 years of history in the Korea, elsewhere the development of roles and practice is more recent. Development is moving apace in many countries, including the Japan and the EU Member States. Such progress has not been without its problems, and a number of the current issues in EIA-scope of the assessment, the relative roles, the quality of assessment and monitoring and auditing after decision, and so on- are highlighted. So the purpose of this article is to reform the EIA roles and process, in extending the scope of activity, and assessing effectiveness. This article suggested improving the effectiveness of project assessment, widening the scope: stretegic environmental assessment, and extending EIA to project design process, environmental monitoring and feedback system.

  • In this study, were prepared after statistical analysis was conducted of assessment items and marks distribution for the selection of executors of the BTL project. When tests of the degree of dispersion and degree of appropriateness for each assessment item were analyzed, it was found that the degree of dispersion among assessment points has the power of discrimination since it is highly marked in the design field and operation management field. In contrast, 'business management plan' and 'investment composition for economic quality assessment' have a low level of the power of discrimination since points given to them have smaller difference between business projects.

  • Recent years, many industries acknowledge that environmental substantiality of products must be an essential role and it is one of the major importances for industries to consider the environmental impacts of products at the early stages of product development. This study investigated eco-design parameters and $CO_2-eq$. emissions in each stage of raw material acquisition, manufacturing, transportation, use and disuse in life cycle of touch monitor stand based on Eco-Design. In this study, to fulfill of Eco-Design, the environmental impact assessment of through LCA(Life cycle assessment) was carried out with benchmarking monitor stand and we suggested the direction of new design of touch monitor stand mechanism based on eco-friendly considerations. New design based on LCT(Life Cycle Thinking) showed that the following eco-friendly considerations at the early stage of design to be helpful to reduce GWP(Global Warming Potential) [kg $CO_2-eq$.] in new monitor stand development and it is necessary for Eco-Design process of the product.

  • This paper is concerned with the development case of CEA(Course-Embedded Assessment) design tool for engineering education accreditation operations department for CEA system implemented. Each university or programs are already devoting efforts to build research and CEA system for CEA applied to. In order to effectively apply the CEA studies for each program it is required and particularly, the preferred way to build an operating system is considered a difficult situation of the course unit. Therefore, this case study and to propose a method and procedures required to assessment the design basis for curriculum and program assessment unit in terms of the applicability of CEA, proposes a virtual application results. The information proposed in this case study is determined that could be used in the design for the outcomes and assessment of a variety of programs as one of the steps to build the CEA systems.

Updates of Korean Design Standard (KDS) on the wind load assessment and performance-based wind design

  • Korea Design Standard (KDS) will be updated with two major revisions on the assessment of wind load and performance-based wind design (PBWD). Major changes on the wind load assessment are the wind load factor and basic wind speed. Wind load factor in KDS is reduced from 1.3 to 1, and mean recurrence interval (MRI) for basic wind speed increases from 100 years to 500 years considering the reduction of wind load factor. Additional modification is made including pressure coefficient, torsional moment coefficient and spectrum, and aeroelastic instability. Combined effect of the updates of KDS code on the assessment of wind load is discussed with the case study on the specified sites and building. PBWD is newly added in KDS code to consider the cases with various target performance, vortex-induced vibration, aeroelastic instability, or inelastic behavior. Proposed methods and target performance for PBWD in KDS code are introduced.

  • Construction project consists of several stages such as planning, design, construction, operation/maintain, etc. Decisions made in the planning and design stage have a significant impact on the construction and operation/maintain stages. Identifying key resources contributing to duration and cost of design alternatives is an important measure to achieve effective coordination between design and construction. This study proposes a method which finds an optimal design alternative by taking into account of resource planning, expected duration, and cost in construction stage. Base on literature review relative to the assessment of design alternatives, a method which predicts required resources, duration, and cost of the design alternative is established. Then, a method that identifies an optimal design alternative based on the preference of a certain project criteria is developed. Finally, a case study is presented.

Towards Safety Based Design Procedure for Ships

  • Present-day rules and regulations for the design and construction of ships are almost without exemption of a prescriptive and deterministic nature. Often it is argued that this situation is far from ideal; it does no right to the advances, which have been made during the past decades in engineering tools in marine technology, both in methodology and in computational power. Within IMO this has been realized for some time and has resulted in proposals to use Formal Safety Assessment(FSA) as a tool to improve and to modernize the rule making process. The present paper makes use of elements of the FSA methodology, but instead of working towards generic regulations or requirements, a Risk Assessment Approach, not unlike a 'safety case'; valid for a certain ship or type of ship is worked out. Delft University of Technology investigated the application of safely assessment procedures in ship design, in co-operation with Anthony Veder Shipowners and safety experts from Safely Service Center BV. The ship considered is a semi-pressurized-fully refrigerated LPG carrier. On the basis of the assumption that a major accident occurs, various accident, scenarios were considered and assessed, which would impair the safety of the carrier. In a so-called Risk Matrix, in which accident frequencies versus the consequence of the scenarios are depicted, the calculated risks all appeared lo be in the ALARP('as low as reasonable practicable') region. A number of design alternatives were compared, both on safety merits and cost-effectiveness. The experience gained with this scenario-based approach will be used to establish a set of general requirements for safety assessment techniques in ship design. In the view that assessment results will be most probably presented in a quasi-quantified manner, the requirements are concerned with uniformity of both the safety assessment. These requirements make it possible that valid comparison between various assessment studies can be made. Safety assessment, founded on these requirements, provides a validated and helpful source of data during the coming years, and provides naval architects and engineers with tools experience and data for safety assessment procedures in ship design. However a lot of effort has to be spent in order to make the methods applicable in day-to-day practice.

선박설계단계에서 손상안전성 평가에 관한 연구 (A Study on the Damage Safety Assessment in Ship Design Stage)

  • Recently ship safety regulations are being reinforced to improve maritime safety and to prevent maritime pollution by International Maritime Organization. It means that the regulation is becoming more proactive rather than reactive. In the mean time, design philosophy is also moving from rule based design to performance and simulation based design. In this paper, a study on practical application of the damage safety assessment system is carried out. The damage stability and the survivability of a cargo ship that was designed based on current regulation is investigated using performance based design tools in order to improve the safety of the design and verify the performance of the developed damage safety assessment system. To do this, damage scenarios is established and the characteristics and geometry the cargo ship is modeled. A new design alternative is proposed with small change in the internal arrangement based on safety evaluation results of the current design.

  • 이 연구에서는 초등 과학과 수업에서 과정 중심 평가가 반영된 백워드 설계가 과학 학업성취도 및 과학 학습 동기에 미치는 효과를 확인하고자 하였다. 학습자의 성장과 발달을 지원하는 과정 중심 평가와 학습자의 온전한 이해를 추구하는 백워드 설계는 과학 학습에 큰 도움을 줄 수 있다. 연구 결과는 다음과 같다. 첫째, '지구와 달의 운동' 단원을 중심으로 과정 중심평가가 반영된 백워드 설계를 실시하였고, 성취기준도달에 도움이 되는 다양한 과정 중심 평가를 반영하였다. 둘째, 실험집단 학생들은 과학학업 성취도 검사와 과학학습 동기 검사에서 통계적으로 유의미한 차이를 나타냈다. 과학 교과의 특성을 반영한 과정 중심 평가가 백워드 설계와 연계되어 학교 현장에서 의미 있게 활용되길 기대한다.
