Digital Video (DV) coding standards for digital video cassette recorder are based mainly on DCT and variable length coding. DV has low hardware complexity but high compressed bit rate of about 26 Mb/s. Thus, it is necessary to encode video with low complex video coding at the studios and then transcode compressed video into MPEG-2 for video-on-demand system. Because these coding methods exploit DCT, transcoding in the DCT domain can reduce computational complexity by excluding duplicated procedures. In transcoding DV into MPEC-2 intra coding, multiplying matrix by transformed data is used for 4:1:1-to-4:2:2 chroma format conversion and the conversion from 2-4-8 to 8-8 DCT mode, and therefore enables parallel processing. Variance of sub block for MPEG-2 rate control is computed completely in the DCT domain. These are verified through experiments. We estimate motion hierarchically using DCT coefficients for transcoding into MPEG-2 inter coding. First, we estimate motion of a macro block (MB) only with 4 DC values of 4 sub blocks and then estimate motion with 16-point MB using IDCT of 2$\times$2 low frequencies in each sub block, and finish estimation at a sub pixel as the fifth step. ME with overlapped search range shows better PSNR performance than ME without overlapping.

As Internet of Things (IoT) technology advances, there is a growing demand for location-based services (LBSs) to identify users' mobility and identity. The initial LBS system was mainly used to measure position information by measuring the phase of a signal transmitted from a global positioning system (GPS) satellite or by measuring distance to a satellite by tracking the code of a carrier signal. However, the use of GPS satellites is ineffective, because it is difficult to receive satellite signals indoors. Therefore, research on wireless communications systems like ultra-wide band (UWB), radio frequency identification (RFID), and ZigBee are being actively pursued for location recognition technology that can be utilized in an indoor environment. In this paper, we propose an LBS system that includes the 2.45GHz band for chirp spread spectrum (CSS), and the 3.1-10.6GHz band and the 250-750MHz bands for UWB using the IEEE 802.15.4a standard for low power-based location recognition. As a result, we confirmed that the 2.45GHz Industrial, Scientific and Medical (ISM) band RF transceiver and the ranging function can be realized in the hardware and has 0dBm output power.

Recently, the Ministry of Land, Infrastructure and Transport and the Ministry of Science and ICT are developing the Land Observation Satellite (CAS-500) to meet increased demand for high-resolution satellite images. Expected image products of CAS-500 includes precision orthoimage, Digital Surface Model (DSM), change detection map, etc. The quality of these products is determined based on the geometric accuracy of satellite images. Therefore, it is important to make precision geometric corrections of CAS-500 images to produce high-quality products. Geometric correction requires the Ground Control Point (GCP), which is usually extracted manually using orthoimages and digital map. This requires a lot of time to acquire GCPs. Therefore, it is necessary to automatically extract GCPs and reduce the time required for GCP extraction and orthoimage generation. To this end, the Precision Image Processing (PIP) System was developed for CAS-500 images to minimize user intervention in GCP extraction. This paper explains the products, processing steps and the function modules and Database of the PIP System. The performance of the System in terms of processing speed, is also presented. It is expected that through the developed System, precise orthoimages can be generated from all CAS-500 images over the Korean peninsula promptly. As future studies, we need to extend the System to handle automated orthoimage generation for overseas regions.
Problem-Based Learning is the most commonly used teaching method in the field of education as the demand for talented people with creative problem-solving abilities has increased in recent society. In this study, we developed a tool that can simply and regularly measure the learning effects of applying Problem-Based Learning on the classroom. Twenty-two preliminary items for the development were constructed by gathering expert opinions about items collected in existing research of Problem-Based Learning effects measurement. Using this preliminary items, data were collected from 124 students who took the subject-based study. And the validity and reliability were verified through Rash analysis. 11 of 124 students and 1 of 22 items were found to nonconforming and excluded. In addition, the optimal scale for the configuration of this tool was found to be a four-point scale, and the reliability of separation on the subject and the item was found to be excellent. We hope that the assessment tools of Problem-Based Learning effectiveness developed in this study will be actively used to measure learning effectiveness and manage the quality of education.
Recently, the opening of the world economy and regional ization of national demand endless endeavors and investments to upbring design-industry for regional economic development. Our domestic commodities, declined in price competitiveness against China and Southeast Asian nations, need construction of brand image of commodities and consumers' response through expanded concernments in marketing spheres. The design-industry is a important means to strengthen competitiveness of the domestic industry through discrimination of commodities and creativity of high added value. Design-industry has some problems in circumstances; commodity development and marketing are below the level in the sphere of manufacture industry yet and businessmen are unwilling to invest demanded for development of new design. Establishment of the personal foundation, useful for accumulating competent designers' experiences and technologies, can not pass limit. In addition, a system and a policy to protect design-industry have a problem in effectiveness. Concrete strategies to activate design industry which meets social and cultural circumstances of Daegu and Gyeongbuk region are to establish policy for construction of specialists' infra, systematization of study & development of design, common ownership of information on design, and expansion of design company. The business to upbring design in the region should be operated to develop competitive commodities which is helpful to the regional economy and to increase value of the regional enterprises' brand. In addition, foundation of design should be expanded personal, material, and informational infra through design-centered so that they are helpful to activate economy of Daegu and Gyeongbuk through making design reformational cluster.
Objectives: Though there are many studies about sleep disorder, no research has been performed on the utilization of oriental medicine as a treatment. Therefore, the oriental medical treatment pattern of Korean patients with sleep disorders was examined herein using the Health Insurance Review and Assessment Service (HIRAS). Methods: The medical records of patients with sleep disorders (G47) or nonorganic sleep disorders (F51) as a main diagnosis were adopted from the HIRAS database from 2011 to 2013. Analysis was performed on the number of patients and cost per patient, with comparison between oriental and western medicine in terms of gender, age, patient care service type, and hospital type. Results: 1) Regarding sleep disorders, the medical visits and insurance charges have been increasing. Western medicine was utilized 8 times more often than oriental medicine during 3 years. 2) There were 2.5 times more women than men. 3) Among all ages, the 50~59 year group had the highest representation. 4) In comparison of average portions of patient care type over 3 years, outpatients were the majority, while the number of visits of outpatients and hospitalization has been increasing. 5) Comparison of average portion of oriental hospital type over 3 years revealed oriental clinics to be used most. The use of general hospitals was higher in western medicine treatment, while public health centers used oriental medicine more. 6) Regarding average oriental medical cost per patient over 3 years, the total was 88,000 won, with 353,000 won for hospitalization and 85,000 won for outpatients. The outpatient cost has been increasing. 7) In line with 6, oriental medical hospitals cost 126,000 won, local clinics were 85,000 won, and etc. was 95,000 won. Average costs of all types have increased during 3 years, except oriental medical hospitals in 2013. Conclusions: This study provided objective information about the epidemiologic characteristic of oriental medicine used for treatment of sleep disorder. For expansion of oriental medical demand for sleep disorder, this study would be helpful in understanding the recent status.

Background: The creation of the National Institute of Ecology began as a national alternative project to preserve mudflats instead of constructing the industrial complexes by reclamation, and achieve regional development. On the other hand, at the national level, the research institute for ecology was needed to cope with the worsening conditions for maintaining biodiversity due to accelerated climate change such as global warming and increased demand for development. In order to meet these needs, the National Institute of Ecology has the following objectives: (1) carries out studies for ecosystem change due to climate change and biodiversity conservation, (2) performs ecological education to the public through exhibition of various ecosystem models, and (3) promotes regional development through the ecological industry. Furthermore, to achieve these objectives, the National Institute of Ecology thoroughly followed the basic principles of ecology, especially restoration ecology, in the process of its construction. We introduce the principles and cases of ecological restoration applied in the process. Results: We minimized the impact on the ecosystem in order to harmonize with the surrounding environment in all the processes of construction. We pursued passive restoration following the principle of ecological restoration as a process of assisting the recovery of an ecosystem degraded for all the space except in land where artificial facilities were introduced. Reference information was applied thoroughly in the process of active restoration to create biome around the world, Korean peninsula forests, and wetland ecosystems. In order to realize true restoration, we pursued the ecological restoration in a landscape level as the follows. We moved the local road 6 and high-voltage power lines to underground to ensure ecological connectivity within the National Institute of Ecology campus. To enhance ecological diversity, we introduced perch poles and islands as well as floating leaved, emerged, wetland, and riparian plants in wetlands and mantle communities around the forests of the Korean Peninsula in the terrestrial ecosystem. Furthermore, in order to make the public aware of the importance of the intact nature, the low-lying landscape elements, which have disappeared due to excessive land use in most areas of Korea, was created by imitating demilitarized zone (DMZ) landscape that has these landscape elements. Conclusions: The National Institute of Ecology was created in an eco-friendly way by thoroughly reflecting the principles of ecology to suit its status and thus the impact on the existing ecosystem was minimized. This concept was also designed to be reflected in the process of operation. The results have become real, and a result of analysis on carbon budget analysis is approaching the carbon neutrality.

Ship officers are subject to excessive job stress, which has negative physical and psychological impacts and may adversely affect the smooth supply and demand of human resources. In this study, a mobile web application was developed as a tool for systematic job stress measurement and management of officers and verified through quality evaluation. Requirement analysis was performed by ship officers and staff in charge of human resources of shipping companies, and the results were reflected in the application configuration step. The application was designed according to the waterfall model, which is a traditional software development method, and functions were implemented using JSP and Spring Framework. Performance evaluation on the user interface, confirmed that proper input and output results were implemented, and the respondent results and the database were configured in the administrator interface. The results of evaluation questionnaires for quality evaluation of the interface based on ISO/IEC 9126-2 metric were significant 4.60 for the user interface and 4.65 for the administrator interface in a 5-point scale. In the future, it is necessary to conduct follow-up research on the development of data analysis system through utilization of the collected big-data sets.
As cities become overcrowded and concentrated, the demand for public services continues to increase due to the improvement of the living standards of urban residents. Among them, fire service can be seen as one of the important public services by reducing damage caused by accidents in emergency situations and affecting the improvement of access to medical services for urban residents. Rapid movement of patients and medical institutions within golden time and proper first aid are essential elements in emergency situations, and Seoul is a super-large city with a large population of about 10 million people and has a large number of emergency medical patients. Therefore, this study used spatial regression analysis to examine the factors affecting the delay factors of emergency dispatch in Seoul to secure golden time, and derived management priorities, and suggested implications for the management of emergency vehicle dispatch delay factors. As a result of the main analysis, land-use characteristics were the most influential factor in emergency vehicle dispatch time, and land-use mixing, commercial area density, average patient age, and average road length were found to affect emergency vehicle dispatch time in order. This study can be used as important basic data for an accurate understanding of the delay factors for emergency dispatch and preparing countermeasures according to priorities.

Background: Despite the rise in the number of domestic indoor climbing gyms, there is a lack of specific hygiene standards and research on the holds installed in them. Holds can act as vectors for microbial transmission through the hands, posing a risk of infectious diseases, especially with damaged skin. Objectives: The aim of this study is to investigate the contamination level and species of microorganisms on holds according to the management methods practiced in indoor climbing gyms and identify effective strategies for reducing microbial contamination. Methods: We investigated factors that may influence microbial contamination of holds, including hold management methods, user information, and hygiene management at three climbing gyms in Seoul. A total of 72 holds were sampled, 18 for each management method of brushing, high-pressure washing, and ethanol disinfection. Samples were cultured on LB and blood agar at 37℃ for 48 hours to calculate CFUs. PCR assay targeting 16S rRNA was carried out to identify microorganisms. Dunn-Bonferroni was employed to see the microbial reduction effect of the management method and the difference in microbial contamination by management method and climbing gym. Results: As a result of microbial identification, microorganisms such as Bacillus, Staphylococcus, and Micrococcus, which were derived from various environments such as skin and soil, were discovered on the surface of the climbing hold. Among the discovered microorganisms, some species had potential pathogenic properties that could cause food poisoning, gastrointestinal disease, bacteremia, and sepsis. All hold management methods were effective in reducing microorganisms (p<0.05), with ethanol disinfection being the most effective (p<0.001). Conclusions: Our results indicate that there are potential pathogens on holds that demand thorough management for microbial prevention. Proposed methods include regular brushing and ethanol disinfection in addition to high-pressure washing with long cycles, which are the existing forms of hold management. Further studies on shoe management are advised to curb soil-derived microorganisms.
