Development of an Operation Model for Technical Proposal-Based Tender of Public Construction Projects (공공건설공사의 기술제안형 입찰 운영모델 개발)

  • Recently the Ministry of Finance and Economy of Korea launched two new project delivery systems called "Best Value Contract (Design-Bid-Build)" and "Bridging Contract (Design-Build)" in October of 2007 by revising enforcement ordinances of "Act on Contracts to Which the State is a Party". These project delivery systems require the bidders to submit technical proposal adjusted to the project characteristics and objectives for selecting the contractor by evaluating technical proposals. This research aimed to suggest guideline to effectively operate the project delivery systems described above. To reach the goal of the research, the framework of the operation model was developed, which includes the four categories: the standard bidding process, the technical proposal requirements, the technical proposal evaluation criteria, and the award methods. The contents of the four categories above were fulfilled throughout conferring with the advisory experts. In particular, the award methods, which are the important decision-making factor in the perspective of the owner, consist of four types: Low Bid-Fully Qualified, Weighted Criteria, Adjusted Bid, and Adjusted Score. The quantitative features and application criteria of these four types of award methods were suggested throughout the simulation using the virtual case.

  • Due to various project delivery methods and the complexity of construction projects in the construction industry, developing the framework of construction management for critical, highly complex projects in the construction industry has become problematic. Currently, a set of construction manuals play a pivotal role in planning and managing construction projects as subcontractors try to complete their scope of work according to the instructions of a general contractor. It is challenging for general contractors to write a construction management procedure manual to cover various types of project delivery methods and construction projects. In construction, the construction procedure manuals describe specific actions to be taken through the project. In reality a few contactors own such manuals and their construction schedules include more construction operation activities. Thus, it is hard to estimate the workload and productivity of construction managers because the manual and the schedule do not present the amount of management efforts required to complete a project. This paper proposes a framework to present construction management tasks according to project delivery methods which can be applied to various construction projects. Actions for management tasks were mapped and were integrated with construction activities throughout the project life cycle. The framework can then be used to give specific instructions to project participants, collect management actions, and replicate management actions throughout the project life cycle. The framework can also be can used to visualize complete construction project to analyze and manage construction management activities in each phase of a project in order to enhance productivity and efficiency. The studies of existing construction manuals were carried out to identify construction managers' responsibilities. An artificial intelligence program, CLIPS (C-Language Integrated Production System) was used to search for appropriate actions for impending tasks from a set of predefined actions to be performed for a given situation. The framework would significantly help construction managers to understand interrelations among management tasks or actions within a project. Furthermore, the framework can be embedded into Building Information Modeling (BIM) or Facility Management Systems (FMS) so that designers and constructors would execute constructability review before construction begins.

  • This paper explains about general considerations and project management for a State of the Art utility supervisory systems. [1] The implementation and management of a supervisory system design project requires both a dedication of resources and application of good communications in order to be suc-cessful.   • Success or failure highly depends on delivery method in construction projects. This paper mainly focused on operation model for technical proposal in Large construction projects. This operational model uses Technical Proposal-Based Tender. This project studied order and delivery method in large construction projects. And delivery systems of international and domestic market are researched, and then condition of delivery system and problems are derived from them. Especially, it researched that it is hard to reflect special feature in large construction projects. As a result of having referenced idea as describe above, this paper will be studied by this process. First, definition of delivery method and large construction projects is researched. Second, delivery systems of international and domestic market are checked. Third, problems and condition of delivery system in large construction projects are investigated. Fourth, application of operation model for technical proposal-based tender are presented in large construction projects.

  • The populations of major cities in Australia are increasing rapidly and facing an acute housing shortage. Traditional apartment procurement techniques involve lengthy lead-times and factory-based, or offsite manufactured (OSM) multi-storey apartment buildings may offer the opportunity to help fulfill the need by significantly reducing build times. Other advantages of OSM may include superior quality, low weight ratios, economies of scale achieved through repetition of prefabricated units, use on infill sites, sustainable design standards and better occupational health and safety. There are also positive labour and training implications, which may help to alleviate an industry-wide shortage of skills through use of semi-skilled labour. Previous uncertainties about the adoption of offsite due to the high capital costs and perception issues were generally based on pre-cast concrete structures, which are quite a different building type in terms of flexibility, construction, delivery and finishes. Identification of drivers and constraints assists in the determination of current industry status, allows for a benchmark to be established and future opportunities and directions for OSM to be determined.

  • Lean construction researchers and practitioners have established a new paradigm for managing construction projects. This paradigm stems from insights gained by viewing project delivery as one kind of production and, inspired by the success of the Toyota Production System, leveraging Toyota's 'lean thinking' in the context of such one-of production. Premises of lean construction are that (1) production systems are riddled with variation, (2) variation can be good or bad, but most of it is bad, (3) most of this variation-good or bad-is self-inflicted; consequently 'lean' passionately promotes good- and relentlessly eradicates bad variation. This paper surveys a few of many lean construction means to manage variation. Lean thinking encompasses a lot more than thinking about variation, but that is the lens used here through which construction project management is viewed. Pairing these premises with lean variation-management tools may help readers broaden the insights they can gain from reading the lean construction literature.

State-of-practice and State-of-Art for the Project Cycle Time Reduction

  • There are no formal decision tools or guidelines to assist owners and contractors in choosing delivery systems and project strategies that would allow for a radical reduction in project cycle time - from the preplanning phase through project start up. Therefore, it is important to identify the state-of-practice and the state-of-art on methods of achieving radical reduction defined as a reduction of 25% or more in overall project cycle time. A comprehensive literature review, three questionnaire surveys, and the seven case studies were conducted and the data obtained from them were analyzed to establish the state-of-practice and state-of-art for project cycle time reduction techniques.

  • This paper suggests a procedure to define business process improvement (BPI) projects with analysis results based on the cause-and-effect chain. The procedure developed in this paper focuses on eliminating root causes of business problems resulted from abnormal events occurred in business process executions. First, we develop three criteria used to make clusters of the root causes where a cluster of root causes will be eliminated together by a BPI project defined based on the cluster. Second, we develop a method to formulate desired expectations from the BPI project. Also, we suggest a method to calculate the relative importance of the BPI projects that help a BPI organization determine priorities of them. We illustrate the procedure and the methods with some examples for the domestic mail delivery process in the postal service industry.

  • This study aimed to analyze the functionality and healthiness of family rules through a relational analysis of the relationship between the rule frequency by sub-family system and the content properties shown in the 'family constitution', It also aimed to examine the relationship between the perception degree of healthy family elements and the family subsystem rules and prepare the project development plans. As a result, it was a found that there were many dysfunctional rules, and healthiness was not satisfied. Project development plans include specific project plans, delivery systems, an orientation for practitioners, the necessity of evaluation and feedback, family health diagnosis, association with other project areas, and small scale operations.

  • In this paper, an integrated management software is developed to promote the business competitive power. The interoperability among the software accounts for an ever growing performance of petrochemical plant project. If the interoperability is built up, company has taken advantages of quality, schedule, cost, and safety by active communication. The advantage of an integrated management software is examined in three aspects. In efficiency aspect, It takes advantage of the saving about the various information and the standard of project performance procedure. In quality, the integration gave aid to a quality improvement through team collaboration and data management within project life cycle. In cost, poor communications between systems waste 30% of project costs. If information could be inputted once and used by all, reductions in delivery time up to 40% were possible. Therefore, 10% savings of engineering cost was also possible.
