It has been over seven years since Maritime Code of the Peoples Republic of China (hereinafter called the Code) came into force on July 1st 1993. During this period it has played a very important roll in governing Chinas ocean shipping. However, owing to the defects of the Code, many problems have arisen in the performance of the Code, among which is the problem related to delay in delivery. Therefore, it is necessary and inevitable to revise the Code. This study is limited to a rough study on the regulations related to delay in delivery in the Code, such as the definition of delay in delivery, the carriers responsibility for delay in delivery, the carriers exemption from responsibility for delay in delivery, the limitation of responsibility, the procedures of claims for delay in delivery and the difference of the Code from the Korea Commercial Law, the Hague Rules, the Hague-Visby Rules and the Hamburg Rules. Furthermore, some defects in the Code are pointed out and suggestions are provided for the revision of the Code.
In this paper, we performed the analysis of transmission performance for Collision Free Period(CFP) supported by the low-power communication technology, IEEE 802.15.4 MAC (Media Access Control). For the analysis, periodic traffic, original service target of CFP, is considered and, according to the Quality of Service required, packet arrival pattern to MAC layer is categorized as batch and non-batch, and analysis on throughput, delay, and energy is performed for those patterns. On the basis of the obtained analysis, performance comparison with Collision Avoidance Period(CAP) is carried out for the health care applications that generate periodic traffic such as Pedometer, ECG, EMG. The evaluation confirms that CFP is more energy efficient for healthcare applications that generate periodic and time-critical traffic and moreover for the application with high bandwidth requirement CFP achieves up to 46% energy savings compared to CAP.

SpaceWire invented for spacecrafts has Time-Code defined for time synchronization over SpaceWire network. A Time-Code suffers transmission delay of 14[bit-period] and jitter up to 10[bit-period] whenever it passes through a SpaceWire link, which is the primary cause of time synchronization error. This work presents a simple method to improve the time synchronization which uses two extended Time-Codes. Nodes on a SpaceWire network can find how much delay and jitter a received Time-Code has suffered while it passes through the network, and they can correct time synchronization error with this information. The proposed method was validated in a simulation environment developed based on OMNeT++. The simulation result showed that time synchronization error less than a few bit-periods can be achieved. The proposed method is cost effective and suitable for small-scale SpaceWire network systems.
A multi-period production-inventory scheduling model, which extends the customary dynamic lot sizing model to the one for deteriorating items, is developed. The amount of deterioration during a period is assumed to be proportional to the on-hand inventory at the end of the period. It is futher assumed that the deterioration rates vary from period to period. In addtion, an expediting cost due to the delay of outstanding order is included and it is allowed to offset the order release date in advance, instead, in order to avoid incurring the cost. Finally, a quasi-WW algorithm corresponding to the Wagar-Whitin algorithm is proposed to obtain the optimal production-inventory schedules.

The probabilistic order level inventory model is developed when a supplier allows some credit period T for settling the accounts for purchase quantity. The credit period T is known constant. Mathematical models are derived for both the cases i) T'.leq. T and ii) T'>T. Expressions are derived for average expected total cost of the system, the optimum cycle time and for obtaining optimum order level S = S$_{0}$ in each case. The exmaples are given to illustrate the model.

A discontinuous reception (DRX) operation is included in the Long Term Evolution (LTE) system to achieve power saving and prolonged battery life of the user equipment. An improvement in DRX power saving usually leads to a potential increase in the packet delay. An optimum DRX configuration depends on the current traffic, which is not easy to estimate accurately, particularly for non-real-time applications. In this paper, we propose a novel way to vary the DRX cycle length, avoiding a continuous estimation of the data traffic when only non-real-time applications are running with no active real-time applications. Because a small delay in non-real-time traffic does not essentially impact the user's experience adversely, we deliberately allow a limited amount of delay in our proposal to attain a significant improvement in power saving. Our proposal also improves the delay in service resumption after a long period of inactivity. We use a stochastic analysis assuming an M/G/1 queue to validate this improvement.
Power saving module which is consisted of ferroelectric ceramic capacitor and time delay switching circuit was installed into electronic ballast in order to enhance energy efficacy and extend life time of fluorescent lamp. The impedance matching of negative resistance characteristics of F/L was optimized with the characteristics of ferroelectric ceramics capacitor to increase the light efficiency of the electronic ballast. The high efficiency of the electronic ballast was achieved by minimizing wasted power at the filament of F/L during the lighting by using the switching function of time delay circuit from preheating mode to non-preheating mode. The life time of F/L was also extended by eliminating the reverse electromotive force using time delay circuits to minimize the impacts to the filament of F/L from unwanted high voltage peaks during light-up period. As the results, the electronic ballast with the first grade energy efficiency was developed using ferroelectric ceramics and time delay module.
These are three case reports on developmental delay that were treated with Korean medicine more than one year. A child with spastic cerebral palsy was treated only with acupuncture in one case, and in another case, two children with cerebral palsy were treated with both acupuncture and Korean herbal medication: Gami-Dossi-pyengwisan and Gami-Guibiondam-tang. After more than a year of treatment period, all three children showed improvement of general condition and motor function, measured by Gross Motor Function Measure, compare to average of children with cerebral palsy. According to this result, Korean medicine treatment can be helpful in improvement of spasticity and developmental delay due to cerebral palsy. Further studies with more cases and well-designed randomized controlled trials should be performed to establish proper guideline of Korean medicine treatment for cerebral palsy.

The ultimate goal of construction is to complete the given work in the most economical and safest way within the required construction period while meeting the quality standards specified in the design drawing. There are a few characteristics of finish work. First, executed in subdivided processes, finish work involves a very diverse and complex structure. Second, there are no criteria for each segmented process with regard to the appropriate time of input. Third, it is not very necessary to set priorities for lead and lag works. This study intends to provide information on the completion of a project in accordance with the required duration by setting priorities in the delay of each detailed process of finish work to minimize delay in finish work. In this study, finish work is divided into wet work and other types of finish work, and the importance of each process is classified based on the given details of each process. In addition, the study employs a survey to analyze delay factors of a designer, a constructor, and a supplier. Using the survey results, the study sets priorities in delay of final work to provide information on the completion of an apartment project within the planned construction period.

This study investigates the effect on automobile traffic flow of the bike lane configuration via the road diet implemented in Nam-Gu, Busan using the microscopic simulator TransModeler. The results show that the increases in average delay time and stopped time experienced by automobile vehicles after implementing the road diet during the peak period are significant, but those during the non-peak period are insignificant at alpha=0.1. The results in peak period are consistent with the results of the past studies, which concluded that a road diet can contribute to deteriorating the level of service when the automobile traffic flow rate on the existing roadway is relatively high. For the non-peak period, the analysis results may reflect the fact that the automobile traffic flow is not severly affected by the road diet due to the reserved capacity.
