Construction Delays in Developing Countries: A Review

  • Construction delay is one of the basic constrains to achieve the project objectives in developing countries. This study aims to find the causes and effects of construction delays in developing countries. A thorough literature review has been done following the content analysis method. The relevant literature of 28 developing countries was collected from the scholarly journals published in the period of 2006 to 2016. The different developing countries are grouped into three geographic regions, i.e. South and Southeast Asia, Middle East, and Africa. In these regions, total 53 potential causes of delay under 8 major groups are identified. Frequency and ranking of these factors have been done. The factors, delay in progress payment by owner, contractors' cash flow problem, improper planning and scheduling, poor site management, and change order by owner during construction, are acknowledged as critical causes of delay in developing countries. This study will assist both academic and professional experts providing more insight about the construction delays and project management in developing countries.

Real-Time Digital Fuzzy Control Systems considering Computing Time-Delay

  • In this paper, the effect of computing time-delay in the real-time digital fuzzy control systems is investigated and the design methodology of a real-time digital fuzzy controller(DFC) to overcome the problems caused by it is presented. We propose the fuzzy feedback controller whose output is delayed with unit sampling period. The analysis and the design problem considering computing time-delay is very easy because the proposed controller is syncronized with the sampling time. The stabilization problem of the digital fuzzy control system is solved by the linear matrix inequality(LMI) theory. Convex optimization techniques are utilized to find the stable feedback gains and a common positive definite matrix P for the designed fuzzy control system Furthermore, we develop a real-time fuzzy control system for backing up a computer-simulated truck-trailer with the consideration of the computing time-delay. By using the proposed method, we design a DFC which guarantees the stability of the real time digital fuzzy control system in the presence of computing time-delay.

  • This paper proposes a new method to obtain a maximum allowable delay bound for a scheduling of networked discrete control systems and event-based scheduling method. The proposed method is formulated in terms of linear matrix inequalities and can give a much less conservative delay bound than the existing methods. A network scheduling method is presented based on the delay obtained through the proposed method, and it can adjust the sampling period to allocate same utilization to each control loop. The presented method can handle three types of data (sporadic, emergency data, periodic data and non real-time message) and guarantees real-time transmission of periodic and sporadic emergency data using modified EDF scheduling method.

  • In this paper, we present a new control and monitoring technique for a power system using CAN(Controller Area Network). Feedback control systems having co'ntrol loops closed through a network(i.e. Ethernet, ControlNet, CAN) are called NCSs(Networked Control Systems). The major problem of NCSs is the variation of stability property according to time delay including network-induced delay and computation delay in nodes. We present a new stability analysis method of NCSs with time delay exploiting a state-space model of LTI(Linear Time Invariant) interconnected systems. The proposed method can determine a proper sampling period of NCSs that preserves stability performance even in NCSs with a dynamic controller. We design CAN nodes which can transmit control and monitoring data through CAN bus and apply these to NCSs for a power system. The results of the experiment validate effectiveness of our control and monitoring technique for a power system.

Optimal Pricing and Ordering Policies with Price Dependent Demand Linearly under Order-Size-Dependent Delay in Payments

  • In Korea, some pharmaceutical companies and agricultural machine manufacturers associate the length of the credit period with the retailer's order size. This kind of commercial practice is based on the principle of economy of scale from the supplier's point of view and tends to make retailer's order size large enough to qualify a certain credit period break. Also, the credit period allowed by the supplier makes it possible to reduce the retail price expecting that the retailer can earn more profits by the stimulating the customer's demand. Since the retailer's order size is affected by the end customer's demand, it is reasonable to determine the retail price and the order size simultaneously. In this regard, this paper analyzes the retailer's problem who has to decide his sales price and order quantity from a supplier who offers different credit periods depending on his order size. And we show that the retailer's order size large enough to qualify a certain credit period break. Also, it is assumed that the end customer's demand rate is represented by a linear decreasing function of the retail price.

A Pilot Study on Factors Associated with Presentation Delay in Patients Affected with Head and Neck Cancers

  • Background: Patient delay can contribute to a poor outcome in the management of head and neck cancers (HNC). The main objective of the present study was to investigate the factors associated with patient delay in our population. Materials and Methods: Patients with cancers of the head and neck attending a regional cancer center of North East India were consecutively interviewed during the period from June 2014 to November 2014. The participation of patients was voluntary. The questionnaire included information on age, gender, residential status, educational qualification, monthly family income, any family history of cancer, and history of prior awareness on cancer from television (TV) program and awareness program. Results: Of 311 (n) patients, with an age range of 14-88 years (mean 55.4 years), 81.7% were males and 18.3% females (M:F=4.4). The overall median delay was 90 days (range=7 days-365 days), in illiterate patients the median delay was 90 days and 60 days in literate patients (P=0.002), the median delay in patients who had watched cancer awareness program on TV was 60 days and in patients who were unaware about cancer information from TV program had a median delay of 90 days (p=0.00021) and delay of <10 weeks was seen in 139 (44.6%) patients, a delay of 10-20 weeks in 98 (31.5%) patients, and a delay of 20-30 weeks in 63 (20.2%) patients. Conclusions: Education and awareness had a significant impact in reduction of median patient delay in our HNC cases.

Delay characteristics of speech packets in virtual cellular network(VCN) (가상 셀룰라 망(VCN)에서의 음성 패킷 지연 특성)

  • This paper analyzed the delay characteristics of speech packets in virtual cellular network(VCN). The probability distribution of packet delay is obtained using the markov chain model when periodic speech packets are transmitted by slotted-ALOHA protocol. The effects of probility of capture and retransmission policy on the performance were also analyzed. At first, the probability cumulative function of packet delay is calculated from the probability of capture as a function of location of mobile terminal. In order to investigate the effects of backoff delay, we defined a parameter NPr, where N is the period (frame size) of the speech packets and Pr is the retransmission probability for each speech packet. We also obtained the 1% outage delay for various frame size N.

  • In hybrid or electric vehicles, the hydraulic brake system must be controlled cooperatively with the traction motor for regenerative braking. Recently, a motor driven brake system with a PMSM (Permanent Magnet Synchronous Motor) has replaced conventional vacuum boosters to increase regenerative power. Unlike industry motor controls, additional source codes such as functional safety are essential in automotive applications to meet ISO26262 standards. Therefore, the control logic execution time increases, which also causes an extension of the motor current control period. The increased current control period makes precise motor current control challenging inhigh speed ranges where the motor is driven by high frequency. In this paper, a PWM update strategy and a time delay compensation method are suggested to improve current control and system performance. The proposed methods are experimentally verified.

  • In this paper, an improved User Parameter Control (UPC) algorithm is proposed for controlling traffic in ATM networks. The present algorithm consists of Cell Buffer, Red Token Pool, Green Token Pool, and Spacer. A token is generated at a certain time period, and the tokens are consumed one each time a cell arrives. At this time, if the delay element, named Spacer, is empty, the cell comes into the network. On the other hand, if Spacer is not empty, the cell cannot come into the network. In addition, in the case that tokens do not exist in Token Pool, the corresponding cell is thrown away The arbitrary function of the token used in this paper is removed. Instead, the token is used only to control network traffic. This research proposes new UPC Algorithm to improve the current cell delay rate and cell loss rate by dynamically adopting the delay element, named Spacer, with respect to the traffic condition, which is different from controlling that the cell comes into the network after a certain delay time period.

We propose the fuzzy feedback controller whose output is delayed with unit sampling period and predicted. The analysis and the design problem considering time-delay become easy because the proposed controller is syncronized with the sampling time. The stabilization problem of the digital fuzzy system with time-delay is solved by linear matrix inequality(LMI) theory. Convex optimization techniques are utilized to solve the stable feedback gains and a common Lyapunov function for designed fuzzy control system. To show the effectiveness the proposed control scheme, the network control example is presented.
