확장된 페트리네트를 이용한 차량형 군사로봇의 운용자 성능 및 통신장애 영향분석 (Analysis of the Human Performance and Communication Effects on the Operator Tasks of Military Robot Vehicles by Using Extended Petri Nets)

  • Unmanned military vehicles (UMVs) are most commonly characterized as dealing with dull, dirty, and dangerous tasks with automation. Although most of the UMVs are designed to a high degree of autonomy, the human operator will still intervene in the robot's operation, and teleoperate them to achieve his or her mission. Thus, operator capacity, together with robot autonomy and user interface, is one of the most important design factors in the research and development of the UMVs. Further, communication may affect the operator task performance. In this paper, we analyze the operator performance and the communication effects on the operator performance by using the extended Petri nets, called OTSim nets. The OTSim nets was designed by the authors, being extended using pure Petri nets.

지방분권의 방향과 과제 (Direction and Task of the Oecentralization of Power)

  • 지방분권은 국가와 지방자치단체의 권한과 책임을 합리적으로 배분하는 것으로 본 논문은 한국형 분권국가 추진을 위해 우선, 분권화와 관련된 선행연구를 고찰하였다. 다음으로 학자나 전문가를 대상으로 지방분권 정도의 평가와 분권방향 등을 살펴보았다. 마지막으로 지방분권을 위한 과제를 도출하였다. 지방분권 과제는, 첫째, 조직구성의 자율성 확대이다. 지방자치단체의 조직구성은 지방의 직무의 내용에 따라 정해지는 것이 바람직하다. 둘째, 인사운영(정원운영)의 자율권 확보이다. 지방자치단체의 정원과 인력관리는 중앙이 획일적으로 통제하기보다는 지방이 주체적으로 처리하는 것이다. 또한 이에 대한 견제와 감독은 당해 지방의회와 시민단체, 지역 주민에게 맡기는 것이 필요하다. 셋째, 재정분권 확대이다. 재정분권 확대는 우선, 자치재정권의 확충으로 법률이 정하는 범위 내에서 조례에 의해 자율적으로 세율을 결정할 수 있어야 한다. 다음으로 국세의 지방세 전환을 통한 재정분권 확대 등이 필요하다. 또한 재정분권의 확대를 위해 지방소득세와 지방소비세의 확대가 필요하다. 지방분권은 어느 한 분야의 분권으로 이루어지는 것이 아니고 조직, 인사, 재정 등 다양한 분야의 기능을 이양하는 등 많은 노력이 필요하다.

작업치료사의 전문직업성이 임파워먼트와 소진에 미치는 영향 (Influence of Occupational Therapist's Professional Identity on Empowerment and Burn Out )

  • Purpose : The purpose of this study was to identify the degree of occupational therapists' professional identity and examine the correlation between empowerment and burn out. We also investigated the effects of the occupational therapists' professional identity on empowerment and burn out. Through these assessments, we aimed to highlight the importance of professional identity and find methods to improve empowerment and reduce burn out in occupational therapists. Methods : The study was conducted from October 19 to from November 11, 2023. General characteristics, professional identity, empowerment, and burn out were examined using frequency analysis and descriptive statistics. The correlation between these factors was analyzed using Pearson's correlation coefficient. Multiple regression analysis was used to identify factors influencing empowerment and burn out. An α value =.05 was used to verify statistical significance. Results : First, Professional identity was an average 3.24±.37. Second, a significant correlation was found between professional identity and empowerment (r=.417, p<.01) and burn out (r=-.377, p<.01). As a result of the relationship between professional identity sub-factors and empowerment in professional organization (r=.270, p<.01),, belief in self-regulation (r=.258, p<.01), vocational consciousness (r=.348, p<.01), and belief in autonomy (r=.308, p<.01) showed a statistically significant correlation. Professional identity sub-factors were significantly correlated with burnout, professional organization (r=-.199, p<.05), belief in public service (r=-.153, p<.05), belief in self-regulation (r=-.334, p<.01), vocational consciousness (r=-.250, p<.01), and belief in autonomy (r=-.293, p<.01) showed a significant correlation. Third, professional identity sub-factors influencing empowerment were vocational consciousness (β=.154, p<.05) and belief in autonomy (β=.135, p<.05), and those influencing burnout were belief in self-regulation (β=-.389, p<.01) and belief in autonomy (β=-.244, p<.01). Conclusion : The study findings demonstrated that professional identity affects empowerment and burn out. Therefore, continuous study on the professional identity of occupational therapists is warranted.

사무직 공무원들의 피로수준 및 관련요인 (Fatigue Symptoms and Its Related Factors among Clerical Public Officers)

  • Objectives: The administrative employees of government were analyzed on their levels of fatigue symptoms to reveal the various factors related to them. Methods: The self-administered questionnaires were performed, during the period between Dec. 5th, 2005 and Jan. 31st, 2006, to 1,005 individuals in the service of general administration located in Daejeon Metropolitan City. The survey items included subjects' socio-demographic and job-related characteristics, health-related behavior, degree of job demand, job autonomy, social support in work, type A behavior pattern, locus of control, sense of self-esteem, and degree of fatigue. The study results were analyzed and the authors came to the following major findings, by univariate and multiple regression analysis with degree of fatigue dependent variables and other variables independent. Results and Conclusions: The study results indicated that the level of fatigue symptoms is so complicatedly influenced by variable factors as well as job-related characteristics such as socio-demographic characteristics, rank in work, or job career, to a greater extent, by job specifications and personality traits(type A) like whether performing health-related behavior or not, job demand, job autonomy, social support in work, or sense of self-esteem. Thus the effective strategy for stress reduction among governmental employees requires additional programs focusing on innovated job specifications and managed personality trait.

공공기관의 정보시스템 아웃소싱에 미치는 영향 요인과 도입 성과 (Influence Factors and the Introducing Outcomes over IT Outsourcing in the Government Offices)

  • 본 연구는 IT 아웃소싱에 미치는 영향요인과 도입성과를 실증적으로 분석하였다. IT 아웃소싱에 미치는 영향 요인은 조직요인(정보시스템 성숙도, CEO의 지원), 거래요인(자산 특수성, 불확실성, 정보시스템의 사용정도), 위험요인(안전성(보안)의 위험, 비용의 증가위험, 자율성 상실의 위험)으로 설정하였다. 분석 결과는 다음과 같다. 조직요인에서 정보시스템 성숙도와 CEO의 지원요인은 도입성과에 긍정적인 영향을 미치는 변수로 분석되었고, 거래요인에서는 정보시스템 사용정도 변수만이 도입성과에 영향을 미치는 변수로 분석되었으며, 자산의 특수성 요인과 불확실성 요인은 도입성과에 영향을 미치지 않는 것으로 분석되었다. 위험요인에서는 안전성(보안)의 위험, 비용의 증가 위험 요인만이 도입성과에 영향을 미치는 변수로 분석되었고, 자율성 상실의 위험요인은 도입성과에 영향을 미치지 않는 것으로 분석되었다.

방송사의 소유와 재원 구조 차이에 따른 기자의 자율성 인식 비교 : 자원의존이론을 중심으로 (Comparative study on the Differences of Broadcast Journalists' Perception on Work Autonomy by Ownership and Revenue Structure)

  • 본 연구는 자원의존이론에 근거해 방송사의 소유구조(공영/민영)와 재원구조(고광고 의존/저광고 의존)가 기자들이 느끼는 취재보도의 자유도와 언론자유를 제약하는 주된 요인, 직무의 자율성 만족도, 편집 편성 정책 만족도에 미치는 영향을 방송사 기자에 대한 인식조사를 통해 실증적으로 확인했다. 그 결과 방송사의 소유구조와 재원구조는 모두 기자들이 느끼는 취재 및 보도의 자유도 인식에 영향을 미치는 것으로 확인됐다. 반면 자율성에 대한 만족도는 재원구조만 영향을 미쳤고, 회사의 편집 편성 정책에 대한 만족도와 언론 자유를 제약하는 요인에 대한 인식은 소유구조가 영향을 미치는 것으로 확인됐다. 이같은 결과는 광고수익 의존도가 기자들의 취재보도에 영향을 미치며, 특히 공영방송은 정부나 정치권력과 광고수익 의존도가 동시에 영향을 미치고 있다는 사실이 확인됐다는 점에서 의의가 있다.

자율운항선박 원격제어시 발생하는 선박 조종 특성에 대한 분석

  • 자율운항선박(Maritime Autonomous Surface Ship, MASS)은 전 세계적으로 활발히 연구 개발되고 있다. 국제해사기구(IMO)에서 규정하는 자율도 레벨(Degree of autonomy)의 Degree four에 해당하는 자율운항선박 개발까지 진행되는 가운데, 우리가 연구하고 있는 원격제어는 Degree two에서부터 필요한 주요 개발되어야 하는 핵심 기술 중 하나이다. 원격지에서 운항자가 원격제어시 발생되는 지연 상황에 대해 파악하였고 그중 선박 조종 특성에 의한 지연을 확인하였다. 추후 선박 조종에 영향을 주는 바람, 파고 등의 인자를 추가하여 보다 구체적인 연구 결과를 제시할 예정이다.

결식아동 지원조직간 서비스 연계망(network)에 관한 연구 (A Study on Inter-Organizational Service Network for the Primary School Children in Need)

  • The purpose of this study was to find out the characteristics of the direct workers and the organizations delivering services to the children in low-income families, and to identify major factors that affect the number and degree centrality of service network. The research sample was 141 organizations. and the data were collected by a survey questionnaire and analyzed by UCINET V and multiple regression. The results show that the classification of organizations, the work-autonomy, the license of social welfare have a significant effect on the number of network organization, and the license of social welfare, the subjective body of organizations, the number of children in charge have a significant effect on the degree centrality of service network, among the independent variables. Based on the research results, implications for the future practice are discussed.

The Degree of Association between Traditional Markets and Related Major Factors in Korea

  • Purpose - This paper studies if types of markets have an association with several variables such as occupation, district, sales, employee, administrative district by a lessor, area in rental building and so on. Three attributes of markets can be general commercial zones, central commercial zones and traditional markets. Furthermore, we can investigate the degree of association by calculating the numerical strength and visualizing their distances on two-dimensional plane, once the association exists between them. Research design, data, and methodology - This work is performed by the 2013 report presented with Small Businessmen Promotion Institute in Korea and used by a chi-squared test and correspondence analysis by using IBM SPSS 23.0. Results - The results show that types of markets, including traditional markets, have an association with variables considered in this paper, and we can obtain the detailed associations between attributes of corresponding variables by inspecting two-dimensional plane. Conclusions - This study suggests that government authority and local autonomy can make strategies to vitalize traditional markets and to get win-win relationships among several types of markets by looking over our findings.

중국 중재법에 관한 연구 (A Study on the Chinese Arbitration Act)

  • The legislative body of The People's Republic of China, the National People's Congress, enacted the first arbitration act in China's history on August 31st, 1994, which took effect on September 1, 1995. The problems revealed through a comparison of China's Arbitration Act with the UNCITRAL model arbitration law were studied as well as the enacting process, background, status and system, important contents, problems of Chaina's Arbitration Act, and the differences between the old arbitration regulations and the new arbitration act. These are all discussed in this paper. The Arbitration Act is the basic act ruling over china's arbitration system: it unified the previously confusing laws and regulations relevant to the arbitration system, and the act brings out fundamental changes in China's domestic arbitration to the level of international arbitration standards. It is possible to view this act as a cornerstone in China's arbitration system. But, as discussed in this paper, there are still a lot of problems with the new act and only a few of the merits which the UNCITRAL model arbitration law has. First, under China's Arbitration Act, parties enjoy autonomy to some degree, but the range of party autonomy, compared to that of the UNCITRAL model arbitration law, is too narrow. Second, because China's Arbitration Act didn't explicitly provide issues which can give rise to debate, a degree of confusion in its interpretation still remains. Third, China's Arbitration Act's treatment of some important principles was careless. Fourth, in some sections, China's Arbitration Act is less reasonable than the UNCITRAL model arbitration law. These problems must be resolved in order to develop China's arbitration system. The best way of resolving these problems for China is to adopt the UNCITRAL model arbitration law. But it is difficult to expect that China will accept this approach, because of the present arbitration circumstances in China. Although it is difficult to accept all the contents of the UNCITRAL model arbitration law, China's legislators and practitioners must consider the problems mentioned in this paper.
