Evaluation of Reservoir Drought Response Capability Considering Precipitation of Non-irrigation Period using RCP Scenario (RCP 시나리오에 따른 비관개기 누적강수량을 고려한 둑높이기 저수지의 미래 가뭄대응능력 평가)

  • Recent studies about irrigation water use have focused on agricultural reservoir operation in irrigation period. At the same time, it is significant to store water resource in reservoir during non-irrigation period in order to secure sufficient water in early growing season. In this study, Representative Concentration Pathways (RCP) 4.5, 8.5 scenarios with the Global Climate Model (GCM) of The Second Generation Earth System Model (CanESM2) were downscaled with bias correlation method. Cumulative precipitation during non-irrigation season, October to March, was analyzed. Interaction between cumulative precipitation and carry-over storage was analyzed with linear regression model for ten study reservoirs. Using the regression model, reservoir drought response ability was evaluated with expression of excess and deficiency. The results showed that future droughts will be more severe than past droughts. Especially in case of non-exceedance probability of 10%, drought in southern region seemed to be serious. Nine study reservoirs showed deficiency range from 10% to 55%, which turned out to be vulnerable for future drought. Only Jang-Chan reservoir was secure for early growing season in spite of drought with deficiency of 8% and -2%. The results of this study represents current agricultural reservoirs have vulnerability for the upcoming drought.

Optimal Reservoir Operation Models for Paddy Rice Irrigation with Weather Forecasts(Ill) -Model Application- (기상예보를 고려한 관개용 저수지의 최적 조작 모형(III) -모형의 적용-)

  • The irrigation reservoir operation models developed were tested with weather and field data, and the sensitivity of the water requirement deficiency indices(WRDI) were checked with different initial reservoir storages, irrigated areas, and other water uses from the reservoir storage. Seven reservoir release rules were applied to Yongseol Reservoir. Twenty year WRDIs were computed to check performances of those reservoir release rules. Mean WRDIs were 138, 198, 198, 200, 240, 344, and 1033mm for ROM, TOS, COS, CRR, MSC, FAS, and SRC, respectively. The results indicated that ROM contributes consistently to higher operation efficiencies of an irrigation reservoir. The test results of LFROM and SFROM showed that reservoir operation with the proposed optimization technique ROM would be better suited for an irrigation district than those with the other rules. And the proposed model could be used as a tool to improve reservoir operations.

  • The actual quality of the concrete in the structure for Irrigation may differ from that represented by the cylinders because the age, consolidation, or curing of the in-place material may not be well represented by the standard test specimens. The objective of this paper is to offer a base data of specification is the best fit the ready-mixed concrete strength to the specified, and to address this deficiency, so that the strength information of the concrete in the structure for Irrigation can be rationally accounted for in the assessment of the quality condition of this. The strength of concrete in the hydraulic structures is checked using strength of core obtained from that, and 28-day-old cylinder strength is analyzed using cylinder data of the ready-mixed concrete.

  • This paper describes the development of real-time irrigation reservoir operation models that adequately allocate available water resources for paddy rice irrigation. Water requirement deficiency index(WRDI) was proposed as a guide to evaluate the operational performance of release schemes by comparing accumulated differences between daily release requirements for irrigated areas and actual release amounts. Seven reservoir release rules were developed, which are constant release rate method (CRR), mean storage curve method(MSC), frequency analysis method of reservoir storage rate(FAS), storage requirement curve method(SRC), constant optimal storage rate method (COS), ten-day optimal storage rate method(TOS), and release optimization method(ROM). Long-term forecasting reservoir operation model(LFROM) was formulated to find an optimal release scheme which minimizes WRDIs with long-term weather generation. Rainfall sequences, rainfall amount, and evaporation amount throughout the growing season were to be forecasted and the results used as an input for the model. And short-term forecasting reservoir operation model(SFROM) was developed to find an optimal release scheme which minimizes WRDIs with short-term weather forecasts. The model uses rainfall sequences forecasted by the weather service, and uses rainfall and evaporation amounts generated according to rainfall sequences.

Affecting Water Supply Capacity Followed by Allocating Flood Control Volume in Heightening Reservoir (홍수조절용량 설정에 따른 증고저수지의 용수공급능력 변화)

  • This study was performed to analyze the affect of water supply capacity followed by allocating flood control volume in heightening reservoir, of which Baekgog reservoir was selected as a case study in here. Baekgog reservoir is located in Jincheon county, Chungbuk province, of which full water level will be heightened from EL. 100. 1m to EL. 102.1m, and total storage from 21.75M $m^3$ to 26.67M $m^3$. Flood inflow with 200year frequency was estimated to 997 $m^3$/s in peak flow and 22.54M $m^3$ in total volume. Reservoir flood routing was conducted to determine flood limited water levels, which was determined to have scenarios such as EL 97-98-99m in periods of 6.21.-7.20., 7.21.-8.20., and 8.21.-9.20., respectively, EL 97-97-97m, EL 98-98-98m in present reservoir, and EL 99-100-101m, EL 99-99-99m, and EL 100-100-100m in heightened reservoir. Reservoir inflow was simulated by DAWAST model. Annual paddy irrigation requirement was estimated to 33.19M $m^3$ to 2,975ha. Instream flow was allocated to 0.14mm/d from October to April. Operation rule curve was drawn using inflow, irrigation and instream flow requirements data. In case of withdrawal limit reservoir operation using operation rule curve, reduction rates of annual irrigation supply before and after flood control by reservoir were 2.0~4.3% in present size and 1.5~3.6% in heightened size. Reliability on water supply was decreased from 77.3% to 63.6~68.2% in present size and from 81.6% to 72.7~79.5% in heightened size. And reduction rates of water storage at the end of year before and after flood control by reservoir were 7.3~16.5% in present size and 7.7~16.9% in heightened size. But water supplies were done without any water deficiency through withdrawal limit reservoir operation in spite of low flood regulating water level.

Tidal-Flat Reclamations and Irrigation Systems of the Kyodong Island (강화 교동도의 해안저습지 개간과 수리사업)

  • The Kyodong Island on the Yellow Sea has experienced dramatic transformations in the process of massive reclamations of tidal flats. Consisting originally of detached several islets, Kyodong became an integrated island country with the establishment of sea dikes across the salt marshes. The coastal plaines passed through four distinct stages of development. During the nascent period from the Early States to the Koryo Dynasty, strategic considerations led up to the establishment of causeways and garrison farms as well as private land plots. The relocation of regional headquarters of the navy into the island made the reclamation of tidal flats a systematic project during the period of Chosun Korea. The implantation of a large-scale estate by Japanese capitalists was the most characteristic feature of this region's geography during the colonial period. Present-day Kyodong displays various agrarian landscapes of standardized land plots, reinforced sea dikes, and automated agricultural machinery. Throughout the periods irrigation systems have sustained the panoramic transformation of the agricultural geographies of the Kyodong Island. The local people afflicted by a chronic deficiency of water came up with ingenuous irrigation systems such as springs, paddy reservoirs, reservoirs, tanks, artesian wells, and pump stations.

Influence of Air Temperature and Soil Moisture Conditions on the Growth and Yield of Hot Pepper under a Plastic Tunnel Culture (고추의 비가림재배 시 온도와 토양수분 환경이 생육 및 수량에 미치는 영향)

  • This study was conducted to determine the effects of high temperature and deficit irrigation on growth and yield of hot pepper. Hot pepper was subjected to four irrigation treatments: fully irrigation (FI), 10, 20, and 30 days deficit irrigation (DI) combination with high temperature treatment. Control plants were grown natural environment and conventional culture methods. The plant height treated with high temperature was significantly higher than that of control plant. At FI combination with high temperature treatment, growth parameters such as stem diameter, leaf area, fresh and dry weight were the greatest. The yield was the greatest (2,036 kg/10a) under control, DI combination with high temperature treatment decreased by approximately 42% compare with FI combination with high temperature treatment. The number of abnormal fruits was approximately 38/plant under control, which was the smallest and that of 30 days DI combination with high temperature was higher 3.3 times compare with control. Flower abscission and calcium deficiency induced by DI treatments, especially those physiological disorder promoted by increasing DI treatments period. Results indicated that yield of hot pepper reduced by DI treatments, these results suggest that the growers should irrigate to proper soil moisture for preventing reduction of total fruit yield.

Influence of Drought and High Temperature on the Physiological Response and Yield in Hot Pepper (토양 건조 스트레스와 기온상승에 의한 고추의 생리반응 및 생산량 변화)

  • This study was conducted to determine the effects of combination of air temperature and soil water content on the growth, physiological disorder rate, and yield of hot peppers. The study was carried out in a typical plastic house (open on one side and with ventilation fans on the other side), which was maintained with gradient air temperature (maximum difference in air temperature: $6^{\circ}C$). The deficit irrigation (DI) treatment commenced 65 days after transplanting. The height of plant and fresh and dry weights of the stem increased at high air temperature (ambient + $6^{\circ}C$, extreme high temperature; EHT). Furthermore, the leaf area decreased significantly with the DI treatment. There were no significant differences in the stem diameter, number of branches, and fresh and dry weights of the leaves among all the treatments. The net photosynthesis rate of the full irrigation (FI) treatment was higher than that of the DI treatment. The photosynthesis rate at ambient air temperature was $19.7{\mu}mol\;CO_2m^{-2}{\cdot}s^{-1}$, the highest among all the treatments; however, the photosynthesis rate of the EHT treatment decreased by 60% ($12.3{\mu}mol\;CO_2m^{-2}{\cdot}s^{-1}$). Additionally, the formation of guard cells in the leaf was abnormal with the EHT treatment, and there was a decrease in translocation efficiency. The effects of air temperature treatment were more pronounced on the physiological disorder rate and yield. The physiological disorder rate of the EHT treatment was the highest under the DI treatment condition. The yield of the AFI (ambient air temperature with full irrigation) treatment was 3,771 kg/10a, the highest among all the treatments; however, the yield of the EHT treatment with DI and FI was 1,282 and 1,327 kg/10a, respectively. These results indicate that growth and physiological disorder rate improved with the EHT treatment; however, there was a decrease in yield. Furthermore, the formation of guard cells was abnormal and malfunctional.

Estimation of Optimal and Minimal Water Requirement for Chinese Cabbage and Maize on Water Management using Weighable Lysimeters (중량식 라이시미터에서 물관리에 따른 배추, 옥수수의 적정 및 최소 물 필요량 산정)

  • In this study, we performed to evaluate the water balance during the cultivation of Chinese cabbage and maize according to the soil type and water management method using weighable lysimeters, and to estimate the crop water stress coefficient and minimal water requirement by considering crop productivity and water deficiency. In 2018, Chinese cabbage cultivation period was not irrigated due to frequent rainfall two weeks after planting, so there was no difference in irrigation amount between the non-irrigated and the irrigated and little difference in crop yield. Excluding the Chinese cabbage cultivation in 2018, in the cultivation of Chinese cabbage and maize, the crop yield of irrigated plots was higher than that of non-irrigated plots. The evapotranspiration of irrigated plots was also generally higher than non-irrigated plots. Crop yield and evapotranspiration are closely related, and transpiration is active as biomass increases. The crop water stress coefficients in the middle and the late stage were 0.8 and 0.8 for Chinese cabbage and 0.8 and 0.5 for maize, respectively. The minimal water requirements for Chinese cabbage and maize were 82.0% and 68.8%, respectively, compared to the optimal water requirements (239.4 mm for Chinese cabbage and 466.9 mm for maize). These results can be used as basic data for water management for crop cultivation by securing the minimum amount of irrigation in case of water deficiency.

Development of Water Policy Indicators : Water Use Indicators (이수분야 수자원 정책지표 개발)

  • OECD countries are using the indicators to manage water resources. The cares about the water deficiency is more growing because of the climate change, but we have no exact indicators to know how much water to need and where to need. So, we made a national water resource indicators. We analyzed water management indicators of foreign countries and selected proper those for our countries. During the process, we asked the expert's consults to certificate it's qualification. The condition to select the indicators are as follows. First, it must be easy for every one to understand those. Second, the indicators should be able to measure. Third, the results should be able to present a comparison between nations. The last, the indicators should be set up from the view point of long-term purpose. As a result, we selected 8 core indicators. But those are not perfect because the data and information are not sufficient. So we need to cooperate and organize the indicators with government.
