군용 총포 도검 화약류 운반 안전관리 발전방안 연구 (A Study on the Development of Safety Management for the Transportation of Army Guns, Swords and Explosives)

  • 군용 총포, 도검, 화약류는 위험성이 상존하는 물질이며 사고 시 큰 피해가 예상되므로 취급에 많은 주의가 필요하다. 군용 총포, 도검, 화약류 안전관리는 제조, 저장, 운반 등으로 구분할 수 있으며 이 중에서 운반은 국내 방위산업체의 군용 총포, 도검, 화약류 성능시험, 계약납품 등을 위해 필수적으로 수행되어야 하는 행위이다. 2020년 군용 총포, 도검, 화약류 운반 건수는 2014년에 대비하여 30% 증가하였고 이는 방위력개선사업 진행에 따른 방산업체의 군용 총포, 도검, 화약류 운송 수요 증가, 무기 수출 증가 등에 따른 운송 수요 증가로 볼 수 있다. 한편 화약류 제조업체 폭발사고 등에 따라 화약류 안전관리에 대한 사회적 관심과 안전관리 강화에 대한 사회적 요구가 증가하고 있으므로 군용 총포, 도검, 화약류 운반 안전관리 현황에 대해 살펴볼 필요가 있다. 따라서 본 논문에서는 주요 무기 제조국인 미국의 군용 총포, 도검, 화약류 운반 안전관리와 국내 민수용 화약류 운반 안전관리를 살펴보고 군용 총포, 도검, 화약류를 안전하고 효율적으로 운반할 수 있는 개선안을 제시하고자 한다.

자료포락분석을 활용한 국방핵심기술 연구개발사업의 성과 분석 (Analyzing the Performance of Defense R&D Projects based on DEA)

  • Demand for performance analysis is increasing for efficient use of limited budgets such as improving investment efficiency and strategic budget allocation in accordance with the continuous increase demand of R&D budget for developing advanced weapon systems in the future battlefields. In accordance with the Act on the Performance Evaluation and Performance Management of the National R&D Projects established in March 2006, the performance analysis has been conducted for the systematic management and utilization of the R&D project performance. It was recognized as a project to achieve self-defense through strengthening the weapons system development capability, however, efficiency evaluation of Defense R&D projects was not much emphasized. Research on the efficiency analysis of defense R&D projects has been conducted in recent years, but most studies focused on corporate efficiency and productivity of defense companies. In this study, we analyzed the three-stage performance of defence R&D projects based on the logical model using the data envelope analysis(DEA) model. We also analyzed performance analysis from various perspectives through R&D type, technology classification and performance model. This study is expected to help defense department improve defense R&D projects and make decision.

군수목록관리시스템의 서비스 품질 요인이 서비스 신뢰에 미치는 영향에 관한 연구 (A Study on Service Quality Factors of Logistic Catalog Management System Affecting the Service Trust)

  • 본 연구는 방위사업청에서 운용하고 있는 군수품관리를 위한 시스템의 서비스 품질, 서비스 가치, 서비스 만족 및 서비스 신뢰간의 관계에 대한 연구이다. 방위사업청에서는 군수품을 효율적으로 관리하고 지원하기 위해 여러개의 시스템을 운용하고 있다. 본 연구에서는 군수목록관리시스템의 서비스 품질을 중심으로 연구를 진행하였는데, 이는 방위사업청 개청 이후 군수목록관리시스템 서비스가 방산업체로부터 년간 가장 많은 서비스요청을 받고 있기 때문에 시스템의 서비스에 대한 연구대상으로 적합하다고 판단하였다. 본 연구를 통하여 군수목록관리시스템서비스를 제공하는 직원들의 근무 방향과 향후 문제점을 개선시킨 시스템 구축방향을 도출하였다. 또한 이를 실무에 적용하여 방산업체들로부터 신뢰를 받고, 보다 우수한 품질의 군수목록관리시스템 서비스를 제공할 수 있으며, 신속하고 정확한 서비스제공은 군수품의 신속한 납품과 수출로도 이어져 방산업체의 이익 증대 및 자주국방과 국가경제발전에 기여하게 될 것이다.

국내외 표준 분류체계 조사·분석을 통한 국방규격 분류체계 개선방안 연구 (A Study on Improvement of Korean Defense Specification Classification System through the Domestic and Foreign Standard Classification System Research and Analysis)

  • 본 연구에서는 국방표준분류체계의 현실태 및 문제점을 분석하고 국내외 표준분류체계 사례 분석을 통해 규격관리 업무를 효율적으로 수행하기 위한 방안을 제안하였다. 국방기술자료의 군수품 품질 문제를 지속적으로 해소하기 위해 민간의 우수 기술을 적시에 반영하고 완성도 높은 국방규격의 관리를 위해 민간의 표준체계를 벤치마킹해야 한다. 먼저, 현실태 분석을 위해 국내 민간 KS 및 국외 ICS코드, 미국 국방표준시스템을 통해 나토 분류체계를 분석하였다. 우리군의 경우는 방위사업청에서 운영 중인 국방표준종합시스템을 통해 국방규격 분류체계의 현실태를 파악하였다. 각 경우를 우리 군의 국방규격 분류체계에 산업표준과 연계해 국방표준분류체계에 적용하였다. 국방부 무기체계/전력지원체계의 분류는 전순기 군수품에 대해 8대 무기체계와 6대 전력지원체계로 분류한 우리 군에 가장 적합한 분류체계이다. 대분류로 국방부 무기체계/전력지원체계의 분류를 채택하였고, 중분류와 소분류로는 나토 분류체계를 채택하였다. 구체적으로 대분류 12개 분야, 중분류 66개 분야, 소분류 352개 분야로 각각 분류하였다. 본 연구에서는 국방표준관리체계 확립으로 민간의 기술반영을 통한 신규 국방규격 분류체계 개선방안으로 활용될 수 있을 것으로 판단된다.

정부 품질보증활동 데이터 활용을 위한 Zero-Inflated 포아송 분포 적용 (Application of Zero-Inflated Poisson Distribution to Utilize Government Quality Assurance Activity Data)

  • Purpose: The purpose of this study was to propose more accurate mathematical model which can represent result of government quality assurance activity, especially corrective action and flaw. Methods: The collected data during government quality assurance activity was represented through histogram. To find out which distributions (Poisson distribution, Zero-Inflated Poisson distribution) could represent the histogram better, this study applied Pearson's correlation coefficient. Results: The result of this study is as follows; Histogram of corrective action during past 3 years and Zero-Inflated Poisson distribution had strong relationship that their correlation coefficients was over 0.94. Flaw data could not re-parameterize to Zero-Inflated Poisson distribution because its frequency of flaw occurrence was too small. However, histogram of flaw data during past 3 years and Poisson distribution showed strong relationship that their correlation coefficients was 0.99. Conclusion: Zero-Inflated Poisson distribution represented better than Poisson distribution to demonstrate corrective action histogram. However, in the case of flaw data histogram, Poisson distribution was more accurate than Zero-Inflated Poisson distribution.

군수품 고객만족지수 개발 연구 (Development of Military Customer Satisfaction Index)

  • It is very important to produce military goods for customers, and a customer satisfaction index should be developed for quality control of military goods. Seoul National University and Defense Quality Assurance Agency jointly developed MCSI (Military Customer Satisfaction Index). In this paper the model of MCSI is explained, and the sampling design and survey method is introduced. Also a preliminary test was undertaken, and its result is briefly explained.

노이즈 필터 도면 표준화 방안에 관한 연구 (A study on the standardization of Noise Filter drawings)

  • Purpose: The purpose of this study was to propose a standard form of noise filter drawing, which is widely used in the field of weapon systems, to define the essential specification which is not standardized at the existing drawings and to employ the reference for manufacturing and qualification test. Methods: To do that, it identifies the improvements to analyze 19 noise filter drawings, studies the principle of noise filtering to find the essential part of the spec. and reviews the MIL-STD-220C and KS IEC 60939, which is the widely used as a formal spec. pertaining to the noise filter. Throughout the study, a standard form is developed to standardize the attenuation characteristics and find eight crucial metrics to specify the noise filter. Results: The results of this study are as follows; The standardized drawings can be used as the qualification test of the item and the manufacturing and engineering documents to make the noise filter, which are also applicable to the reference document to review KDS(Korea Defense Standard) drawings.

  • In this paper, we aim to check the reliability growth of multiple launch rocket components by the life evaluation. We apply the Crow-AMSAA model to the sets of test data obtained from the development phase. The result of the data analysis shows that the reliability of some components needs to be improved. In order to improve their reliability, we analyze the failure mechanism and change their designs. The verification of the reliability growth for those components is done by analyzing the data sets obtained by the accelerated life tests. As a result, we show that the MTBF of those components is increased and also their reliabilities improved.

한국형 기동헬기 꼬리 날개 디페인팅 현상을 통한 도장 품질 향상에 관한 연구 (A study on improvement of painting quality through a de-painting phenomenon of KUH-1 tail blade)

  • Purpose: The purpose of this study was to explain de-painting phenomenon of KUH-1 tail blade and to propose useful solution of it by test. The proposed solution was evaluated by real flight, and then it applied to mass product to improve the paint qual ity of KUH-1 tail blade. Methods: This study investigated an adhesive ability of primer following surface sanding condition. The cross cut and scratch test were conducted to evaluate the adhesive strength. And the water flow test was designed to simulate a real flight condition under rain. Through water flow test, an optimal condition of tail blade to prevent a de-painting phenomenon was deduced. Finally, the improvement method was evaluated by real flight under rain. Results: The results of this study are as follows; The sequential polishing was most excellent method in primer painting quality. The results of test including cross cut, scratch and water flow showed that MIL-DTL-53039 paint with epoxy primer has excellent adhesive ability. To proof the effect of improvement, a real flight during a rain condition was conducted. Finally, the comparison between original and improved configuration was conducted. Conclusion: The painting quality of KUH-1 tail blade was improved through deriving an optimal painting condition. In detail, a condition of optimal sanding and a sort of primer and paint was showed. Finally, the reliability of tail blade was guaranteed through improving the quality of painting.

Probit 분석을 이용한 ◯◯유도탄 신뢰도 분석 및 활용방안 (A Study of Reliability of Guided Missile(◯◯) using Probit Analysis)

  • Purpose: The purpose of this study was to propose useful suggestions by analyzing reliability of guided missile using field data in Military industry. Methods: The collected data from Defense industry company and the military were analyzed using probit analysis which is non-linear model because field data contain binary variable. Results: The results of this study are as follows; It was found that the effect of time was significant. It takes about 12.4 years when 10st percentile of guided missiles are not working and it takes about 18.6 years when 50st percentile of guided missiles are not working. It was found that period between 10years to 15years comes less than reliability 0.0. Conclusion: Periodical check needs to extend from 4 year to 10 year partially. Early LOT need to check per 4 year and follow-up LOT extend the period of check to 10 year by reflecting the result of reliability.
