Analysis of defense procurement agency Study on the appropriate brokerage fee and effectiveness (군수품 무역대리점의 효과성과 적정 중개수수료에 관한 연구)

  • In this study, two analyses were conducted in relation to the defense procurement agency. The first was a questionnaire survey conducted by defense business personnel to quantitatively measure the effectiveness of the defense procurement agency's utilization. In the second, the appropriate standard for brokerage fees was developed, the actual work of the defense procurement agency in overseas sales was surveyed, and the brokerage profit of the general product was applied to the defense procurement agency's brokerage profit data. Using the defense procurement agency was 1.07 times more effective than not using it, and the appropriate brokerage fee varied according to the project size. For medium / small projects, 5.1 ~ 8.7% of the total project cost is an appropriate brokerage fee, compared to 1.2 ~ 1.8% for big-scale projects. The government's appropriate brokerage fee is not fixed, but is elastically applied according to the size of the total project cost, and it is appropriate to analyze the characteristics of the project and identify and adjust the required activity cost in advance.

A Study on Shelf-life Management Program of Long-term Storage One-shot System (장기 저장되는 일회성 시스템의 수명 관리 프로그램에 대한 연구)

  • This paper presents an analysis of the shelf-life management program of the long-term storage one-shot system. The one-shot system is mainly maintained with long-term storage or non-operating status and is operated once at execution of the mission. The function corresponding to one-shot is mainly operated through a shelf-life item such as an explosive. The performance and characteristics of shelf-life item are subject to change as the storage period passes. Therefore, shelf-life management for maintaining good condition is very important during long-term storage, and criteria for management is necessary. We present a method for optimizing shelf-life extension by comparing criteria for management with current reliability. Next, the shelf-life evaluation schedule was decided by utilizing the reliability function of exponential distribution and Weibull distribution. Continuously accumulated test data from the shelf-life evaluation were analyzed, and the parameter of distribution was updated. The extension or expiration of shelf-life was selected by monitoring changes in reliability. In addition, we confirmed the applicability of the presented shelf-life management program by applying ASRP test data of the one-shot system K000 fuse.

  • THPP(Titanium Hydride Potassium Perchlorate) is an igniter composed of potassium perchlorate as oxidizing agent and titanium hydride as fuel with a Viton binder. THPP is commonly found in the aerospace, defence and automotive industries. This research is investigeted for the manufacturing process and characteristics analysis of the THPP such as the performance and shape/calorimetry/pressure characteristics of the THPP on PMD(Pyrotechnic Mechanical Device). Also, THPP composite ratio is designed by CEA program.

Structural Stability Analysis of a Mount in 120mm Self-propelled Mortar (120밀리 자주박격포 사격 충격에 따른 마운트 구조 안정성 분석)

  • In this paper, dynamic model of 120mm self-propelled mortar is developed, and multi flexible body dynamics analysis is performed to analyze stresses occurring in the mount during mortar fire. For this, vehicle dynamic system, mortar dynamic system, and finite element mount model are proposed. The commercial program Recurdyn is used in the analysis. As a result of the analysis, the maximum stress(146.9MPa) occurred at the mount side plate. In order to analyze the validity of the analysis results, we performed strain measurement tests by selecting three major points, and the errors of results were 7.91%, 11.15%, and 18.23%, respectively. It is confirmed that the tendency of analysis and test is similar.

  • Network based on the OSI 7 Layer communication protocol is implemented, and the Internet TCP / IP Layer Based on the vulnerability is discovered and attacked. In this paper, using the programs on the network Layer Scanning conducted by the Layer-by each subsequent vulnerability analysis. Layer by Scanning each vulnerability analysis program to analyze the differences will be studied. Scanning for the studies in the program reflects the characteristics of the Scanning Features of way, and security countermeasures by each Layer is presented. The results of this study was to analyze its vulnerability to hackers and security for defense policy as the data is utilized to enhance the security of the network will contribute.

Physiological and proteomic analysis of young rice leaves grown under nitrogen-starvation conditions

  • Rice grown in anaerobic waterlogged soil accumulates ammonium as a major source of nitrogen (N). We have compared the physiological symptoms of rice seedlings subjected to N-starvation stress with those receiving sufficient N, based on measurements of shoot/root length and weight and an analysis of protein expression patterns. N starvation marginally increased root growth but notably decreased shoot biomass. N uptake was reduced by >50% in the roots and shoots of N-starved seedlings. To better understand the mechanism of N starvation in rice, we performed a comparative proteome analysis of proteins isolated from rice leaves. Twenty-five differentially expressed proteins were analyzed by matrixassisted laser desorption/ionization time-of-flight (TOF) mass spectrometry and electron spray ionization quadrupole TOF. Functional analysis of the N-starvation response proteins suggested their involvement in protein synthesis and fate, metabolism, and defense. These results indicate that these proteins may play important roles in regulating the plant's complex adaptation responses for N use during N starvation. The proteins may be useful for further characterization of protein function in plant N nutrition.

A Study on the Bulletproof Reliability Program (방탄물자 신뢰성 평가(BRP)에 관한 연구)

  • This study examines the reliability evaluation concept and procedure of bulletproof materials (BRP: Bulletproof Reliability Program). ASRP, RAM analysis tasks were utilized for the study. Based on this analysis, the concept, method, performance system, and procedure of BRP were examined. The BRP task execution procedure consists of the following four steps. First, the business (evaluation) planning stage establishes the evaluation plan every year. Second, there is a testing stage that performs the general inspection, functional test, and operational test according to the established plan. Thirdly, there is an evaluation/analysis phase to synthesize/analyze the results and to judge the appropriate grade considering the performance of bulletproof materials. Finally, the follow-up step of each group according to the result. The following criteria are suggested for BRP implementation: BRP testing capability, development of BRP evaluation method, and recognition of the importance of BRP business.

  • ETRI(Electronics and Telecommunication Research Institute) has joined National GNSS Research Center program of Defense Acquisition Program Administration and Agency for Defense Development in 2010. The research subject is technology for MSAR(Military Search and Rescue) system configuration. In this project, we analyses the ways in order to improve the accuracy, reliability, availability for MSAR system from M&S(Modeling and Simulation). The MSAR System M&S Software can be used for performance analysis of new elements, such as ground elements and satellite elements without any hardware development. In this paper, after introduction of the architecture design and functional scope of the simulator, the performance analysis result for MSAR M&S software is presented.

Modeling and Parameter Identification of the Slung Load System of an Unmanned Rotorcraft using a Flexible Cable

  • In this paper, we propose a method to identify the parameters of a rotorcraft slung load system using the modal characteristics of a flexible cable. The proposed method estimates the length of the cable and the mass of the payload by means of a frequency analysis. Dynamic equations of the slung load system with the flexible cable are derived using Udwadia-Kalaba equation (UKE) in order to build a simulation program, and the similarity of the simulated slung load movement is verified by comparison with flight test results. Using the computer simulation program, we show that the proposed method works well within various parameter ranges.

K-1 Tank Life Cycle Cost Estimate Using PRICE Model (PRICE 모델을 이용한 K1전차 수명주기 비용추정)

  • Cost estimation has posed a significant challenge to estimators, planners, and managers in both government and military. Considerable historical evidence shows that accurate cost estimation has been difficult to achieve across a wide range of projects, including weapon systems. This paper introduces new cost estimating concept, CAIV(Cost As an Independent Variable) and a cost estimating case study using PRICE model, computer aided parametric estimating models(CAPE) for K1 tank cost estimate. CAIV concept is to set realistic but aggressive cost objectives easily in each acquisition program and to achieve cost, schedule, and performance objectives considering various managing risks with a project manager and industry teams. The Price model is one of computer aided cost estimating models and widely used in U.S. defense system analysis as a tool for CAIV. We analyze theories, inputs, outputs of the PRICE model and present a case study for K1 tank to estimate costs in requirement and concept phase, program and budgeting phase, and life cycle phase. Finally we obtain results that the Price model can be used in various phases of PPBEES depending upon available data and time.
