A comparative analysis of terminal efficiency on Northeast Asia and America container ports (동북아 지역과 미국 주요 컨테이너항만간의 효율성 비교 - DEA 기법을 중심으로 -)

  • This paper aims to implement an empirical research about the efficiency of America and Northeast Asia pots, and to suggest an effective strategy which can operate these ports more well. This study tries to apply the Data Envelopment Analysis(DEA) model to America and Northeast Asia ports. DEA is a methodology of comparing the relative efficiency of each decision making unit(DMU) by comparing it with other DMUs having similar input and output structure, and is specially very useful when a form of production function of each DMU such as a port is not known. DEA provides the extent of inefficiency of DMUs, which is practically useful information (like the efficiency score and reference sets) required to improve efficiency. This paper analyzed the relative efficiency of 35 ports in America and Northeast Asia for 3 years from 2005 to 2007 through DEA-CCR, DEA-BCC model and scale efficiency. Accordingly, this paper evaluates the efficiency of America and Northeast Asia ports, grasps the position at the present time, and suggests an advanced direction in future.

A study on the effect of accounting information on dividend policy by measuring corporate conservatism (From the perspective of the internal accounting management system) (기업보수주의 측정으로 회계정보가 배당정책에 미치는 연구 (내부회계 관리제도 관점에서))

  • This study investigated the effect of accounting information on dividend policy as a measure of corporate conservatism from the perspective of the internal accounting management system. The verification is based on a sample of 543 companies listed on securities (excluding KOSDAQ and financial industry) among the Bank of Korea (2019) 「2018 Corporate Management Analysis」 and company analysis of the Korea Productivity Center (financial data disclosed as listed companies as a December settlement company) was composed. Using SPSS 22, empirical analysis was conducted using exploratory factor analysis and regression analysis. The first is the verification related to corporate conservatism and the role of dividend policy, and it is verification of whether internal accounting management influences financial decision-making. Second, if internal accounting management exists, it is a verification of how conservatism and investment policies (in-house reserve, debt borrowing, capital increase, dividends, etc.) affect the corporate value according to accounting information. As a result, from the perspective of the internal accounting management system, it was found that among the variables of accounting information, profitability can have a positive effect on corporate conservatism and dividend policy as a corporate valuation method of reinvestment. In addition, it has been proven that corporate conservatism has an effect on profitability-to-value through capital accumulation and reinvestment such as surplus and internal reserves. In the future, we will study and discuss the complementarity of corporate conservatism and dividend policy in relation to governance structure and improvement of the internal accounting management system.

  • Business environment is always full of challenges. Despite various strategic efforts, there are so many failure cases of misfit. With the weaker resource base and institutional foundation, startup firms find it more difficult to find the right spot in the stiff competition. In the middle of evolutionary process, the startup firms need proper strategies meeting the differential challenges along the multiple stages of growth. Following the idea of product life cycle, this study applies the four stages of growth-startup, initial growth, accelerated growth, matured, and decliing. The next step for the startup manager is meeting each stage of growth with proper strategic efforts, including strategy, structure, decision-making pattern, and control method. When the knowledge factor is introduced, there is a potential for higher performance. Based on the 'Detailed Survey on Startup Ventures in 2017,' this study explores the impact of the government subsidy program on the firm competitiveness and performance-along the four stages of growth. In each stage, the strategy factors showed differential impact.

A Historical Approach to the Development of Democracy and the Archival Society in Korea (한국 기록관리와 '거버넌스'에 대한 역사적 접근)

  • 'Governance' is a subject that is widely discussed these days in the government and the academic world. I think that the new concept, 'governance', is a strategy to develop the democracy of the society in its institutional and functional aspects. When we are going to discuss about governance, public records and their relationships, without understanding the meaning of 'public' in Korea, we cannot expect to discuss the matter precisely. It is said that Korean public service sectors are awash with authoritarianism and unreasonableness, and that they are at the center of seething corruption and bribe scandals. It is the legacy that the regimes adopted in the aftermath of the Japanese colonial rule for 35 years. The colonial legacy included not simply the practice of the Japanese colony, but also people who had collaborated the Japanese. The American military government and Rhee, Sung-Man regime also appointed the same officials to government posts. As was the same case in other areas including economy, press, education, politics, law, etc. In this point of view, "Righting historical wrongs", a controversial issue now in Korea, aims at establishing the right relationships between an individual and the public, and eventually laying the foundation of democracy for future generation, a procedure of achieving good governance. Apparently, Korea has made progress in developing democracy, as well as in reforming the government policy and organization. Many independent commissions are performing the projects instead of the government institutions that mandated to do the job, but has not played their roles. The e-government projects in Korea was launched in 2001 by the former administration. However, the confusion of records-management after the promulgation of the act is the result of the lack of strategy and the inconsistency of the vision. Good record-keeping supports effective, transparent and accountable government. Accountability is a key element of good governance. It is a recognized fact that without information, there is no guidance for decision-making, and accountability. Thus without records, there is no accountability for the decisions of actions. Transparency means that the decisions taken and their enforcement are carried out based on led-out rules and regulations. When both accountability and transparency are non-existent, good governance is bound to fail. Archival institutions have to give an attention to inner-governance because of the new trend of archival practice, namely 'macro-appraisal'. This 'macro-appraisal' is a kind of a functions-based approach. However, macro-appraisal focuses not just on function, but on the three-way interaction of function, structure and citizen, which combined reflect the functioning of the state within civil society, that is to say, its governance. In conclusion, the public and democracy are major challenges in the Korean society. The so-called good governance requires good record management. In this respect, records managers are in the front line of instituting good governance, and achieving better public and democracy for future generation, a procedure of achieving good governance.

An Experience of a Country in Transition and the Change of North Korea : An Adaptation of the 'Myanmar Model' (체제변동국가의 경험과 북한의 변화: '미얀마 모델'의 적용 가능성)

  • The purpose of this article is to examine whether Myanmar's experience in which dealing with the most exemplary change among rogue states or pariah state in the 21st century is feasible for North Korea's case. Recently, North Korea's willingness to dialogue, reform and open is similar to the precedent in which the Myanmar military junta dismantled its ruling system and turned over transition period through general elections in 2010 and 2015 each. The so-called 'Myanmar Model' refers to a country branded as a rogue state which has been under the international sanctions and pressure, and opening its political system and the market by choosing transformation. However, rapid changes in speed across the entire society after opening up are impossible because the political elite is only the leading role and implementation in the transition. In case of Myanmar, military culture has penetrated into society due to such a long-lasting military dictatorship, and even democratic bloc has become accustomed to authoritarian decision-making process. Furthermore, the "reserved area" of the old regime still exists in a deformed political structure that can not retrieve the interests of the military. Therefore there could not be achieved political development in term of qualification. North Korea also appears unlikely to achieve political and economic assessment in a short period of time, as civil society has not appeared due to its long dictatorship and very low economic development levels. Like Myanmar, North Korea is also likely to control the pace and direction of upcoming reforms and open, as the dictator or most powerful person chose to reform and open up. Therefore, if North Korea moves toward the 'Myanmar Model', there will be high expectations of new changes in the short term, but it could be delayed or stalled in the mid and long term.

Building Index of Sustainability and Limits to Creating Shared Value in Vietnamese Coffee Industry (베트남 커피산업의 지속가능성 지표 구축과 공유가치창출의 한계)

  • As business activities of firms for maximizing profits has resulted in increases in economic, social and environmental problems in regional geographies, they have stimulated some social activities through enhancing their public image and justifying their conducts. In fact, firms have been given concerned with a decrease in profits due to the promotion of their social activities required by local communities. However, firms are able to create shared value resulted in added value creation centering on shareholder as well as stakeholder by expanding increases in economic and social values. Therefore, the main purpose of this research is to draw an index which is able to evaluate the mechanism of virtuous circle resulted from creating shared value(hereafter CSV). At the same time, it has attempted to analyze some limits to and real effects of CSV by the index. The paper has analyzed the CSV of certificated coffee by using the index of sustainability in the Vietnamese coffee industry. The introduction of certificated coffee showed positive effects in the order of environmental, economic and social indicators. However, the structure of closed decision-making in Vinacafe, which is a state-firm, has not able to secure enough economic profits for CSV, leading to some limits to the formation of virtuous circles in the Vietnamese certificated coffee industry.

  • Due to high proportion of exports, Korea has a higher dependence on the global value chain (GVC) than other major developed countries. This reason, Korea has a structure that is sensitive to GVC changes. This is because Korean exports are concentrated on specific countries and items, and most of the materials for export tend to depend on imports. Currently, export restrictions resulting from trade disputes with Japan can affect the industry of Korea as a whole due to the supply of core materials. Therefore, in order to minimize economic damage caused by export regulations in the current situation, it is necessary to reorganize the GVC, through efforts to rapidly diversify imports and localize imports that depend on Japan. To this end, it is necessary to derive and classify imported goods that depend on Japan, and to localize items that are difficult to diversify imports, and prompt R&D investment is required for this. This study aims to support R&D investment policy through quantitative analysis based on big data rather than a decision-making method based on expert-centered qualitative analysis.

Analysis of Operation Efficiency in Private University Using the DEA (DEA를 활용한 국내 사립대학 운영 효율성 분석)

  • The structure of universities needs to be adjusted and reformed to cope with the decrease in admission resources and the quality of education due to the low birth rate and aging population. Such a policy is receiving much attention. To analyze the relative efficiency of private universities in Korea from the perspective of resource and performance, this study evaluated the efficiency of private university operation by applying a DEA(Data Envelopment Analysis) technique. The DEA measurements were compared with the diagnosis results of the department of education (Government) in 2018. The input and output variables used in the research analysis were utilized by the university's notification materials (public disclosure information). An analysis of the operational efficiency showed that 48% (12 universities) of the 25 DMUs (Decision Making Unit) were efficient for DEA-BCC models and that some of the capacity-building universities were operating efficiently. In addition, the DEA analysis found ways to improve inefficient groups through DEA-Additive results. This paper can be meaningful because it confirmed the relative efficiency of private universities and suggested improvement directions through the DEA method, which is characterized by the simultaneous consideration of various input and output factors. This will help apply the limited resources related to the input and output elements of each university.

  • The standing plaster figure entitled is an early work from Choi Man Lin's 'Eve' series. It reflects the aesthetics of abstract sculpture in the period following Korea's liberation from Japanese colonial rule. Modern and contemporary sculptures can be made from a wide variety of materials, so the particular selection of materials and expressive techniques are indicative of both the artist's intentions and the zeitgeist of the moment. In this regard, the materials and production techniques used in provide important basic data for the chronological study of Choi's artistic development. In this study, scientific analysis was conducted to reveal the production techniques used in the work. The scope of appropriate conservation treatment was decided through consultation between several people with decision-making authority. First, the internal structure was inspected using X-CT scanning, and a material analysis was conducted to identify the formal characteristics, materials, and production techniques found in the work. As the analyses revealed the work to be in a relatively stable state, only minimal conservation treatment was applied based on the opinions expressed by the institution housing the work, by a former assistant of the artist, and in an interview granted by the artist during his lifetime.

A Study of Ground Subsidence Risk Grade Analysis Based on Correlation Between the Underground Utility Structure Density and Recorded Ground Subsidence (지중매설물 밀집도와 이력지반함몰의 상관성 분석을 통한 위험도 등급 분석 기법에 관한 연구)

  • Several studies have been conducted to analyze the risk of ground subsidence occurring in urban areas. Recently, the correlation between the density of underground utilities (i.e., the quantity of buried utilities in the analysis area) and the recorded ground subsidence has been explored to analyze such risk through. Choi et al. (2021) proposed an algorithm to optimize the correlation between the ground subsidence and normalized linear density of underground pipelines. In this study, the optimization algorithm was modified for analysis based on the risk grade. The analysis results using the modified optimization algorithm were compared with the correlation analysis results between the density of underground utilities and recorded ground subsidence presented by Choi et al. (2021). Compared with Choi et al. (2021), three analysis results showed equal or higher accuracy in the correlation analysis with recorded ground subsidence according to risk grade. In particular, for R100, it was divided into five grades and compared with the ratio of the recorded ground subsidence that occurred in grades 4 or higher. As a result, Choi et al. (2021) showed that 86% of recorded ground subsidence occurred in grades 4 or higher, whereas this study showed 93%. It was confirmed that the accuracy of the modified optimization algorithm was improved. The modified optimization algorithm can be applied to develop a ground subsidence risk map for each grade in an urban area, which can be used as basic data for decision-making for underground utility maintenance.
