항공기(航空機) 사고조사제도(事故調査制度)에 관한 연구(硏究) (A Study on the System of Aircraft Investigation)

  • The main purpose of the investigation of an accident caused by aircraft is to be prevented the sudden and casual accidents caused by wilful misconduct and fault from pilots, air traffic controllers, hijack, trouble of engine and machinery of aircraft, turbulence during the bad weather, collision between birds and aircraft, near miss flight by aircrafts etc. It is not the purpose of this activity to apportion blame or liability for offender of aircraft accidents. Accidents to aircraft, especially those involving the general public and their property, are a matter of great concern to the aviation community. The system of international regulation exists to improve safety and minimize, as far as possible, the risk of accidents but when they do occur there is a web of systems and procedures to investigate and respond to them. I would like to trace the general line of regulation from an international source in the Chicago Convention of 1944. Article 26 of the Convention lays down the basic principle for the investigation of the aircraft accident. Where there has been an accident to an aircraft of a contracting state which occurs in the territory of another contracting state and which involves death or serious injury or indicates serious technical defect in the aircraft or air navigation facilities, the state in which the accident occurs must institute an inquiry into the circumstances of the accident. That inquiry will be in accordance, in so far as its law permits, with the procedure which may be recommended from time to time by the International Civil Aviation Organization ICAO). There are very general provisions but they state two essential principles: first, in certain circumstances there must be an investigation, and second, who is to be responsible for undertaking that investigation. The latter is an important point to establish otherwise there could be at least two states claiming jurisdiction on the inquiry. The Chicago Convention also provides that the state where the aircraft is registered is to be given the opportunity to appoint observers to be present at the inquiry and the state holding the inquiry must communicate the report and findings in the matter to that other state. It is worth noting that the Chicago Convention (Article 25) also makes provision for assisting aircraft in distress. Each contracting state undertakes to provide such measures of assistance to aircraft in distress in its territory as it may find practicable and to permit (subject to control by its own authorities) the owner of the aircraft or authorities of the state in which the aircraft is registered, to provide such measures of assistance as may be necessitated by circumstances. Significantly, the undertaking can only be given by contracting state but the duty to provide assistance is not limited to aircraft registered in another contracting state, but presumably any aircraft in distress in the territory of the contracting state. Finally, the Convention envisages further regulations (normally to be produced under the auspices of ICAO). In this case the Convention provides that each contracting state, when undertaking a search for missing aircraft, will collaborate in co-ordinated measures which may be recommended from time to time pursuant to the Convention. Since 1944 further international regulations relating to safety and investigation of accidents have been made, both pursuant to Chicago Convention and, in particular, through the vehicle of the ICAO which has, for example, set up an accident and reporting system. By requiring the reporting of certain accidents and incidents it is building up an information service for the benefit of member states. However, Chicago Convention provides that each contracting state undertakes collaborate in securing the highest practicable degree of uniformity in regulations, standards, procedures and organization in relation to aircraft, personnel, airways and auxiliary services in all matters in which such uniformity will facilitate and improve air navigation. To this end, ICAO is to adopt and amend from time to time, as may be necessary, international standards and recommended practices and procedures dealing with, among other things, aircraft in distress and investigation of accidents. Standards and Recommended Practices for Aircraft Accident Injuries were first adopted by the ICAO Council on 11 April 1951 pursuant to Article 37 of the Chicago Convention on International Civil Aviation and were designated as Annex 13 to the Convention. The Standards Recommended Practices were based on Recommendations of the Accident Investigation Division at its first Session in February 1946 which were further developed at the Second Session of the Division in February 1947. The 2nd Edition (1966), 3rd Edition, (1973), 4th Edition (1976), 5th Edition (1979), 6th Edition (1981), 7th Edition (1988), 8th Edition (1992) of the Annex 13 (Aircraft Accident and Incident Investigation) of the Chicago Convention was amended eight times by the ICAO Council since 1966. Annex 13 sets out in detail the international standards and recommended practices to be adopted by contracting states in dealing with a serious accident to an aircraft of a contracting state occurring in the territory of another contracting state, known as the state of occurrence. It provides, principally, that the state in which the aircraft is registered is to be given the opportunity to appoint an accredited representative to be present at the inquiry conducted by the state in which the serious aircraft accident occurs. Article 26 of the Chicago Convention does not indicate what the accredited representative is to do but Annex 13 amplifies his rights and duties. In particular, the accredited representative participates in the inquiry by visiting the scene of the accident, examining the wreckage, questioning witnesses, having full access to all relevant evidence, receiving copies of all pertinent documents and making submissions in respect of the various elements of the inquiry. The main shortcomings of the present system for aircraft accident investigation are that some contracting sates are not applying Annex 13 within its express terms, although they are contracting states. Further, and much more important in practice, there are many countries which apply the letter of Annex 13 in such a way as to sterilise its spirit. This appears to be due to a number of causes often found in combination. Firstly, the requirements of the local law and of the local procedures are interpreted and applied so as preclude a more efficient investigation under Annex 13 in favour of a legalistic and sterile interpretation of its terms. Sometimes this results from a distrust of the motives of persons and bodies wishing to participate or from commercial or related to matters of liability and bodies. These may be political, commercial or related to matters of liability and insurance. Secondly, there is said to be a conscious desire to conduct the investigation in some contracting states in such a way as to absolve from any possibility of blame the authorities or nationals, whether manufacturers, operators or air traffic controllers, of the country in which the inquiry is held. The EEC has also had an input into accidents and investigations. In particular, a directive was issued in December 1980 encouraging the uniformity of standards within the EEC by means of joint co-operation of accident investigation. The sharing of and assisting with technical facilities and information was considered an important means of achieving these goals. It has since been proposed that a European accident investigation committee should be set up by the EEC (Council Directive 80/1266 of 1 December 1980). After I would like to introduce the summary of the legislation examples and system for aircraft accidents investigation of the United States, the United Kingdom, Canada, Germany, The Netherlands, Sweden, Swiss, New Zealand and Japan, and I am going to mention the present system, regulations and aviation act for the aircraft accident investigation in Korea. Furthermore I would like to point out the shortcomings of the present system and regulations and aviation act for the aircraft accident investigation and then I will suggest my personal opinion on the new and dramatic innovation on the system for aircraft accident investigation in Korea. I propose that it is necessary and desirable for us to make a new legislation or to revise the existing aviation act in order to establish the standing and independent Committee of Aircraft Accident Investigation under the Korean Government.

노인(老人) 내과환자(內科患者)의 임상적(臨床的) 특성(特性)에 대(對)한 고찰(考察) (An Investigation Of Clinical Features In The Internal Medicine Patients Of The Aged)

  • This study is investigation of clinical statistics toward to old patients of 164 persons over full 65 years old to go to hospital in 5 internal medicine department of the Dongguk University Oriental Medicine Hospital for full one year from 1995. 8 to 1996. 7. The results are followings ; 1. The ratio of male and female was 1:1.6, and in offspring figures five persons or more(60.3%) was most. A couple(32.3%) was extremely much in residing forms, but in accordance to sexual distinction in male a couple(51.7%), in female solitude(31.0%) and an eldest son couple(30.0%) was far much. 2. An attack time, first cure was most in western hospital(59.2%), 81.1% of them desired western-oriental medicine cooperation, in a medical fee charging, themselves(50.7%) were far much, and most were affirmative(76.8%) against aging prevention of restorative. 3. Main diseases were cerebral nerve(41.5%) and circulatory system(25.6%), hypertention (23.8%, 9.8%) was most in complication and the past. In defecation constipation(31.7%), in urination frequence(46.7%) was far much. 4. In preventive measures of diseases invigorant(25.6%) and nothing(24.3%) was far much and in a person tending the sick a mate in male(16.7%), a son in female(13.0%) was extremely much. 5. In sexual life most of(91.5%) didn't act, a mate death was 53.1% and female was far much. And paralysis attack was extremely much in 65-74 years old(76.5%).

외과적 자연기흉의 임상적 고찰 (Clinical Investigation of Surgical Spontaneous Pneumothorax)

  • A clinical investigation was reported on 17 cases of spontaneous pneumothorax requiring surgical mana-gement. Males outnumbered females 15:2. Determination of the etiology in this series showed that the majority were pulmonary tuberculosis and paragonimiasis. Several others had pneumonia, lung abscess, cyst and blebs. It is of particular interest that the acute inflammation of respiratory system was younger age group, pulmonary tuberculosis & paragonimiasis were between 2 nd and 3 rd decades, and lung abscess, cyst, blebs were above 4 th decade. Pulmonary tuberculosis was far advanced bilateral and active. The ratio of right to left side was 13:6 and both side involved in 2 cases. In about half cases of patients, above 50%-collapsed lung associated with mediastinal shifting developed. The complications were pleural effusion and bronchopleural fistula. The former was 13 cases [76.4%] in which 3 cases combined with mixed infection, and latter was 5 cases. As the management, 11 cases were subjected to intercostal or rib resection drainage with continuous suc-tion. Among 11 drainage cases, 8 cases were successful in acute stage and 3 cases failed in chronic stage. This faiure was due to interference with re-expansion of collapsed lung for peel formation and broncho-pleural fistula. The open thoractomy was applied in 9 cases, among which primary operation were 5 cases and drainage failure were 4 cases. Among 11 cases subjected to the open thoracotomy, wedged resection was performed in 3 cases including paragonimiatic cyst, and pneumonectomy in 1 case-tuberculosis, and decortication only was performed in 2 cases in paragonimiasis. Decortication & lung resection was carried out in 2 patients among which ruptured lung abscess 1 case and ruptured multiple blebs 1 case. There was no case of death but prognosis of the tuberculosis may be poor because of far advanced bilateral and active pulmonary tuberculosis.

Control Variables of Remote Joint Analysis Realization on the M2M Case

  • New trend called ubiquitous leads the recent business by standardization and integration. It should be the main issue how to guarantee the integration and accountability on each business, especially in mission critical system which is mainly supported by M2M (Machine to Machine) control mechanism. This study is from the analysis of digital forensics case study that is from the M2M Sensing Control Mechanism problem of the "Imjin River" case in 2009, where a group of family is swept away to death by water due to M2M control error. The ubiquitous surroundings bring the changes in the field of criminal investigation to real time controls such as M2M systems. The needs of digital forensics on M2M control are increasing on every crime scene but we suffer from the lack of control metrics to get this done efficiently. The court asks for more accurately analyzed results accounting high quality product development design. Investigators in the crime scene need real-time analysis against the crime caused by poor quality of mission critical systems. It seems to be every need of Real-Time-Enterprise, so called ubiquitous society on the case. We try to find the efficiency and productivity in discovering non-functional design defects in M2M convergence products focusing on three metrics in study model with quick implementation. Digital forensics system in present status depends on know-how of each investigator and is hard to expect professional analysis on every field. This study set up a hypothesis "Co-working of professional investigators on each field will qualify Performance and Integrity" especially in mission critical system such as M2M and suggests "Online co-work analysis model" to efficiently detect and prevent mission critical errors in advance. At the conclusion, this study proved the statistical research that was surveyed by digital forensics specialists around M2M crime scene cases with quick implementation of dash board.

추돌시 Head Restraints 시스템의 구속 효과와 인체 상해에 관한 연구 (A Study on Restraint Effects of Head Restraint Systems and Neck Injuries in Rear-End Crash)

  • Focuses of this study are to investigate the usage status of head-restraint system(H/R) in usual driving and to simulate usage conditions of H/R at rear-end crashes. The usage of H/R was categorized into five classes according to the height and distance from occupant's head ; Large-$90^{\circ}$ H/R for enough height and short distance. Large-$70^{\circ}$ H/R for enough height and long distance. Small-$90^{\circ}$ H/R for low height and short distance. Small-$70^{\circ}$ H/R for low height and long distance. and No H/R. Then. these five conditions were tested to find out the degree of neck injuries by using a car-crash simulation package, DYNAMAN. Results from the investigation of H/R usage show that most of drivers(60%) have Small-$70^{\circ}$ H/R for low height and long distance. Results from the simulation performed at 15mph and 30mph show that: 1) at 15 mph, there is a possibility for neck injury in Small-$90^{\circ}$ H/R and Small-$70^{\circ}$ H/R. 2) at 30 mph. there is a high possibility of death in Small-$70^{\circ}$ H/R and Small-$90^{\circ}$ H/R.

수도권 부검시료에서 중독사 관련 사용물질 현황(2014-2016) (Analysis of Death Due to Poisoning in the National Capital Region (2014-2016))

  • Purpose: This study examined the patterns of drugs, poisons, and chemicals detected in autopsy samples performed in the Seoul Institute and other regional forensic offices of the National Forensic Service (NFS) between 2014 and 2016. Methods: The investigation carried out using the laboratory information management system. Forensic toxicological identification and quantitation were performed in autopsy samples, including heart blood, peripheral blood, liver, kidney, vitreous humor and etc. Gas chromatography/mass spectrometry (GC-MS) and liquid chromatography-tandem mass spectrometry (LC-MS/MS) were used to analyze the drugs and poisons. Results: Forensic autopsies were performed on 9,674 cases in this period. Based on the autopsy reports, 699 cases (7.2%) were considered as unnatural deaths caused by fatal intoxication. The number of male deaths was higher than that of female deaths, with the age of 50-59 being the most common age group. Conclusion: Drugs comprised the largest number of deaths due to poison, followed by alcohol, agrochemicals, drug with alcohol, carbon monoxide, and cyanide, in that order. Zolpidem was the most frequently used drug in all drug-related intoxication cases.

A Study for Influence of Biorhythm in Scholarly Record

  • 인간은 누구나 출생에서부터 사망에 이르기까지 신체내부에서 시작되는 신체리듬(physical rhythm), 감성리듬 (emotional rhythm), 지성리듬(intellectual rhythm)이라고 불리는 세가지 리듬 곡선의 지배를 받는다. 이러한 바이오리듬은 신체적 내구성이라든가 창조성, 학교에서의 시험성적 같은 인간행동 내용에 서로 다른 리듬이 영향을 미치게 된다. 본 연구에서 조사해 본 결과 학생의 저조기(low, weak)에 나타난 성적은 고조기(high, strong)에 나타난 성적보다 더 낮음을 볼 수 있었다. 따라서 과연 저조기가 인간능력에 영향을 끼쳐 성적이 고초기에 비하여 더 낮은 것인지 아니면 우연히 일어난 것인지의 여부를 통계적 방법으로 검증하였다. 또한 본 연구에서는 한 군을 대표할 수 있는 평균 혼합바이오리듬 개념을 총빈 혼합바이오리듬을 이용하여 산출하였다.

한국 속리산 국립공원 지역집단에서 이용되는 약용동물의 구전 전통지식에 대한 민족동물학적 연구 (Ethnozoological Study of Medicinal Animals for Orally Transmitted Knowledge Utilized in the Local Communities of Songnisan National Park, Korea)

  • Objectives : This study aims to record and conserve oral traditional knowledge of medicinal animals from the indigenous people living in the local communities of Songnisan National Park, Korea. Methods : Data was collected by participatory observations and in-depth interviews with semi-structured questionnaires. Quantitative comparative analyses were accomplished through data received from the following three methods: informant consensus factor (ICF), fidelity level (FL), and network analysis. Results : The investigation reveals that the indigenous people have used 49 species of medicinal animals distributed within 45 genera, belonging to 39 families with 336 different usages. According to the distribution of recorded families, the most representative families were Scolpendridae and Phasianidae, which were utilized 36 times each (10.71 % each). The category with the highest degree of consensus from informants was disorders related to the nervous system (0.97). 16 species were classified with a fidelity level of 100 %. The network analysis revealed that a lack of vigor was related to 23 species, including Agkistrodon blomhoffii, Gallus domesticus, and Canis familiaris, among the total 49 species investigated. Conclusions : This documentation can help preserve the traditional knowledge and local health traditions of Korea that are disappearing due to rapid industrialization, urbanization, and death of the elderly with traditional knowledge. Additionally, the animals investigated in this study can be developed into medicinal food and drug for treating specific health conditions through further research.

어린이 보호구역 주·정차 방지시스템 구축에 관한 연구 (A Study on the Establishment of a Parking and Stopping Prevention System in Child Protection Zone)

  • 초등학교 주변에는 교통약자인 어린이 교통사고를 예방하기 위하여 어린이 보호구역내 스쿨존(school zone)을 지정하여 이 구역내에서는 차량 운행속도를 30km/h 미만으로 운행함에 따라 주·정차가 금지되어 있다. 하지만 우리나라는 OECD 국가 중 어린이 교통사고 사망률이 1위라는 불명예를 안고 있다. 이와 같은 배경하에 본 연구는 어린이 보호구역에서의 다양한 도로여건에 따라 불법 주·정차 차량으로 인한 운전자 시야확보 및 주행차량에 대한 인지의 어려움 등이 상존하고 있어, 이에 어린이 보호구역 내에 불법 주·정차방지 시스템을 구축함으로써 교통약자인 어린이들에 대해 교통사고방지와 운전자 안전운전에 대한 경각심 증진에 기여하기 위함에 연구의 목적을 두었다. 연구 방법으로는 주요선행연구와 문헌조사 및 분석을 바탕으로 주·정차방지시스템에 대한 구축방안을 제시하였다. 구축방안을 통해 교통사고 방지, 스마트한 운전자의 안전운행 유도, 보행자 안전의식 강화, 운전자의 안전의식 경각심 유도 등 효과를 기대할 수 있다.

돼지 단위생식란의 세포사멸 유전자 발현 양상에 관한 연구 (Expression Analysis of Programmed Cell Death Genes in Porcine Parthenogenesis)

  • The nature of molecular mechanisms governing embryonic cell block is largely unknown, but recent reports have demonstrated that proper execution of programmed cell death is crucial for this process. The main objective of this study is to determine effects of programmed cell death on porcine oocytes development in vitro after parthenogenesis. Among the blastocysts matured in 3MA, MAP1LC3A and ATG5 RNA gene expression level increased in the order of Cyst < 3MA < RP. However, Casp-3 and TNF-r RNA gene expression level decreased in the order of RP < 3MA < Cyst. Expression of mTOR within the RP-cultured blastocyst was the most highly to the inner cell mass, while 3MA-cultured blastocyst showed very lowest expression in inner cell mass. The expression of mTOR showed a pattern opposite to that of MAP1LC3A. That is, its expression was the lowest in Cyst group. When the enzymatic activity of MMP-2 and MMP-9 was assessed in culture, the level of active MMP-9 was higher expression in the medium of each RP treatment group, with the level of another treatment group being relatively higher. Analyses of TIMP-2 and TIMP-3 revealed that their expression was higher in groups that did not receive RP treatment. More specifically, the level of TIMP-2 was not affected by Cyst treatment, while the level of TIMP-3 was higher in 3MA and RP treatment group. There was highly cell division activation efficiency of parthenogenesis on cultured system of RP supplement IVC medium. Therefore, these results suggest that embryo development was significantly increased in conditional culture medium with active autophagy as compared to common cultured condition. Further investigation of this distinction may enable the development of innovative improvements for the production of porcine somatic cell nuclear transfer.
