Recently, the investment and importance have been increasing concerning the researches which are based on fundamental studies. In defense science and technology development, the defense research centers are involved in a large portion of developing the potential capability such as defense applied technology, enhanced human resource, etc. In this paper, we analyzed the relative efficiency of 9 research centers(9 DMU : Decision Making Unit) supported by the defense budget, using DEA(Date Envelopment Analysis) method especially with the CCR-I(Charnes, Cooper, Rhodes-Input) model. Some variables are selected such as budget(input data), patent, article and human resource(output data) to be analyzed. Conclusively, the needs to identify performance-indicators, increase incentives to promote the performance and induce enthusiastic participation in defense science and development projects, are suggested via a relative efficiency analysis.

Our study emphasizes the importance of the review of the manufacturing industry in order help them make right decision and despite many previous methods for analyzing productivity, we were coming to analyze the efficiency of the industry with Date Envelopment Analysis(DEA). Conclusively, only 4 companies is found to manage their companies effectively among 20 top-ranking companies and there was no any correlation and through the result we could realize that the result analyzed by "DEA" don't exactly match financial rates which means that corporation's management is inefficient. We are quite sure that our study can be approved materials for Benchmarking and Management establishing strategic plan.egic plan.

본 연구는 경쟁분석을 통해 효율적인 벤치마킹 대상을 파악 후 개선점을 도출하는 컨설팅기법의 활용에 관한 연구이다. 경쟁자 분석을 위해 상대적 효율성 분석도구인 DEA(Data Envelopment Analysis, 자료포락분석)을 이용하여 컨설팅현장 또는 기업 내부에서 효율적으로 적용이 가능한 컨설팅 분석기법을 개발하여 기존 경쟁분석기법과 비교하여 제시하였다. 본 연구는 먼저 문헌고찰을 통해 컨설팅 방법론의 경쟁분석 기법과 상대적 효율성 분석 기법인 DEA에 대한 기존학자들의 연구를 살펴보고 DEA를 기반으로 한 경쟁분석인 다차원효율분석방법을 제시한 후 이 분석 방법의 적합성 및 실용성을 확인하기 위해 공기업 "A"를 대상으로 사례 연구를 실시하였다.

This study has two different objectives. First of all is to comparing results of size efficiency scoring on Public Corporation Medical Center(PCMC) by years of 1993, 1997 and 2003 using Data Envelopment Analysis (DEA). The second is to explore the relationship between revenue and PCMCs' efficiency score, and the relationship between expenses and the efficiency score in 2003. The average efficiency scores were significantly decreased by years of 1993, 1997 and 2003. The revenue per bed(revenue) in 2003 was smaller than the expenses per bed(expenses) in 2003, therefore PCMCs had deficits in 2003. The expenses was negatively related to the efficiency score. Therefore its means was that improving efficiency score decreased expenses. Contrarily, the revenue had any significant relation to the efficiency score. PCMC needs to various endeavors to improve their productivity and efficiency. One of the alternatives is reduce of work load through integration of PCMC and development of new performance index reflecting their situation and future direction.

Due to the rapid change of global business environment, the growth of China's steel industry and the inflow of cheap products, domestic steel industry is faced on downward trend. The change of business paradigms from a quantitative growth to a qualitative product is needed in this steel industry. In this environment, it is very important for domestic steel distribution companies to secure their competitiveness by selecting good supply companies through a efficient procurement strategy and effective method. This study tried to find out the success factors of steel distribution industry based on survey research from experts. Weighted values of each factors were found by using AHP (analytic hierarchy process) analysis. The weighted values were applied to DEA(data envelopment analysis) model and eventually the best steel supply company were selected. This paper used 29 domestic steel distribution firms for case example and 5 steps of decision process to select good vendors were suggested. This study used quality, price, delivery and finance as a selection criteria. Using this four criterions, nine variable were suggested. Which were product diversity, base price, discount, payment position, average delivery date, urgency order responsibility and financial condition. These variables were used as a output variable of DEA. Sales and facilities were used as an input variable. Pairwise comparison was conducted using these variables. The weighted value calculated by AHP pairwise comparison were used for DEA analysis. Through the analysis of DEA efficiency process, good DMU (decision making unit) were recommended as a steel supply company. The domestic case example was used to show the effectiveness of this study.

오늘날의 시대는 블랙골드(black gold)시대를 벗어나 이제 블루골드(blue gold)의 시대가 도래되었다고 할 수 있다. 물에 대한 중요성이 증가되는 가운데, 물 산업의 발전을 위한 지원 및 정책이 제시되고 있다. 물 산업은 공공서비스이지만, 불균형한 공급으로 인한 문제점들이 존재하며 이를 해결하기 위해서 공공서비스의 민영화라는 주제와 관련해 가장 민감하고 관심이 집중된 분야라고 할 수 있다. 우리나라도 이러한 물 산업의 민영화에 대한 주제가 언급되면서 현행 수도법에 근간한 민영화 운영방식 중 하나인 전문기관(한국수자원공사)에 의한 민간위탁이라는 방식으로 공공서비스의 효율성을 높이고자 사업을 진행 중에 있다. 따라서 본 연구에서는 지방상수도 민간위탁 운영을 실행 중인 18개 지역의 위탁사업소들을 대상으로, 2012년부터 2014년까지의 데이터를 바탕으로 하여 민간위탁운영에 대한 효율성 및 생산성 분석을 실시하고자 한다. 본 연구의 효율성 분석결과, 3개년 동안 18개의 위탁기관 중 10개 기관이 효율적인 기관으로 나타났으며 생산성 변화에 대한 분석을 실시한 결과, 1기(2012-2013년)에서 2기(2013-2014년)로 넘어가는 동안 생산성이 감소된 것을 확인할 수 있었다. 이러한 생산성에 영향을 미치는 원인은 누수율과 원수의 유효이용률로 선정하였고 누수율의 경우 생산성에 부(-)의 영향을 미치는 것으로 나타났고 원수의 유효이용률의 경우, 생산성에 정(+)의 영향을 미치는 것으로 나타났다. 따라서 본 연구는 현 수도사업의 문제점을 해결하기 위한 해결책에 대한 효율성과 생산성을 분석하였다는 점에서 기존의 수도사업과 관련된 연구들이 제시하지 못한 시사점을 지니고 있다고 할 수 있다.

This study analyzes a relationship between Data Envelopment Analysis(DEA) efficiency scores and a normalization index in order to examine the validity of DEA models. A normalization index concerned in this study is 'sales per R&D project fund' which is regarded as a crucial R&D project performance evaluation index in practice. For this correlation analysis, three distinct DEA models are selected such as DEA basic model, DEA/AR-I revised model(i.e. DEA basic model with Acceptance Region Type I constraints) and Super-Efficiency(SE) model. Especially, SE model is adopted where efficient R&D projects(i.e. Decision Making Units, DMU's) with DEA efficiency score of unity from DEA basic model can be further differentiated in ranks. Considering the non-normality and outliers, two rank correlation coefficients such as Spearman's ${\rho}_s$ and Kendall's ${\tau}_B$ are investigated in addition to Pearson's ${\gamma}$. With an up-to-date empirical massive dataset of n = 482 R&D projects associated with R&D Loan Program of Korea Information Communication Promotion Fund in the year of 2011, statistically significant (+) correlations are verified between the normalization index and every model's DEA efficiency scores with all three correlation coefficients. Especially, the congruence verified in this empirical analysis can be a useful reference for enhancing the practitioner's acceptability onto DEA efficiency scores as a real-world R&D project performance evaluation index.
