  • A description of SGML(Standard Generalized Markup Language) is given together with a detailed description of WIPO Standard ST.32. The benefits of the use of SGML are highlighted-its system Independence and flexibility in building publication systems and full-text databases. A structure of WIPO Standard ST,32 based patent content is defined by DTD(document type definition) written in ST.32, and full-text itself is described with generalized markup depending on DTD. This article explains how to represent a document structure : a hierarchy structure like a entire document, a specific, sub-document, a paragraph, or non-hirarchy structure like a table drawings, or chemical structures. Merits of SGML In patent document processing are also discussed.

  • This paper describes the design and implementation of a two-tier DBMS for handling massive data and providing faster response time. In the present day, the main requirements of DBMS are figured out using two aspects. The first is handling large amounts of data. And the second is providing fast response time. But in fact, Traditional DBMS cannot fulfill both the requirements. The disk-oriented DBMS can handle massive data but the response time is relatively slower than the memory-resident DBMS. On the other hand, the memory-resident DBMS can provide fast response time but they have original restrictions of database size. In this paper, to meet the requirements of handling large volumes of data and providing fast response time, a two-tier DBMS is proposed. The cold-data which does not require fast response times are managed by disk storage manager, and the hot-data which require fast response time among the large volumes of data are handled by memory storage manager as snapshots. As a result, the proposed system performs significantly better than disk-oriented DBMS with an added advantage to manage massive data at the same time.

  • Using remotely sensed data(MOS-1) and other spatial data such as aerial photos and topographic maps, 10 kind of thematic layers were prepared with Arc/Info system for watershed management of Nam Khane River, northern part of Laos. The characteristics of landuse distribution of some criteria which like village, sub-basin, elevation and slope were clarified by overlaying each layer. Therefore, statistic data including shifting cultivation area were produced from database layer. Through the manipulation of some data of each layer, suitable area for permanent paddy cropping converted from the fallow and shifting cultivation area was extracted.

  • This study considers zone-based registration (ZBR), which is adopted by most mobile cellular networks. In ZBR, a user equipment (UE) registers its location area (or zone) in a network database (DB) whenever it enters a new zone. Even though ZBR is implemented in most networks for a UE to keep only one zone (1ZR), it is also possible for a UE to keep multiple zones. Therefore, a ZBR with two zones (2ZR) is investigated, and some mathematical models for 2ZR are presented. With respect to ZBR with three zones (3ZR), several studies have been reported, but these employed computer simulations owing to the complexity of the cases, and there have been no reports on a mathematical 3ZR model to analyze its performance. In this study, we propose a new mathematical model for 3ZR for the first time, and analyze the performance of 3ZR using this model. The numerical results for various scenarios show that, as the UE frequently enters zones, the proposed 3ZR model outperforms 1ZR and 2ZR. Our results help determine the optimal number of zones that a UE keeps, and minimize the signaling cost for radio channels in mobile cellular networks.

  • In this study, we presented a method to recognize vehicle license plates using CNN techniques. A vehicle plate is normally used for the official identification purposes by the authorities. Most regular Optical Character Recognition (OCR) techniques perform well in recognizing printed characters on documents but cannot make out the registration number on the number plates. Besides, the existing approaches to plate number detection require that the vehicle is stationary and not in motion. To address these challenges to number plate detection we make the following contributions. We create a database of captured vehicle number plate's images and recognize the number plate character using Convolutional Neural Networks. The results of this study can be usefully used in parking management systems and enforcement cameras.

  • Fueled by international efforts towards AI standardization, including those by the European Commission, the United States, and international organizations, this study introduces a AI-driven framework for analyzing advancements in drone technology. Utilizing project data retrieved from the NTIS DB via the "drone" keyword, the framework employs a diverse toolkit of supervised learning methods (Keras MLP, XGboost, LightGBM, and CatBoost) enhanced by BERTopic (natural language analysis tool). This multifaceted approach ensures both comprehensive data quality evaluation and in-depth structural analysis of documents. Furthermore, a 6T-based classification method refines non-applicable data for year-on-year AI analysis, demonstrably improving accuracy as measured by accuracy metric. Utilizing AI's power, including GPT-4, this research unveils year-on-year trends in emerging keywords and employs them to generate detailed summaries, enabling efficient processing of large text datasets and offering an AI analysis system applicable to policy domains. Notably, this study not only advances methodologies aligned with AI Act standards but also lays the groundwork for responsible AI implementation through analysis of government research and development investments.

  • The use of nitrogen fertilizer in intensive agricultural production is of major concern due to its role on agricultural productivity and water quality. Crop production inputs on farm are usually applied at a uniform rate across an entire field. However, actual input requirements often vary within fields. The field variations in yield potential, soil moisture, soil N status, and the efficiency of fertilizer use, uniform application of crop production inputs does not allow optimum efficiency or profitability. This occurs because uniform application often results in areas of over- and under-application which may affect water quality and crop yield. This study used biophysical and economic models to assess the economic feasibility and water quality benefits of site specific nitrogen management for 10 soil types and 35 sample fields in Goodwater Creek watershed located near Centralia, Missouri. Results showed that the economic feasibility and water quality benefits of variable rate application were sensitive to the distribution of soil types within a field. Variable rate(VR) application was not uniformly more profitable than uniform rate(UR) application for the four agricultural systems evaluated and the water quality benefits were insubstantial relative to uniform application of N.

  • Among the approaches to image database management, content-based image retrieval (CBIR) is viewed as having the best support for effective searching and browsing of large digital image libraries. Typical CBIR systems allow a user to provide a query image, from which low-level features are extracted and used to find 'similar' images in a database. However, there exists the semantic gap between human visual perception and low-level representations. An effective methodology for overcoming this semantic gap involves relevance feedback to perform feature re-weighting. Current approaches to feature re-weighting require the number of components for a feature representation to be the same for every image in consideration. Following this assumption, they map each component to an axis in the n-dimensional space, which we call the metric space; likewise the feature representation is stored in a fixed-length vector. However, with the emergence of features that do not have a fixed number of components in their representation, existing feature re-weighting approaches are invalidated. In this paper we propose a feature re-weighting technique that supports features regardless of whether or not they can be mapped into a metric space. Our approach analyses the feature distances calculated between the query image and the images in the database. Two-sided confidence intervals are used with the distances to obtain the information for feature re-weighting. There is no restriction on how the distances are calculated for each feature. This provides freedom for how feature representations are structured, i.e. there is no requirement for features to be represented in fixed-length vectors or metric space. Our experimental results show the effectiveness of our approach and in a comparison with other work, we can see how it outperforms previous work.
