Noise Contour Map Designed from Validation Study of Model for Predicting Aircraft Noise (항공기 소음모델의 정합성 평가를 통한 소음지도 작성)

  • Aircraft noise model such as FAA Integrated Noise Model(INM) has recently been used for forecasting the impact of noise in a residential area near an airport and quantifying the effect of various options for noise mitigation. The noise modeling should be reliable and precise in order to ensure the quality of the results provided. In this study, the validation of the noise levels simulated by the INM against measurement data recorded continuously at multiple monitoring sites was discussed. As a result of validation, the quality of the input data used as a fixed point profiles for the INM was enhanced. The noise contour maps were designed as a way to evaluate the aircraft noise of the vicinity of the airfield. The results of this study indicate that the validation of aircraft noise model by the measurement data would be required for the accurate assessment of the aircraft noise levels.

Association between Efficiency and Quality of Health Care in South Korea Long-term Care Hospitals: Using the Data Envelopment Analysis and Matrix Analysis (요양병원의 효율성과 의료서비스 질의 관련성: 자료포락분석과 매트릭스 분석)

  • Purpose: Objectives of this study were to investigate the association between efficiency and quality of health care in Long-term Care Hospitals (LTCH) and determine related factors that would enable achievement of both high efficiency and high quality at the same time. Methods: Major data sources were the "2012 Korean Assessment of Propriety by Long-term Care Hospitals" obtained from the Health Insurance Review & Assessment Service. Cost variables were supplemented by a National Tax Service accounting document. First, data envelopment analysis was performed by generating efficiency scores for each LTCH. Second, matrix analysis was conducted to ascertain association between efficiency and quality. Lastly, kruskal-wallis and mann-whitney tests were conducted to identify related factors. Results: First, efficiency and quality of care are not in a relationship of trade-offs; thus, LTCH can be confident that high efficiency-high quality can be achieved. Second, LTCH with a large number of beds, longer tenure of medical personnel, and adequate levels of investment were more likely to have improved quality as well as efficiency. Conclusion: It is essential to enforce legal standards appropriate to the facilities, reduce turnover of nursing staff, and invest properly in human resources. These consequences will help LTCH to maintain the balance of high efficiency-high quality in the long-run.

  • Since air pollution has become a global issue to be managed, the Republic of Korea (ROC) is protecting air quality by predicting the air condition before a construction project starts through EnvironmentalImpact Assessment (EIA) and measuring the air condition afterwards the construction project ends through Post-environmental Impact Assessment (PEIA). The aim of this study consists on verifying the predicted and measured concentration data and analyzing their consistency in order to deduce improvement directions. Linear EIA projects which the investigation during operation period have been concluded between years 2017 and 2019 were used. As a result, the following improvement directions were suggested: reduction of EIA air quality standards, strengthen the management of projects with construction duration longer than 5 years, incorporation of first or second quarter (winter or spring) into the investigation period, consideration of construction equipment or conditions for better prediction. The strength of this study is that we arranged and utilized EIA predicted and PEIA measured data to understand the present EIA procedure and made meaningful suggestions through the consistency analysis contributing to air quality maintenance and investigation methodology enhancement.

  • Applicability of LCA in establishing the integrated solid waste management were examined. Data were collected from current waste management system. LCA method was then applied to find environmentally sustainable waste management. The process comprises five steps : (1) collecting data, comparing the data with comprehensive urban planning as well, (2) analyzing the current waste treatment procedure leading to the database establishment, (3) LCA for the waste management system, (4) finding alternative scenarios based on the former steps, (5) establishing the optimum method in Ecopolis, best fitted to the local situation. The results and suggestions in this study are expected to yield comprehensive analysis as to current practices in waste management. More importantly it will be a valuable data in minimizing environmental burdens in connecting with living environments of Ecopolis. Information regarding the urban system and total environmental quality are expected from this study.

  • Now, almost enterprise is applying data analysis method using the information systems on based information technology. The data analysis is focusing on the Quality of the data affecting the decision-making of various companies. This is the result of the data quality is due to the important role in the various parts as well as the effective operation of the enterprise. In this study, we describe about the data quality assessment models that are currently being studied. Based on this, we describe about the adaptive DQnA model being utilized for data quality analysis, and discuss about the quality analysis using this method.

Quality of Same-Day Sputum Smears Microscopy and Presumptive Tuberculosis Patients Drop-out at Health Facilities of Addis Ababa, Ethiopia

  • Background: Same-day sputum microcopy is recommended in areas where sputum smear microscopy external quality assessment (EQA) is effectively implemented and sturdy. In Addis Ababa, the status of EQA and drop-out of same-day sputum smear microcopy has not yet been assessed. The objective of this study was to assess the quality of same-day sputum smear microscopy and diagnostic drop-out of presumptive tuberculosis (TB) patients in health facilities (HFs) across Addis Ababa, Ethiopia. Methods: Amulti-analysis was conducted from September 2016 to July 2017 to determine the status of external quality assessment and diagnostic drop-out of presumptive TB patients registered for same-day sputum smear microscopy. Data was coded and entered in Microsoft Excel, and subsequently transferred and analyzed using SPSS version 20.0. Results: The drop-out of same-day sputum smear microscopy was 209 (6.2%). More than 33% of the specimens collected for purposes of same-day sputum smears were of poor quality. Among the selected HFs for the study: 13 (46.4%) used filter reagents prior to sputum smear staining while 75% of the selected HFs for the study used smear microscopy services interruption in a year. The sensitivity and specificity of the HFs participating in regional quality assessment scheme for the diagnosis of TB was 97.4% and 99.6%, respectively. Conclusion: The diagnostic drop-out of same-day sputum smear microscopy was high in Addis Ababa. Strengthening EQA, competency-based laboratory professionals training on sputum smear microscopy might reduce the reading errors in sputum smear. Awareness creation of the community on the benefits gained from completion of specimen provision for the same-day approach decreases diagnostic drop-out and enhances TB control program.

The New Service Quality Assessment System for Gwangyang Container Port (광양항 컨테이너 부두의 서비스품질 평가체계)

  • The service quality survey for the customers of Gwangyang container port has been done since 2005. It has been difficult to compare annual levels or rival ports because the calculation of weights among service dimensions that is the most important procedure of the assessment systems did not be founded. In particular, the calculation results by the Analytical Hierarchy Process that specializes in estimating the weights were very unstable and not comparable because they were fluctuated annually more than 90% for the specific item. The objective of this study is to support the establishment for new assessment system of service quality with cost- and time-effective tools at Gwangyang port. The confirmatory factor analysis methodology applied to 2007-2009 survey data from the customers of Gwangyang port can estimate ex-post weights to measure annually the stable service quality. The proposed methodology allows us to build the assessment system of more scientific and accurate service quality while reducing the survey items. By this study, a port company can measure accurately the quality of service and improve its competitiveness through being compared to previous periods and leading companies.

A Spatial Multicriteria Analysis Approach to Urban Quality of Life Assessment (공간적 다기준평가 기법을 이용한 도시의 삶의 질 분석)

  • A pixel-based approach to urban quality of life assessment can be regarded as a spatial decision problem under the condition of complexity because it searches the urban space for evidence of hot spots of quality of life based on multiple and differentially weighted evaluation criteria. Such an assessment involves inappropriate scaling of several incommensurate criteria, much unstructured subjectivity in the decision maker's judgment, and the large data handling in a raster GIS environment. There is a need for identifying alternative approaches to tackle the ill-structured problem in urban quality of life assessment. In this context, this research proposes and implements a spatial multicriteria analysis approach to evaluate urban quality of life in a raster GIS environment. The implementation of this methodology is illustrated with a case study of the Atlanta metropolitan area. Results indicate that the proposed methodology may provide an alternative approach for evaluating the quality of life in an urban environment.

The Development of a Performance Evaluation Tool for Health Promotion Programs of Public Health Center (보건소 건강증진사업 성과평가지표 개발 -금연, 운동, 영양, 절주, 고혈압사업을 중심으로-)

  • The ultimate goal of health promotion programs is to improve the quality of life through promoting community health. Since the performance of health promotion programs are greatly affected by the quality of the planning and implementation process of the programs, the proper quality assessment of the program process is very important. According to existing literature, the tool for assessing the quality of the process and implementation as well as the outcome. However, no assessment tool for the quality of the process of health promotion programs has been developed in Korea. The purpose of the study is to develop a quality assessment tool for the process of health promotion programs being conducted at public health centers in Korea. The quality assessment tool developed in the study consists of the following four domains: strategic planning (14 items), program management (11 items), monitoring and evaluation (13 items), and resources and information (15 items). The strategic planning deals with the function of the planning staff and committees, community data analysis, the feasibility of the program, and the approach methods for attaining the goal of the program. The program management includes items on the qualification and power of the program staff. Monitoring and evaluation deals with the planning and education for monitoring, reporting and communication among program units, and feedback after monitoring. Finally, the resource and information covers the planning and activities for obtaining resources and information, community networking, beneficiaries' response, and consulting activity of the staff.

External Quality Assessment Scheme for Biological Monitoring of Occupational Exposure to Toxic Chemicals

  • Objectives: In this study, we summarized the External Quality Assessment Scheme (EQAS) for the biological monitoring of occupational exposure to toxic chemicals which started in 1995 and continued until a $31^{st}$ round robin in the spring of 2010. The program was performed twice per year until 2009, and this was changed to once a year since 2010. The objective of the program is to ensure the reliability of the data related to biological monitoring from analytical laboratories. Methods: One hundred and eighteen laboratories participated in the $31^{st}$ round robin. The program offers 5 items for inorganic analysis: lead in blood, cadmium in blood, manganese in blood, cadmium in urine, and mercury in urine. It also offers 10 items for organic analysis, including hippuric acid, methylhippuric acid, mandelic acid, phenylglyoxylic acid, N-methylformamide, N-methylacetamide, trichloroacetic acid, total trichloro-compounds, trans,trans-muconic acid, and 2,5-hexanedione in urine. Target values were determined by statistical analysis using consensus values. All the data, such as chromatograms and calibration curves, were reviewed by the committee. Results: The proficiency rate was below 70% prior to the first round robin and improved to over 90% for common items, such as PbB and HA, while those for other items still remained in the range of 60-90% and need to be improved up to 90%. Conclusion: The EQAS has taken a primary role in improving the reliability of analytical data. A total quality assurance scheme is suggested, including the validation of technical documentation for the whole analytical procedure.
