A Brief Verification Study on the Normalization and Translation Invariant of Measurement Data for Seaport Efficiency;DEA Approach (항만효율성 측정 자료의 정규성과 변환 불변성 검증소고;DEA접근)

  • The purpose of this paper is to verify the two problems(normalization for the different inputs and outputs data, and translation invariant for the negative data) which will be occurred in measuring the seaport DEA(data envelopment analysis) efficiency. The main result is as follow: Normalization and translation invariant in the BCC model for measuring the seaport efficiency by using 26 Korean seaport data in 1995 with two inputs(berthing capacity, cargo handling capacity) and three outputs(import cargo throughput, export cargo throughput, number of ship calls) was verified. The main policy implication of this paper is that the port management authority should collect the more specific data and publish these data on the inputs and outputs in the seaports with consideration of negative(ex. accident numbers in each seaport) and positive value for analyzing the efficiency by the scholars, because normalization and translation invariant in the data was verified.

Relative Efficiency and Productivity Change of the Korean Non-Life Insurance Firms (국내 손해보험회사의 상대적 효율성 및 생산성 변화)

  • This study measures the relative efficiency and productivity change of the Korean Non-Life Insurance Firms using DEA model and Malmquist Index for 2004-2007. The main results of this study can by summarized as follows. First, in case of efficiency of CCR for 2004-2007, the number of efficient firms(CCR value is one) are one firm, one firm, one firm, one firm respectively. Second, in case of efficiency of BCC for 2004-2007, the number of efficient firms(BCC value is one) are five firms, five firms, six firms, six firms respectively. Third, In case of return to scale for 2004-2007, DRS are five firms, DRS are five firms, DRS are six firms, DRS are six firms respectively, Fourth, Malmquist Index representing productivity change for 2004-2007 are 0.99 in 2004-2005, 1.04 in 2005-2006, 1.06 in 2006-2007.

Productivity Change and Relative Efficiency of Professional Sport Teams (프로구단의 상대적 효율성 및 생산성 변화)

  • This study measured the relative efficiency and productivity change of the Korean professional sport teams using DEA model and Malmquist Index for 2006-2009. The main results of this study can be summarized as follows. First, in case of efficiency of CCR for 2006-2009, the number of efficient professional sport teams(CCR value is one) are two(Daejeon Citizen, Incheon United), three(Daejeon Citizen, Incheon United, FC Seoul), two(Daejeon Citizen, Incheon United), three(Kyungnam FC, Incheon United, FC Seoul) respectively. Second, Malmquist Index representing productivity change for 2006-2009 are 1.035, 0.9658, 1.5331 for Kyungnam FC, 1.2514, 0.8948, 0.9056 for Daegu FC, 1.1768, 0.8620, 0.9722 for Daejeon Citizen, 0.9368, 1.2609, 0.7714 for Incheon United, 1.0000, 1.0000, 1.0000 for FC Seoul, respectively. This result will be used by inefficient professional sport teams to improve inefficiency.

A Study on Bus Arrival Information for BIS (버스도착시간 정보에 대한 연구)

  • BIS(Bus arrival Information System) is a system that informs Passengers waiting at bus stops of the bus arrival time of next buses. However, when operating this system, it is not exactly known what type of bus arrival information should be provided. The purpose of this paper is to develop a model of the optimal bus arrival time to be informed for BIS. Analyzing Efficiency in the Seoul's Urban Bus Industry Using Data Envelopment Analysis. Two basic types of bus arrival information can be considered. One is Bus Locations : Where next buses are located and under what situation they are, such as the next bus departed from the previous stop, The other is Expected Arrival Time. Time to the arrivals of next buses. Characteristics of these two types of bus arrival time information provided for passengers waiting at bus stops for BIS are examined. The waiting time of passengers at bus stops is derived as a function of the bus arrival time to be informed. Some basic principles about the optimal bus arrival time to be informed are found. Finally, a case study assuming several simplifications is performed. One of the key findings is that there exists optimal arrival time to be informed other than the average arrival time. The optimal arrival time to be informed should be closer to the average arrival time for small and very large standard deviations and be earlier for certain amounts of standard deviations.

  • Purpose: This paper developed the framework for extracting strategies of research and business development (R&BD) based on the data envelopment analysis(DEA). Methods: DEA has been widely utilized in evaluating R&D efficiency. Even though, technology transfer and commercialization has been regarded as the important factors for practical R&D efficiency evaluation, most research have evaluated R&D efficiency by just using the DEA outputs such as the number of patents and papers. The technology transfer, commercialization and relations among costs and generated technology and commercialization are needed to be considered for more practical R&D efficiency evaluation. Thus, this research addressed a method on how to incorporate the commercialization factors into the R&DB efficiency evaluation, and improve the efficiency strategically in terms of R&D and B&D. To achieve this, this research utilized a two-stage network DEA model for R&BD efficiency evaluation. Results: The proposed framework was applied to the 15 public research institutes and the 34 universities for validation. R&BD efficiency for the 15 public research institutes and the 34 universities was evaluated, and the differentiated improvement strategies for the inefficient DMUs to improve their efficient were proposed. Conclusion: The R&BD efficiency would be effectively analyzed based on two-stage network DEA. It would be utilized for the effective strategy planning for cultivating R&BD.

Regional Total Factor Energy Efficiency and its Determinants of the Korean Manufacturing Sector (우리나라 16개 시·도의 제조업부문 총요소 에너지 효율성 및 결정요인 분석)

  • This paper analyzed 16 regional total factor energy efficiency (TFEE) of the Korean manufacturing sector using data envelopment analysis method for the period of 2005-2013. According to the empirical results, it is necessary to use TFEE as well as partial energy efficiency defined by the ratio of energy usage to output (energy intensity) when we compare energy efficiency. Secondly, TFEE in the Korean manufacturing sector is quite different across 16 regions. For example, Gangwon province should improve energy efficiency by 55% compared to Seoul, Gwangju, Ulsan, and Gyeongbuk which are located on production frontier. Furthermore, the estimation of panel tobit regression model showed that the higher non fossil fuel using, the higher production share of large-sized firms, the lower energy intensity, and the lower capital-labor ratio could have positive effect on TFEE.

A Study on DEA-based Stepwise Benchmarking Target Selection Considering Resource Improvement Preferences (DEA 기반의 자원 개선 선호도를 고려한 단계적 벤치마킹 대상 탐색 연구)

  • Purpose: This study proposed a DEA (Data Envelopment Analysis)-based stepwise benchmarking target selection for inefficient DMU (Decision Making Unit) to improve its efficiency gradually to reach most efficient frontier considering resource (DEA inputs and outputs) improvement preferences. Methods: The proposed method proceeded in two steps. First step evaluates efficiency of DMUs by using DEA, and an evaluated DMU selects benchmarking targets of HCU (Hypothesis Composit Unit) or RU (Real Unit) considering resource improvement preferences. Second step selects stepwise benchmarking targets of the inefficient DMU. To achieve this, this study developed a new DEA model, which can select a benchmarking target of an inefficient DMU in considering inputs or outputs improvement preference, and suggested an algorithm, which can select stepwise benchmarking targets of the inefficient DMU. Results: The proposed method was applied to 34 international ports for validation. In efficiency evaluation, five ports was evaluated as most efficient port, and the remaining 29 ports was evaluated as relative inefficient port. When port 34 was supposed as evaluated DMU, its can select its four stepwise benchmarking targets in assigning the preference weight to inputs (berth length, total area of pier, CFS, number of loading machine) as (0.82, 1.00, 0.41, 0.00). Conclusion: For the validation of the proposed method, it applied to the 34 major ports around the world and selected stepwise benchmarking targets for an inefficient port to improve its efficiency gradually. We can say that the proposed method enables for inefficient DMU to establish more effective and practical benchmarking strategy than the conventional DEA because it considers the resource (inputs or outputs) improvement preference in selecting benchmarking targets gradually.

An Empirical Study of the Determinant Factors of Banking Efficiency of China (중국 은행효율성의 결정요인에 관한 실증적 연구)

  • After entering into the WTO in October, 2001, China started opening her bank industry on a full scale and her financial markets from the end of 2006. It is true that the Chinese commercial banks should make efforts to enhance their operational efficiency for adapting the rapid change of financial environments. In this paper, the efficiency of 4 Chinese state-owned commercial banks and 11 share holding commercial banks has been estimated. Our Tobit model to find out the determinants of these banks' efficiency. The results are as follows: The efficiency of these banks kept being improved from 1999 to 2003. With regard to the relationship between the determinants and the bank efficiency, their capital ratios, ownership structures and government subsidies are significant at the 5% level while the return on asset(ROA) is significant at the 10% level. The relationship between the determinants and the efficiency has showed that the size, capital ratios, ROA and ownership structure showed significantly before the entry to WTO, on the other hand, after WTO their capital ratios are the only factor to determine their efficiencies.

Comparison of Operational Efficiency and Quality Efficiency of Medical Services by Country : Focused on OECD Member Countries (국가별 의료서비스의 운영효율성과 품질효율성 비교: OECD 회원국들을 중심으로)

  • This study analyzed the efficiency of medical services in OECD member countries by dividing it into operational efficiency and quality efficiency. For this purpose, data from 2017-2019 OECD Health Statistics were used. As the analysis method, super efficiency was measured by applying an output-oriented Variable Returns to Scale (VRS) model. As a result of the analysis, Switzerland, Korea, and Italy were included in the high group of operational efficiency, Canada, Greece, Denmark, etc. in the medium group, and Belgium, Germany, and Spain in the low group. Based on quality efficiency, Norway, Switzerland, and Spain are in the high group, and Greece, Denmark, Mexico, etc. are in the medium group, and the Netherlands, Germany, Belgium, etc. were included in the low group. As a result of comparative analysis of efficiency by OECD member countries as of 2018, it was found that Korea's operational efficiency was the most efficient and quality efficiency was inefficient. Korea (0.998) should improve life expectancy by 0.2 (0.2%) and subjective health perception by 44.2 (138.1%) by benchmarking Greece (0.422), Switzerland (0.207), and Spain (0.371) to improve quality efficiency. Unlike most previous studies that focused on operational efficiency, this study measured quality efficiency together and analyzed the efficiency of the medical service industry in each OECD member country. Through this, this study has implications in that it confirmed the international competitiveness of the domestic medical service industry and suggested ways to improve efficiency.

The Relationship Between DEA Model-based Eco-Efficiency and Economic Performance (DEA 모형 기반의 에코효율성과 경제적 성과의 연관성)

  • Growing interest of stakeholders on corporate responsibilities for environment and tightening environmental regulations are highlighting the importance of environmental management more than ever. However, companies' awareness of the importance of environment is still falling behind, and related academic works have not shown consistent conclusions on the relationship between environmental performance and economic performance. One of the reasons is different ways of measuring these two performances. The evaluation scope of economic performance is relatively narrow and the performance can be measured by a unified unit such as price, while the scope of environmental performance is diverse and a wide range of units are used for measuring environmental performances instead of using a single unified unit. Therefore, the results of works can be different depending on the performance indicators selected. In order to resolve this problem, generalized and standardized performance indicators should be developed. In particular, the performance indicators should be able to cover the concepts of both environmental and economic performances because the recent idea of environmental management has expanded to encompass the concept of sustainability. Another reason is that most of the current researches tend to focus on the motive of environmental investments and environmental performance, and do not offer a guideline for an effective implementation strategy for environmental management. For example, a process improvement strategy or a market discrimination strategy can be deployed through comparing the environment competitiveness among the companies in the same or similar industries, so that a virtuous cyclical relationship between environmental and economic performances can be secured. A novel method for measuring eco-efficiency by utilizing Data Envelopment Analysis (DEA), which is able to combine multiple environmental and economic performances, is proposed in this report. Based on the eco-efficiencies, the environmental competitiveness is analyzed and the optimal combination of inputs and outputs are recommended for improving the eco-efficiencies of inefficient firms. Furthermore, the panel analysis is applied to the causal relationship between eco-efficiency and economic performance, and the pooled regression model is used to investigate the relationship between eco-efficiency and economic performance. The four-year eco-efficiencies between 2010 and 2013 of 23 companies are obtained from the DEA analysis; a comparison of efficiencies among 23 companies is carried out in terms of technical efficiency(TE), pure technical efficiency(PTE) and scale efficiency(SE), and then a set of recommendations for optimal combination of inputs and outputs are suggested for the inefficient companies. Furthermore, the experimental results with the panel analysis have demonstrated the causality from eco-efficiency to economic performance. The results of the pooled regression have shown that eco-efficiency positively affect financial perform ances(ROA and ROS) of the companies, as well as firm values(Tobin Q, stock price, and stock returns). This report proposes a novel approach for generating standardized performance indicators obtained from multiple environmental and economic performances, so that it is able to enhance the generality of relevant researches and provide a deep insight into the sustainability of environmental management. Furthermore, using efficiency indicators obtained from the DEA model, the cause of change in eco-efficiency can be investigated and an effective strategy for environmental management can be suggested. Finally, this report can be a motive for environmental management by providing empirical evidence that environmental investments can improve economic performance.
