The ocean is very important to mankind for its infinite value in resource storage and utilization. In shallow coastal waters, landfill as well as pollution damage occurs frequently for the promotion of important public and private projects that are the driving forces of national development. In this case, compensation paid for the loss or damage of fishing rights acquired by the fishing community shall be distributed to each individual of the fishing community in accordance with the appropriate balance. In reality, as fishing communities in different sectors coexist, the voting rights of the general meeting of fishing communities are ignored as a minority, and the demand for the rights is ignored by the majority. Many other industries receive fish compensation, even though they have not suffered much damage. As a result serious conflicts between the individuals of the fishing community have caused social problems. Therefore, similar cases are investigated and analyzed to provide a reasonable solution.
The purpose of this study is fatigue damage assessment for large sized casting parts (hub and mainframe) of the 3MW offshore wind turbine by computer simulation. Hub and mainframe durability assessment is necessary because wind turbine have to guarantee for 20 years. Fatigue life evaluation must be considered all of fatigue load conditions as the components are wind load transmission path. Palmgren-Miner linear damage accumulation hypothesis is applied for fatigue life estimation with stress-life approach. S-N curve for the spheroid graphite cast iron EN-GJS-400-18-LT is derived according to durability guidelines. Reduction factors were applied for survival probability, surface roughness, material quality and partial safety factor according to Germanischer Lloyd rules. To calculate fatigue damage, stress tensors, extracted from the unity load calculation from ANSYS is multiplied with time track of fatigue loads extracted from GH bladed. Damage accumulation is performed with all of fatigue load conditions at each finite element nodes. In this study maximum nodal damage value is under 1.0. casted parts are safe. Objectives : To estimate the value of statistical life (VSL) and health damage cost on theoretical mortality estimates due to environmental pollution. Methods : We assessed the health risk on three environmental problems and eight sub-problems. Willingness to pay (WTP) was elucidated from a questionnaire survey with dichotomous contingent valuation method and VSL (which is the division of WTP by the change of risk reduction) calculated from WTP. Damage costs were estimated by multiplying VSL by the theoretical mortality estimates. Results : VSLs from death caused by air pollution, indoor air pollution and drinking water contamination were about 0.3, 0.5 and 0.3 billion won, respectively. Damage costs of particulate matters ($PM_{10}$) and radon were higher in the sub-problems and were above 100 billion won. Because damage cost depends on theoretical mortality estimate and WTP, its uncertainty is reduced in the estimating process. Conclusion : Health damage cost or risk benefit should be considered as one scientific criterion for decision making in environmental policy.

The damage evaluation method for framed structures using continuous wavelet transform (CWT) is proposed. CWT is applied to the response acceleration of a structure subjected to earthquake load to decompose the response acceleration corresponding to each scale, then the normalized energy value for each scale is calculated. The difference between the normalized energy curvature (NEC) in each node before and after damage indicates a damaged element, which makes it possible to assess the soundness of structural elements. As damage becomes more severe the difference in normalized energy curvature becomes larger. The NEC calculated from the signal corresponding to high scale in CWT analysis is found to be a good index that shows the location and severity of damage.
Objective : In this study, we demonstrate the protective effect on oxidative DNA damage of leaf extracts from Abeliophylli distichi Folium via its antioxidant activity for the establishment of new value for the herbal medicine. Methods : Abeliophylli distichi Folium leaves were extracted with hot-water and ethylacetate (EtOAC). The 1,1-diphenyl-2- picrylhydrazyl (DPPH) radical and hydroxyl scavenging assay and $Fe^{2+}$ chelating assay were performed for antioxidative effect and ${\varphi}$X-174 RF I DNA cleavage assay and intracellular DNA damage assay were used for inhibitory effect of intracellular DNA damage. Results : In DPPH, Hydroxyl radical scavenging activity and $Fe^{2+}$ chelating activity of EtOAC extracts were 94.72%, 62.88%, 41.13%, and hot-water extracts were 88.86%, 56.7%, 37.4% at 200 ${\mu}g/m{\ell}$, respectively. Also, those extracts showed protective effect of DNA damage against the oxidative stress. Conclusion : These results indicated that the leaf extracts of Abeliophylli distichi Folium can be used as a natural antioxidants, which effectively inhibits the oxidative DNA damage.

This paper presents an advanced estimation method for obtaining the probability density functions of a damage parameter for valve leakage detection in a reciprocating pump. The estimation method is based on a comparison of model data which are simulated by using a mathematical model, and experimental data which are measured on the inside and outside of the reciprocating pump in operation. The mathematical model, which is simplified and extended on the basis of previous models, describes not only the normal state of the pump, but also its abnormal state caused by valve leakage. The pressure in the cylinder is expressed as a function of the crankshaft angle, and an additional volume flow rate due to the valve leakage is quantified by a damage parameter in the mathematical model. The change in the cylinder pressure profiles due to the suction valve leakage is noticeable in the compression and expansion modes of the pump. The damage parameter value over 300 cycles is calculated in two ways, considering advance or delay in the opening and closing angles of the discharge valves. The probability density functions of the damage parameter are compared for diagnosis and prognosis on the basis of the probabilistic features of valve leakage.

The strategy for the management of earthquakes is shifting from post recovery to prevention; therefore, seismic performance management requires quantitative predictions of damage and the establishment of strategies for initial responses to earthquakes. Currently, seismic performance evaluation for seismic management in Korea consists of two stages: preliminary evaluation and detailed evaluation. Also, the priority of seismic performance management is determined in accordance with the preliminary evaluation. As a deterministic method, preliminary evaluation quantifies the physical condition and socio-economic importance of a facility by various predetermined indices, and the priority is decided by the relative value of the indices; however, with the deterministic method it is difficult to consider any uncertainty related to the return-year, epicenter, and propagation of seismic energy. Also this method cannot support tasks such as quantitative socio-economic damage and the provision of data for initial responses to earthquakes. Moreover, indirect damage is often greater than direct damage; therefore, a method to quantify damage is needed to enhance accuracy. In this paper, a Seismic Risk Assessment is used to quantify the cost of damage of road facilities in Pohang city and to support decision making.

Evaluating the quantitative damage to rocks through acoustic emission (AE) has become a research focus. Most studies mainly used one or two AE parameters to evaluate the degree of damage, but several AE parameters have been rarely used. In this study, several data-driven models were employed to reflect the combined features of AE parameters. Through uniaxial compression tests, we obtained mechanical and AE-signal data for five granite specimens. The maximum amplitude, hits, counts, rise time, absolute energy, and initiation frequency expressed as the cumulative value were selected as input parameters. The result showed that gradient boosting (GB) was the best model among the support vector regression methods. When GB was applied to the testing data, the root-mean-square error and R between the predicted and actual values were 0.96 and 0.077, respectively. A parameter analysis was performed to capture the parameter significance. The result showed that cumulative absolute energy was the main parameter for damage prediction. Thus, AE has practical applicability in predicting rock damage without conducting mechanical tests. Based on the results, this study will be useful for monitoring the near-field rock mass of nuclear waste repository.

In this paper, a new algorithm is proposed to estimate the damage size by combining the reflected area with the reflected position and extracting contours in proportion to the maximum value of pixels from the visible image. The cumulative summation feature vector algorithm is used to obtain the area of the reflected signal. To get the position of the reflected signal, the signal correlation algorithm is used to decompose the reflected signal from the damage. The proposed algorithm is tested and validated for composite panels. Repetitive experiments are performed and it is confirm that the proposed algorithm is reproducible. Further, it is verified that the damage size can be estimated appropriately by the proposed algorithm.
Nondestructive evaluation (NDE) is an important task of civil engineering structure monitoring and inspection, but minor damage such as small cracks in local structure is difficult to observe. If cracks continued expansion may cause partial or even overall damage to the structure. Therefore, monitoring and detecting the structure in the early stage of crack propagation is important. The crack detection technology based on machine vision has been widely studied, but there are still some problems such as bad recognition effect for small cracks. In this paper, we proposed a deep learning method based on sweep signals to evaluate concrete surface crack with a width less than 1 mm. Two convolutional neural networks (CNNs) are used to analyze the one-dimensional (1D) frequency sweep signal and the two-dimensional (2D) time-frequency image, respectively, and the probability value of average damage (ADPV) is proposed to evaluate the minor damage of structural. Finally, we use the standard deviation of energy ratio change (ERVSD) and infrared thermography (IRT) to compare with ADPV to verify the effectiveness of the method proposed in this paper. The experiment results show that the method proposed in this paper can effectively predict whether the concrete surface is damaged and the severity of damage.
