This study provides a methodology for development of the Seismic Damage Evaluation System (SDES) in Korea. Major systems and status of database related to road networks in Korea are investigated to analyze the usability of the required information for developing the SDES. In this study, the SDES is composed of four components that are the road network component, the ground motion component, the fragile structure component, and the cost component. In addition, the procedures for the construction of database which support the SDES is proposed, and a prototype of the SDES for expressway of Korea is developed based on the developed methodology. The National Geospatial Information System (NGIS) and the National Earthquake Information System (NEIS) are used to develop the road network component and ground motion component, respectively. For the fragile structure component and the cost component, Highway Bridge Management System (HEMS) was used.
In order to consider the characteristics of nonlinear dynamic responses of seismic isolated bridges reasonably, piers and isolators are modeled as a 2-DOF bilinear system. Then nonlinear time-history earthquake response analysis is accomplished many artificial input ground motions which were generated to reflect the characteristics of earthquakes. Damage probabilities and failure probabilities of each structural elements of the brides are calculated by using Monte-Carlo simulation method. Based on LCC evaluation considering various cost items of direct/indirect damage costs, the optimal design method of seismic isolated bridges is proposed. By using a sensitivity analysis about the design variables and a cost effectiveness evaluation in the viewpoint of LCC, the validity and the adequacy of proposed optimal design method are verified.
It is a frequent occurrence in urban traffic - a low-speed collision in which one vehicle hits the back of another. The vehicles often sustain expensive damage. Bumpers can reduce this damage, but only line up so the initial contact in an impact is bumper to bumper. Then the bumpers on the colliding vehicles have to absorb the crash energy, keeping damage away from expensive sheet metal, lights, and other components. In real world accidents, Bumper mismatches in crashes are increasing, and the resulting repair costs from low-speed collisions are escalating. In this study, we investigated the bumper rail height and analyzed their effects on repair cost. Futhermore, Our 16kph front-into-rear crash tests demonstrates bumper mismatch problem.
Ordinary reinforced concrete (RC) and prestressed concrete bridges are two popular and typical types of short- and medium-span bridges that accounts for the vast majority of all existing bridges. The cost of maintaining, repairing or replacing degraded existing RC bridges is immense. Detecting the abnormality of RC bridges at an early stage and taking the protective measures in advance are effective ways to improve maintenance practices and reduce the maintenance cost. This study proposes a systematic method from influence line (IL) identification to damage detection with applications to RC bridges. An IL identification method which integrates the cubic B-spline function with Tikhonov regularization is first proposed based on the vehicle information and the corresponding moving vehicle induced bridge response time history. Subsequently, IL change is defined as a damage index for bridge damage detection, and information fusion technique that synthesizes ILs of multiple locations/sensors is used to improve the efficiency and accuracy of damage localization. Finally, the feasibility of the proposed systematic method is verified through experimental tests on a three-span continuous RC beam. The comparison suggests that the identified ILs can well match with the baseline ILs, and it demonstrates that the proposed IL identification method has a high accuracy and a great potential in engineering applications. Results in this case indicate that deflection ILs are superior than strain ILs for damage detection of RC beams, and the performance of damage localization can be significantly improved with the information fusion of multiple ILs.
This study aims to analyze the cost of climate change damages to laver and sea mustard aquaculture, which are considered to be highly vulnerable to climate change in Korea. For this purpose, the correlation between aquaculture production and climate factors such as water temperature, salinity, air temperature, and precipitation was estimated using a panel regression model. The SSP scenario was applied to predict the changes in production and damage costs due to changes in future climate factors. As a result of the analysis, laver production is predicted to decrease by 18.0-27.2% in 2050 and 20.6-61.6% in 2100, and damage costs are predicted to increase from 29.7-50.8 billion KRW in 2050 to 35.7-116.1 billion KRW in 2100. Sea mustard production is projected to decrease by 24.5-37.2% in 2050 and 24.0-34.5% in 2100, with similar damage costs of 41.1-61.8 billion KRW and 41.1-58.6 billion KRW, respectively. These damage costs are expected to occur in the short term as damage caused by fishery disasters such as high temperatures, and in the long term as a decrease in production due to changes in aquaculture sites. Therefore, measures such as strengthening the forecasting system to prevent high-temperature damage, developing high-temperature-resistant varieties, and relocating fishing grounds in response to changes in aquaculture sites will be necessary.
The paper presents a Life-Cycle Cost-based optimization framework for wind-excited tall buildings equipped with Tuned Mass Dampers (TMDs). The objective is to minimize the Life-Cycle Cost that comprises initial costs of the structure, the control system and costs related to repair, maintenance and downtime over the building's lifetime. The integrated optimization of structural sections and mass ratio of the TMDs is carried out, leading to a set of Pareto optimal solutions. The main advantage of the proposed methodology is that, differently from the traditional optimal design approach, it allows to perform the unified design of both the structure and the control system in a Life Cycle Cost Analysis framework. The procedure quantifies wind-induced losses, related to structural and nonstructural damage, considering the stochastic nature of the loads (wind velocity and direction), the specificity of the structural modeling (e.g., non-shear-type vibration modes and torsional effects) and the presence of the TMDs. Both serviceability and ultimate limit states related to the structure and the TMDs' damage are adopted for the computation of repair costs. The application to a case study tall building allows to demonstrate the efficiency of the procedure for the integrated design of the structure and the control system.
We develop a probability model to evaluate information security investment portfolios. We assume that organizations install portfolios of information security countermeasures to mitigate the damage such as loss of the transaction being processed, damage of hardware and data, etc. A queueing model and Its expected value analysis are used to derive the lost cost of transactions being processed, the replacement cost of hardwares, and the recovery cost of data. The net present value for each portfolio is derived and organizations can select the optimal information security investment portfolio by comparing portfolios.
본 연구는 지진으로 인하여 발생한 건물의 피해액을 보다 객관적으로 예측 평가할 수 있는 ACM(Advanced Component Method) 개발 방법에 관한 것이다. ACM은 지금까지의 재래식 손실 평가방법에 사용된 구조 기술자들의 주관적인 관점과 전문가적 견해에서 탈피하여, 지진의 크기에 따른 구조형식이 각기 다른 건물들의 내진 성글 평가 기술에 바탕을 둔 지진 손실 평가 방법이다. 그 과정을 살펴보면 먼저 선별된 전형적인 건축 구조물에 대하여 비선형 정적 내진 해석인 pushover 해석을 실행하여 그들의 건물 능력도와 각 부재의 비선형 응답을 계산한다. 지진하중은 ADRS(Acceleration-Displacement Response Spectrum)의 응답 가속도와 응답 변위의 형태로 표현하여 이를 건물 능력도와 함께 능력 스펙트럼법(Capacity Spectrum Method) 기법을 이용하여 건물의 내진 성능점을 찾는다. 또한 전체 건물을 주요 구조체인 기둥, 보, 슬래브 등과 비구조체인 비내력 벽판, 외벽 장식용 요소 등을 각각 분리하여 건물 각 부재들의 지진 응답 변위에 따른 피해율을 산출한다. 이들 각 부재들의 피해는 그 부재들의 특성에 따른 적절한 보수보강기법과 그에 따른 비용산정 모델을 이용하여 각 부재의 금전적인 피해액으로 전환한다. 마지막으로 Monte Carlo기법을 이용하여 지금까지 얻은 건물의 응답과 각 부재들의 지진에 따른 피해율, 그리고 그 부재들의 비용산정 모델을 종합하여 전체 건물의 최종의 피해율을 얻는다. 특히, 현존하는 건물에 사용된 재료와 설계 가정 하중의 가변성에 따른 건물 거동에 대한 불확실성 등을 고려하기 위하여 Latin Hypercube 추출 기법을 사용하며, 마지막으로 본 연구의 사례평가를 위하여 과거 일어났던 지진 피해정보와 손실 자료들을 바탕으로 ACM방법과 재래식 방법을 이용한 건물 손실 평가 방법을 비교 분석하였다.

The investigation of the amount of the ecosystem damage on the shoreline due to the NAHODKA oil-spill accident, which occurred in the Sea of Japan, was attempted by using geoinformatics. At first, it was assumed that symbolical vegetation's distribution could be specified in the coast in Ishikawa Pref. where the heavy oil was washed, and surveyed the regional distribution. Then, the presumption result of those environmental capacities was arranged by GIS. In addition, the amount of the ecosystem damage was presumed as cost necessary though a symbolical living thing for the retreat because of the base line by the heavy oil drifting ashore was recovered. By comparing the vegetation line and the surveying data which shows environmental capacity, the retreat areas of the vegetation were 1100-1200 $m^2$. When the amount of damage on the ecosystem of the NAHODKA oil-spill accident was presumed based on the retreat area of this vegetation and the restoration cost, the amount of damage within Shioya beach which 150m in the surveying range became 2 to 2.5 million Yen. Because the extension distance from the Shioya beach to the Katano beach was about 3,500m, the amount of damage became about 46 to 65 million Yen. As a result of calculation for the amount of damage on the ecosystem of the NAHODKA oil-spill accident, it was estimated approximately 1,400 to 2,000 million Yen in the shoreline of Ishikawa Pref., because the total extension of beaches in Ishikawa Pref. is about 110km.
