  • Recently, the probable maximum precipitation (PMP) of dam sites has been greatly increased, compared to that in design, due to a rise in precipitation by abnormal weather, which led to an increase in National interest for dam safety. Therefore, the purpose of this study is to develop a management system of dam safety. The main contents of the first stage($'03{\sim}'04$) of the project consisted of determining the object of management system of dam safety through researched present situation of dam safety management in domestic and reviewing operation for management system of dam safety in abroad. In the second stage($'05{\sim}'06$), the study pursues constructing a basis process of synthetic safety management system through dam safety program and developing a system that can judge dam safety with an improve in reliability of measurement data.

  • Recently, we can see an increasing amount of dam damage or failure due to aging, earthquakes occurrence and unusual changes in weather. For this reason, dam safety is gaining more importance than ever before in terms of disaster management at a national level. Therefore, the government is trying to come up with an array of legal actions to secure consistent dam safety. Other dam management organizations are also taking various institutional and technical measures for the same purpose. In this study, Dam Safety Management System, KDSMS, has developed for consistent and efficient dam safety management. The KDSMS consists of dam and reservoir data, a hydrological information system, a field inspection and data management system, a instrumentation and monitoring system including earthquake monitoring, a field investigation and safety evaluation system, and a collective information system. The KDSMS is a kind of enterprise management system which has been developed to deal with safety management of each field, research center, and headquarter office and their correlation as well as detailed safety information management.

  • The recent Sichuan earthquake(2008) in China and Iwate-Miyazaki earthquake(2008) in Japan give Korea peninsula warning that it is no more safety zone against damage by earthquake events. So, rapid and appropriate countermeasures for dam operation and management against earthquake are needed. In Korea earthquake design standard(MOCT, 1997) has been revised after Kobe earthquake. Installation of seismometer and monitoring of earthquake for special class dams is requlated in dam aseismic design standard(MOCT, 2001). Accelerometer installation project for existing dams has been carrying out by K-water to establish an earthquake network for dam safety. Real-time dam earthquake monitoring network has also been developed to detect an earthquake efficiently and to warn to dam administrators as soon as possible. In this study, dam real-time earthquake monitoring system developed by K-water was introduced and applicability of real earthquake record measured by this system to dam safety management was illustrated.

  • For various historical reasons and some technical reasons, the safety of dams has been controlled by an engineering standards-based approach, which has developed over many years, initially for the design of new dams, but increasingly applied over the past few decades to assess the safety of existing dams. And some countries were asked for risk assessment on existing dam, which included structural, hydraulic safety of dam and social risk. So, Many countries were developed and could be adapted as an additional tool to assist in decision-making for dam safety management.

  • Standard safety management costs can not be applied to each site with same rate, it is very difficult, because it depends on the experience, work method, work kind, work progress schedule, and hazard level of each construction company. Therefore, this study is to find out hazard level of each work kinds through questionnaire and interview and investigate analyze the status which standard safety management costs have been used. Also, this study is to show reasonable rates of standard safety management costs in construction industry and to set up countermeasures against those problem after reviewing its status in korea with in Japan and Europe. The domestic system of standard safety management costs is not considered in the foreign country, while only related subjective items have been investigated and evaluated for this study. This study is to investigate eleven project kinds of domestic system, first, and to investigate eleven items of apartment bldg, office, civil work such as bridge, tunnel, dam, plant etc, secondly. Additionally, three items of gymnasium, railway, particular steel tower are investigated in this study. Also this study is to investigate and analyze performed costs of presently processing worker finished work so that it shows a new reasonable rate against standard safety management costs in construction industry, in order to make basial data and material to be systemized.

  • Dams are important structures for management of water supply for irrigation or drinking, flood control, and electricity generation. In seismic regions, the structural safety of concrete gravity dams is important due to the high potential of life and economic loss if they fail. Therefore, the seismic analysis of existing dams in seismically active regions is crucial for predicting responses of dams to ground motions. In this paper, earthquake response of concrete gravity dams is investigated using the finite element (FE) method. The FE model accounts for dam-water-foundation rock interaction by considering compressible water, flexible foundation effects, and absorptive reservoir bottom materials. Several uncertainties regarding structural attributes of the dam and external actions are considered to obtain the fragility curves of the dam-water-foundation rock system. The structural uncertainties are sampled using the Latin Hypercube Sampling method. The Pine Flat Dam in the Central Valley of Fresno County, California, is selected to demonstrate the methodology for several limit states. The fragility curves for base sliding, and excessive deformation limit states are obtained by performing non-linear time history analyses. Tensile cracking including the complex state of stress that occurs in dams was also considered. Normal, Log-Normal and Weibull distribution types are considered as possible fits for fragility curves. It was found that the effect of the minimum principal stress on tensile strength is insignificant. It is also found that the probability of failure of tensile cracking is higher than that for base sliding of the dam. Furthermore, the loss of reservoir control is unlikely for a moderate earthquake.

  • The wireless sensor network system has the advantage of confirming the behavior of the entire facility by improving the disadvantages of conventional monitoring system. As a result, it is widely proposed as safety diagnosis and measurement of structures, water management systems, and management systems for dam structures. However, there is a lack of research that can evaluate the condition of facilities such as safety at the same time as monitoring. In this study, it is proposed a wireless sensor network system which can evaluate the behavior characteristics of facilities and evaluate the safety status for improving the technical disadvantages on conventional monitoring system. The geotechnical risk factors for the reservoir dam facility were evaluated and the limit values for the risk factors causing the failure of the facility were set. In other words, the system was set up so that the risk factors can be measured and the limit status can be evaluated immediately for each factor. In this study, numerical analysis is carried out for seepage and slope stability analysis using the typical cross section for reservoir dams. The stress-porewater coupling finite difference numerical analysis is performed for establishing the limit displacement for reservoir dam structures. It is developed a system that can estimate the time to reach the critical value by regression analysis using the measured datas.

  • Standard safety management cost system was established in 1988 as a decree Number of 88-13, first time. And then, it has been revised fourteen times, up to now. A lot of practical investigations have been made for the revision but many problems at sites are continued to be put out so that it should be revised. This study is to find out hazard level of each work kinds through questionnaire and interview and investigate analyze the status which standard safety management costs have been used. Also, this study is to show reasonable rates of standard safety management costs in construction industry and to set up countermeasures against those problem after reviewing its status in korea with in Japan and Europe. Budget and actually performed amount of safety management costs in this study are investigated. costs for temporary work which is clarified in Japan is collected in order to compare domestic cost rate with Japanese one related to the total project amount. This study is to investigate eleven project kinds of domestic system, first, and to investigate eleven items of apartment bldg, office, civil work such as bridge, tunnel, dam, plant etc, secondly. • Stable and reliable air traffic service is required for users (aircraft pilot, air traffic controller, airlines and public) through enhancing capability related to airport operation and continuously improving air navigation system. ASMS (air navigation service provider (ANSP) safety maturity survey) is to determine the level of management and safety requirement such as organization, risk, policy, process, training and environment in Air traffic service field. We designed and developed the survey (26 study areas of management part and 23 study areas of safety part) considering global best practices (Eurocontrol and FAA) and customizing domestic circumstances with quantitative level assessment regarding management and safety issue of Air navigation system. The survey enables the performance of Air navigation system to enhance and prevents from occurring accident or incident. Therefore, we provides best information with users as well as high quality Air traffic service.
