의사결정자 지원은 문제 인식, 대안 생성, 최적안 선정 등 협의의 의사결정 지원시스템 (Decision Support System, DSS) 뿐 아니라 의사결정자의 일상업무지원과 의사결정 능력 향상을 위한 교육을 포함한다. 본 논문의 목적은 의사결정자를 지워하기 위한 일종의 광의의 의사결정 지원 시스템인 의사결정자 지원시스템(Decision Maker Support System, DMSS)에 대한 개념적 틀을 제시하는 것이다. DMSS는 전통적인 의사 결정 지원시스템, 업무처리 시스템, 가상교육 시스템 및 이들을 통합 관리하여 특정 의사결정자의 요구에 맞게 구성해 주는 DMSS 관리자를 핵심 요소로 하며 원격의 의사결정자 존재를 생각하여 사용자 인터페이스는 웹 기반을 고려하였다. 특히 DMSS의 하위 시스템의 지식을 통합하기 위해 일원화된 지식베이스를 설계하였다. 그리고 DMSS의 가능성을 보이기 위해 가상 시나리오를 통해 설명하였다.

As mentioned in Part I all groupware products have been categorized into three areas which include cooperation/document management systems(CMS), collaborative writing systems(CWS), and decision-making/meeting system(DMS). This study deals with a comparative analysis of the last two areas, which is added to the first. It turns out that DMS has a higher market share than CWS. However. since effective collaboration requires the functions inherent to these two systems. they should be integrated somehow. The systems' functions that have been implemented in response to design issues have been described. Each group of the functions has been divided into three parts which consist of basic function, quasi-basic function. and others. Such a decision has been made according to the frequency rate of the functions provided in the products. While the basic functions in CWS include collaboraive writing beyond restriction of time and place, group awareness. version control. and others, in DMS realtime collaboration. brainstorming. presentation. various task support. policy formation. document management, multimedia, subgroup communication. topic commenter, categorizer, screen capture and various rile transfer. The basic functions are merged into the integrated functional model which was proposed in Part I. Since the model is so flexible that it can partially include the quasi-functions in addition to the hasic functions. a large number of products may stem from the modification of the functional model.

현재 시행되고 있는 사전환경성검토는 부분 항목별 수치분석이 이루어지고 있어 종합적인 사전환경성검토가 어려운 실정이다. 또한, 수치자료의 활용이 미흡하여 환경성검토 분석결과의 객관성이 저하되고 있고, 평가비용과 시간도 많이 소요되고 있다. 본 연구에서는 8개 사전환경성 검토요소에 대한 지리정보체계의 공간분석기능을 도입하였으며, 개별 요소들의 평가결과를 통한 종합적인 검토를 수행할 수 있도록 사전 환경성검토 GIS 의사결정시스템을 구축하였다. 본 연구에서 개발한 사전환경성 검토 GIS 의사결정시스템과 기 구축된 GIS 데이터를 활용을 통해 환경성 검토에 객관성이 충족 및 시간 비용 절감이 가능하여 사업초기에 도로 노선선정 시 사전환경성 검토에 활용 가능할 것이다. 또한, 본 연구 개발된 시스템을 통하여 수치적이고 시각적인 자료를 활용한 평가로 주민의 합의를 보다 용이하게 이끌어 낼 수 있고, 사업초기에 비용과 시간을 절감하면서 도로건설에 따른 환경성을 검토할 수 있을 것으로 기대된다.

A knowledge-based with production rules is a representation of static knowledge of an expert. On the other hand, a real system such as the stock market is dynamic in nature. Therefore we need a method to reflect the dynamic nature of a system when we make inferences with a knowledge-based system. This paper suggests a strategy of dynamic inference that can be used to take into account the dynamic behavior of decision-making with the knowledge-based system consisted of fuzzy production rules. A degree of match(DM) between actual input information and a condition of a rule is represented by a value [0,1]. Weights of relative importance of attributes in a rule are obtained by the AHP(Analytic Hierarchy Process) method. Then these weights are applied as exponents for the DM, and the DMs in a rule are combined, with the Min operator, into a single DM for the rule. In this way, the importance of attributes of a rule, which can be changed from time to time, can be reflected in an inference with fuzzy production systems.

도로건설에 대한 환경영향평가제도는 대부분의 사업이 타당성조사와 병행하여 실시하지 않고 계획이 확정된 후 사업실시단계에서 주로 오염의 저감방안을 검토하고 있어 입지의 타당성 등 근본적인 친환경적인 개발의 유도에 한계가 있다. 본 연구에서는 9개의 사전환경성 검토요소에 대한 지리정보체계의 공간분석기능을 도입하였으며, 개별 요소들의 평가결과를 통한 종합적인 검토를 수행할 수 있도록 사전 환경성검토 GIS 의사결정시스템을 구축하였다. 본 연구에서 개발한 사전환경성 검토 GIS 의사결정시스템과 기 구축된 GIS 데이터 활용을 통해 환경성 검토에 객관성 충족 및 시간비용 절감이 기대되어 사업초기에 도로 노선선정 시 사전환경성 검토에 활용 가능할 것이다. 또한, 본 연구에서 개발된 시스템을 통하여 수치적이고 시각적인 자료를 활용한 평가로 주민의 합의를 보다 용이하게 이끌어 낼 수 있고, 사업초기에 비용과 시간을 절감하면서 도로건설에 따른 환경성을 검토할 수 있을 것으로 기대된다.
