Evaluation of Operation Efficiency in the Korean RCC/RSC Using Fuzzy-Logic and DEA (퍼지로직과 DEA를 이용한 RCC/RSC별 운영효율성 평가)

  • This paper aims to evaluate the operation efficiency of Korean RCC(Rescue Co-ordination Center)/RSC(Rescue Sub-Center) using DEA(Data Envelopment Analysis). for this evaluation, this paper use the quantitative data for DEA analysis with two inputs and four outputs and a qualitative data analysis with the use of expert assessment. The tool for integrating heterogeneous data is fuzzy logic model to decision support system. In this paper, therefore, RCC/RSC evaluates the priority for operation efficiency. The result are found as order as Inchon, Mokpo, Jeju, Donghae, Busan, Pohang, Yosu, Sokcho, Tongyeong, Ulsan, Taean, Gunsan RSC.

A Study on the Implementation of Global Medical Budget Model for Hospital based on Sustainablity and Efficiency (지속가능성과 효율성을 고려한 병원 총액예산 설계와 배분에 관한 연구)

  • Although there are many positive sides of the current fee-for-service payment schedule, there is a strong necessity to control the rapidly increasing national healthcare expenditure. The global budget is often mentioned as one prominent alternative for solutions. In this article, both microscopic and macroscopic approaches are considered to set the hospital medical expenditure budget. In a macroscopic aspect, the SGR model, which considers the financial limit of the healthcare system, is used to set the next year target budget. In addition, the DEA model is used to measure the inefficiency and cost recognition. In this article, the national medical target expenditure is distributed to an individual hospital based on the level of efficiency. By combining the SGR and DEA, it will be possible to set a real world applicable target medical expenditure budget model.

An Analysis on Efficiency and Influencing Factors of the Quasi-Public Bus Operating System in Busan Metropolitan City Using DEA (DEA를 활용한 부산광역시 준공영제 시내버스 운용 효율성 평가 연구)

  • This paper empirically analyzed the factors of operational efficiency after the quasi-public bus operating system in Busan Metropolitan City. DEA analysis result, for CRS the annual efficiency in 2010 of bus routes that can be transferred to subway lines 1 was the highest. The annual efficiency of bus routes that can be transferred to subway lines 2 shows the largest annual average of 0.923 in 2016 under the CRS average gradually improved over the year. Annual efficiency of subway lines No. 3 and transferable bus routes gradually improved from 2009 to 2015, but declined again in 2016. Among 536 routes for four years on 134 routes per year, 205 routes were found to be inefficient. In order to increase efficiency of the 205 routes, it is suggested that the number of routes should be reduced. In addition, the analysis results on DEA using the Tobit calibration, the most significant factors affecting the operational efficiency index were the time taken, followed by the number of passengers and the number of passengers transferred.

  • Today, disturbance and paralysis of information and communication infrastructure by electronic infringement of national infrastructure is emerging as a threat. Accordingly, the government regularly implements the vulnerability analysis and evaluation system of major information and communication infrastructure to protect the information system and control system of major infrastructure, and invests increased human and material resources every year to efficiently operate it. However, despite the government's efforts, as infringement accidents and attempts targeting national infrastructure continue to occur, the government's resource input to prepare the information protection foundation has little effect on the information protection activity result calculation, making the evaluation system not efficient. The question arises that it is not. Therefore, in this study, we use the DEA model to review the efficient operation of the vulnerability analysis and evaluation system for major information and communications infrastructure, and suggest improvement measures to enhance the level of information protection based on the analyzed results.

  • Conglomerates are strengthening cooperative relations by sharing information and dispatching manpower with each other to improve the overall competitiveness and technology of the group, including affiliates, and to enhance synergy. As a result, we are making every effort to increase the level of information protection of the entire group, but information leakage accidents that bypass affiliates and partner companies continue to occur. In addition, the results of the evaluation of the security management system of affiliates conducted by the parent company and the effectiveness of the actual security level have been raised. In addition, each company has limited resources that can be put into security management, so it is time for an more efficient security management system than ever before. In this study, the efficiency of operating the security management system of affiliates of steel companies is reviewed using the DEA-SBM model, and based on the analysis results, improvement measures to improve the level of security management are suggested.

  • As quality becomes a primary leading factor of organizational success, various management strategies have been introduced to improve quality competitiveness. Quality competitiveness, however, is difficult to measure and numerous organizations are struggling to set realistic improvement objectives. The primary purpose of this research is to propose a systematic approach to help the practitioners develop an improvement plan for their organizational quality competitiveness. This approach employs DEA(Data Envelopment Analysis) to evaluate relative efficiency among companies which make efforts to improve their quality competitiveness. It presents an integer programming model to elicit an optimal improvement plan for meeting a target level. A decision support system is also developed for the managers to plan a sequential improvement plan based on both DEA model and the integer programming model.

Attainment Index-based Relative Evaluation Method for R&D Programs with Heterogeneous Objectives (이질적 목적을 지닌 R&D 사업들을 위한 달성지수 기반의 상대적 평가기법)

  • National R&D programs play an important role in the development of a country in this age of the knowledge economy. Since many numbers of R&D programs compete for limited resources such as national R&D budget, the R&D program evaluation problem is a challenging decision-making problem faced by decision makers that deal with R&D management. In this sense, DEA(Data Envelopment Analysis) has been regarded as one of the most widely accepted methods to measure the relative efficiency of productivity of R&D programs. DEA is a methodology to measure and to evaluate the relative efficiency of a homogeneous set of decision-making units(DMUs) in a process which uses multiple inputs to produce multiple outputs. However, the sample of the R&D programs could consist of two or more naturally occurring subsets, thus exhibiting clear signs of heterogeneity such as different objectives. In such situations, the fairness of DEA is limited, for the nature of the relative efficiency of a DMU is likely to be influenced by its membership in a particular subset of the sample. In this study, we propose a methodology AI-DEA(attainment index DEA) allowing for reflecting decision maker's subjective judgement on difference among different subsets of R&D programs which have heterogeneous objectives. This methodology combines AHP and Delphi in order to decide the attainmnet index of each DMU for each outputs, and apply them to DEA model. We illustrate the proposed approach with a pilot evaluation of 13 programs involving 6 different subsets of Korean National R&D programs and compares the results of the original DEA model and AI-DEA model.

Design of the Benchmark through the Efficiency Analysis of Public Information Services of E-government (전자정부 대국민 정보서비스 효율성 분석을 통한 벤치마킹 설계)

  • The purpose of this paper is to develop an evaluation model for e-government system in Korea which is one of world best practices of e-government systems. We have presented a method to perform an efficiency analysis of each e-government service which in a component of e-government system in Korea and to establish a benchmark target for each e-government service. To do this, the output-oriented DEA(Data Envelopment Analysis) CCR model was performed for the selected 12 e-government public services of Korean e-government system in this paper. As a result of DEA analysis, first the internet civil appeal support service, the employment comprehensive information service, and the company support information service were evaluated as the efficient solutions among the 12 e-government public services. Second the remaining 9 e-government public services were evaluated as the inefficient information services which should be improved in terms of their service levels. Finally the benchmark targets for the inefficient e-government services were suggested to improve those inefficient systems through DEA analysis.

A Study on Personal Information Protection Management Assessment Method by DEA (DEA 모형을 이용한 개인정보보호 관리수준 평가방법에 대한 연구)

  • Recently, with the growing number of services using personal information, government offices' tasks have become more dependent to personal information. Various policies and systems have been made and managed for the safe use of personal information in the circumstances that inevitably require the use of personal information, but the personal information privacy incidents and their scale are on a constant increase. Thus, Korea has been implementing personal information protection management system since 2008 to examine whether public organizations observe the personal information protection act and to how well they manage the personal information, and to improve what is insufficient in the process. However, despite high scores of the outcomes of the system, questions about the effectiveness of the outcomes and about the actual manage level are being raised. Thus, this study seeks to analyze public organizations' activities to protect personal information and the effectiveness of their foundation efforts for them by using the DEA model, and to propose a new model to enhance the effectiveness of the outcomes of personal information protection management system by reflecting them into the outcomes of system, using the derived effectiveness.

Evaluation Model of the Contracting Company's Security Management Using the DEA Model (DEA 모형을 이용한 도급회사 보안관리 평가모델)

  • As Korea's industrial competitiveness and technological prowess increase, collaboration and technical exchanges with contracting companies are increasing. In an environment where cooperation with the contracting company is unavoidable ordering companies are also striving to prevent leakage of technologies through various security systems, policy-making and security checks. However, although the contracting companies were assessed to have a high level of security management the leakage of technical datas are steadily increasing. Issues are being raised about the effectiveness of the security management assessment and the actual security management levels. Therefore, this study suggested a security management system model to improve security management efficiency in the general contract structure. To prove this, analyze the efficiency of 36 contractor companies for the technical datas security management system using the DEA model. The results of the analysis are reflected in the assessment results. Lastly, suggestions for improving the effectiveness of the technical datas security system are proposed.
