E-Learning is a modern main teaching method starting from the concept of remote education. This research is aimed for proposing cyber lecture library system and designing a cyber lecture component that becomes a basis for e-Learning system Cyber lecture library is a storage system of cyber lectures that can supply high quality data to the needed developers. Component consists of 5 categories and those are text voice, image, animation, and flash. By using this system the developers can save the necessary time and effort in education development. This system also helps students. The students can access various lecture data on a given subject and select the best fit for them.

E-Learning standard SCORM has been prepared in the United States to establish the efficient operation and development of e-Learning. The learning object of the current SCORM focuses on easy development and reusability in the professor's side. In this study instead, we present a SCC (Sharable Content Collection) scheme which can provide various studying opportunities to the learners. Constructing an efficient SCC requires improving the SCO (Sharable Content Object), a key ingredient of SCORM, and analyzing the cyber lecture into components. In this way we suggest a method to improve the existing learning objects and present an e-Learning model based on SCC.

This paper has been studied on the prevent of "program reproduce" and "partial modification" in computer programming. The system is made for the improvement for the prevention of prevailing "program reproduce" and "program partial modification", this research will be helpful to the student who is interested in depth study programmer. The research using AST will do the work such as finding errors of program and will evaluate how much each program is similar to each other. The research using AST will show you, on the screen, by using pictures how much each programs are assimilated. This system supports all of technique available in various forms on the areas of cyber education at present, cyber university, lecture on demand, electronic library, etc. It is expected that the new system can be contributed to opening the new chapter of computer education.g the new chapter of computer education.

In this paper, we propose a novel model and authoring method of digital contents which improves the educational effects in the area of cyber educations through Web. Especially we offer a new model of contents authoring for engineering departs using JAVA technology and concept-based branch strategy, making unit-contents separated in accordance with their characteristics and then accessing them at arbitrary instant in the replaying time. In proportion to the proposed model and strategy, the resultant contents might show advanced adaptabilities and interactions for users and the educational effects are really improved. Combining and realizing the proposed conceptual branch method and JAVA applet library with the conventional page-branch or subject-blanch we expect to get a novel basic scenario of engineering cyber contents and the scenario might improve the authoring and educational effects of the contents by applying its good interactive properties and realistic operations.

A public librarian is an occupation, which requires long-term. continuous training and difficult study to acquire and cultivate professional knowledge and skills. It is a necessity to achieve new knowledge, information and skills via appropriate retraining. A training system is the method which gives chances of retraining to public librarians. After examining some of the problems with the existing training system, it is apparent that the direction of training system needs to be decentralized. That is each local branch should be autonomous in terms of new training for librarians. For the method of training system, each autonomous unit would integrate the different theories to apply to the community-at-large and invite practical specialists from the local community to lecture. The training classes would be elective in that the each librarian could choose the classes he/she wants to take and give them credits for that, but the certificate for the class would also go towards completion for the required technical training. Finally, the utilization of cyber-education should be introduced, and the library association's role strengthened, to help public librarians cultivate their specialties.
