A Study on Alternatives of Cyber Psychological Warfare of Republic of Korea (효율적인 국방사이버심리전 수행방안)

  • As a new facet of international security realm in 21C, Information Warfare(IW) has rised new way of warfare and demostrated its efficiency in battelfield. With the rapid development of information technology, indeed, it is difficult to estimate the future of IW. While there are a lot of discussion on the clear concep of IW, it is clear that IW has the factor of psychological warfare, so-called cyber psychological warfare. Considering the security environment of Republic of Korea(ROK), the cyber psychological warfare has the significant importance for national security. While it has to deal with the cyber psychological warfare of North Korea, it also try to cope with the various threaten of international conflicts to protect Korean people and national interest.

A Study on the Necessity of Cybersecurity Legislation and Policies in Response to the Use of EFB by Flight Crew (운항승무원 전자비행정보장치(EFB) 사용에 따른 사이버보안 법률 및 정책 필요성 연구)

  • The use of EFB (Electronic Flight Bag) has expanded, providing convenience to flight crews by minimizing paper usage within aircraft and offering the latest information, operability, and convenience related to aircraft operations. EFBs provide flight-sensitive information such as aircraft performance calculations, airport diagrams, routes, and approach procedures. For these information, EFBs connect to the cyber environment through Wi-Fi or self-contained data communication, allowing access to cloud-based systems for information updates, with administrators uploading the latest information for retrieval. However, in contrast to the evolving aviation technology, there is currently no legislation or security policy in place to maintain the security of EFBs, leaving them exposed to potential cyber threats. Therefore, improvements such as revising relevant laws to address potential cyber threats targeting EFBs and establishing and implementing EFB management systems are necessary. This paper aims to present the necessity for amending laws related to EFB security in response to cyber threats and suggests methods for enhancement.

Cyber Threat and Vulnerability Analysis-based Risk Assessment for Smart Ship

  • The digitization of ship environments has increased the risk of cyberattacks on ships. The smartization and automation of ships are also likely to result in cyber threats. The International Maritime Organization (IMO) has discussed the establishment of regulations at the autonomous level and has revised existing agreements by dividing autonomous ships into four stages, where stages 1 and 2 are for sailors who are boarding ships while stages 3 and 4 are for those not boarding ships. In this study, the level of a smart ship was classified into LEVELs (LVs) 1 to 3 based on the autonomous levels specified by the IMO. Furthermore, a risk assessment for smart ships at various LVs in different risk scenarios was conducted The cyber threats and vulnerabilities of smart ships were analyzed by dividing them into administrative, physical, and technical security; and mitigation measures for each security area were derived. A total of 22 cyber threats were identified for the cyber asset (target system). We inferred that the higher the level of a smart ship, the greater the hyper connectivity and the remote access to operational technology systems; consequently, the greater the attack surface. Therefore, it is necessary to apply mitigation measures using technical security controls in environments with high-level smart ships.

An Efficient Anonymous Authentication Scheme with Secure Communication in Intelligent Vehicular Ad-hoc Networks

  • Vehicular ad-hoc networks (VANETs) have become increasingly significant in intelligent transportation systems, they play a great role in improving traffic safety and efficiency. In the deployment of intelligent VANETs, intelligent vehicles can efficiently exchange important or urgent traffic information and make driving decisions. Meanwhile, secure data communication and vehicle's identity privacy have been highlighted. To cope with these security issues, in this paper, we construct an efficient anonymous authentication scheme with secure communication in intelligent VANETs. Combing the ElGamal encryption technique with a modified Schnorr signature technique, the proposed scheme provides secure anonymous authentication process for encrypted message in the vehicle-to-infrastructure communication model, and achieves identity privacy, forward security, and reply attack resistance simultaneously. Moreover, except the trusted authority (TA), any outside entity cannot trace the real identity of an intelligent vehicle. The proposed scheme is designed on an identity-based system, which can remove the costs of establishing public key infrastructure (PKI) and certificates management. Compared with existing authentication schemes, the proposed scheme is much more practical in intelligent VANETs.

  • As differential computation analysis attack(DCA) which is context of side-channel analysis on white-box cryptography is proposed, masking white-box cryptography based on table encoding has been proposed by Lee et al. to counter DCA. Existing higher-order DCA for the masked white box cryptography did not consider the masking implementation structure based on table encoding, so it is impossible to apply this attack on the countermeasure suggested by Lee et al. In this paper, we propose a new higher-order DCA method that can be applied to the implementation of masking based on table encoding, and prove its effectiveness by finding secret key information of masking white-box cryptography suggested by Lee et al. in practice.

  • Because of the development and spread of artificial intelligence (AI) technology, new security threats and adverse AI functions have emerged as a real problem in the process of diversifying areas of use and introducing AI-based products and services to users. In response, it is necessary to develop new AI-based technologies in the field of information protection and security. This paper reviews topics such as domestic and international trends on false information detection technology, cyber security technology, and trust distribution platform technology, and it establishes the direction of the promotion of technology development. In addition, the development of international trends in ethical AI guidelines to ensure the human-centered ethical validity of AI development processes and final systems in parallel with technology development are analyzed and discussed. ETRI has developed AI policing technology, information protection, and security technologies as well as derived tasks and implementation strategies to prepare ethical AI development guidelines to ensure the reliability of AI based on its capabilities.

AVOIDITALS: Enhanced Cyber-attack Taxonomy in Securing Information Technology Infrastructure

  • An operation of an organization is currently using a digital environment which opens to potential cyber-attacks. These phenomena become worst as the cyberattack landscape is changing rapidly. The impact of cyber-attacks varies depending on the scope of the organization and the value of assets that need to be protected. It is difficult to assess the damage to an organization from cyberattacks due to a lack of understanding of tools, metrics, and knowledge on the type of attacks and their impacts. Hence, this paper aims to identify domains and sub-domains of cyber-attack taxonomy to facilitate the understanding of cyber-attacks. Four phases are carried in this research: identify existing cyber-attack taxonomy, determine and classify domains and sub-domains of cyber-attack, and construct the enhanced cyber-attack taxonomy. The existing cyber-attack taxonomies are analyzed, domains and sub-domains are selected based on the focus and objectives of the research, and the proposed taxonomy named AVOIDITALS Cyber-attack Taxonomy is constructed. AVOIDITALS consists of 8 domains, 105 sub-domains, 142 sub-sub-domains, and 90 other sub-sub-domains that act as a guideline to assist administrators in determining cyber-attacks through cyber-attacks pattern identification that commonly occurred on digital infrastructure and provide the best prevention method to minimize impact. This research can be further developed in line with the emergence of new types and categories of current cyberattacks and the future.

A Study on the Direction of the Formulation of "Safe Country" Laws and Regulations due to the Development of Information Technology (정보사회에 있어서 '안전국가' 법규의 정립방향에 관한 소고)

  • It is no doubt that information technology is the key factor of national safety. Information technology is positively useful for national security such as crime prevention and detection, criminal investigation, disaster management, and national defense. However, it might be a threat to the security as we saw in the examples such as '3.4 DDoS attacks' and 'Nong-hyup Computer Network Failure.' Although the effect that information technology makes upon the national security is immense, the current legal system does not reflect these changes well. National security should be kept during 'prevention-response-recovery' process regardless it is in the online on offline. In addition, public administration for national security should be based on laws. However, the current legal system is lack of legislative basis on cyber and physical disaster, and the laws on the response to disaster might cause confusing. Therefore, this study examines the limitation of the current legal system on national security, and suggests directions for the development of the system based on the new establishment of the legal concept for 'national security'.

Instrumentation Performance Measurement Technique for Evaluating Efficiency of Binary Analysis Tools (바이너리 분석도구 효율성 평가를 위한 Instrumentation 성능 측정기법)

  • Binary instrumentation has been developed for monitoring and debugging executables without their source codes. Previous efforts on the binary instrumentation are mainly focused on its capability and accuracy, but not on efficiency for practical application. In particular, criteria and measurement methodologies for evaluating and comparing the efficiency of binary investigation tools and algorithms do not estimated yet. In this paper, we propose the instrumentation primitives which are a unit functionality and measurement methodology. Through the empirical experiments by adopting the proposed methodology on DynamoRIO and Pin, we show the feasibility of the proposal.
