A Study on the Improvement of Cybersecurity Training System in Nuclear Facilities (원자력 시설 사이버보안 훈련체계 개선 방안 연구)

  • As information processing technology develops with the trend of the times, the possibility of cyber threats to nuclear facilities is increasing. In the 2000s, there was a growing perception that cyberattacks on nuclear facilities were needed, and in fact, a cybersecurity regulatory system for nuclear power plants began to be established to prepare for cyberattacks. In Korea, in order to prepare for cyber threats, in 2013 and 2014, the Act on Protection and Radiation Disaster Prevention, Enforcement Decree, and Enforcement Rules of Nuclear Facilities, etc., and notices related to the Radioactive Disaster Prevention Act were revised. In 2015, domestic nuclear operators prepared information system security regulations for each facility in accordance with the revised laws and received approval from the Nuclear Safety Commission for implementation of information system security regulations divided into seven stages. In 2019, a special inspection for step-by-step implementation was completed, and since 2019, the cybersecurity system of operators has been continuously inspected through regular inspections. In this paper, we present some measures to build improved training to suit the steadily revised inspection of the nuclear facility cybersecurity system to counter cyber threats to the ever-evolving nuclear facilities.

  • The outbreak of COVID-19 had affected almost every part of the world and caused disastrous results, the number of reported COVID-19 cases in past few months have reached to more than 29 million patients in the world globally. This pandemic has adversely affected all the activities of life, ranging from personal life to overall economic development. Due to the current situation, routinely turned to online resources, and people have relied on technology more than they have been before. Since cybercriminals are an opportunist and they utilized this entirely, by targeting the online services for all sectors of life. This fortnight online dependency of the community over the internet opened several easy doors for the cybercriminals. This causes exponential attacks over internet traffic during this epidemic situation. The current Covid-19 pandemic situation appeared at once, and no one was ready to prevail this. However, there is an urgent need to address the current problem in all means. . KSA is among one of the countries most affected by these CA and is a key victim for most cyber-crimes. Therefore, this paper will review the effects of COVID-19 on the cyber-world of KSA in various sectors. We will also shed light on the Saudi efforts to confront these attacks during COVID -19. As a contribution, we have provided a comprehensive framework for mitigating cybersecurity challenges.

  • Recently, unexpected and more advanced cyber medical treat attacks are on the rise. However, in responding to various patterns of cyber medical threat attack, rule-based security methodologies such as physical blocking and replacement of medical devices have the limitations such as lack of the man-power and high cost. As a way to solve the problems, the medical community is also paying attention to artificial intelligence technology that enables security threat detection and prediction by self-learning the past abnormal behaviors. In this study, there has collecting and learning the medical information data from integrated Medical-Information-Systems of the medical center and introduce the research methodology which is to develop the AI-based Net-Working Behavior Adaptive Information data. By doing this study, we will introduce all technological matters of rule-based security programs and discuss strategies to activate artificial intelligence technology in the medical information business with the various restrictions.

The intruder traceback mechanism based on active networks (액티브 네트워크 기반 침입자 역추적 메커니즘)

  • Recently, the patterns of cyber attack through internet have been various and have become more complicated and thus it is difficult to detect a network intruder effectively and to response the intrusion quickly. Therefore, It is almost not possible to chase the real location of a network intruder and to isolate the Intruder from network in UDP based DoS or DDoS attacks spoofing source IP address and in TCP based detour connection attacks. In this paper, we propose active security architecture on active network to correspond to various cyber attacks promptly. Security management framework is designed using active technology, and security control mechanism to chase and isolate a network intruder is implemented. We also test the operation of the active security mechanism implemented on test_bed according to several attack scenarios and analyze the experiment results.

  • Smart grid is a network of computers and power infrastructure that monitor and manage energy usage efficiently. Recently, the smart grid demonstration projects around the world, including the United States, Europe, Japan, and the technology being developed. The protection of the many components of the grid against cyber-threats has always been critical, but the recent Smart grid has been threatened by a variety of cyber and physical attacks. We model and analyze advanced metering infrastructure(AMI) in smart grid. Using attack countermeasure tree(ACT) we show qualitative and probabilistic security analysis of AMI. We implement using SHARPE(Symbolic Hierarchical Automated Reliability and Performance Evaluator) tool and calculate probability, ROA, ROI, Structure Importance, Birnbaum Importance.

  • As Internet of Things (IoT) technology evolves, IoT devices are being utilized in a variety of fields. However, it has become a new surface of cyber attacks and is affecting industries that did not previously consider cyber breaches. After a intrusion occurs, post-processing and damage spread prevention are important, but it is difficult to respond due to the lackof standards and guidelines. Therefore, in order to respond to such incidents, this paper establishes an incident data collection procedure and presents the data that can be collected to improve the intrusion data acquisition method for general IoT devices. In addition, we proved the efficiency and feasibility of the data collection procedure through experiments.

Enhancing Security Gaps in Smart Grid Communication

  • In order to develop smart grid communications infrastructure, a high level of interconnectivity and reliability among its nodes is required. Sensors, advanced metering devices, electrical appliances, and monitoring devices, just to mention a few, will be highly interconnected allowing for the seamless flow of data. Reliability and security in this flow of data between nodes is crucial due to the low latency and cyber-attacks resilience requirements of the Smart Grid. In particular, Artificial Intelligence techniques such as Fuzzy Logic, Bayesian Inference, Neural Networks, and other methods can be employed to enhance the security gaps in conventional IDSs. A distributed FPGA-based network with adaptive and cooperative capabilities can be used to study several security and communication aspects of the smart grid infrastructure both from the attackers and defensive point of view. In this paper, the vital issue of security in the smart grid is discussed, along with a possible approach to achieve this by employing FPGA based Radial Basis Function (RBF) network intrusion.

  • 국가 4차 산업혁명의 성장 동력으로 데이터 경제가 주목받고 있으며, 현(現)산업계는 초연결, 초지능, 초융합 사회로 진보하고 있다. 이와 같은 환경에서는 산업군 간의 경계가 사라지고 전방위적인 상호 유기적인 복합 생태계를 구성하게 된다. 따라서 사이버 보안사고 발생 시 단순 데이터 탈취 정도에 국한되지 않고 안보, 생명, 국가 경제 등에 돌이킬 수 없는 손실을 끼칠 것으로 예상된다. 그러나 현재 사이버 보안의 각종 제도 및 법령 등은 중복·혼재되어 있거나 특정 산업군에 적용하기에는 일부 미흡한 요소도 존재한다. 본 논문에서는 이와 같은 문제점을 개선하고 전방위적인 보안거버넌스를 달성하기 위한 통합 사이버 보안 프레임워크 구축 방안을 제언한다.

  • Moving Target Defense(MTD) is a novel security technology concept in which the IT infrastructure changes its form actively and prevents various types of cyber attacks. Network address moving technology is the field that has been most actively researched in terms of MTD. A number of studies on network address moving published over the last decade have suggested a virtual address-based network address moving technology for efficiency in the implementation. However, virtual address-based network address moving technology has serious vulnerabilities in terms of security and availability. This paper examines the technological characteristics of the existing studies and analyzes their limitations. It suggests security requirements to be considered when designing the network address moving technology through a technological analysis.

A Relay-assisted Secure Handover Mechanism for High-speed Trains

  • Considering that the existing Long Term Evolution is not suitable for the fast and frequent handovers of high-speed trains, this paper proposes a relay-assisted handover mechanism to solve the problems of long handover authentication time and vulnerable to security attacks. It can achieve mutual authentication for train-ground wireless communication, and data transmission is consistent with one-time pad at the same time. The security analysis, efficiency analysis and simulation results show that the proposed mechanism not only realizes the forward security and resists many common attacks, but also effectively reduces the computational overhead of train antenna during the secure handover process. When the running speed of a train is lower than 500km/h, the handover delay is generally lower than 50ms and the handover outage probability is less than 1.8%. When the running speed of a train is 350km/h, the throughput is higher than 16.4mbps in the process of handover. Therefore, the secure handover mechanism can improve the handover performance of high-speed trains.
