  • Internet baking, e-commerce, business processing, etc on smartphone handing could be possible in present days. Ambiguity between cyber and real life has made vulnerability on infrastructure, Gov't Service and National security by cyber terrorism. Especially, Lots of Infrastructure and Gov't Service based on Information Technology were exposed by Cyber terror. Legal system should be improved to keep from these threats. This paper proposed needs of cyber legal system by analyzing proposed cyber related code on Korean National Assembly, issue on Cyber Control Tower, National Cyber Security Industry and Human resource.

  • Cyber attacks on aircraft and aeronautical networks are not much different from cyber attacks commonly found in the ground industry. Air traffic management infrastructure is being transformed into a digital infrastructure to secure air traffic. A wide variety of communication environments, information and communications, navigation, surveillance and inflight entertainment systems are increasingly threatening the threat posed by cyber terrorism threats. The emergence of unmanned aircraft systems also poses an uncontrollable risk with cyber terrorism. We have analyzed cyber security standards and response strategies in developed countries by recognizing the vulnerability of cyber threats to aircraft systems and aviation infrastructure in next generation data network systems. We discussed comprehensive measures for cybersecurity policies to consider in the domestic aviation environment, and discussed the concept of security environment and quick response strategies.

  • Power IT is very important infrastructure in the country. In general, Power IT is disclosed to cyber attacks. To enhance cyber security in Power IT area, first of all, vulnerability in the area should be defined. In this paper, we consider the cyber security vulnerability in Power IT and introduce the vulnerability. Also, we suggest the research areas for enhancing cyber security in Power IT.

  • This study deals with controversial issues surrounding the today′s cyber-taxation and recommends feasible consumption tax system architecture titled Global Electronic Tax Invoice System (GETI). The GETI is an electronic consumption tax architecture to provide "all-in-one" tax and e-payment services through a trusted third party (TTP). GETI is designed to streamline the overall cyber-taxation process and provide simplified and transparent tax invoice services through an authorized np. To ensure information security, GETI incorporates public Key infrastructure (PKI) based digital certificates and other data encryption schemes when calculating, reporting, paying, and auditing tax in the electronic commerce environment. GETI is based on the OECD cyber-taxation agreement that was reached in January 2001, which established the taxation model for B2B and B2C electronic commerce transactions. For the value added tax systems, tax invoice is indispensable to commerce activities, since they provide documentations to prove the validity of commercial transactions. As paper-based tax invoice systems are gradually phased out and are replaced with electronic tax invoice systems, there is an increasing need to develop a reliable, efficient, transparent, and secured cyber-taxation architecture. To design such architecture, several desirable system attributes were considered -- reliability, efficiency, transparency, and security. GETI was developed with these system attributes in mind.

DMRUT-MCDS: Discovery Relationships in the Cyber-Physical Integrated Network

  • In recent years, we have seen a proliferation of mobile-network-enabled smart objects, such as smart-phones and smart-watches, that form a cyber-physical integrated network to connect the cyber and physical worlds through the capabilities of sensing, communicating, and computing. Discovery of the relationship between smart objects is a critical and nontrivial task in cyber-physical integrated network applications. Aiming to find the most stable relationship in the heterogeneous and dynamic cyber-physical network, we propose a distributed and efficient relationship-discovery algorithm, called dynamically maximizing remaining unchanged time with minimum connected dominant set (DMRUT-MCDS) for constructing a backbone with the smallest scale infrastructure. In our proposed algorithm, the impact of the duration of the relationship is considered in order to balance the size and sustain time of the infrastructure. The performance of our algorithm is studied through extensive simulations and the results show that DMRUT-MCDS performs well in different distribution networks.

  • As North Korea has a sufficient ability to attack our society's vulnerable computer network, various large-scale cyber attacks are expected to be tried. North Korea's cyber military strength is known a world-class level. The number of its cyber agents is increasing consistently. Recently North Korea's cyber attack has been made regardless of trick and target. But up to now North Korea's cyber attack is more of an exploration than a real attack. Its purpose was to check how fast Korea found a problem and recovered from it. In future, cyber attack that damages substantially is highly probable. In case of an attack against national infrastructure like traffic, financial and energy services, the extent of the damage will be great beyond imagination. In this paper, characteristics of recent North Korea's cyber attack is addressed in depth and countermeasures such as the enactment of cyber terror prevention law, simulation training enforcement, private and public cooperation system construction, cyber security infrastructure expansion, etc. are proposed.

  • Based on the network infrastructure advanced in the information knowledge society, the structure of computer net work is operated by establishing the composition of network in various forms that have secured the security. In case of computer network of national/public organizations, it is necessary to establish the technical and managerial securit y environment even considering the characteristics of each organization and connected organizations. For this, the im portance of basic researches for cyber training by analyzing the technical/managerial vulnerability and cyber threats based on the classification and map of cyber threats according to the characteristics of each organization is rising. T hus, this study aims to analyze each type of external/internal cyber threats to computer network of national/public o rganizations established based on the dualistic infrastructure network of internet and national information network, a nd also to present the cyber threat framework for drawing the elements of cyber security training, by drawing and analyzing the actual elements of cyber threats through the case-based scenario.

  • As core technologies(IoT, 5G, Cloud, Bigdata, AI etc) leading the Fourth Industrial Revolution promote smart convergence across the national socio-economic infrastructure, the threat of new forms of cyber attacks is increasing and the possibility of massive damage is also increasing. Reflecting this trend, cyber security is expanding from simple information protection to CPS(Cyber Physical System) protection that combines safety and security that implements hyper-connectivity and ultra-reliability. This study introduces the recent evolution of cyber attacks and looks at the next generation cyber security technologies based on the conceptual changes of cyber security technologies such as SOAR(Security Orchestration, Automation and Response) and Zero Trust.

  • Recently, the critical infrastructure is changing from the existing closed environment to an open environment, and it is becoming a new target of cyber-threats by expanding into cyberspace. In addition, due to the development of information and communications technology(ICT), the interdependence among critical infrastructure is increasing. Previous studies ranged from trend investigation and policy discussions to protection, but separate studies on the diagnosis of the current status and appropriateness judgment for efficient policy implementation were not performed. Therefore, this study compares and analyzes three international indicators that measure the level of cyber security in each country in order to build a new index to measure the level of cyber security of critical infrastructure in the USA, Japan, UK, Germany, Norway, and Korea. It is hoped that this study will serve as a basis for expanding Korean influence and building trust among countries in future cyberspace.
