A Study on Defense and Attack Model for Cyber Command Control System based Cyber Kill Chain (사이버 킬체인 기반 사이버 지휘통제체계 방어 및 공격 모델 연구)

  • Cyber Kill Chain is derived from Kill chain of traditional military terms. Kill chain means "a continuous and cyclical process from detection to destruction of military targets requiring destruction, or dividing it into several distinct actions." The kill chain has evolved the existing operational procedures to effectively deal with time-limited emergency targets that require immediate response due to changes in location and increased risk, such as nuclear weapons and missiles. It began with the military concept of incapacitating the attacker's intended purpose by preventing it from functioning at any one stage of the process of reaching it. Thus the basic concept of the cyber kill chain is that the attack performed by a cyber attacker consists of each stage, and the cyber attacker can achieve the attack goal only when each stage is successfully performed, and from a defense point of view, each stage is detailed. It is believed that if a response procedure is prepared and responded, the chain of attacks is broken, and the attack of the attacker can be neutralized or delayed. Also, from the point of view of an attack, if a specific response procedure is prepared at each stage, the chain of attacks can be successful and the target of the attack can be neutralized. The cyber command and control system is a system that is applied to both defense and attack, and should present defensive countermeasures and offensive countermeasures to neutralize the enemy's kill chain during defense, and each step-by-step procedure to neutralize the enemy when attacking. Therefore, thist paper proposed a cyber kill chain model from the perspective of defense and attack of the cyber command and control system, and also researched and presented the threat classification/analysis/prediction framework of the cyber command and control system from the defense aspect

Sharing the Cyber Threat Intelligence on Cyber Crises: The Appropriate Role of the National Intelligence Agency (사이버위기에 대응하기 위한 국가정보기관의 사이버위협정보 공유 역할에 대한 고찰)

  • The role of government is to defend its lands and people from enemies. The range of that defense has now extended into the cyber domain, regarded as the fourth domain of the conventional defense domains (i.e., land, sea, sky, and universe). Traditionally, a government's intelligence power overrides that of its civilians, and government is exclusively responsible for defense. However, it is difficult for government to take the initiative to defend in the cyber domain because civilians already have a greater means for collecting information, which is known as being "intelligence inverse" in the cyber domain. To this end, we first define the intelligence inverse phenomenon and then analyze its main features. Then we investigate foreign countries' efforts to overcome the phenomenon and look at the current domestic situation. Based on these results, we describe the appropriate role of the National Intelligence Agency to handle cyber threats and offer a cyber threat intelligence model to share with civilians to help protect against these threats. Using the proposed model, we propose that the National Intelligence Agency should establish a base system that will respond to cyber threats more effectively.

An APT Attack Scoring Method Using MITRE ATT&CK (MITRE ATT&CK을 이용한 APT 공격 스코어링 방법 연구)

  • We propose an APT attack scoring method as a part of the process for detecting and responding to APT attacks. First, unlike previous work that considered inconsistent and subjective factors determined by cyber security experts in the process of scoring cyber attacks, we identify quantifiable factors from components of MITRE ATT&CK techniques and propose a method of quantifying each identified factor. Then, we propose a method of calculating the score of the unit attack technique from the quantified factors, and the score of the entire APT attack composed of one or more multiple attack techniques. We present the possibility of quantification to determine the threat level and urgency of cyber attacks by applying the proposed scoring method to the APT attack reports, which contains the hundreds of APT attack cases occurred worldwide. Using our work, it will be possible to determine whether actual cyber attacks have occurred in the process of detecting APT attacks, and respond to more urgent and important cyber attacks by estimating the priority of APT attacks.

A Study of Administration of Cyber Range (사이버 레인지 운용 방안 연구)

  • In the whole world the Attack Technologies of cyber warfare in modern society are growing faster and complicated. The frequency of the new attacks is shorter than before day by day. The defense technologies and experts against these attacks are very few. One of answers to solve these problems is the cyber range as a test-bed to prepare the cyber warfare considered by many countries. This paper examines the foreign cases and similar systems, collects and analyzes various attributes for cyber range. Finally it refines them through system engineering processes. In these processes missions and concepts for administration are set with architecture framework. The logical architecture is designed. Based on designed architecture two goals, defense technologies and procurement of experts, are established. And it shows effective and persistent administration of cyber range.

A Model of Artificial Intelligence in Cyber Security of SCADA to Enhance Public Safety in UAE

  • The UAE government has set its sights on creating a smart, electronic-based government system that utilizes AI. The country's collaboration with India aims to bring substantial returns through AI innovation, with a target of over $20 billion in the coming years. To achieve this goal, the UAE launched its AI strategy in 2017, focused on improving performance in key sectors and becoming a leader in AI investment. To ensure public safety as the role of AI in government grows, the country is working on developing integrated cyber security solutions for SCADA systems. A questionnaire-based study was conducted, using the AI IQ Threat Scale to measure the variables in the research model. The sample consisted of 200 individuals from the UAE government, private sector, and academia, and data was collected through online surveys and analyzed using descriptive statistics and structural equation modeling. The results indicate that the AI IQ Threat Scale was effective in measuring the four main attacks and defense applications of AI. Additionally, the study reveals that AI governance and cyber defense have a positive impact on the resilience of AI systems. This study makes a valuable contribution to the UAE government's efforts to remain at the forefront of AI and technology exploitation. The results emphasize the need for appropriate evaluation models to ensure a resilient economy and improved public safety in the face of automation. The findings can inform future AI governance and cyber defense strategies for the UAE and other countries.

  • Recent cyber attacks on South Korea, including hacking and viruses, are increasing significantly. To deal with the cyber invasion of cyber aggression, the Ministry of National Defense defined the necessary procedures for cyber security with guidelines for cyber security. In spite of, based on the analyses the cyber defense operations published, the number of violations are increasing. To address issues stated above, the safety check items should be reviewed and revised. This paper will revisit current safety check items and provide new guidelines to prevent cyber security breaches, which will provide more safe and efficient cyber environment.

  • Instrumentation and control system in nuclear power plant performs protecting, controling and monitoring safety operation of Nuclear Power Plant. As cyber attack to the control equipment of instrumentation and control system can cause reactor shutdown and radiation release, it is required to design the instrumentation and control system considering cyber security in accordance with regulatory guides and industrial standards. In this paper, we proposed a design method of uni-directional communication structure which is required in the design of defense-in-depth model according to regulatory guides and industrial standards and we implemented a communication board with the proposed method. This communication board was tested in various test environments and test items and we concluded it can provide uni-directional communication structure required to design of defense-in-depth model against cyber attack by analyzing the results. The proposed method and implemented communication board were applied in the design of SMART (system-integrated modular advanced reactor) I&C (instrumentation and control) systems.

  • The emergence of a hyper-connected-super-intelligence society, called the era of the Fourth Industrial Revolution, brought about a new change in the security environment. With ICT (Information Communication Technology) convergence and high-tech technologies introduced across the board, the person-centered driving force that moved the real space is replaced by the code-oriented cyberspace, and its dependency is constantly increasing. Paradoxically, however, these technological changes serve as another security vulnerability that threatens our society, and have brought about the justification for building a cyber defense system while simultaneously facing the opportunities and challenges brought by technology. In this study, the theory of self-defense was put forward on the basis of the theoretical basis for actively responding to the increasingly intelligent and mass-evolving cyberattacks, and firstly, the need to enact a cybersecurity law, secondly, and thirdly, the need to develop a response cooperation system with the U.S. and other cyber powers.

  • It is important to establish the environment for cyber warrior training, testing support and effectiveness analysis in order to cope with sharply increasing cyber threat. However, those practices cannot be easily performed in real world and are followed with many constraints. In this paper, we propose a live/virtual M&S-based system for training/testing and constructive M&S-based system for effectiveness analysis to provide an environment similar to real world. These can be utilized to strengthen the capability to carry out cyber war and analyze the impact of cyber threat under the large-scale networks.

  • Ensuring national security in cyberspace is becoming an increasingly important issue, given the growing number of cybercrimes due to adaptation to new security and protection technologies. The purpose of this article is to study the features of counteracting, preventing, and detecting crimes in the virtual space of Ukraine on the example of cases and analysis of the State Center for Cyber Defense and Countering Cyber Threats CERT-UA and the Cyber Police Department of the National Police of Ukraine. The research methodology is based on the method of analysis and study of cases of crime detection in the virtual environment of the State Center for Cyber Defense and Countering Cyber Threats CERT-UA and the Cyber Police Department of the National Police of Ukraine. The results show that the consistent development of the legal framework in 2016-2020 and the development of a cyber-defense strategy for 2021-2025 had a positive impact on the institution-building and detection of cybercrime in Ukraine. Establishing cooperation with developed countries (USA) has helped to combat cybercrime by facilitating investigations by US law enforcement agencies. This means that international experience is effective for developing countries as a way to quickly understand the threats and risks of cybercrime. In Ukraine, the main number of incidents concerns the distribution of malicious software in the public sector. In the private sector, cyber police are largely confronted with the misappropriation of citizens' income through Internet technology. The practical value of this study is to systematize the experience of overcoming cybercrime on the example of cases of crime detection in a virtual environment.
