  • It has become more difficult to correspond an cyber attack quickly as patterns of attack become various and complex. However, current security mechanisms just have passive defense functionalities. In this paper, we propose new network security architecture to respond various cyber attacks rapidly and to chase and isolate the attackers through cooperation between security zones. The proposed architecture makes it possible to deal effectively with cyber attacks such as IP spoofing or DDoS(Distributed Denial of Service), by using active packet technology including a mobile code on active network. Also, it is designed to have more active correspondent than that of existing mechanisms. We implemented these mechanisms in Linux routers and experimented on a testbed to verify realization possibility of attacker response framework using mobile code. The experimentation results are analyzed.

  • According to the development of information system, many information system and application soft-ware are develop. However, cyber attack and incident have more increased to the development of them. To defend from cyber attack and incident, many organizations has run information security systems, such as Intrusion Detection System, Firewall, VPN etc, and employed information Security person till now But they have many difficulty in operating these information security component because of the lack of organizational management and analysis of each role. In this paper, We propose the formal Cause-Effect Model related with the information security system and administrative mission per each security. In this model, we regard information system and information system operator as one information component. It is possible to compose the most suitable information component, such as information system, human resource etc., according to the analysis of Cause-Effect Model in this paper. These analysis and approaching methodology can make effective operation of each limited resource in organization and effective defense mechanism against many malicious cyber attack and incident.

In this paper, we propose new network security architecture to respond various cyber attacks rapidly and to chase and isolate the attackers through cooperation between security zones. The proposed architecture make possible to deal effectively with cyber attacks such as IP spoofing or DDoS(Distributed Denial of Service) using active packet technology including a mobile sensor on active network. • The 5 Game changer means the concepts of the army's operation against the enemy's asymmetric threats so that minimize damage to the public and leads to victory in war in the shortest time. A study of network architecture of Dronebot operation is a key study to carry out integrated operation with integrated C4I system by organically linking several drones battle groups through ICT. The NBC reconnaissance drones can be used instead of vehicles and humans to detect NBC materials and share situations quickly. However, there is still a lack of research on the swarm flight of the NBC reconnaissance drones and the weaknesses of cyber electronic warfare. In this study, we present weaknesses and countermeasures of CBRNs in swarm flight operations and provide a basis for future research.

  • This paper aims to set the priorities for the cybersecurity strategy of Cambodian government. To this end, we built a AHP research model by adopting 4 factors from the ITU national interests model and selecting 7 strategies from best practices of 8 countries leading the cyber security. Using a questionnaire, 19 experts evaluated Cambodia's cybersecurity strategy priorities. The key policy factors were evaluated in the order of homeland defense, economic welfare, value promotion and favorable world order. Their strategic alternatives were identified in the order of legislation, capacity building, and cyber attack prevention for critical infrastructure. This study will contribute to setting the strategic priorities and feasible action plans to strengthen Cambodia's cybersecurity capabilities.

  • This paper presents the network security modeling methodology and simulation using the hierarchical and modular modeling and simulation framework. Recently, Howard and Amoroso developed the cause-effect model of the cyber attack, defense, and consequences, Cohen has been proposed the simplified network security simulation methodology using the cause-effect model, however, it is not clear that it can support more complex network security model and also the model-based cyber attack simulation. To deal with this problem, we have adopted the hierarchical and modular modeling and simulation environment so called the System Entity Structure/Model Base (SES/MB) framework which integrates the dynamic-based formalism of simulation with the symbolic formalism of AI. Several simulation tests performed on sample network system verify the soundness of our method.

  • Industrial control system (ICS) is a computer based system which are typically used in nation-wide critical infra-structure facilities such as electrical, gas, water, wastewater, oil and transportation. In addition, ICS is essentially used in industrial application domain to effectively monitor and control the remotely scattered systems. The highly developed information technology (IT) and related network techniques are continually adapted into domains of industrial control system. However, industrial control system is confronted significant side-effects, which ICS is exposed to prevalent cyber threats typically found in IT environments. Therefore, cyber security vulnerabilities and possibilities of cyber incidents are dramatically increased in industrial control system. The vulnerabilities that may be found in typical ICS are grouped into Policy and Procedure, Platform, and Network categories to assist in determining optimal mitigation strategies. The order of these vulnerabilities does not necessarily reflect any priority in terms of likelihood of occurrence or severity of impact. Firstly, corporate security policy can reduce vulnerabilities by mandating conduct such as password usage and maintenance or requirements for connecting modems to ICS. Secondly, platfom vulnerabilities can be mitigated through various security controls, such as OS and application patching, physical access control, and security software. Thirdly, network vulnerabilities can be eliminated or mitigated through various security controls, such as defense-in-depth network design, encrypting network communication, restricting network traffic flows, and providing physical access control for network components.

  • This Study attempts to compare and analyze on Principle of Change Circumstances under th CISG, PICC and PECL which are covered international commercial contract. In many international commercial contract, time is very important because delays in performance are sanctioned heavily by substantial penalty clauses. When change in circumstances affects contract performance, the contract will often not be suspended or terminated. Therefore, principle of change circumstances is being prepared of fluidity of contract environment and its effect in general. Taking into consideration the problems relating to the renegotiation or adaptation in the cases of radical change of circumstances where the CISG applies, it is suggested that the contracting parties should make clear their intentions, that is, whether they will provide for the possibility of renegotiation where the price of goods has been altered by inserting a hardship clause or for the possibility of mutual discharge from liability in the cases of economic impossibility or hardship by inserting a force majeure clause. Such provision will be desirable especially in situations where there is a long term contract, the price of goods sold tends to fluctuate in the international commerce, or where especially in contracts subjected to arbitration, the parties subject their contract to legal sources or principles of supranational character. Therefore, this study has shown that the hardship provisions in the CISG, PICC and PECL has similarities to each a validity defense and an excuse defense. it was provisions that CISG governs this issue in Article 79, PICC Article 6.2.1, 6.2.2, 6.2.3 and PECL Article 6.111.
