A Conceptual Design of Knowledge-based Real-time Cyber-threat Early Warning System (지식기반 실시간 사이버위협 조기 예.경보시스템)

  • The exponential increase of malicious and criminal activities in cyber space is posing serious threat which could destabilize the foundation of modem information society. In particular, unexpected network paralysis or break-down created by the spread of malicious traffic could cause confusion and disorder in a nationwide scale, and unless effective countermeasures against such unexpected attacks are formulated in time, this could develop into a catastrophic condition. As a result, there has been vigorous effort and search to develop a functional state-level cyber-threat early-warning system however, the efforts have not yielded satisfying results or created plausible alternatives to date, due to the insufficiency of the existing system and technical difficulties. The existing cyber-threat forecasting and early-warning depend on the individual experience and ability of security manager whose decision is based on the limited security data collected from ESM (Enterprise Security Management) and TMS (Threat Management System). Consequently, this could result in a disastrous warning failure against a variety of unknown and unpredictable attacks. It is, therefore, the aim of this research to offer a conceptual design for "Knowledge-based Real-Time Cyber-Threat Early-Warning System" in order to counter increasinf threat of malicious and criminal activities in cyber suace, and promote further academic researches into developing a comprehensive real-time cyber-threat early-warning system to counter a variety of potential present and future cyber-attacks.

  • The followings are required to establish uniform principle of criminal jurisdiction for international cyber crime into customary international law; (1) clear guideline of UN for promoting national practice (2) formation of general practices based on these guidelines (3) these general practices should obtain legal confidence. International society is in close cooperation for investigating and controlling cyber threat. The US FBI has closed down the largest online crime space called 'Darkcode' and prosecuted related hackers based on joint investigation with 19 countries including England, Australia, Canada, Bosnia, Croatia, Israel, and Rumania. More and more people in Korea are raising their voices for joining cyber crime treaty, 'Budapest Treaty.' Budapest Treaty is the first international treaty prosecuting cyber crime by setting out detailed regulations on internet criminal act. Member countries have installed hotline for cyber crime and they act together. Except European countries, America, Canada, and Japan have joined the treaty. In case of Korea, from few years before, it is reviewing joining with Ministry of Foreign affairs, Ministry of Justice and the National Police but haven't made any conclusion. Different from offline crime, cyber crime is planned in advance and happens regardless of border. Therefore, international cooperation based on position of punishing criminals and international standards. Joining of Budapest international cyber crime treaty shall be done as soon as possible for enhancing national competence.

  • Internet service provider is able to collect personal information to prevent the violations of the rights of service providers and customers using internet. But there are still many debates going on between a personal privacy and a regulation. Proxy servers are used in various technical purposes include bypass access. Although the proxy server users are increasing but there are not any proper institutional mechanisms and regulations to protect users. In this study, we discuss the two sides of a proxy service includes its privacy protection function and the cyber-crime threat and propose supplementary measures to mediate between the interests of public and private.

  • It is no doubt that information technology is the key factor of national safety. Information technology is positively useful for national security such as crime prevention and detection, criminal investigation, disaster management, and national defense. However, it might be a threat to the security as we saw in the examples such as '3.4 DDoS attacks' and 'Nong-hyup Computer Network Failure.' Although the effect that information technology makes upon the national security is immense, the current legal system does not reflect these changes well. National security should be kept during 'prevention-response-recovery' process regardless it is in the online on offline. In addition, public administration for national security should be based on laws. However, the current legal system is lack of legislative basis on cyber and physical disaster, and the laws on the response to disaster might cause confusing. Therefore, this study examines the limitation of the current legal system on national security, and suggests directions for the development of the system based on the new establishment of the legal concept for 'national security'.

In particular, unexpected network paralysis or break-down created by the spread of malicious traffic could cause confusion and disorder in a nationwide scale, and unless effective countermeasures against such unexpected attacks are formulated in time, this could develop into a catastrophic condition. In order to solve a same problem, this paper researched early detection techniques for only early warning of cyber threats with separate way the detection due to and existing security equipment from the large network. It researched the cyber example alert system which applies the module of based honeynet from the actual large network and this technique against the malignant traffic how many probably it will be able to dispose effectively from large network.

  • As the 4th industrial revolution has recently become a hot topic, the importance of autonomous vehicles has increased and interest has been increasing worldwide, and accidents involving autonomous vehicles have also occurred. With the development of autonomous vehicles, the possibility of a cyber-hacking threat to the car network is increasing. Various countries, including the US, UK and Germany, have developed guidelines to counter cyber-hacking of autonomous vehicles, In the case of Korea, limited temporary operation of autonomous vehicles is being carried out, but the legal system to be applied in case of accidents caused by vehicle network hacking is insufficient. In this paper, based on the existing legal system, we examine the civil liability caused by the cyber hacking of the autonomous driving car, while we propose a law amendment suited to the characteristics of autonomous driving car and a legal system improvement plan that can give sustainable trust to autonomous driving car.

  • The use of mobile devices offers a variety of services to the individuals and companies. On the other hand, security threats and new mobile security threats that exist in IT infrastructure to build the environment for mobile services are present at the same time. Services such as mobile and vaccine management services, such as MDM (Mobile Device Management) has attracted a great deal of interest in order to minimize the threat of security in mobile environment. These solutions can not protect an application that was developed for the mobile service from the threat of vulnerability of mobile application itself. Under these circumstances, in this paper, we proposed mobile application security checklists based on application security review items in order to prevent security accidents that can occur in a mobile service environment. We collected and analyzed Android applications, we performed a total inspection of the applications for verification of the effectiveness of the check items. And we checked that the check items through a survey of experts suitability was verified.

  • The level of information protection is relatively low, in comparison with the informatisation in this country. The budget for information protection is also quite marginal at 5% of the entire information-related policy budget. The passive information protection practices by companies, which focus more on the aftermaths, lead to repeated expenses for risk management. The responses to the violation of information protection should be changed from the current aftermaths-oriented focus to prevention and early detection of possible violations. We should also realize that the response to a violation of protected information is not a responsibility of an individual but a joint responsibility of the nation and the industry. South Korea has been working towards to building a systematic foundation since 2004 when guidelines were announced regarding the information protection policy and the safety diagnosis. The current level of safety policies cannot provide a perfect protection against actual violation cases in administrative, technological and physical ways. This research evaluates the level of prevention that the current systematic protection policy offers, and discusses its limitation and possible ways for improvement. It also recommends a list effective measures for protection against information violation that companies can employ to maintain the actual target safety level.

The Nuclear Security Summit Achievements, Limitations, and Tasks against Nuclear Terrorism Threat (핵테러리즘 위협에 대한 핵안보정상회의 성과, 한계 및 과제)

  • In April 2009, in the wake of President Obama's Prague speech, the international community held four nuclear sec urity summits from 2010 to 2016 to promote nuclear security and prevent nuclear terrorism. The Nuclear Security S ummit has made significant progress in preventing terrorists from attempting to acquire nuclear weapons or fissile materials, but it still has limitations and problems. To solve this problem, the international community should resume the joint efforts for strengthening bilateral cooperation and multilateral nuclear security regime, and the participating countries should strive to protect their own nuclear materials and fulfill their commitments to secure nuclear facilitie s. Second, the United Nations(UN), the IAEA(International Atomic Energy Agency), International Criminal Police Or ganization(INTERPOL), the Global Initiative to Combat Nuclear Terrorism(GICNT), and the Global Partnership(G P) must continue their missions to promote nuclear security in accordance with the five action plans adopted at the Fourth Nuclear Security Summit. Third, the participating countries should begin discussions on the management and protection of military nuclear materials that could not be covered by the Nuclear Security Summit. Fourth, the intern ational community must strive to strengthen the implementation of the Convention on the Physical Protection of Nuc lear Material(CPPNM) Amendment and International Convention for the Suppression of Acts of Nuclear Terrori sm(ICSANT), prepare for cyber attacks against nuclear facilities, and prevent theft, illegal trading and sabotage invo lving nuclear materials.
