A Study on Detailed Nondisclosure Criteria for the National Assembly: Focused on National Assembly Information Disclosure Regulations (국회 비공개 대상 정보 세부 기준 연구: 「국회정보공개규정」을 중심으로)

  • This study aims to discuss the issues of the detailed criteria of information subject to nondisclosure of the current National Assembly Information Disclosure Regulations and provide alternative strategies for the issues. As a theoretical study, the relevant previous studies were analyzed, the history of the National Assembly Information Disclosure Regulations was summarized, and the legal and institutional concept of the detailed criteria was discussed. Subsequently, the detailed criteria were analyzed in three aspects, namely, composition, operation, and content. For this analysis, opinions were collected by conducting interviews with five experts related to information disclosure at the National Assembly. In conclusion, the study provides alternative strategies, including a comprehensive revision of the National Assembly Information Disclosure Regulations, the necessity of revising detailed criteria, and the formation of a temporary specialized organization for revising detailed criteria.

A Performance Comparison of DSE-MMA and DQE-MMA Adaptive Equalization Algorithm using Dither Signal (Dither 신호를 이용한 DSE-MMA와 DQE-MMA 적응 등화 알고리즘의 성능 비교)

  • This paper compares the equalization performance of the DSE-MMA (Dithered Signed Error-MMA) and DQE-MMA (Dithered Quantized Error-MMA) adaptive equalization algorithm based on the dither signal in order to reduce the intersymbol interference occurs at communication channel. These algorithm was emerged in ordr to reduction of arithmetic operation than current MMA, it makes the independent and identical distribute the quantized error component by performing the 1 or N bit quautizer after adding the dither singal in obtaining the error signal for adapting process. It is possible to improve the robustness performance of adaptive algorithm, but degrade the MSE performance in steady state by dither signal. The paper directly compare the DSE-MMA and DQE-MMA adaptive equalization performance of the same concept of dithering in the same communication channel and signal to noise ratio by computer simulation. As a result of simulation, the DQE-MMA has more better in the every performance index, equalizer output constellation, residual isi, MSE and SER performance, but not in convergence speed.

  • The Internet of Things (IoT) is one of the fastest technologies that are used in various applications and fields. The concept of IoT will not only be limited to the fields of scientific and technical life but will also gradually spread to become an essential part of our daily life and routine. Before, IoT was a complex term unknown to many, but soon it will become something common. IoT is a natural and indispensable routine in which smart devices and sensors are connected wirelessly or wired over the Internet to exchange and process data. With all the benefits and advantages offered by the IoT, it does not face many security and privacy challenges because the current traditional security protocols are not suitable for IoT technologies. In this paper, we presented a comprehensive survey of the latest studies from 2018 to 2021 related to the security of the IoT and the use of machine learning (ML) and deep learning and their applications in addressing security and privacy in the IoT. A description was initially presented, followed by a comprehensive overview of the IoT and its applications and the basic important safety requirements of confidentiality, integrity, and availability and its application in the IoT. Then we reviewed the attacks and challenges facing the IoT. We also focused on ML and its applications in addressing the security problem on the IoT.

  • Korea's rapid urbanization caused problems, such as destruction of the rural environment, loss of traditional culture and dissolution of communities, as the continuous outflow of the population from rural areas, aging and consequent labor shortages and deterioration of the living environment were connected like a vicious cycle. In order to solve the problems of rural areas and overcome their vulnerabilities, the ultimate goal is to find a way to reintroduce the population to the rural areas. In order to be reborn as a space with rural characteristics and pluralistic functions and various potentials in a space under threat of underdevelopment and extinction, the pushing factor from rural areas is improved, and the population inflow factor to the rural areas is improved to enhance rural attractiveness, focusing on creativity among the 4Cs of New Ruralism: Conservation, Cultivation, Community, Creativity. A case study of 'Creative space in rural areas' was studied and considered. In-depth interviews were conducted with four key stakeholders, and the research results were analyzed focusing on the grounded theory method to draw implications from the background of Gurye Natural Dream Park, characteristics that can be viewed as creative spaces, and examples of creative space creation in rural areas. The 'Creative space in rural areas' is a space that can solve the current issues and problems of rural areas. In the case of Gurye Natural Dream Park, the young population of Gurye is increasing through job creation, provision of living and cultural service facilities, and improvement of the education and medical environment. In this study, the existing rural problem-solving process in this process was viewed as creativity in rural areas.

A Study on the Design Development of S.I.(Space Identity) for Culturre and Tourism Market Development: Based on Jecheon Central Market (문화관광형시장 육성을 위한 S.I.(Space identity)개발연구: 제천중앙시장을 중심으로)

  • The purpose of this study is to establish an S.I. (Space Identity) considering the spatial location and cultural specificity of Jecheon Jungang Market, the oldest and largest market in Jecheon with historical characteristics. To this end, we identify the flow of the cultural tourism market, investigate and analyze the current state of Jecheon Central Market, and present a direction based on storytelling for each space. The concept of space design was divided into space, time, people, and culture as coexistence, and merchants, products, and shopping malls share temporality and coexist in one space. Therefore, the facilities for each floor consisted of a gate, information board, lighting, rest area, design bench facility, information center, business compliance line, floor sign, and gate floor sign for each floor. Through this, it is necessary to establish a mid- to long-term development strategy by establishing a step-by-step promotion strategy to predict the economic effect of creating new demand and increasing sales in Jecheon Central Market.

Measures to Secure the Habitability of Temporary Shelter for Shelter in Place in Nuclear Power Plant Accidents (원전 사고지역에서 실내대피를 위한 임시대피시설의 거주성 확보방안)

  • Purpose: This study aims to explore the ways to improve the security of temporary shelters in case of nuclear power plant accidents. Method: In this study, we mainly rely on the case studies on previous nuclear power plant accidents-Chernobyl, Fukushima, and Three Mile Island (TMI) cases. Result: The current radiation emergency response plans for nuclear power plant accidents center around the evacuation procedure. As a result, the concept of "shelter in place" has been understood as a means of assisting resident evacuation. However, based on the case studies, we find that encouraging shelter in place, rather than simply emphasizing evacuation, would help minimize unnecessary casualties, especially in case of the accidents rated greater than or equal to INES 5. To facilitate better shelter in place, we recommend utilize apartments as temporary shelters and suggest some possible improvements to ensure those apartments could be equipped with technologies for high radiation protection. Conclusion: To ensure better shelter in place, we recommend using apartments as temporary shelters, and we seek to supplement the function of apartments by using shielding, positive pressure, and sealing technologies.

Analysis of Usage Behavior and Preference in Senior-Friendly Parks for the Aging Society

  • The Korean society is currently showing a decrease in the child population and a rapid increase in the elderly population due to low birth rates and aging, but the current park system does not reflect the changing population structure. This study aimed to find ways to plan and promote use of senior-friendly parks for the aging society. The results are as follows. First, the elderly mostly gathered in Tapgol Park and Jongmyo Park which were accessible to subways and close to amenities and traditional markets. The elders usually gathered around buffer zones or green spaces set up to protect cultural heritages. Second, many elderly users were observed in Osolgil Silver Park and Sinteuri Park which were renovated with senior-friendly concept. These parks were recognized as places that the elderly people could visit without minding users of other generations because the elderly users were ensured by words such as 'seniors only' or 'senior-friendly'. Third, the importance of the locational conditions for the senior-friendly parks should be mentioned. A senior-friendly park must be located in an urban center to have convenient access to transportation, secure large green spaces, and make elderly users feel at ease with social connectivity when they use the amenities there. Fourth, the survey results showed that elderly people visited parks to exerciseand take a walk (track),by age, older age groups visited the park to socialize with other elders around their age. Fifth, the most desired facilities for constructing senior-friendly parks were fitness equipment, and sports facilities like a trail, track, and gateball field, and in some cases, vegetable gardens and indoor rest area to avoid wind in cold weather.

  • The purpose of this study is to investigate priority of cultural-environmental resource using the Analytic Hierarchy Process. Based on survey of expertise, a series of pairwise comparison judgements is performed to evaluate the relative strength or intensity of impact among the elements in the Hierarchy. This Study are applied three kinds of evaluation criteria and 40 kinds of cultural environmental resource. The results of this study are as follows. First, Traditional culture, landscapes, rural community vitality of Agriculture and Rural culture of environmental resources by establishing the concept of a comprehensive classification scheme are defined by the United Nations Food and Agriculture Organization (FAO) and the Rural Amenity Resources Multifunctionality in Agriculture. Second, Experts was considered important to "Continuity of history (43%),"> "Global importance (37%)"> "Notable characteristic (20%)" the order of the ratings on the importance of culture with rural agricultural and environmental resources. This is deemed the most important part of Continuity of history Third, The importance of the cultural and environmental resources comprehensive evaluation of the results, a strong tradition of building traditional sense or a landscape resource most highly were evaluated. and Vinyl greenhouse and warehouse such as agriculture, the current facilities required the relatively compared to other resources very low importance were evaluated. Resources, the importance of this study is judged to be able to be utilized as basic data in the selection criteria for the evaluation of the agricultural heritage.

Current Perspectives on Emerging CAR-Treg Cell Therapy: Based on Treg Cell Therapy in Clinical Trials and the Recent Approval of CAR-T Cell Therapy (장기이식 거부반응과 자가면역질환 치료제로서의 CAR Treg 세포치료제의 가능성: Treg 세포치료제 임상시험 현황과 CAR T 세포치료제 허가 정보를 바탕으로)

  • Regulatory T cells (Treg) naturally rein in immune attacks, and they can inhibit rejection of transplanted organs and even reverse the progression of autoimmune diseases in mice. The initial safety trials of Treg against graft-versus-host disease (GVHD) provided evidence that the adoptive transfer of Treg is safe and capable of limiting disease progression. Supported by such evidence, numerous clinical trials have been actively investigating the efficacy of Treg targeting autoimmune diseases, type I diabetes, and organ transplant rejection, including kidney and liver. The limited quantity of Treg cells harvested from peripheral blood and subsequent in vitro culture have posed a great challenge to large-scale clinical application of Treg; nevertheless, the concept of CAR (chimeric antigen receptor)-Treg has emerged as a potential resolution to the problem. Recently, two CAR-T therapies, tisagenlecleucel and axicabtagene ciloleucel, were approved by the US FDA for the treatment of refractory or recurrent acute lymhoblastic leukemia. This approval could serve as a guideline for the production protocols for other genetically engineered T cells for clinical use as well. The phase I and II clinical trials of these agents has demonstrated that genetically engineered and antigen-targeting T cells are safe and efficacious in humans. In conclusion, both the promising results of Treg cell therapy from the clinical studies and the recent FDA approval of CAR-T therapies are paving the way for CAR-Treg therapy in clinical use.

Development of Science IoT Network (ScienceLoRa) using Low Power Wide Area Technologies (저전력 장거리 통신기술을 이용한 과학기술 IoT 네트워크 (ScienceLoRa) 개발)

  • The rapid growth of IoT (Internet of Things) owing to the advancement and spread of technologies such as wireless networks, communication modules, sensors, smart terminals, etc. enables the development of new services in diverse public and private sectors. In particular, research on IoT technology and its applications has increased in the field of science. To establish an IoT infrastructure in this field, KREONET launched the wireless IoT network, called ScienceLoRa, based on low power wide area network (LPWAN). ScienceLoRa aims to collect a variety of data from sensors and utilize and analyze the collected data for research in a variety of scientific fields. In this article, the authors present the concept, current status, applications and future plans of ScienceLoRa.
