  • As the Law on the Prevention of Domestic Violence was enacted in Korea, it has become necessary to work on how to intervene effectively in Korean men who batter. The purpose of this study is to establish the framework of the intervention model which is relevant to Korean wife-batterers. In the States, the psychoanalytic model, cognitive-behavioral model, and feminist model are most widely used with men who batter. As yet, the consensus on which model is most effective has not been reached. In this study, each model is reviewed briefly. And then it is suggested that in the light of Korean culture the educational model is more relevant than therapeutic model. Several points are also suggested, which need to be considered when feminist model is used in Korean culture. It is also insisted that the integrated model based on ecological theory is necessary to intervene effectively in such a multi-dimensional problem as domestic violence. For the group intervention, it is suggested to use educational model primarily and to use therapeutic model complementarily. Based on the framework suggested in this study, to develop the specific structure of the program, to implement it, and to test its effectiveness will be the tasks of the future researches.

Data from seven female and seven male single households were collected through in-depth interviews. The major results were as follows. First, a demand for a program that both provides feeling safe and is self-caring came to the fore. Additionally, many respondents wanted to participate in programs with families. Second, the aspects of professional quality, diversity, and systematic management were mentioned as the strengths of programs in the Healthy Families Support Centers. Third, three program models were drawn up, as follows: The first model was a five-part program model like the current program settings of the Healthy Families Center. Those were sharing-caring, education, counselling, family-friendly culture, and community networking. The second model was a program for family relationships. The third was for joining programs with others. For the detailed program, a manual needs to be proposed, and the staff members who handle the programs for single households in the center will need to be retrained.

  • This study aims to explore improvement measures for the linkage system between the police and social welfare agencies in responding to domestic violence and child abuse issues in South Korea by comparing and analyzing the current systems in South Korea, the United States, and the United Kingdom. Despite the legal and institutional foundations for victim protection and perpetrator correction in each country, the effectiveness of actual cooperation faces several limitations. In South Korea, the level of cooperation is insufficient due to the lack of information sharing, role conflicts, and ambiguity of cooperation procedures. The United States and the United Kingdom operate more systematic cooperation programs, showing notable achievements in mental health crisis intervention and domestic violence response. To improve the linkage system in South Korea, this study proposes the following measures: (1) developing a clear cooperation protocol, (2) conducting regular education and training programs, (3) establishing an integrated information system, and (4) strengthening the victim-centered approach. Implementing these measures will contribute to more effective responses to domestic violence and child abuse issues, ultimately leading to a healthier and safer society by reducing social costs through victim protection and perpetrator correction.
