Cultural impact assessment system is a program to improve the quality of people's life by minimizing the negative effects and maximizing the positive effects on the cultural environment when a central government or local governments implement policies or plans. It was introduced in 2013 by Framework Act on the Promotion of Cultural Industries. Now the Ministry of Culture, Sports and Tourism is promoting a pilot project for cultural impact assessment system to reduce trial and error and settle it as a successful system. This study examined previous studies, international case studies, and various cultural impact assessment systems in oder to successfully seated cultural impact assessment systems and proposed ways to improve evaluations regarding objects, index, process, scale of objects, and evaluation agency. For the system to run smoothly in the future, additional researches are needed on the scale of evaluation objects, setting up detailed evaluation index, the composition of evaluation committee and its operation, and the introduction of cultural impact evaluators.

The objective of this study is to prepare a proposal for desired changes in the laws and regulations system of the Environmental Impact Assessment (EIA) about cultural assets preservation. The related Korean regulatory system and literature for EIA have been surveyed and case studies have been analyzed and actual cases where cultural assets protection were of issue have been studied to deduce the problems of those areas. Based on the result of this study, proposed changes are as follows; 1. "Status of cultural Assets" is to be included as common assessment factor for all categories of object projects in "Table 2: Essential Assessment Factors for Individual Project Category" of "Ordinance for Preparation of EIA Statement, etc." 2. "Status of Underground Cultural Assets and Potential Underground Cultural Assets" is to be inserted as a survey factor in "Table 3:Format of and Instruction for Impact Statement". 3. The clause of "-- the survey should be performed on-site and the investigation report should be submitted." is to be inserted in methods of survey in "Table 3". 4. Ground survey of cultural assets should be performed prior to completion of project planning, that is, from the stage of pre-study for site selection. 5. The application of impact abatement from "Methods and Plants for Impacts Abatement" of "Report for Development of EIA Statement Technologies" should be included, with proper modification of timing, in "Ordinance for Preparation of EIA Statement, etc." 6. The expense liability clause in "Cultural Assets Preservation Act" is to be revised as "a certain ratio of expenses for excavation should be borne by the government." 7. Regulatory device for collecting appropriate opinions should be established. It may include Cultural Assets Preservation Committee's hearing to the project owner's opinion. be established. This study aims to analyze various issues and problems in the implementation process of cultural impact assessment in 2016. As a result of the analysis, it is found that the evaluation index of the cultural impact assessment is difficult to understand, and the referring data and materials in the evaluation planning phase in the process of the cultural impact assessment are deficient, and the evaluation planning is based on surveys rather than various methods. And there are some problems with evaluation scales and weighting, and they are focused on the evaluation itself rather than the feedback of the evaluation results. Therefore, this study suggests that, in the evaluation planning phase, the different methods of comparing the evaluation results according to the project execution, the project progress, and the completion time of the project should be adopted, and the project manager and the evaluation group participate developing the evaluation indicators together, and methodology for identifying causal relationship such as system dynamics will be adopted. In the stage of evaluation, it is necessary to introduce various methodology such as diverse residents participation, abundant case study, application of quantitative methodology, and the utilization of expert evaluation teams. In the evaluation feedback stage, it is necessary to provide thorough consulting based on the evaluation results.
The environmental conservation-targeted zoning in urban planning process has been functioned as securing a ecological core in urban green spaces management. Hence, the designation of conservation zones in land use planning is considered as a key task to achieve the sustainability of urban planning. The recently introduced pre-environmental review system for the proposed urban plan, by which the conservative measures for urban ecosystem and landscape are suggested in aspect of environmental impact mitigation, has played an active role in enhancing the environmental performance degraded by wide range of development pressure. This study is aimed at drawing out of objective criteria for designation of environmental conservation zones, which can be applied to urban planning establishment and also to environmental assessment process. To achieve this goal, the study adopted the following methods; pre-study review, analysis of existing official opinion statements released by the Ministry of Environment, contents analysis of related laws, and experts' panel discussions on the finally arranged criteria. The results of this research can be summarized as follows: First, the total criteria of 48 are drown out with categorizing into environment-ecological and socio-cultural sectosr. Second, the environment-ecological part is composed of 33 criteria such as vegetation, animal, geomorphology, watershed, environmental land suitability, and etc. Here, the Degree of Ecological Function, Degree of Environmental Land Suitability, and Vegetation Map are mainly utilized. Third, the 15 socio-cultural criteria relating to the history, social ecology and landscape have such components as forest around relics, Seo-won(school), castle, tomb, landmark, skyline, natural landscape, and etc. Forth, these individual criteria can be applied to designation of each conservation zones among total of 11 conservation areas(or districts).
As the globalization increased, cultural heritage has been widely used as tourist destination. Traditional temples which have valuable cultural resources are important cultural heritages. It was found that most traditional temples which were used as famous tourist destinations lost their intrinsic religious values because of the intensive tourist uses. Sustainable tourism was introduced as an alternative tourism to the conventional one which could cause the destruction of the intrinsic values. Sustainable tourism represents and encompasses a set of principles balancing between visitor satisfaction, economic revitalization of the area, and the conservation of the heritage resources. The purpose of this study was to evaluate the possibility for the sustainable tourism of cultural heritage (traditional temple) by investigating visitors' satisfaction, revisit intention, and awareness on conservation. In order to perform this purpose, Sin-heung-sa was selected as a study site and 339 visitors participated in the questionnaire survey. The study results are summarized into three important findings. First, it was found that the possibility for the sustainable tourism of Sin-heung-sa was high. Vistors' awareness on conservation is high, but visiting satisfaction was medium-high. Specifically, the awareness for heritage transmission was the highest and the awareness for other conservational dimensions such as need for education, conservation for surrounding area, and respect for environmental capacity were also high. Second, visitors' overall and separate satisfactions were not high. Therefore, it was recommended that management strategies are needed to increase the visitor satisfaction because both conservation and visitor satisfaction are essential elements of successful sustainable tourism. The results revealed that visitors' satisfaction could be enhanced by improving safety of the area, providing diverse travel activities and information, and creating unique atmosphere. Third, the revisit intention was evaluated higher than the overall satisfaction, which showed that the attractiveness and competitiveness of Sin-heung-sa was relatively high. Important determinant attributes for revisit intention were analyzed to be good nature(landscape, valley, the fauna and flora) and network with surrounding tourist destinations.
Korea has 30 years of experiences in environmental impact assessment (EIA). Although EIA includes sanitation-public health factor, considering health impacts, among 74 unit projects of 17 sections, health impacts haven't been properly considered or have been ignored in many cases. The increasing awareness on the importance of health impacts has triggered this study to seek an optimal introduction scheme of health impact assessment (HIA). The processes of EIA already include screening, scoping, analysis, impact assessment, consultation, document review, decision making and monitoring, in which they would be the essential parts of HIA. In this context, integrating HIA into the existing EIA process could be the most effective way to use the benefits in both legal and procedural processes existed and to avoid the confusion and overlapping since the close relationships between environment and health impacts might be. Furthermore, it is desirable that the existing sanitation-public health factor should be substituted by and extended to environment-health factor with sufficient determinants to properly consider health impacts. When considering the first step of HIA, the prospective and qualitative approach is suitable more than the retrospective and quantitative one due to the lack of database accumulated. Similarly, an approach based on epidemiology and toxicology could analyze the limited evidences and impacts related to human disease, whereas one based on socio-science and psychology could provide the effective means available for predicting how the people and community will act by the change of surroundings. Checklist approach with various and comprehensive health determinants focused on prospective and qualitative methods will be very useful for more convenient and progressive dissemination of HIA. Various checklist approaches of toolkits could be found from HIA documents elsewhere, for example Westminster Toolkit, and they would be helpful to figure out how to develop common procedures and health determinants for checklist, in which the unique characteristics on korean cultural and political context compared to abroad should be carefully considered since checklist would be the most basic and essential part of HIA. After the establishment of checklist and procedural processes, the pilot projects should be conducted. Main purpose of pilot projects is to apparently prove the effectiveness and profitability of HIA. Pilot projects should be implemented to decide the effectiveness and suitability of HIA for future projects, programs and policies, and should be provided as the positive cases that can be achieved through the proper implementation and progress.

The aim of this study was to assess the social impact of the cultural programs of the children's libraries in Korea and further present the libraries'social value. To this end, we have conducted a survey on 511 elementary school students to assess the social impact of the children libraries'cultural programs. As a consequence, we have ascertained the children's expressiveness / creativity within their personal realms, self-esteem, pleasure / joy / happiness as well as their attitude towards cultural arts and changes in the cultural and artistic experiences further to growth in friendship as a matter of social interaction, generation and strengthening of local communities, sense of affiliation with local community / identify, and local community participation, among the manifestations of the social impact concerned. Based on this, children's libraries can be regarded as an important social capital of the community in the following aspects. Children's libraries enhance the quality of life and children's interaction skills. It also make them feel attached to the local community. Children's libraries maintain local communities, contribute to the creation and strengthening of local communities, and encourage participation in local activities.
This paper proposes the planning and design of the Eco-village centering around Chindo-ri, Muju-kun. The Eco-village project has three basic objects the Eco-village residents' lives adapting to ecological principles such as regeneration and circulation, life agricultural techniques based on organic cycle, and residents' harmonious lives with the surrounding nature. For constructing of the Eco-village, first, the subject area was analyzed in terms of the natural and cultural environment and then, on this analytic ground the concrete concept and the specific plan were set up. The following details also should be considered: the scale of the residential household, the population, the space arrangement of the village, the material cycling structure, the waste treatment, the purification of the sewage, the energy supply, the landscape architecture, the production activity, the conservation of the ecosystem and so on.
The Korean government adopted the integrated stream water management policy recently with growing perception that natural disasters and pollution in Korea have been due not only to such human factors as urbanization and industrialization, but also to the policy of functionally separated management of irrigation, flood control and ecological management. Contrary to its good intention, research result shows that it is not realistic to expect that this new integrated policy in Korea will work well. In order to be an effective policy and program evaluation, this paper suggests that evaluation indicator on related programs and projects should be made through bottom-up process. For example, environmental benefit should be taken into account rather than just economic benefit, and cultural and social characteristics in the project region should be also considered seriously.
Building a dam that is not considering the environmental impact and human social impact can cause the loss of entire ecospheres such as fragmentary green network, disturbance of plants ecosystem, the destruction of social and cultural indigenous resources, therefore, it can occur the environment change and distortion of ecosystem. The purpose of this study is that presenting the methods of ecosystem maintenance and ecosystem damage compensation about for environmentally direct impact i.e. the ecosystem change in the intended place for building a dam. According to the planning progress, the study was proceeded to planning site examine, assessment, conception plan. As the results of examine and assessment, it must be necessary to offered the maintenance and damage compensation if the site where include the 1st degree of biotope area, the 2nd degree of biotope and the 8th degree of green naturality area were damaged by being submerged and constructing road. In addition, according to the conception plan, we suggest the mitigation proposals such as plant communities transplant, planning of connecting green network against for influencing direct impact ecosystem that is destroying plant communities, damaging inhabitants, noise pollution, water pollution, etc.
