Review on the Implementation Process and Achievement of ICH Safeguarding System (무형문화재 보호제도의 이행과정과 그 성과에 관한 검토)

  • The Safeguarding of Intangible Cultural Heritage in Korea has begun since1962 when the Cultural Properties Protection Act was established. Korean ICH Safeguarding system is initially derived from Cultural Properties Protection Act in Japan. Japan has started Important ICH Designation System in 1954 to concede the skills and artistic talents holders, thus it could implement the multilateral system management for adopting different ICH protection systems such as Important Intangible Folklore Properties, Selection and Preservation Techniques, and Documenting Records. However, Korea has solely adopted Important ICH Designation System since Cultural Properties Protection Act was introduced. Korean ICH Safeguarding System represented by the Certification System of ICH Skill Holders is to ensure skills and artistic holders who perform the elements of Intangible Cultural Heritage, and manage the safeguarding of intangible cultural heritage in order to let the skills and artistic holders instruct inheritors. As a result, it could build up the internal foundation for the diffusion of inheritors and established the related organizations. However, the inheritor-centered protection system has caused many problems as it is being lasted for more than fifty years. Fragmented designation measures, the cultural power of skill holders, and the research and evaluation methods have pointed out the difficulties of safeguarding and preservation measures of ICH. Moreover,the legitimacy of safeguarding system related in the authenticity of transmission in ICH has emerged to review the safeguarding system of ICH with diverse viewpoints. Therefore, this paper will review the implementation process and achievement of ICH safeguarding system to examine the problem and causes of the safeguarding system. The conference records of Cultural Property Association and articles of cultural properties policies directors, Cultural Property Association members, and professional experts are being used for the initial materials of this paper, and it is examined for the contents of designation system of Important Cultural Heritage, rather than overall cases. Thus such problems the limitation of expansion in ICH lists as inheritor-centered designation system, hierarchical and exclusive transmission system, inappropriate concept of archetype as the principle of ICH transmission are derived from the root of Important ICH designation system. Thus this paper demonstrates that this system must be revised for the expansion of ICH safeguarding system in Korea and points out multilateral protection system should be established as well as Certification System of Important ICH skill holders.

Enhancing the digitization of cultural heritage: State-of-Practice

  • The use of Hi-Tech in cultural heritage preservation and the promotion of cultural heritage values in general, particularly artifacts, opens new opportunities for attracting tourists while also posing a challenge due to the need to reward high-quality excursions to visitors historical and cultural values. Building Information Modeling (BIM) and Hi-Tech in new building management have been widely adopted in the construction industry; however, Historic Building Information Modeling (HBIM) is an exciting challenge in 3D modeling and building management. For those reasons, the Scan-to-HBIM approach involves generating an HBIM model for existing buildings from the point cloud data collected by Terrestrial 3D Laser Scanner integrated with Virtual Reality (VR), Augmented Reality (AR), contributes to spatial historic sites simulation for virtual experiences. Therefore, this study aims to (1) generate the application of Virtual Reality, Augmented Reality to Historic Building Information Modeling - based workflows in a case study which is a monument in the city; (2) evaluate the application of these technologies to improve awareness of visitors related to the promotion of historical values by surveying the experience before and after using this application. The findings shed light on the barriers that prevent users from utilizing technologies and problem-solving solutions. According to the survey results, after experiencing virtual tours through applications and video explanations, participant's perception of the case study improved. When combined with emerging Hi-Tech and immersive interactive games, the Historic Building Information Modeling helps increase information transmission to improve visitor awareness and promote heritage values.

A Preservation of Traditional Landscape through Co-Prosperity in Local Communities - In Case of "Terraced Paddy Fields of Gacheon Village, Namhae", Scenic Site - (지역공동체 상생을 통한 전통경관 보전방안 - 명승 남해 가천마을 다랑이 논을 사례로 -)

  • The purpose of this study is to preserve the sustainable traditional landscape of the "Terraced Paddy Fields of Gacheon Village, Namhae". To this end, the changes in the traditional landscape and its factors were analyzed, and a conservation plan was sought to coexist with local communities. The results are as follows; First, the traditional scenery of "Terraced Paddy Fields of Gacheon Village, Namhae" is characterized by stonework built on a steep topography to secure cultivated land and narrow rice fields. To this end, local communities have maintained the traditional landscape through their long-established traditional knowledge, but after the designation of cultural heritage, the unique landscape of the "Terraced Paddy Fields of Gacheon Village, Namhae" changed as standardized stone construction methods were applied. Recently, the Cultural Heritage Administration recognized these problems and returned to the direct repair system of local communities, so cultivated land is regaining the scenery of the past. Second, the factors that changed the traditional landscape of the "Terraced Paddy Fields of Gacheon Village, Namhae" were largely found to be a decrease in voluntary conservation consciousness, a limited management range of preservation society, a decrease in agricultural population, and a lack of skilled traditional skills. After the designation of cultural heritage, expectations for policy support by the state or local governments accelerated the damage as existing farmland was neglected, and the lack of agricultural population also resulted in the same result. The preservation society is making efforts to preserve it, but the phenomenon of excessive and insufficient management personnel is intensifying. Conflicts between residents due to profit polarization have spread to the problem of escalating. In addition, there are concerns about the loss of traditional knowledge such as step farming technology and stone construction functions. Third, to suggest a win-win plan with local communities for preserving the traditional landscape, it is necessary to seek the ways to expand farming participants and generate profits through the placement of professional careers and public-private linkage system. In addition, it is desirable to improve the profit distribution system through the preservation society to strengthen the management authority and induce participation. And a support system is required for education on the transmission of terraced farming technology and stone construction functions.

Degradation and Preservation of wood (목재문화재의 열화에 대한 고찰)

  • The degradation of wood is maimly caused by biological and thermal factor. In general, the field of wood preservation can be divided into two broadcategories; namely the deterioration, protection of wood, and the teatment of wood with preservatives. Wood in sea or brackish water incurs marine borer damage, consisting of attack by marine animal and also wood on land suffers severely from insect damage. But the largest wood degradation is caused by microorganism. Animals that attack wood in a marine environment are especially destructive in warm water-regions, little was achieved in their control recently. Therefore this manuscript only introduce the importance of wood deterioration caused by marine animal.

Evaluation of the Effects of Sulfur Dioxide(SO2) on Conservation of Paper (종이의 보존을 위한 이산화황 가스(SO2)의 영향 평가)

  • The effects of sulfur dioxide on paper were investigated since these sulfur compounds could cause damages on cellulose and organic materials in papers. For the reason, exposure ageing tests were performed on traditional Korean paper (Hanji) and two different types of modern paper (acid-free and acid paper) to determine the damage with regard to the optical as well as physicochemical properties according to the varying $SO_2$ concentration. As a result, optical properties were not changed while physical and chemical peoperties were remarkably changed with the exposure period. In the case of pH, $SO_2$ had little impact on the pH of the Hanji and acid-free paper while the pH of acid paper was remarkably decreased. The decrease of the folding endurance of the Hanji was relatively smaller than those of the acid-free and acid paper. The results prove Hanji was more resistant to $SO_2$ than the modern paper in terms of optical, physical and chemical properties. In addition, it was also suggested that $SO_2$ concentration should be kept below 0.01 ppm for the preservation of paper objects.

A Basic Research for Preservation of Works Exhibited in the Outdoor Sculpture Park - A Scientific Analysis of Painted Work 'Conversion' Exhibited in the Cheonmasan Sculpture Park -

  • Outdoor sculptures of modern art works are being damaged and deteriorated as they are exposed to the outdoor environment due to the nature of exhibition in the outdoor environment, but secure of basic data through the measures for conservation and advanced researches still remain in the early stage. The surface of "Conversion" which is exhibited in the Busan Cheonmasan Sculpture Park has been exfoliated and deteriorated due to outdoor exhibition for a long time, so systematic conservation and management of works are considered necessary. Prior to the conservation and management, this study conducted observation of cross section, analysis of inorganic components, FT-IR, Raman and Py-GC/Mass analysis to examine the nature and type of paints used for the work through a scientific analysis. As a result of analysis, paints used for the "Conversion" include paint mixed with silvery aluminium powder and white pigment, reddish paint mixed with toluidine red, bluish paint that mixed prussian blue and titanium white and mixture of phthalocyanine blue and titanium white. The result is expected to be used as basic data for selecting materials necessary for conservative treatment of and establishing a plan for conservative treatment of the "Conversion".

Sauropod Tracks and Trackways from the Cretaceous Kyokpori Formation, Buangun, Jeollabukdo (전라북도 부안군 백악기 격포리층에서 산출된 용각류 발자국 화석과 보행열)

  • Total 57 sauropod tracks are found from the Cretaceous Kyokpori Formation in the Buangun, Jeollabukdo, Korea. Six sauropod trackways in second stratigraphic level of three stratigraphic levels were recognized and described. The type of sauropod trackways is a wide-gauge trackway which has been generally in Cretaceous sauropod trackways. On the basis of foot length, trackway orientations, and preservation, all of the tracks are thought to have been made by small sauropods moving not only towards and away from the shoreline but also along the shoreline of lacustrine environment.

  • There are about 2,000 species of termite in the World, but one species of termite inhabits in the southern part of Korean peninsula. Termites are social insects that live in colonies. The colonies are composed of king, queen, soldiers and workers. Termite food consists of cellulose obtained from wood. Protozoa in their digestive tracts convert the cellulose into usable food. Korean termite is a subspecies of Reticulitermes speratus Kolbe, Rhinotermitidae. It's subterranean termite and the scientic name is R. speratus kyushensis Morimoto. The subterranean termite must nest in the soil in order to survival, and infest soft-wood which contact with the soil near the nest. There are several ways which subterranean termite infestations can be noticed. Atcertain times of the year during daylight hours, king and queen termites emerge from the colonies. The propose of these flight is to establish new colonies. The termite is a decomposer of biological ecosystem, but an invader in the preservation of cultural properties as like wood buildings. There are serveral control methods for the prevention of wood building from termite's damages. Those are biological control, ecological control, physical control and chemical control. Ecological and Physical control are the best methods in the new constructing wood-building. Fumigation which is a method of chemical control, is the best method for the building damaged by the termite. After the fumigation, we have totake wood & soil treatments for the building and nearby in order not to be reinvaded by the termites.

A Fundamental Study on the Classification Criteria and Properties by Detail Type of Archival Information on Architectural Heritage of Korea (건조물 문화재 기록정보의 유형 구분 기준과 세부유형별 속성에 관한 기초 연구)

  • This study aimed to distinguish categories of archival information and identify properties by their detail types, so that the various forms of architectural heritage information generated can be managed based on their attributes and characteristics. First, the specific uses of terms in the legal system were reviewed and their associated concepts specifically defined. "Architectural heritage" was defined as architecture belonging to the category of tangible cultural heritage as designated by law, and "architectural heritage archival information" was defined as all kinds of material expressed by electronic processing of the actual status for preservation and management. Next, the production status of architectural heritage archival information was reviewed in relation to the legal system. This confirmed that relevant legal systems were organized hierarchically and that various types of archival information were generated in a single project. Furthermore, it was confirmed that even archival information produced in the same form contained differing contents depending on the specific purpose and method, and that there was no classification by which to cover all archival information. Finally, it was also confirmed that detailed drawing types could be categorized according to the purpose of production and the target of the records. Based on the findings of this review, the type and properties of archival information were presented as the primary classification criteria, and the architectural heritage archival information was divided into 6 general types and 27 detailed types. Specifically, the linguistic form, dimension, temporal property, and graphic form of archival information were applied as criteria for the classification of general types, and the target, production purpose, production method of archival information, and content characteristics of archival information properties of archival information by type were comprehensively reviewed.

Differences and Relationships between Interpretation Attributes, Visitors' Satisfaction, and Attitudes on Cultural Heritage according to Interpretation Media (해설매체에 따른 방문객의 해설속성평가, 만족도 및 문화유산에 대한 태도의 차이 및 영향관계 -궁의 문화해설사와 해설판을 대상으로-)

  • The purpose of this paper is to suggest more effective interpretation method to enrich visitors' satisfaction and attitudes on cultural heritage. The paper examined the difference of interpretation effectiveness and the relationship of interpretation attributes and visitors' satisfaction and attitudes on cultural heritage according to the type of interpretation media. The result of empirical analysis shows that there is significant difference of interpretation attributes, visitors' satisfaction and attitudes on cultural heritage according to interpretation media type. Also the different interpretation attributes have effects on visitors' satisfaction, and the degree of effect of each attribute on attitudes on cultural heritage are different according to interpretation media. Most important and meaningful finding is that educational interpretation is also necessary to enhance visitors' behavior to cultural heritage preservation as well as interesting and effective interpretation have strong impacts on visitors' satisfaction. Other implications are also suggested.
