Protected Flora are natural heritage that involve a wide variety of valuable natural values and cultural values. Over time, "Cultural Properties Preservation Law" has been changing the definition and the criteria of Protected Flora. In addition to the academic value and the rarity of the plant, historical, ethnic and landscape values have become increasingly important. For that reason the declaration and management processes of the Protected Flora need to be improved. However, the current statute has focused on the morphological characteristics of the plants which have a limit to encompass various values of the plant. It also does not correspond to the definition of Protected Flora and its declaration criteria stated on the "Cultural Properties Preservation Law." For this reason, the main purpose of this study is to develop new types of Protected Flora so that various Protected Flora can be discovered in the future.
The contingent valuation method (CVM) is one of the most commonly used and effective methods to evaluate non-use value of resources. Reasonable application of CVM to value the cultural heritage is the key process of evaluation. CVM was used to evaluate the non-use value of cultural heritage of Taishan Mountain combined with questionnaire survey and field research in this study. The results indicated that the importance of the degree of the three components of non-use value was heritage value ranked highest (40.22%) > followed by existence value (38.58%) >then option value (21.20%). In addition, the rate of willingness to pay was 54.52%, the average and median values of per person were 40.17 CNY·a-1 and 20.00 CNY·a-1 and the non-use values of Taishan Mountain cultural heritage was 33 million CNY·a-1. The median value of WTP was consistent with Asian countries but was lower than European and American countries. Factors influencing WTP showed that monthly income and satisfaction with Taishan Mountain were correlated to WTP, and family location and willingness to revist were correlated remarkably with WTP. In addition, monthly income was correlated remarkably with WTP value, however other factors were not. The results showed the importance and necessity of protective development of Taishan Mountain cultural heritage, which would be used as an important reference for decision makers.

In order to answer the research question of 'how the listed World Cultural Heritage is being managed now?' the indicators of management effectiveness evaluation were set up based on international principles on the basis of the preceding research. The weights and priorities of each evaluation indicators were worked out through the Analytic Network Process(ANP) Technique. Therefore, the evaluation system to evaluate the management status of the World Heritage Sites have been established. Also, through calculate the converted score of 100 points based on the relative importance of these evaluation indicators among the World Heritage Site management effectiveness evaluation index for scoring and the score table was created. When evaluated for the management status of World Heritage Sites to set five rating of the final evaluation score: very deficiency, deficiency, general, good, excellent. According to the results the follow-up study will be carried out in the future.

The uniformed regulations for control of the height of buildings owned by individuals to protect landscape of cultural properties are causing serious social conflicts by limiting the development of landowners. It is urgent need of introducing indicators that can resolve such conflicts and evaluate the regulations of buildings, which can satisfy urban development as well as landscape management of cultural properties. Therefore, the purpose of this study is to simulate landscape changes according to the Cultural Heritage Protection Act and National Land Planning and Utilization Act by using Unity3D in the Pungnammun Gate(Treasure No. 308) of Jeonju and its surroundings, where architectural cultural property forms the symbolic landscape of the city. Then some items such as view points, target points were introduced and the quantitative evaluation of landscapes was attempted by applying the indicator of 3D Visual Exposure. As a result, the viewing opportunity and viewing area of Pungnammun Gate were not significantly influenced by changes in landscape according to the two laws. However, the change of the height of buildings by the National Land Planning and Utilization Act, which has the greatest development capacity, confirmed the possibility of weakening the identification of the Pungnammun Gate by increasing 3D Visual Exposure of the background buildings more than two times. Finally, it was confirmed that the skyline of Pungnammun Gate was clearly infringed upon development under the National Land Planning and Utilization Act, but the skyline was maintained similar to the current situation in the regulation by the Cultural Heritage Protection Act. Thus, this study is meaningful in that the application of 3D Visual Exposure showed the possibility of utilization as an indicator for quantitatively evaluating the protection of view on cultural property and skyline according to the changes of building heights.

The purpose of this study is to propose the construction of a visibility analysis model, which is the basis of the analysis for landscape management on the heritage sites such as historic villages and scenic sites. Results of the visibility analysis using DEM and the visibility analysis of DSM based on 3D mapping data are compared as follows: Precision level of the extracted data was confirmed to be less than 6.5cm, based on RTK survey results produced by constructing orthoimage data and DSM from the digital data of 2cm-class GSD(Ground Sample Distance) obtained by using a small UAV(Unmanned Aerial Vehicle). As a result of comparing the visibility analysis data of Digital Surface Model (DSM) using a small UAV with Digital Elevation Model(DEM) applying the height of the building to the Digital Topographic Map, it was confirmed that more realistic visibility analysis can be accomplished by applying DSM, as the structures such as fences, trees, and houses are reflected in the topographic data. The visibility analysis model using the 3D mapping technique can efficiently obtain the constantly changing topographic information when needed, by immediately constructing the data by utilizing a small UAV. It seems to be possible to propose a reasonable analysis result for preservation management such as landscape evaluation of cultural property.

The purpose of this study is a suggestion that it is a way for conservation and management the Namgye Seowon's heritage value based on its landscape visibility and land use; Namgye Seowon is a world heritage registration object. To do this, We had done a field investigation and a literature examination. The investigations are as following; first, setting protection zone through a comprehensive approach beyond uniform cultural properties protection zone is to note current intellectual situations as well as the place related to the locational characteristics and figures of Namgye Seowon. It's to set fore seeable section of landscape by analyzing visibility focusing through on Pungyeongnu, and it consider with protection zone and the present condition of land use. Especially, external view of landscape in Namgye Seowon is visualized with Baekam-san in the distance view of it and Cheonhwang-bong in Daebong-san and nearby large soundproof walls and the towers acts as an impediment factor to the view of landscape. In addition, to recover the original view of landscape of the Namgye Seowon, reckless plans focusing the authenticity of the world heritage should be limited and in case of the vegetation landscape, restoration and maintenance will be made through historical research literature. Through this study, researches on Namgye Seowon and several seowons will be done actively and its aims are to become the framework of landscape conservation and management measures to meet world heritage criteria.

There is often confliction between conservation for protected ecosystem assets and development for various stakeholders at wetland protection areas. The concept of Ecosystem Services can be an alternative solution for the conflicts. This paper attempted to measure and evaluate cultural ecosystem services according to the index evaluation approach. For the evaluation, the paper suggested five indicators of ecosystem cultural services including: inspiration, landscape aesthetics, education, eco-tourism, and heritage. The developed indices of cultural services in this study can be also utilized as a policy support tool for conservation of the wetland protected areas. The result illustrates the ranking and correlation of each indicator of ecosystem cultural services and suggestions for useful means of management policy in wetland protected areas.
