  • In 2010, the United Nations Commission on International Trade Law (UNCITRAL) initiated work on the settlement of disputes in international e-commerce through online dispute resolution (ODR). The basic goal is to use ODR to resolve disputes with low value but high volume in international e-commerce. The background is that consumers have no way to solve their legal problems in this area. An ODR system is intended to create a new way to enforce their rights. However, the legal situations of the countries in the e-commerce sector, particularly in consumer protection, are very diverse. Thus, no reasonable model for conflict resolution is available. Some countries consider this as public policy and want absolute protection of their consumers. Other countries want to encourage freer e-commerce trading. This diversity of consumer protection policy is an obstacle to ODR. However, sooner or later, reaching an agreement is feasible because each representative is making a reasonable effort to reach the goal.

The Problems and Solutions in the Pilot Test of Electronic Bill of Lading (전자선화증권의 운용실증실험상의 문제점과 해결방안)

  • Bolero Project initially had the support of TEDIS, and now is a joint-venture between SWIFT and IT Club. After the successful testing of an original pilot project, The Bolero Association was formed in 1995 by a group of interested cross industry companies. A Bolero Bill of Lading replicates the basic functions of a paper-based bill of lading via title registry service and core messaging platform. A Bolero Bill of Lading consists of BBL Text and Title Registry Record. A Tittle Registry Record carries out the function of a document of title and a BBL may be transferred by changing the roles of users in this Title Registry Record. TEDI Project had been conducted from the April 1999 to the September 2000 on the basis of the EDEN Project(Dec.97- Mar. 1999) and International Trade Guidances Project (Nov. 1998-Mar. 1999). Through TEDI Project, the RSP Model was introduced as e-trade solution like Bolero's Solution. The RSP Model Solution will be furnished through TC (Trade Chain) Server and RSP(Repository Service Provider) Server. The purpose of this paper is to study the problems and solutions in the pilot test of electronic Bill of Lading using TEDI's RSP and to promote the introduction of electronic Bill of Lading.

Implementation of Timing Synchronization in Vehicle Communication System

  • In the vehicle communication system, transferred information is needed to be detected as possible as fast in order to inform car status located in front and rear side. Through the moving vehicle information, we can avoid the crash caused by sudden break of front one or acquire to real time traffic data to check the detour road. To be connecting the wireless communication between the vehicles, fast timing synchronization can be a key factor. Finding out the sync point fast is able to have more marginal time to compensate the distorted signals caused by channel variance. Thus, we introduce the combination method which helps find out the start of frame quickly. It is executed by auto-correlation and cross-correlation simultaneously using only short preambles. With taking the absolute value at the implemented synch block output, the proposed method shows much better system performance to us.

  • In the rapidly changing mobile app market, it is crucial to develop a good idea quickly and receive its market evaluation. For a small-sized company, however, it is very challenging to rapidly develop and deploy their products in response to highly fragmented mobile environments. This article demonstrates that our integrated development environment using both React Native and Unity3D when developing a mobile app achieves a high level of functionality and performance requirements successfully. Moreover, this integrated environment helps reduce development costs and shorten development time.

  • Due to the advance of artificial intelligence, wide use of RPA(Robotic Process Automation) became inevitable. The purpose of this study is to seek cost management optimization based on RPA which has automatic collection of cost information, timeliness and flexibility. The cost management system based on RPA will be able to optimize and improve the cost management process through the cross-system of cost information recognition and the cloud platform. Following the review of previous researches on the benefit of the RPA-related technology along with the investigation on the problems of current cost management system, this study will suggest a way to adopt RPA to optimize cost management system for the implement of strategic management accounting to support management decision making.

Experimental verification of a distributed computing strategy for structural health monitoring

  • A flexibility-based distributed computing strategy (DCS) for structural health monitoring (SHM) has recently been proposed which is suitable for implementation on a network of densely distributed smart sensors. This approach uses a hierarchical strategy in which adjacent smart sensors are grouped together to form sensor communities. A flexibility-based damage detection method is employed to evaluate the condition of the local elements within the communities by utilizing only locally measured information. The damage detection results in these communities are then communicated with the surrounding communities and sent back to a central station. Structural health monitoring can be done without relying on central data acquisition and processing. The main purpose of this paper is to experimentally verify this flexibility-based DCS approach using wired sensors; such verification is essential prior to implementation on a smart sensor platform. The damage locating vector method that forms foundation of the DCS approach is briefly reviewed, followed by an overview of the DCS approach. This flexibility-based approach is then experimentally verified employing a 5.6 m long three-dimensional truss structure. To simulate damage in the structure, the original truss members are replaced by ones with a reduced cross section. Both single and multiple damage scenarios are studied. Experimental results show that the DCS approach can successfully detect the damage at local elements using only locally measured information.

  • Digital Science's Dimensions is envisaged as a next-generation research and discovery platform for more efficient access to cross-referenced scholarly publications, grants, patents, and clinical trials. As a new addition to the growing open citation resources, it offers opportunities that may benefit a wide variety of stakeholders of scientific publications, from researchers and policy makers to the general public. In this article, we explore and demonstrate some of the practical potentials in terms of cascading citation expansions. Given a set of publications, the cascading citation expansion process can be iteratively applied to a set of articles so as to extend the coverage to more and more relevant articles through citation links. Although the conceptual origin can be traced back to Garfield's citation indexing, it has been largely limited, until recently, to the few who have unrestricted access to a citation database that is large enough to sustain such iterative expansions. Building on the open application program interface of Dimensions, we integrate cascading citation expansion functions in CiteSpace and demonstrate how one may benefit from these new capabilities. In conclusion, cascading citation expansion has the potential to improve our understanding of the structure and dynamics of scientific knowledge.

Machine-to-Machine (M2M) Communications in Vehicular Networks

  • To address the need for autonomous control of remote and distributed mobile systems, Machine-to-Machine (M2M) communications are rapidly gaining attention from both academia and industry. M2M communications have recently been deployed in smart grid, home networking, health care, and vehicular networking environments. This paper focuses on M2M communications in the vehicular networking context and investigates areas where M2M principles can improve vehicular networking. Since connected vehicles are essentially a network of machines that are communicating, preferably autonomously, vehicular networks can benefit a lot from M2M communications support. The M2M paradigm enhances vehicular networking by supporting large-scale deployment of devices, cross-platform networking, autonomous monitoring and control, visualization of the system and measurements, and security. We also present some of the challenges that still need to be addressed to fully enable M2M support in the vehicular networking environment. Of these, component standardization and data security management are considered to be the most significant challenges.

인공위성 추적을 위한 위성 궤도 계산 프로그램 개발

  • 지상의 관측소에서 특정 인공위성을 찾아내기 위해서는 위성의 정밀궤도 계산이 필요하다. 궤도상의 인공위성의 위치는 시간에 따라 계속 변하므로 이러한 위성의 위치를 실시간으로 추적하기 위해서는 컴퓨터를 이용한 계산이 필수적이다. 정밀한 계산 결과를 얻기 위하여 태양과 지상 관측소의 위치는 Astronomical Almanac과 지구 타원체 모델을 이용하여 계산 하였다. 인공위성의 궤도는 미공군 북미방공사령부(NORAD)에서 발표하는 TLE를 초기값으로 이용하여 J2 섭동효과를 포함한 위성의 위치 및 속도의 변화를 계산하여 SkyView로 나타내었다. 이렇게 나타낸 SkyView의 결과를 실제 위성의 궤적과 비교하여 위성의 궤도를 검증하였으며, 시간에 따른 위성의 광도 곡선 변화 계산 루틴을 작성하여 실제 위성을 찾아내기 위한 기초자료로 활용이 가능하도록 하였다. 모든 계산을 위한 프로그램을 Visual Studio.net 2010 환경에서 C++ 언어를 이용하여 작성하였으며, 결과를 나타내기 위하여 Nokia 사의 Cross Platform 라이브러리인 Qt를 이용하여 UI 제작 및 Visualization을 수행하였다. Qt 라이브러리는 C++ 언어를 기반으로 작성된 플랫폼 독립적인 GUI 라이브러리로써 MS Windows, Linux, MacOS 환경에서 사용이 가능하다. 이를 통해 운영체제에 관계없이 모든 컴퓨터 환경에서 동일한 유저 인터페이스를 이용하여 계산을 할 수 있다. 본 연구는 향후 우주물체탐색에 있어 독자적인 운영을 위한 프로그램으로 활용할 예정이다.

An Architecture Supporting Adaptation and Evolution in Fourth Generation Mobile Communication Systems

  • A major challenge for next generation mobile communication is capturing the system architecture’s complexity with all its internal and external dependencies. Seamless integration of heterogeneous environments in all system parts is a key requirement. Moreover, future systems have to consider the different evolution cycles of individual system parts. Among those, services are expected to change the fastest. With respect to these considerations, we propose an overall architecture for next generation mobile communication systems. It covers all system parts from wireless transmission to applications including network and middleware platform. Our approach focuses on adaptability in terms of recon- figurability and programmability to support unanticipated system evolution. Therefore, we consider abstraction layers which consist of adaptable cooperating components grouped by open platforms rather than rigid system layers. In addition to that, we introduce cross-layer cooperation allowing an efficient use of the available resources. Specific scenarios illustrate the feasibility of our approach.
