  • 본 연구의 목적은 국경 간 전자상거래 플랫폼의 지속이용의도의 영향을 파악하며 국경 간 전자상거래 플랫폼의 발전에 의의를 규명할 것이다. 국내 전자상거래에 비해, 국경 간 전자상거래는 문화 차이, 언어 차이, 법률 차이, 통관 처리, 국경 간 물류 등의 문제로 인해 더 높은 불확실성을 가지고 있다. 소비자의 지속이용의도에 관한 연구는 국내 전자상거래의 연구에 머물러, 국경 간 전자상거래 플랫폼이 많은 도전에 직면하게 된다. 국경 간 전자상거래 플랫폼의 어떤 요인이 소비자의 구매 의도에 영향을 미치는지 연구하면, 국경 간 전자상거래 기업의 플랫폼에 상응하는 개선을 돕고, 국경 간 전자상거래 기업의 발전을 촉진하며, 이를 통해 대외무역의 발전을 촉진 할 것이다. 특히 한국 중소업체 입장에서는 이를 통해 한국 제품을 직접 수출의 주역으로 자리 잡으며 육박하는 수출을 견인한 것으로 추정될 수 있다.

A Study on the ODR Dispute Settlement System of Consumer Protection in EU (EU의 소비자보호 ODR 분쟁해결제도에 관한 연구)

  • The purposes of this study are as follows: First, this study reviews the Online Dispute Resolution (ODR) regulations of the EU to resolve disputes which can arise in international e-commerce in the future. Second, this study tries to seek out alternative solutions to dispute resolutions based on these regulations. Third, this study increases the efficiency of the transactions by proposing effective and satisfactory dispute resolution methods for international e-commerce. First, this study reviews the concept of cross-border e-commerce, generally explores ODR, and creates comparisons with Alternative Dispute Resolution (ADR). Subsequently, this study looks into domestic ODR system and analyzes the regulations of EU ODR. This study suggests the implications of the European ODR regulations in the conclusion. The EU ODR platform is considered greatly significant in that it has increased the possibility of settlements in small disputes by enhancing consumers' accessibility to ADR procedures. Therefore, this thesis proposes a method for Korean companies to resolve disputes that may arise in e-commerce with EU by using the ODR platform. As a result, it is expected to increase the competitiveness of Korean companies in the EU market. Both legislative trends related to the ODR of the EU and establishment of the EU ODR platform have significant implications for Korean businesses in Europe. This study is expected to be useful for our businesses in the EU in reviewing the applicability of the EU ODR regulations and the dispute settlement procedures through the EU ODR platform. In addition, this study is expected to prove useful in relation to consumer protection by enhancing consumers' accessibility to dispute settlement institutions in domestic electronic commerce.

A Study on the Characteristics of Cross-Border E-Commerce Through an Analysis of Clothing Products Customs Clearance Data (의류제품 통관데이터 분석을 통한 해외직접구매 특성 연구)

  • This study attempted to examine the characteristics of fashion cross-border e-commerce(CBEC) by analyzing about 35.7 million cases of customs clearance data received from the Korea Customs Service. The demographic characteristics of consumers and the features of products purchased from 2019 to 2021 were explored. Next, the association rules between products, brands, and websites were analyzed by men and women in their 20s to 50s. The results are as follows. First, women purchased more clothing products than men, and overall, consumers tended to purchase products at low prices every year. Second, the most commonly purchased products were T-shirts, bags, and other shoes. In the list clearance, the purchase frequency of international open markets increased for three years; in general clearance, the proportion of luxury brands was high every year. Finally, in the list clearance, the relationships between bags, other shoes, pants, and overseas open markets were significant, while the relationships between wallets, bags, and luxury brands were significant in general clearance. Based on this study, domestic companies participating in or competing against the CBEC market can develop appropriate strategies for merchandising and sourcing clothing products.

  • As to 'E-Commerce Trade' or 'The Cross Border E-Commerce (CBEC)' which has shown rapid diffusion, Korean government is providing active support on the basis of idea that it has profound impact on increase of export. However, sporadic support propelled by various ministries and agencies are not effective and efficient at all on actual circumstances. Consequently, in order to promote consistency, effectiveness, and efficiency of supporting policy, it is desirable to clarify competent ministry and the duty of cooperation to the other ministries and agencies. For its own sake, it is necessary to amend each existing laws which scattered all over the business territory, or to legislate new enactments. Yet these methods are extremely tough to carry out, therefore, it seems that amending 'Electronic Trade Facilitation Act', which already exist and regulate 'paperless trade' would be a realistic alternative. For the diffusion of Korean CBEC especially export, in this study the author insists that amending this law to promote CBEC is the most reasonable way comparing to other ways with several reference materials.

The Formation of Attitudes Toward Cross-Border Shopping Websites -Perceived Benefits, COVID-19 Anxiety, and Brand Familiarity-

  • This study aimed to explore the effects of perceived benefits on consumers' attitudes towards cross-border online shopping websites. We also explore whether and how consumers' COVID-19 anxiety and brand familiarity weaken or strengthen the relationship between these perceived benefits and consumer attitudes. A total 319 items of data were used for the final analysis. The perceived benefits of a website were found to have only an indirect effect on purchase intentions by mediating consumers' attitudes toward the site. Competitive pricing of fashion products directly affected purchase intentions. COVID-19 anxiety was found to have a negative moderating influence on the relationship between perceived enjoyment and consumer attitudes, whereas brand familiarity had a positive moderating effect on both the relationships between perceived usefulness and consumers' attitudes toward the site and between perceived ease of use and their site attitude. This study provides useful insights for international e-tailers in developing marketing strategies that attract international consumers. Academically, we have contributed to the existing literature on the perceived benefits of global online shopping and the moderators of consumers' attitudes towards e-commerce sites.

The Effect of Shopping Value on Continuous Use Intention of Online Cross-border Shopping Mediated by Curiosity and Self-efficacy -Comparing Heavy and Light User- (온라인 해외직접구매의 쇼핑가치가 호기심 및 자기효능감을 매개로 지속사용의도에 미치는 영향 -헤비유저와 라이트유저의 비교-)

  • Advances in e-commerce enable consumers to shop efficiently for fashion products in global markets in addition, the market size of purchasing directly from foreign websites are also increasing. This study investigates the effects of hedonic and utilitarian shopping values on the continuous use intention of online cross-border shopping. Curiosity and self-efficacy were introduced as mediating variables between shopping values and user intentions. A web-based survey is conducted on female consumers, who have experiences to buy fashion products by online cross-border shopping. A total of 472 responses were collected from a panel of online survey firms. Data are analyzed using confirmatory factor analysis, structural equation modeling, and multi-group SEM by AMOS 21.0. According to the results of the structural equation model test, hedonic value affected continuous use intention of online cross-border shopping as mediated by curiosity and self-efficacy; in addition, utilitarian value influenced self-efficacy, which mediated relations between the utilitarian value and the continuous use intention. The research model was also tested to compare heavy users and light users of online cross-border shopping. For heavy users, the effect of hedonic value on curiosity was significantly stronger than for light users. Several implications are suggested based on the results.

  • In 2010, the United Nations Commission on International Trade Law (UNCITRAL) initiated work on the settlement of disputes in international e-commerce through online dispute resolution (ODR). The basic goal is to use ODR to resolve disputes with low value but high volume in international e-commerce. The background is that consumers have no way to solve their legal problems in this area. An ODR system is intended to create a new way to enforce their rights. However, the legal situations of the countries in the e-commerce sector, particularly in consumer protection, are very diverse. Thus, no reasonable model for conflict resolution is available. Some countries consider this as public policy and want absolute protection of their consumers. Other countries want to encourage freer e-commerce trading. This diversity of consumer protection policy is an obstacle to ODR. However, sooner or later, reaching an agreement is feasible because each representative is making a reasonable effort to reach the goal.

Online ADR for the E-Commerce? European Union's ADR Legislation for Cross-Border Online Trade

  • The European Union has adopted the ADR Directive and ODR Regulation in 2013 with the purpose to strengthen the e-commerce within the EU. Not covered by these legislations is the trade in the B2B sector. The author examines the question of whether online ADR under the currently applicable legal framework would be possible in Germany. At the center of his review is the possibility of an arbitration clause which refers exclusively to an online ADR scheme, may be included in the General Terms and Conditions of an online trader.

A Review of the Research on E-commerce Ecosystem in China (중국 전자상거래 생태계 동향에 관한 연구)

  • Based on the theory of information ecology, this paper conducts a quantitative analysis on the research literature of e-commerce ecosystem in China, and clarifies the research hotspots and development trends, so as to provide reference for subsequent studies. With the key words related literatures collected by CNKI as the data source, and the software CiteSpaceIV is used to draw a visual knowledge map, the distribution of e-commerce ecosystem research papers in China is statistically analyzed by econometric analysis method, and literature research is summarized and evaluated. The research results show that previous studies mainly focus on the concept of e-commerce ecosystem, and there are relatively few research results on the construction and evolution mechanism of e-commerce ecosystem, so the depth and breadth of research should be expanded. Applying the concept of e-commerce ecosystem to solve the problems in cross-border e-commerce will be the future research trend.

A Study on Customs Clearance Procedure of Korea and China to Vitalize Online Export of Korean (중국 통관제도 개편에 따른 해외직판 활성화 방안)

  • Globalization of consumption, expansion of cross border e-trade, increase use of internet and mobile have led to rapid growth of world e-commerce particularly in Asia and emerging markets. Impacted by Korean wave, online export is continuously increasing, yet Korea is experiencing severe e-commerce trade imbalance. Export growth rate and ratio of Korean small companies are relatively low from OECD member countries. Therefore, Korean government is currently emphasizing on vitalization of online export to China to resolve trade imbalance and to increase export of small companies. To propose detail measures to vitalize online export to China, this study is focused on export customs clearance procedure of Korea and import customs clearance procedure of China in view of online export company. Also suggested countermeasure plan and analysis for the new tax revision plan related to e-commerce which implemented on April 8th 2016. This study have grouped countermeasure plan by short term plan of firms and long term plan of the government. As for the short-term countermeasure plan for firms, first, comparison analysis of tax rate on products is need to decide type of e-commerce strategy; second, if planning to start e-commerce business to China, sales possibility and certification check is necessary; third, through preparation of customs clearance document is needed; last in order to obtain price competitiveness, new logistics strategy and packing development is required. As for the long-term countermeasure plan for the government, I have suggested cooperated bonded logistics service for small businesses and operation plan of show room for promising Korean products.
