To effectively and quickly respond to new forms of terrorism, a more organically integrated and coordinated system will be needed. As establishing the grounds of such a system based on laws would be most in congruence with legalism, it would be desirable to fundamentally establish an antiterrorism act. However, enactment of such counter-terrorism laws must be accomplished by means with which human rights violations against citizens may be minimized, contrary to what has been the case with third world nations. The act will need to include clauses that may relieve organizations, such as national human rights committees or citizen groups, of concerns over potential human rights violations. To address vulnerabilities of investigative rights issues which relate to cases relevant to acts of terrorism being delegated to the National Intelligence Service, the investigative jurisdiction shall be assigned to the public prosecutors and law enforcement officials as with other criminal proceedings. As for public concern that establishing the Anti-Terrorism Center under the National Intelligence Service, a secret service agency, may infringe upon human rights, functional and organizational dualism of the Anti -terrorism Center would be worth taking into account.
The purpose of this study is to examine the effect of police investigation environment on perception toward legalization of private investigation. To enhance the completeness, this study conducted a survey on police officers in service and analyzed the survey data through statistical technique. The results for examination on how police investigation environment influence on perception toward legalization of private investigation were as follows. When the 'work burden from long-term cold case' composing the police investigation environment is high, the police officer highly evaluated the growth potential of private investigation, showed positive perception toward private investigation market, and showed intention for re-employment at private investigation agency after retirement. When the police officer experiences more difficulties from 'investigation other than criminal case', the police officer highly evaluated the growth potential of private investigation and showed intention for re-employment at private investigation agency. In addition, when the police officer thinks that there are a lot of difficulties for "Limited investigation on specialized area", the police officer showed positive perception toward growth potential of private investigation and private investigation market. In addition, police investigation environment showed significant result on legalization of private investigation. The result also verifies that as the difficulty of crime investigated by the police is getting higher quantitatively and qualitatively, it is necessary to introduce private investigation system which is specialized and able to investigate for a long time. This study hopes that this study result would be utilized as the grounds in signing the bill for introducing the private investigation system.

The following conclusion was made from the 2D-QSAR model for the tyrosinase inhibitory activity according to the variation of the substituents R1 and R2 in analogues of compound 2-[(2,6-dioxocyclohexyl)methyl]cyclohexane- 1,3-dione (1-23). The best optimized 2D-QSAR model was $Obs.pI_{50}=-0.295({\pm}0.031)TDM$$-0.120({\pm}0.014)DMZ+0.135({\pm}0.050)DMX.R_2+6.382({\pm}0.17)$, and the correlation $r^2=0.905$) of which was greater than its predictability ($q^2=0.843$). The magnitude of the effect of tyrosinase inhibitory activities was in order of TDM > $DMX.R_2{\geq}DMZ$, and it tended to increase as the hydrophobicity of substrate molecule (ClogP > 0) as well as the steric favor of substituent $R_1$ increased. The analysis of the model implies that inhibitory activity of substrate molecule will increase as $DMX.R_2$ (Dipole moment X component of $R_2$-substituent) increases, while TDM (Total Dipole Moment) and DMZ(Dipole Moment of Z-Component) decrease. As such, it is deemed feasible to conclude, that in order to increase the inhibitory effect, it would be rather desirable to replace the polar groups within the molecules with non-polar functional groups.
Nowadays, national criminal policy focuses on "specialization", "advancement", and "choice and concentration" to enhance the efficiency and effectiveness of public peace services. Consequently, the space that a nation manages diminishes and there appears vacant space of security. For that reason, in most developed countries including South Korea, there has been a significant expansion in the size and role of Private Security(PS). From this point of view, the Japanese government has adopted the PFI(Private Finance Initiative) system in private prisons. These cases clearly show the role and significance of "PS". By applying know-how of the private sector, these PFI prisons make efficient use of installation by the united efforts of government and people. Criteria such as solution for risk baring, regional coexistence, preservation of public security, response management and operating skills are considered important particularly in Kitsuregawa and Harima prisons. Thus, this study examines the implications and applicability for the expansion of PS in South Korea.

Vessel Traf ic Services (VTS) is a system for ship safety and accident prevention. The International Maritime Organization (IMO), the International Association of Marine Aids to Navigation and the Lighthouse Authorities (IALA) established regulations related to VTS from an early stage. On December 3, 2019, South Korea enacted a special act called the "Act on Vessel Traffic Services (VTS Act)," which will take ef ect on June 4, 2020. In this paper, the background of this act's enactment is examined and its provisions are critically reviewed. In particular, the study intensively examines the reasons the immunity provisions for the VTS operator were removed and the current direction of improvements to the VTS Act is presented in terms of its feasibility. Most countries that do not have an Act related to VTS and its operator, refer to that of Korea. Therefore, it is necessary to reinforce the structures and definition of the VTS Act, as well as the immunity provisions for the VTS operator. The latter were removed during the National Assembly's legislation process, but were included in the initial bill, and should be reflected in subsequent revisions of the VTS Act.
In April 2009, in the wake of President Obama's Prague speech, the international community held four nuclear sec urity summits from 2010 to 2016 to promote nuclear security and prevent nuclear terrorism. The Nuclear Security S ummit has made significant progress in preventing terrorists from attempting to acquire nuclear weapons or fissile materials, but it still has limitations and problems. To solve this problem, the international community should resume the joint efforts for strengthening bilateral cooperation and multilateral nuclear security regime, and the participating countries should strive to protect their own nuclear materials and fulfill their commitments to secure nuclear facilitie s. Second, the United Nations(UN), the IAEA(International Atomic Energy Agency), International Criminal Police Or ganization(INTERPOL), the Global Initiative to Combat Nuclear Terrorism(GICNT), and the Global Partnership(G P) must continue their missions to promote nuclear security in accordance with the five action plans adopted at the Fourth Nuclear Security Summit. Third, the participating countries should begin discussions on the management and protection of military nuclear materials that could not be covered by the Nuclear Security Summit. Fourth, the intern ational community must strive to strengthen the implementation of the Convention on the Physical Protection of Nuc lear Material(CPPNM) Amendment and International Convention for the Suppression of Acts of Nuclear Terrori sm(ICSANT), prepare for cyber attacks against nuclear facilities, and prevent theft, illegal trading and sabotage invo lving nuclear materials.

This research was conducted from the perspective of student management focusing on such central topic as realization of research ethics on the basis of research ethics case study model. In this study, improvement method for research ethics education through means of application of DEVAC System, which is a paper plagiarism detection system, and survey on current status of research ethics in college education and degree of consciousness thereof were explored. Through these investigations, a topic relating to establishment of the foundation in order to foster consciousness of research ethics in the college education was established as the primary purpose of this study. To accomplish the purpose of this study, firstly, actual situation of paper plagiarism committed by the college students and their consciousness were surveyed. Secondly, the research ethics education was examined through means of applying DEVAC paper plagiarism detection system. The results from investigations revealed the followings: First, 424 students (65.43%) who participated in this research and survey on the fact of paper plagiarism had experience of report plagiarism, and the result of investigation showed that 49.3% of students among those who had experience of paper plagiarism committed report plagiarism more than three times in a semester. And, 34.1% of participants showed a positive response to the use of a paper plagiarism detection system in the college, and results from the investigation displayed that the creative education (39.0%) marked the highest scores as in the educational method to reinforce the research ethics. Second, the results from examination of paper plagiarism having applied DEVAC system indicated that use of this system can be an alternative to prevent paper plagiarism from students. It is realized through this study that there is a necessity in various respects to build up the foundation which will enable individual students to improve their consciousness to such a degree so as to make them clearly recognize the fact that plagiarism is criminal act.
The guarantee of citizens' safety from crime is the reason for a nation's existence according to the social contract, and it is also a salient task in securing the citizens' right to the pursuit of happiness, which is a constitutional right expressing the nation's duty to its citizens. First, a procedure must be made mandatory that corresponds to the Miranda rule applied during the arrest of criminal suspect, which verifies whether there exists a risk of retaliatory crime to the victim of crime, crime reporter, or witness following their report of a crime or testimony. A measure to punish those who violate this should be devised. The second is the improvement of related laws and systems, such as expanding the scope of persons subject to protection from retaliatory crimes under the current law and strengthening information protection. Third, a retaliatory crime risk evaluation index must be developed, and the evaluation results must be quantified to clearly state measures and responsibilities, in detail, for personal safety at each level of intensity. The fourth is the expanded implementation of proactive personal safety measures for victims of crime and witnesses, as well as the development and application of advanced techniques. The last is a change in the perception s of those working for the judicial body. From the initial investigation stage of the crime to the diagnosis regarding the possibility of retaliation perpetrated on an ex-convict through psychological tests, systems of general cooperation, and mutual assistance must be established.
We often find that we, as a social group, share stereotypes of criminals. For the present study we investigated the stereotypes of rapists, and examined if they match their characteristics on the national crime statistics in Korea. Collecting data from 82 college students and 91 police officers, we compared stereotypes about rapists with the characteristics of those reported on the national crime statistics. As a result, we found that both college students and police officers have distorted stereotypes of rapists which are not consistent with their characteristics. More specifically, both college students and police officers believed that rapists came from broken families and that they were likely to have more previous criminal convictions than they actually did. In addition, both college students and police officers believed that rapists tended to recidivate within a short period of time, e.g. 1-3 months, which is much shorter than the time that actually took for them to recidivate. Finally, suggestions for future research were made.
Medical certificate is a document to demonstrate a patient's health status, made up and signed by a physician, dentist, or oriental physician who attended the patient. There are some reasons, however, that medical certificates often do not reflect the true health status of the patient: When physicians attend the patient and collect information regarding the health status of the patient, their priority is and should be the most cost-effective way to meet the health needs of the patient. It does not necessarily correspond to the accurate examination of the health status of the patient. Even when the patient's report on the history of the illness or the injury seems suspicious, physicians might have to avoid disproving it because that kind of attitude might harm the rapport between the physician and the patient. All these can distort the perception of the physicians and this distortion can be reproduced in the medical certificate they made up. Some of these problems might be resolved or at least enhanced by introducing new form of medical certificate which would guide physicians to reveal the nature, factual and theoretical grounds, and the limit of their findings more accurately. Others, however, would not be able to address, because it stems from the conflict between the physician's primary duty, duty to be loyal to the patient's life and health, and his secondary duty to serve as a public or neutral witness on the health status of the patient, and when both values or duties conflict with each other, they should choose the duty to the patient sacrificing the duty to the public or the court.
