주꾸미 산란·서식장 조성사업의 경제적 효과 : 태안군의 사례 (Economic Effect of the Creation Project of Octopus Ochellatus Spawning and Habitat Ground: the Case of Taean County)

  • This study is to evaluate economic effect of the creation project of Octopus Ochellatu spawning and habitat ground in Taean County. The main results of this study are summarized as follows: first, the creation project cost of Octopus Ochellatus spawning and habitat ground invested in Taean from 2015 to 2017 was 3,400 million won. Second, The creation project of Octopus Ochellatus spawning and habitat ground directly provides fishing benefits, recreational boat fishing benefits, festival benefits, research and development benefits, and employment benefits. Third, on the basis of above benefits, the creation project of Octopus Ochellatus spawning and habitat ground has a net present value of 14,478 million won, internal rate of return 60.8%, and benefit-cost of 5.03 under a 4.5% social discount rate. Also, the creation project creates 47 jobs. This indicates that the creation project of Octopus Ochellatus spawning and habitat ground contributes not only to the increase in the income of coastal fishery, recreational boat fishing business and fishing villages but also to the job making. In conclusion, with all these results, a project for making spawning grounds and habitats in the specified region gives species more numerically abundant and this gives more profits to fishermen in the coastal area. In addition, this project helps to make attractions to visitors or people who came to those specified regions to participate in events or have recreation, which means it improves profits to that fishing village and improve a settlement condition.

국제사회의 대북제재와 남북수산협력 (International Sanction on North Korea and Inter-Korea Fisheries Cooperation)

  • In this study, the Inter-Korea Fisheries Cooperation Project was divided into four categories: North Korea's Fisheries Infrastructure Development Project, Fisheries Cooperation Project, Human Exchange Project, and North Korea Fisheries Investment Project. First, North Korea's fisheries infrastructure development projects include North Korea's fisheries resource research project, it's fisheries resource development project, and joint enforcement on illegal operation of Chinese ships. Second, fisheries cooperation projects include the operation of the North-South common fish area in the West Sea, the fishing project in North Korea's East sea, and the import of North Korean seafood. Third, human exchange projects include training of aquaculture technicians in North Korea, technology transfer and training of fishing vessels, and boarding of North Korea's fisherman in Korean fishing vessels. Fourth, North Korea's fisheries investment projects include aquaculture facilities and aquaculture feed support, aquatic product processing facilities and technology transfer, and fishery equipment support. However, as international sanctions are maintained in the international community to North Korea, Inter-Korea Fisheries cooperation, however, should be promoted according to the level of easing of international sanctions as international sanctions are maintained in the international community to North Korea. First, North Korea's fisheries resource research project, North Korea's fisheries resource creation project, joint enforcement on illegal operation of Chinese ships, and operation of the common fish area in the West Sea can be promoted if international sanctions are maintained at present, promote North Korea's fisheries resource research project. Second, boarding of North Korean's fisherman in Korean fishing vessels, conducting the fishing project in North Korea's East sea, and importing North Korean seafood can be aided if commercial transactions are possible with North Korea. Third, South Korea will support aquaculture facilities and aquatic feed, fisheries processing facilities and technology transfer, fishery equipment support, training of fisheries and aquaculture technicians, fishery fishing technology transfer, and training of fisherman when a comprehensive economic cooperation project is possible with North Korea.

강제어초의 효율성에 관한 현장조사 (Field Investigation on the Efficiency of the Artificial Steel Reefs)

  • As part of the government's fishery resource creation policy, fishing ground creation projects have been undertaken in Korea's major seashore fishing spots since the 1970s, where artificial reefs constructed using new materials that make up for the weakness of concrete reefs have been used. In this study, the stability of these artificial reefs when acted upon by external forces, their ability to attract and gather fish, and their economic feasibility were examined. For this purpose, an experimental artificial steel reef was constructed and was installed in an area of the sea. Then the corrosion of the experimental material attached to it was investigated. The efficiency of the artificial steel reef was then verified by examining its functionality, removal, and burying, as well as the speed of insertion of living things into its structure and its ability to attract and gather fish.

한·중 어업자원관리제도에 관한 비교연구 (A Comparative Study on Fisheries Resource Management System between Korea and China)

  • Korea and China are two opposite countries located aside Yellow Sea and co-utilize the East China Sea. The two countries are close together from geological point of view, however, the competitive development of resources was more emphasized than the cooperative development of resources between the two countries because the special policy relationship. Additionally, after the communist government of China was founded in 1949, the political conception between the two countries was quite different. Therefore the establishment of appropriate international fisheries co-operation was impossible, and the international management problems of fisheries resources in Yellow Sea and East China Sea were let alone. UN convention on the Law of the Sea came to force in 1994, Korea and China adopted the exclusive economic zone system in 1996. On the other hand, Fisheries Law in Korea was enacted in 1953 in order to management of fisheries resources, and also China was enacted fisheries law in 1986. The two countries control the fisheries effort through fisheries license system, meanwhile through prohibition fishing area, prohibition fishing period, limitation of net size, and limitation of body length to conserve and manage the fisheries resource. The serious management methods of resource management in the two countries are similar such as the creation of promptly decreased species and those species that have commercial value, discharge of fish seedling stock, settlement of artificial reef and clean of fishing ground. Therefore, the two countries should consider not only the improvement of formal law system, but also how to recover the fisheries resources in circumference water zone and how to improve the efficiency of fisheries resource management. Specially the settlement and management of artificial reef should be chosen in the area that have the highest benefit to two countries, and should establish the common management system of discharge of fish seedling stock. And the two countries should adopt the same criteria through technical management and limitation of net size, limitation of body length, and prohibition area of special fisheries to ensure the highest fisheries benefit of fisherman in the two countries and the highest efficiency of fisheries resource management.

우리나라 바다숲의 경제적 가치 (Economic Value of Marine Forests in Korea)

  • This study is to evaluate economic value of the ecosystem service benefits of the marine forests provided to our society on the basis of the global standard valuation manual. The main results of this study are summarized as follows: First, the ecosystem service benefits of marine forests are worth 771,121,551 won per hectare for a year in Korea. Second, when evaluating value based on the services benefits of the marine forests, as resource provisioning service, the annual value of the fishery potential production amounts to 58,512,271 won per hectare. The annual value of the environmental and regulatory services is estimated to total 29,574,000 won per hectare including 546,488 won per hectare for climate regulation, 85,342 won per hectare for pollution purification, and 28,942,170 won per hectare for erosion protection. The annual value of the culture and tourinsm services is estimated to total 15,317,647 won per hectare including 5,011,765 won per hectare for skin scuba service and 10,305,882 won per hectare for sea fishing. Also, the aunnual non-use value is estimate to 637,800,000 won per hectare. Third, assuming that the value of the sea forests increases proportionally to the unit area, the marine forests can be valued at 12.7 trillion won per year based on 12,208.2 hectares of marine forests creation area and 4,272.6 hectares of natural seaweed beds. Fourth, the total economic value of the marine forests can be estimated at 244 trillion won in 2016, if the value of the marine forests permanently continues in the future by applying 5.5% of the social discount rate. The results of this study are expected to serve as a valuable information for improving awareness of the value of marine forests ecosystem and ensuring the validity of the marine forests creation policy by converting the value of the marine forests's ecosystem service into monetary units.

지방자치단체의 주민참여형 마을만들기 사업추진 현황 및 개선방향에 관한 실증 연구 - 전라남도 및 해남군의 관련사업 사례를 중심으로 - (Actual Proof Study on the Participated Design Stands & Improvement Direction of Village Creation supported by local government - Case study of Cheonranam-do & Haenam-gun in South Korea -)

  • This study aims to examine the type of residents' participation in village making including the case of "Making Happiness Village" -in the Jeollanam-do province and "Village Making" -in Haenam-gun. The study examines the potential and effects of these projects, draws conclusions and suggests the future direction of village making projects. The results of this study are summarized below. "Making Happiness Village" should be evaluated in detail as it has contributed to the successful and development of traditional Korean residential culture, and has helped to activate and develop agricultural and fishing villages through the improvement of the residential environment and attraction of urban people into the rural area. It also showed the possibility of a project to be settled as a representative of Namdo satisfying the demand for sustainable development. In order to enhance the integrity of a village making project, its master plan must be established and utilized by considering the current status and characteristics of a village, improving its physical environment and seeking a method for economic activation. Policy and economic support from central government and local governments are also required for such a project. The residents' autonomous organization,necessary for unifying the residents' capacity, must organize their own group, such as "Residents' Conference for Village Making (tentative name)" to integrate the existing organizations (women's association, youth group, etc) and establish a conference system to discuss and solve the current issues of the village.

연안통합관리의 과학적 및 지역적 접근 (A Regional Approach for Integrated Coastal Management with Scientific and Local Knowledge)

  • 수산, 항만, 관광 등 남해 연안 바다의 이용은 지역경제의 중요한 부분을 차지하고 있다. 기존의 연안관리와 연안 환경 문제에 관한 일시적인 처방은 더 이상 유동성 적조, 산소결핍, 잘피 서식의 감소 등 연안 문제 해결의 방안이 되지 못하고 있다. 1999년 연안관리법이 통과된 후 2001년부터 현재까지 연안지역관리계획이 수립되고 있다. 연안지역관리계획에는 연안 생태도시 구축, 연안오염물질 감소, 제도적 장치 개발, 모니터링 계획, 예산확보 등이 포함되어 있다. 연안역 통합관리의 성공적인 출발은 중앙정부와 지자체의 협조뿐만 아니라 지역의 NGO와의 조화로운 모색이 필요하다. 연안관리의 해역분류 중 특별관리해역으로 지정된 마산만 지역에는 마산만 살리기 시민연합이 조성되어 과학적인 정보의 제공과 지역 특수성에 부합될 수 있는 여러 가지 활동이 진행됨으로써 성공적인 연안통합관리의 실행이 가능해지고 있다.

학교급식의 관리와 효과에 대한 초등교사들의 태도 분석 (Analysis of Elementary School Teachers' Attitude Toward School Food Service Management and Effect)

  • The purpose of this study was to find out the general problems of school food service and to explore a way to improve it, by examining elementary school teacher's consciousness and attitude toward it that gave a big impact on children's development of food habit. For attaining the purpose, the following research questions were posed : 1) What's elementary school teacher attitude toward school food service management? 2) What's elementary school teacher attitude toward school food service effect on children? 3) What's elementary school teacher opinion about how to develop school food service? The subjects of study were 328 male or female teachers who served at elementary school in urban and rural area, including eup, myon, or farming and fishing villages, Kyonggi province. A questionnaire survey was conducted over them. The conclusions were as follows: 1) Teacher Attitude Toward School Food Service Management Concerning food service place, the subjects were more satisfied at food service room(73.3%) than at classroom(23.0%). They responded that food service room was more effective, than classroom, for food transportation, distribution and post-arrangement. Their satisfaction at food service place was significantly different. The older teachers considered personnel management and cooking room's sanitary management to be more efficient, and their age made a significant difference to their consciousness of these things. Many teachers(63.1%) thought the measures to prevent and manage group food poisoning were relatively efficient. The male teachers expressed more affirmative view on the efficiency of school food expense management and menu preparation than female teachers, and there was a significant disparity between male and female teachers. 2) Elementary School Food Service Effect School food service was thought to be very effective for physical growth(74.1%) and physical strength improvement(70.1%). Teachers at smaller school revealed more affirmative response toward school food service effect on correcting an unbalanced diet, and older teachers considered its effect on nutrition knowledge acquisition and learning outcome to be more great. Teachers at larger school put less value on its effect on table manners, and school size produced a significant difference. The number of teachers who thought school food service generally raised parent concern and support for school(36.6%) was a little more than that of teachers who didn't think so(15.2%). And the number of teachers who didn't consider its effect on improving parent food life to be good(29.3%) was slightly more than that of teachers who did. 3) School Food Service Reform Measure What's most urgently needed for better school food service management appeared to be an expansion of facilities concerned, followed by more effective food distribution and transport, cooking room's better sanitary management, more successful food poisoning prevention and management, more effective food expense management, and an increase of food service personnel in the order named. The most effective means of school food service education was found to be a creation of link system to family, followed by a development of school food service education program, a development of teaching materials, an insertion of school food service in curriculum, and teacher education in the order named.
